The nonprofit and business sectors as well to expand on this wholistic approach and bring Additional Resources to many neighborhoods across philadelphia. Agencies like the United States department of justice, the white house, hud, the City Governments across america, stonily foundation and many, many more. Its addressing the contributing factors to crime, education, lack of opportunity, unemployment and recidivism. Were making progress but as you know were not done yet. Of course, the police cannot have a positive impact if they are not trusted in the community. They recognize the need to examine the departments policies and procedures, increased transparency and enhanced training. In the wake of increased policeinvolved shootings, 394 between 2007 and 2014, about an average 506 a yea a year, commi ramsey commissioned a report and asked the department of justice and the cops office to come to philadelphia. Look at these issues. We received a report this year and subsequently established an independent Oversight Board to review that report and develop a timeline for implementation. The Philadelphia Police department posts on its web site incident summaries and comp helmsive crime stats and weve released part one and two crimes data as a part of the citys overall open data policy. Weve increased standards for recruits to join the force and revised inservice training for veteran officers. Police commissioner ramsey have demonstrated through words and more importantly through his actions that Police Misconduct and corruption will not be tolerated at all. The citizens of philadelphia deserve the highest level of protection, professionalism and respect from their Police Department. We all know about the very real dangers our brave men and women face on a daily basis when they put on their uniforms and head out their front doors and we were jarringly reminded of that danger, tragically, once again this year with the death of officer robert wilson, iii, is the eighth Police Officer to died in the line of duty under Police Commissioner ramseys and our watch. Is we have a responsibility to act with honesty, transparency. It begins with us, the people who swore an oath to serve this city. Theres so much to cover in a short amount of time but i think i can sum it up in one thought philadelphia is, was, and will be very, very lucky to have benefited from the talent and dedication of Police CommissionerCharles Ramsey. Hes nationally and internationally recognized among his Law Enforcement peers, having served president barack obama. He served as president of the Major City Chiefs Association and the International Chiefs of Police Executive committee, pirf, at the same time. No one, no Police Officer in the United States of america served as president of the major city chiefs and the Police ExecutiveResearch Forum as president at the same time. No one in the United States of america ever did that except Police CommissionerCharles Ramsey. He sits on the Homeland Security council and was picked directly by president obama to serve as a cochair of the president s task force on 21st Century Policing. Hes received numerous awards and accolades, including recognition from the fbis National Executive institute, the Police ExecutiveResearch Forum and harvards john f. Kennedy school of government. Commissioner Police Commissioner ramsey thank you for saying yes thank you for coming to philadelphia. And thank you for making my city a safer city. The children and adults of our city owe you a tremendous debt of gratitude. There are young people alive today who ten years ago may not have lived in our city but because of your work youve been a friend, supporter, and advisor not just on policing. Every person in our City Government has benefited from your service. Seems like a short period of time but in eight years, as a life long philadelphian, knowing where weve been and seeing where we are today, in eight years you have changed the culture of policing in our great city. Youve created a very strong and Sturdy Foundation for the future. You and i both know that change is not easy. But change has come and its our duty and responsibility to make sure that those changes stay in police and based on the Strong Foundation that youve created that more work certainly still needs to be done. Youve also created a team that has well become the task of changing the culture of policing in philadelphia. The Police Department based on service to the public, honesty and respect for the citizens that they serve and for themselves. Were fortunate to have in philadelphia the best Police Commissioner in the United States of america. Police commissioner Charles Ramsey. [ applause ] well, that was hard. And what maid you decide it was time . I didnt decide, but it was done by committee. And why was it important to do Something Like this . I think that you better ask charles that question. I think that we have been planning for franks centennial to plan for the birthday for about five year, and this time, the book is a celebration of the life and career, and a lot of book books are coming out, but this book is sanctioned by the family and also in his words. We found a treasure trove of tapes that frank had made talking about his life. A lot of people that write books that never knew him or met him, and so we tried to match the picture pictures with the text in the book. More popular than ever, it seems to me. And there is always that we like to say with frank, no generation gap. Every generation seems to find him sh, and he is as relevant ty as ever was. Sure. In 1964 we have a picture of your dad with quincy jones, and we we will see if this one pops up. Who is a legend himself. Oh, yeah. Tell us about that photograph, frank. That was taken at a record ing studio, and appears to be in california. Bill basie was in the throes of making his second album with Frank Sinatra and this time instead of the late kneel hefty and quincy jones who looks like a boy. Yes. And not like the other two. And the next one is a loving benefit and it shows how philanthropic your dad was, right, frank . He was involved in many charitable organizations, and that particular one in that photograph is very close to where where he lived in a town called rancho mirage, california. That is what that awas all abou. And your dad, he liked the camera, too, and this is your dad in the 1940s with a camera. Was he a photographer himself . Not really. Not really. That look like a 16 millimeter movie camera and an old bolex and he was at this time to getting active in movies, and like so many people who did that sort of thing, he e wases if nated by cinemaotography. Sure. And let me point out that is one of the photos that you would not see anywhere else, because that is taken by franks mom nancy in hoboken, and we also have another book that is 1,000 that franks granddaughter amanda put together that is a limit limited edition book that has a lot of photos like that. And we will throw up some photos of the family as we go to break. And can you tell us anything about that . I dont know, because i was not present. I think that it was 1962 or 1963. And the holidays.
