through the whole workweek and the cold air keeps our ground cold. when the snowstorm comes in on tuesday, it's going to start accumulating right away instead of melting like we saw with the last setup on friday. 24 in philadelphia right now, 18 in allentown. wilmington at 21. 20 in atlantic city and 19 vineland. it's cold out there. in fact, it feels cooler than it truly is. as a result, a lot of us feeling like we're around 10, 15 degrees outside this morning. radar and satellite for us. in our area, clouds down south, more clear to the north. today we'll see a mix of clouds and sun in the forecast. we stay dry oather wise. we know a system will be impacting our region. it will impact the mid atlantic and northeast, the whole area. for us, philadelphia, northern delaware and areas north and west of that i-95 corridor, from overnight monday through early wednesday, are expecting this. heavy accumulating snow. gusty conditions on top of that which will likely lead to poor visibility. in south jersey, the shore and southern delaware, same timeline, overnight monday through early wednesday, expecting a little bit of a difference. heavy snow to rain with minor coastal flooding and damaging wind potential. we'll track more of that coming up in a few minutes. thanks for that, crystal. today folks will have to dress in layers and prepare for bitter cold temperatures when they head to center city for the st. patrick's day parade. nbc 10's matt delucia has a preview for us. >> reporter: we're here at fifth and market here. this is where they had the stands set up. i'll step out of the way. within the past half hour police shut down the 500 block of market street here. city workers have been putting up fences over the past half hour. this area is shut down for the moment, so keep in in mind if you're 2r568ing in this area. the show must go on. bring the hand warmers and get the hot chocolate. the st. patrick's day parade will make its way down market street here starting at noon. take a look at video from yesterday. it was also a cold day for the st. patrick's day parade in wilmington. the emerald city pipe band was there. they know they won't be playing to empty sidewalks today. this parade might go down as one of the coldest in recent memory. even walking outside or picking up a sporting event, all require a few extra layers so layer up. >> insulated jacket for him. trying to keep him as warm as possible, but we've got to map. >> i have pajama bottoms, sweat pants, snow pants, parka, two pairs of socks and two hoodies. >> reporter: the city has a code blue in effect t. parade is from noon to 3:00. the parade route will make its way through market street. the staging area is between 16th and 20th streets. it goes past city hall, up here to fifth and market streets. keep that mind. do keep that in mind. you have to travel in the area of center city today and, get that jacket, gloves and hat. you'll need it. live in center city, matt delucia, nbc 10 news. power is back online for thousands who lost it because of cold weather problems in philadelphia's hunting park neighborhood. crews seyed's temperature drop is causing generators damaged in last week's substation fire to malfunction, and that cut power to as many as 11,000 customers across the area. fire forced 20 people into the frigid weather yesterday morning. take a look at the smoe pouring out of the windows. the american red cross responded to hand out blankets and food to people put out by the fire. stay with nbc 10 for up-to-the-minute information on selection will continue tomorrow in chester county for the man accused in the ambush killing of a pennsylvania state trooper. eric frein was captured after a 50-day manhunt back in 2014. he's facing first degree murder charges for killing the trooper and injuring another at the state police barracks in the poconos. the jury will come from chester kwounity with the hopes that lawyers can find jurors who have not seen media coverage. u.s. senator bob casey of pennsylvania will hold the first of a series of town halls today in university city. he'll meet with voters at 2:30 at the penn museum on south street. the democratic senator is one of the few lawmakers to host a town hall since president trump's election. republicans have faced criticism about the lack of town halls. senator casey who is a democrat will run for re-election next year. quick traffic alert if you drive in abington, montgomery county, bridge construction work on 611. if edge hill road bridge is being rebuilt because of structural concerns. restrictions will run from 9:00 p.m. tomorrow to 5:00 a.m. each day through saturday. the entire project should be finished by the fall. today a local music legend and welcome back. we're starting off your day for philadelphia, today another cold one. yesterday we only hit a high of 32 degrees in philly. we're looking at just a little warmer than that today, but still feeling cold. 24 right now this morning with 14-mile-per-hour winds making it feel considerably colder. 