without her husband to tackle a controversial case "today," wednesday, october 15th, 2014. >> announcer: from nbc news, this is "today" with matt lauer and savannah guthrie live from studio 1a in rockefeller plaza. welcome to wednesday morning. i'm matt lauer along with natalie morales, tamron hall and al roker. savannah continues on maternity leave. we start with unsettling news on this ebola crisis. >> very frightening, indeed. >> breaking news out of texas. another worker from texas health presbyterian hospital who cared for ebola victim thomas duncan now has been diagnosed with that virus. nbc national correspondent kate snow is outside the hospital. kate, what can you tell us? good morning. >> reporter: matt, good morning. we learned about this just before 4:00 am local time this morning. we had known that 76 health care workers were being monitored. we learned that yesterday. because they came into contact with thomas eric duncan. now we know that one more of those health care workers is sick. the hospital says the health care worker reported a fever tuesday and was immediately isolated at the hospital. health officials have interviewed the latest patient to quickly identify any contacts or potential exposures and those people will be monitored. this new case comes as there are complaints about the hospital. late last night a labor group that represents nurses headquartered in california held a conference call with reporters, saying they had heard from several nurses who work at texas health presbyterian hospital and had some of them on the line. the nurses at this hospital are not in any union. the group speaking on their behalf wouldn't give details how many nurses they were representing or what roles they held at the hospital. they said the nurses want to remain anonymous for fear they might lose their jobs. union officials read statements to reporters that were from the anonymous nurses that said what happened when mr. duncan arrived at the hospital. >> mr. duncan was left for several hours, not in isolation in an area where other patients were present. subsequently, a nurse supervisor arrived and demanded that he be moved to an isolation unit, yet faced resistance from other hospital authorities. >> reporter: before he was isolated, they said, duncan came into contact with up to seven other patients. for at least three days, they said, nurses did not wear full protective gear, but flimsy generic gowns that exposed their necks. according to the anonymous nurses, staff moved in and out of the isolation unit without being decontaminated. nurses, they told the union, had only optional training on ebola. >> were the protocols breached? the nurses say there were no protocols. >> reporter: the hospital did not respond to the specific allegations. in a statement to nbc news said in part, "patient and employee safety is our greatest priority and we take compliance very seriously. we have numerous measures in place to provide a safe working environment, including mandatory annual training and a 24/7 hotline and other mechanism that is allow for anonymous reporting." it all came after a stark admission tuesday. the head of the centers for disease control said nurse nina pham might never had gotten sick if they had sent a response team as soon as thomas eric duncan was diagnosed 15 days ago. >> i wish we put a team like this on the ground the first day the patient was diagnosed. this might have prevented the infection. >> reporter: pham defended the hospital, saying she was "blesd to blessed to be cared for by the best doctors and nurse in the world." they're looking for protective gear and decontamination process, among other things. we've gotten late word from the cdc that a rapid response team has been deployed here, is already on the ground, hoping to help now with this second case. matt? >> kate snow, thank you very much. sylvia burwell is the secretary for health and human services which oversees the cdc. madame secretary, good morning. >> good morning, matt. >> second health care worker at texas presbyterian hospital in dallas has now tested positive for ebola. do you have complete confidence in that facility, that that facility can treat these two patients now and give them the best chance of survival while maintaining protocols that will prevent this virus from spre spreading even further? >> first, i want to express our thoughts and prayers with both patients and all the health care workers treating those patients, both at the hospital, as well as the state, local and federal officials supporting them. with regard to the protocols that are in place right now, as the cdc director announced yesterday, we have added additional staff from the cdc, two of the nurses from the emory facility that treated dr. brantly are there on site to do peer-to-peer training. overseeing the way that the equipment is put on and taken off. >> with all due respect, madame secretary, you're not answering my question. do you have complete confidence that that facility can successfully treat these two patients without spreading this virus further? >> matt, what