Lets head to chesters county where a teachers aide at conestoga county in berwyn is accused of having sex with a student. Arthur phillips is charged with assault and unlawful conduct. The School District says that phillips began working at the school in 2006. Officials tell us he is now suspended and will be fired. In mercer county, Princeton Police want you to take a good look at the sketch of this man they say groped a woman on the street. According to investigators, he ran up to the woman and grabbed her from behind as she was walking on spruce street. The man was caught on surveillance camera, you can see from a distance, hes running along the sidewalk. The incident happened on the evening of april 12th. If you know anything about it, Princeton Police would like to hear from you. Now to new details about a philadelphia youth soccer coach accused of raping one of his players. Immigration officials tell nbc 10 that the suspect was in the u. S. Illegally. This week, Police Arrested francisco pradocontreras on statutory rape charges. They say the teenager came to him looking for a job, but instead he talked her into having sex and gave her money. The girl was 14 years old at the time and became pregnant. Pradocontreras is a volunteer coach. Officials in philadelphia tell us all volunteers undergo background checks before theyre allowed to use city facilities. Its unclear how contreras made it through the screening process. Youre a coach, theres some expectation there youre going to look after the kids to violate that trust. Police say theyre unsure how many victims may be linked to the suspect. Now, this arrest comes as Trump Administration is sending a strong warning to philadelphia and eight other sanctuary cities. In a letter, the department of justice demands the city is following immigration laws. If the city does not comply, they could lose federal grant money law enforcement. Officers will enforce laws, but not act as immigration agents. Meantime, a Pennsylvania State representative is introducing legislation aimed at stripping funding from sanctuary cities. But its up to these mayors to reverse their sanctuary city policies and comply with the federal law. And thats all that i think that the letter is asking. If they get driven underground and are victims to a crime or witnesses to a crime and wont come forward and trust the police, our city will be a lot less safe than it is today. The city has to respond to the Trump Administration by june 30th. In the wake of the warning, President Trump is reassuring young people brought into the country illegally that they should rest easy about his immigration policies. Those children are often referred to as dreamers. Mr. Trump says he is, quote, not after the dreamers, we are after the criminals, end end quote. The president is making a big promise as he nears the end of his first 100 days in office. The president says he will announce a tax reform package on wednesday that will lead to massive tax cuts for both individuals and businesses. Also, something well be watching in the coming days out of washington, potential movement on Health Care Reform and avoiding a government shutdown. Today, Vice President mike pence told australias Prime Minister that the u. S. Will honor their Refugee Resettlement deals, even though the u. S. May not admire piit. Yesterday in our area, some employees got a head start with more than 400 volunteers cleaning up the battleship new jersey. Its the countrys largest single day corporate volunteer event and there are plenty Service Activities happening all across our region today. Plenty of people working behind you, matt. They are working and very busy. They just started working here about an hour ago and theyve already put down some mulch here in this little playground area. And you can see all these guys at work right now and they are really busy, just trying to make a difference here in the community. And weve got about 200 people inside and outside. Theyre doing some work inside the Shane Victorino nicetown boys and girls club, all for the 16th year for the comcast cares day. So every year, we see people coming out and doing some good projects. And weve got about 100,000 people in all throughout the country and even in some other countries around the world, taking part in this, to help clean up and theyre going to be doing projects like painting, cleaning, landscaping, as you see. There are breaks in there, and if we get a little sunshine, that will boost us into the 60s. If not, were going to be stuck in those mid and upper 50s. Take a look. All of this extends way off to the west of us and down into the tennessee valley. And the one good thing about all of this is that you can see that this is all trending more southward. Even up here where we are, you can see that the line is beginning to sag more southward. So the good news is, is that were going to start to see a little bit more clearing for tomorrow. And i think tomorrow may be a fairly decent day with a mix of sun and clouds and not expecting to see these rain showers unless youre in unless youre in delaware. There is new fallout for pennsylvanias Lieutenant Governor. He and his wife were accused of verbally abusing state troopers and staff. Well tell you what governor wolffe h wolf has decided to do about it. And new developments this morning in the case of a Police Shooting that sparked protests. Well tell you what a Police Review board has ruled about the death of Keith Lamont Scott. Police say this shows the consequences of distracted driving. As you can see, the car hits the side of a barrier and just flies down the road sideways. The South BrunswickPolice Department in Middlesex County posted this video on twitter as a warning. Officers say miraculous, the driver had only minor injuries. Tomorrow, france will hold national elections. This as the country is on high alert, just two days after another terror attack. And now were seeing cell phone video of the moment the gunfire erupted thursday night in paris. [ gunfire ]. You can hear gunshots being fired along the champselysees as police ducked for cover and ran. Authorities say the shooter killed an officer and wounded two others before police gunned him down. French police found a note praising isis that apparently fell from the shooters pocket near the scene. According to authorities, the gunman spent 14 years in prison for attacking Police Officers and for related crimes. Yesterday, Security Forces raided his familys home, trying to determine if anybody helped him with the attack. We have some breaking news thats just come into our newsroom. Delaware state police have just issued an amber alert for two missing children. The children were last seen wednesday morning, so earlier this week, while they were in the care of their babysitter. This happened in wilmington. The children are 5yearold boy, his name is Zion Coverdale Dixon and a 3yearold boy, ja had ba bailey. The babysitter is michelle rogers. Again, Delaware State Police issuing an amber alert. We dont know anything about a potential car. Oftentimes well get a description of a car with these amber alerts, but we do have a description, a 2yearold and 5yearold and the babysitter identified as michelle rogers. In other news, a North CarolinaPolice Review board has determined that an officer did follow proper procedure in the shooting death of Keith Lamont Scott last fall. The report says officer brentley vincen vincent will not face internal discipline. Last november, the attorney general decided not to charge vincent. The officer says scott had a gun and he feared the for his life, though scotts family says he was unarmed. The shooting sparked several nights of protests and riots. Back in our area, we have a follow up to a story that weve been covering for the past few weeks. Pennsylvanias Lieutenant Governor will no longer get personal protection from state police. Yesterday, Governor Tom Wolf stripped the security detail from his second in command, mike stack. Wolf also limited cleaning, groundskeeping and maintenance by state employees at stacks hope. The Lieutenant Governor and his wife are accused of verbally abusing state troopers and staff. Stack says he agrees with the governors decision and has admitted that his behavior was unacceptable. You can see it right past the new comcast tower and across the river. We do have overcast skies and we will see them mainly for today. But any sunshine will take us into the 60s. Right now, were at 56 with a northeast wind coming in. And thats keeping us a little cool. We should be about 66 this time of year. Thats our average high. I dont think were going to quite get there, even with a little sunshine. But low 60s are potentially out there. Scattered showers across the area. Thats what were looking at, even here in philly. Were seeing the sprinkles come down, all the way back up to abingdon and limerick. And if we head out to new jersey, were looking at everything from woodland to vineland. Were looking at some scattered showers. And these are continuing to move off to the east. You can see the cloud cover in place and a very long line of showers and storms. Its all associated with a frontal boundary that stretches all the way from the deep south into new england.