24 will stay through 8:00 a.m. and we get into the mid 20s, 10:00 a.m., as we go into the afternoon, low 30s at 2:00, mid 30s by 4:00 p.m. winds coming from the northwest right around 15 to 20 miles per hour, gusting up to about 25. in the lehigh valley we're at 18, 27 by noon and low 30s are expected across the lehigh valley later today. in new jersey, 22 right now. we are clear. winds in the single digits. but i do expect breeziness later in the day. let's talk about the nor'easter's timing. monday night, snow will start from the south and west. that's where we'll see the pump first move in with snow. tuesday morning the heaviest snow bands are likely. tuesday afternoon into evening, the snow will continue, but will be weakening and scatter a bit more. even through wednesday morning snowshowers will linger. we'll look at one of our future models for this coming up. the snow in the forecast is very good news to skiers and snow borders at camelback mountain in the poconos. a live look at the slopes this morning. even those who don't love this wintery weather are dealing with the frigid temperatures, facing it, braving the cold weather for favorite activities like the st. patrick's day parade in conshohocken. >> did you get all bundled up? >> no. >> it's just thinking summer. they need to fill thousands of jobs. they're starting interviews weekend and next weekend. ted greenberg visited attractions during friday's snow and found out who is hiring. >> reporter: at places preparing for summer fun, a reality check that it's still winter, were they can't focus too much on the snowflakes, this major jersey shore attraction opens in less than a month and has lots of jobs to fill for the spring and summer seasons. >> we need close to a thousand people. we do anticipate ability 20 to 25% will reapply who worked for us in the past. >> six flags great at venture and hurricane harbor looking to fill 4,000 spots for the season. the park in jackson township holding a job fair on sunday. jenkin son's boardwalk in point pleasant beach plus another fair the following saturday. jenkin son's is in need of more than a thousand employees. >> from the beach, amusement park, restaurants, shops, arcades, a lot of shifts to fill. >> in seaside heights, a job fair both days next weekend. >> at morey's piers, they don't do job fairs. if you want to work here, you have to apply online. >> then you'll be contacted to come in for group interviews. >> most jobs off science skills. it's not about taking home trophies, but about learning to love science. there's so much going on with science. one of the things i try to instill in the kids is a love of science, an interest in their world, so they can take that with them. >> all students from preschool through sixth grade took part in yesterday's science expo. future seeing eye dogs are learning new lessons thanks to septa. these puppies road a septa bus from lansdale to the montgomery mall yesterday, the first trip on the bus for many pups, the experience helps the dogs learn behavior skills like getting on and off a crowded bus. >> obviously why people don't drive a car, they depend on public transportation. dogs have to learn how to handle public transportation and these dogs are their line to independence. >> the dogs are with their year so they can be trained. then they'll be returned to the seeing eye program to be placed with somebody in need. let's start with our temperatures out there this morning. now we're in our pennsylvania suburbs, 20 for salisburiville and 18 west koun township. 21 in west bradford township. euclid at 20 degrees right now. milford township, 18 degrees. warrington also at that 19 mark. web, it feels a little colder than it actually is because it's also breezy. for today, forecast highs right around the low to mid 30s, cooler farther north. mid 30s for philly and the shore to delaware, the same. a mix of slouds and sun in the forecast for today. a cold day. you have to layer up big time if you're heading out for any activity that involve you being outdoors. take a look at the hour-by-hour forecast as we go through your monday night, this is when we're under a first alert. snow should start from south and west for most of our viewing zone, possibly a mix along southern delaware. we're pausing this right at the tuesday morning typical commute. look at those deep blues across the plap from philadelphia and wilmington all the way up to berks county, lehigh valley and poconos. also notice where the storm center is, earlier models are trying to put very close to land which would have pushed the highest amount farther to the north. given more rain into philly for part of the time. now a lot of the models are starting to pull this out. this is a good sign. a little more certainty. this is still a