we have put in place are what we believe oversight and assistance in the implementation of the protocols that we know can work and have worked over 30 years in terms of fighting ebola. >> we've got some nonunion nurses going to labor officials in nursing industries and saying, look, there were no protocols. we had nurses leaving the isolation unit without being decontaminated. wouldn't it be safer and more prudent right now to take these two patients and move them to one of those four special isolation units in some other location, like emory or nebraska, just until you can check, double-check and triple check the protocols, procedures and the facilities in dallas? >> matt, what we will be doing is making sure with regard to the patients we have two things that are priorities that we work with our local clinicians as well as state and local health officials. the first is making sure we're providing the best care we can for those patients and the second is making sure we're doing everything we can to protect health care workers. we will keep all options and considerations. right now, the first patient, health care worker. the first health care worker is being treated in the hospital. the second is in isolation there. we will continue to monitor the situation and our people are on staff, on site doing that right now. >> let me ask you about the comments from dr. frieden of the cdc, who has now admitted that the cdc did not act strongly enough, they did not send a robust enough infection control unit to that hospital this stunned me, madame secretary. we've been talking about the outbreak of ebola in west africa for months and we've been talking about the fears of it coming to this country. now we've got the head of the cdc saying when it did come to this country and presented itself in the person of mr. duncan in dallas, the cdc did not do enough. how could that be? >> the cdc sent a full team in place and sent a team of epidemiologists as well as infection control people. i think we believe we could have done much better is the oversight of the implementation of the protocols. >> do you have confidence in the cdc and dr. frieden? >> i do have confidence in the cdc and dr. frieden. any place where there is a patient, we will be sending a fly team in immediately to make sure we are doing that help and assistance in oversight of the implementation of the protocols that we know have worked, whether that's in nigeria or in the previous cases we've seen or what happened in those emory and nebraska -- >> secretary of health and human services, sylvia burwell. i know you're busy. thank you for being here this morning. >> happy to be here. thank you, matt. >> natalie? storms that hit the south this week took aim and is shifting now in the northeast. dylan dreyer is in durham, north carolina, with more. good morning. >> reporter: good morning, natalie. the storm system spreading east this week has transitioned into more of a heavy rain event, which is just about to get started here in durham. from here on out, the wind and any tornado damage should be minimal, which sadly was not the case in parts of the south. charles edward witham, marine and father of four was killed when a tornado hit his home. we spoke with his mother and daughter. this wasn't the first tornado to tear through the hometown of ashdown, arkansas. it was the first time her home was directly in one's path. >> i feel like it's a nightmare that's not stopping. >> reporter: she and two of her siblings were home with her parents when the ef-2 tornado tore through their neighborhood, blowing the house to pieces. >> all i saw was the wall all coming at me and my bed flipping me through the air. >> reporter: all three children and their mother survived the storm. eddie, a former marine, did not. >> he went through two tours in iraq and a tornado kills him. >> i can't believe he's gone. he's not going to be able to see any of us graduate or walk me down the aisle. >> reporter: the children's mother remains in critical condition after undergoing surgery on tuesday, suffering neck, back, lungs, spleen and liver damage. the children suffering bad bruises and cuts, but mostly in a state of shock, remembering their father and hoping their mother survives. >> she's my hero. if i lose her, too, i don't know what i'll do. >> reporter: such a heartbreaking story. as i mentioned, we are looking at mainly heavy rain across the area today. there has been flash flood watches issued but within some of these storms, al, we could see a chance of wind storms, but it's not going to be as bad as it has recently. >> that's right, dylan. up to about 50 miles west of washington, d.c., we still have the severe thunderstorm warning, damaging winds. some of these tornadoes very brief. could be wrapped in rain. hard to see. flash flood watches in effect. baltimore, washington area. this system will be pushing through rather quickly. we could see the system rush in, enhance that rainfall amount. we're talking from one to two inches but could be up to four inches of rain especially as you get on up into new england. here is the latest on gonzalo. now the strongest atlantic hurricane in three years. it's 665 miles south-southwest of bermuda. 125-mile-per-hour winds. we expect it could become a category 4 storm by wednesday and then early friday takes aim just to the west of bermuda, which is the worst side for the winds with this system. we'll continue to track this, because, as we said, they got hit by fay last week. and now the storm with 120-mile-per-hour winds on that island could be devastating. >> we'll be watching that one closely. thank you, al. >> thank you very much, al. tamron is here with new air strikes against isis overnight. >> good morning, everyone. a u.s.-led coalition launch aid massive amount of air strikes against isis around kobani. air strikes have intensified this week. kurds inside kobani says the air strikes have helped but the militants who have besieged the town for weeks were still on the attack. violence erupted in hong kong again this morning as police crash with protesters. officers armed with pepper spray pushed back the crowd and tore down barricades. the operation came after a large group of protesters blocked a tunnel, expanding their protest zone. 45 people have been arrested in today's clashes. a frightening scene played out late tuesday night on a casino-bound tour bus after a man, police say, stabbed two passengers. the suspect was later shot and killed by a state trooper. the bus was on its way from new york city to a casino in connecticut when a passenger reportedly attacked two people. the bus driver pulled into a construction zone where a state trooper was actually stationed. police say that trooper shot the suspect just outside the bus when he refused to drop his weapon. one of the stabbing victims was also hit by a bullet but is expected to be okay. now to the cliffside rescue in northern california. a young woman who drove off a mountain was plucked to safety after spending nearly a day trapped in a ravine. nbc's miguel almaguer has the report. >> reporter: the daring rescue came in the knick of time, hoisted to safety after plunging 500 yards in her car down a cliff. she had been ejected, laying face down in a ravine. >> their timely response was key in getting melissa to regional medical center of san jose. >> reporter: vasquez was driving across this mountain road monday when she flew over an embankment. police say her on-star system alerted authorities to the accident. investigators then used a find my phone app, a tracking device from her ipad to pinpoint her cell phone's general location. 15 hours later, rescue teams found her in thick brush, after a night alone. >> technology had a large part to do with this. not only in her having that on her phone and having the ipad, but my ability to be able to take screen shots and get those screen shots out to searchers within minutes of me locating where she was. >> reporter: air lifted to a local hospital, vasquez is suffering from serious injuries, but this morning doctors say she'll survive, a dramatic crash with an incredible rescue. for "today," miguel almaguer, nbc news, los angeles. >> what a story. and, by the way, two pretty incredible catches in tuesday night's mlb playoff game. only one of them came from a player. sixth inning, baltimore's adam jones hit the ball toward the seats but mike moustakis is there who makes an unbelievable catch over the rails. that is amazing. a swarm of fans there to catch him. but earlier, take a look at this in the game. it was a tv cameraman with a catch that was almost as impr s impressive. >> whoa! >> are you kidding me? >> no glove. >> he makes a one-handed catch without a glove, without losing focus. royals have won 2-1. they have a 3-0 lead in the series. i think you know where this is going. take a look. about 100 sharks in the midst of a feeding frenzy. they look like birds. they were targeting a school of blue fish at cape lookout sea shore. the men kept their following the process of nina pham, the 26-year-old nurse being treated for ebola in dallas. so many are tracking the status of bentley, her dog. authorities went to the apartment, got independently, put him in quarantine for 21 days, in isolation. they also released some footage here of bentley eating. he is doing quite well. we don't know if dogs can transfer ebola yet. out of an abundance of >> oh, still a mess, especially the eastbound side. eastbound approaching belmont avenue, we still have this multivehicle accident blocking the left lane. one lane of traffic is getting by. and 76 eastbound is at a very slow crawl from route 202 all the way down to belmont avenue. drive time is almost an hour eastbound from the blue route to the vine. westbound is about 41 minutes between those two points. that's because we also had an accident westbound at belmont avenue. that was pushed over to the shoulder. vai? santa is here. santa is here. he has brought along some incredible gifts. we always love the neiman marcus christmas book, even though some of us can't afford it. >> you and i grew up with those slot cars. >> favorite way to spend a weekend. i love those