very flexible storm meaning likely the path will change. what we're looking at as we go from the morning into the afternoon or late morning is snow extending farther into new jersey again with steady to heavy snow expected, it will start to thin out as we get into the afternoon. lingering snowshowers are likely right into wednesday. by the time the storm is said and done, talking tuesday through your wednesday, totals could be quite high. and this is where that track is very important. we're looking right now zero to six inches for south jersey and southern delaware. this is the most southern portion. we change over to that blue, possibly five to ten inches as we get into parts of jersey closer to philadelphia, eight to 15 inches or more possible as we go philly all the way up into parts of berks county and the lehigh valley. these numbers may shift. the closer that center gets to us, that would push the higher amounts farther north. this may need to be adjusted as we move forward with the snow totals because of the setup of that system. really it's all about the track and how close it is to us on these totals. i'm sure we will be tweaking these as time goes on. >> we talked about this in previous storms. obviously it's important to stay in touch with us because the models that come out, they can change. >> the system hasn't even formed along the coast yet. once it forms, it will interact with ocean waters, probably clip the carolinas. when that happens we get new data, feed that into the computer models and we look at it with our expertise as meteorologists and figure out the track of the storm. if it's a little closer to land, it pushes the heavier bands to berks county, lehigh valley, upper bucks county. we have to look closely for the track of the storm. >> thanks for that, krystal. the blast of bitter cold weather is still with us. folks out and about this weekend will face more frigid temperatures. bundle up if you're headed to the st. patrick's day parade in philadelphia. we are also tracking snow. it could be the most we've seen all' son. when it will arrive and which areas will be hit hardest coming up in the first alert neighborhood forecast. improvement for septa rosemary connors. i almost forgot that we sprang forward, went ahead this morning. let's get more on our weather from meteorologist krystal klei. we have a big week ahead because we're watching storms. >> what we're looking at is very cold air, dry through most of monday. then things start to change overnight into tuesday. right now at 24 in philadelphia and 18 in the suburbs, in the teens in the lehigh valley, right at 20 for new jersey and delaware. also notice the icons here. we're clear currently and we should see increasing clouds as we go through today, kind of like what we saw yesterday, a mix of clouds and sun in the forecast by the afternoon. a look at radar and satellite. there are clouds in the southern portions of our viewing area. those will start extending a bit more. then it's all about the first alert we've issued. philadelphia, northern delaware and areas north and west of that line looking overnight monday into early wednesday and this, heavy accumulating snow possible. gusty conditions and poor visibility. this is a very active setup. we have to watch closely the track of this. we may need to adjust locations under the first alert as this gets closer to us. it hasn't even formed off the coastline yet. as we track through jersey, same time frame into wednesday a little different expectation. heavy snow is possible. temperatures will be just on the border as a result of the high winds forcing in, damaging winds expected or possible. minor coastal flooding as well. coming up in a few minutes, we'll track that storm's potential a little more closely. new this morning, in burlington county, mt. laurel police are investigating a crash near the intersection of route 73 and fellowship road. that's where a driver hit a person in the street. it happened around 3:30 this morning. the driver did stay at the scene. we're working to find out the victim's condition. now back to that bitter cold, st. patrick's day in friday, the secelebrations kick off this weekend and will continue with the annual parade in philadelphia. we'll see plenty of green attire in addition to hoats, carves an gloves. matt delucia is live with a preview. >> reporter: definitely need the h hat and gloves today. we're at fifth and market. they have this area blocked off. they have the stands and are making the final preparations at this location. the st. patrick's day parade will be going on no matter what, whether it's cold or not. it will be making its way down market street starting at noon. at least the one will be out later today. but you still need to brace yourself. yesterday it was just as cold for the parade in wilmington. the emerald city pipe band was there. they will be here for today's parade