things. tamron is at the news desk. she has all the headlines. good morning, tamron. >> we begin with breaking news from texas. a second health care worker who treated thomas eric duncan has been diagnosed with ebola. national correspondent kate snow is in dallas. kate, good morning. >> reporter: good morning to you, tamron. a news conference here with dallas city officials and the hospital is just beginning at this hour. we hope to learn more about this second patient. what we know right now is that this patient showed up with a fever yesterday, was immediately isolated. now, he lived in an apartment complex -- he or she, i should say, lived in an apartment complex not far from where i'm standing, a few miles from the hospital. we have a live shot from there where fire and police crews have been handing out fliers to the residents, telling them about this latest case of ebola being in their neighborhood. this is the second worker at this hospital to come down with ebola, the first being a nurse, nina pham. she spoke for the first time yesterday, putting out a statement saying she's doing well. she also defended the hospital where she worked saying she is being cared for by the best team of doctors and nurses in the world, she said. still, many questions are being raised about this hospital. the cdc says it will investigate the practices that have happened here. this morning the cdc tells nbc news that a rapid response team is already on the ground here, trying to help the hospital make sure that no one else gets this disease. tamron? >> kate, thank you very much. earlier today, health and human services secretary sylvia burwell says proper procedures are being monitored. >> first, appropriate identification when there's entry into a hospital. say, for example, an emergency room or other entry point. the second is once that patient is identified and a confirmed case of ebola, that we have appropriate treatment in place. cdc will be on the phone from the start and be flying in immediately when we understand that there is a case. >> secretary burwell also told matt she has confidence in cdc director tom freeden, who admitted tuesday that his agency could have done more when the first ebola patient was diagnosed in dallas. a second day of violent weather brought record rainfall and at least two tornadoes to the atlanta area. high winds knocked down trees and sent large limbs crashing through rooftops. power lines were also pulled down, leaving 50,000 customers without electricity. we are now less than three weeks from the mid term elections. and with that in mind, nbc news and "the wall street journal" are out with a new poll about voter attitudes. chuck todd is nbc's political director and, of course, moderator of "meet the press." what have we learned ? the folks at good housekeeping put them to the test. megan murphy, executive director, is here. good morning, megan. >> good morning. in the good housekeeping lab we have a controlled chamber. we took swatches of eight of what we thought would be the most popular costumes and literally set them on fire to test their flamability. if it goes up in flames in under 3.5 seconds it is dangerously flammable and does not pass the test. we did have a costume that failed the test this year. >> this is the costume right here? >> yes. >> tell us about this. this is a barbie costume princess? >> barbie princess costume. the danger here is that the lining -- you'll see it's a papery like feeling lining. that went up in flames in under 3.5 seconds. doesn't pass federal regulations. we tested it ten times and we sent it to an outside lab that was recognized by the consumer product safety commission. they confirmed our results. so this is still available online. i caution parents. if you purchased this costume, our engineers say cut out the lining, because that is really the dangerous aspect of this costume. >> and we did get a response from the maker of the costume. they said in their testing that they did back in 2007, that it did pass their test. but the costume, as you said, was discontinued in 2008 and, as you mentioned, it still can be found. >> we bought this online. it still is available for purchase. my caution to parents, if you have this costume, cut out the lining. >> and the rest works? you're the father of a son as well. it must have -- going home to your child, it must make you want to hug them that much more. >> for -- i don't know however long. reading a script where a child was in jeopardy, it's impossible to do. you don't even want to -- you don't want to have it enter your imagination at all. but this was such a profound story, i thought. an interesting way of telling the story. the music is really inspiring, what they do there. obviously as a parent, trying to deal with all the violence that we have in our country right now, a lot of it is violence that i didn't experience growing up in school. and i was talking to anton and he said, you know, they had to live with the idea of shootings and mass killings on a daily basis in school. so, as a parent, you want to figure out, what's going on?