in philly. this parade might go down as one of the coastest in recent memory in philadelphia. just like wilmington, conshohocken held their parade yesterday as well. all sorts of outdoor activities this weekend will require the extra layers. >> i've never played a parade this cold ever. i've been doing this over 20 years. >> it's just too cold, too cold. i was hoping for 60-degree weather like we had the other day. >> so it is not going to be 60 degrees later today. that is for sure. about half that, in fact. we do have a cold day in store. the city also has a code blue in effect because of the danger to those living or staying outdoors. the parade goes from noon to 3:00. there should be sunshine later on, some of that parade route is going to be shutting down at 9:00 as well. market street, try to avoid that if at all possible unless you're coming out to enjoy that parade later on. live in center city, matt delucia, nbc 10 news. before today's parade there will be a st. patrick's day mass at st. peter and paul. this is a live look over the basilica, archbishop charles chaput will preside over the mass. traveling trouble on i-95 north t. ramp to the walt whitman bridge and 76 east is back open. part of the ramp had been closed for about six hours after this tractor-trailer flipped onto its side. the driver injured his leg but is expected to be okay. this morning philadelphia police are hoping a surveillance image will help identify the two men who shot a 13-year-old boy in the head. take a look. police say one of these two men is the shooter. the 13-year-old is sitting right in front of them. when officers arrived at the goldfish chinese restaurant in nicetown around 10:00 friday night, the 13-year-old boy was laying on the ground shot in the head. right now he's in critical condition. a robber is dead after breaking into a north philadelphia home, but this morning investigators aren't sure exactly how he died. here is what we do know. police say a resident who lives on north 12th street woke up early saturday morning to find a man in his living room. the homeowner called to a neighbor for help. by the time police got there, the robber was unconscious. he died at the hospital. a 3-year-old child and a firefighter are both dead following a fire in central pennsylvania caused by a hoverboard. the blaze broke out in this house in harrisburg friday night. one of the young victims jumped from a window. crews rescued two other kids. one of them who is 3 years old later died at the hospital. a firefighter who was injured in an accident while responding to the scene also died. officials have traced the source of the flames to a hoverboard that was plugged in to recharge. now to this fire in camden county. firefighter doing okay here. he passed out yesterday while battling the flames at this house in gloucester city. it happened before noon near the corner of powell and south king streets. crews say the firefighter was unconscious when they pulled him from the house. tomorrow computers can purchase and reload septa key cards at more locations. septa will introduced new key os,s, they'll go online over the next two weeks. computers can load the cards with up back. looking at your wind forecast for today. not quite as windy as yesterday. as expected yesterday afternoon, gusts around 30 to 40 miles per hour. today right around 15 miles per hour sustained as the northwest is pumping in the cold air. 25 to 30-mile-per-hour gusts. still breezy but will make it feel colder than it actually is. here are the true temperatures. mid 20s at 8:00 a.m. mid 30s by 4:00 in the afternoon. looking as we go through the day, some increasing cloud coverage as well. 33 is what it will feel like or be, 4:00 in the suburbs and 31 along the lehigh valley. in delaware, 38 for the expected temperature at 4:00 p.m. 22 in new jersey, 36 along the jersey shore. as we go into tuesday, philadelphia and north and west zones all snow, big accumulations are likely. it's not a guarantee. the track of the storm pushes inland. the higher values get out of reach for areas like philly. in south jersey and northern delaware, mostly snow in the forecast now with the current tracks on models. in southern delaware the shore, a snow to at times rain mix as expected. we'll track that more closely in a few minutes. today philadelphia mayor jim kenney is in austin, texas for forecast for us. we've been talking constantly over the last couple days. we'll get to the snow potential in a minute. let's start with the cold. delaware neighborhoods, at 23 in harmon any hills. glean ville, 21. middletown at 24 degrees right now. farther south, low 20s as well. lincoln 22, allendale 22 and rehoboth beach 24 degrees. you get out the door early on this morning, you've got to layer up. as you head out through the rest of the day, it will still be quite cold, only getting into the mid and upper 30s through parts of delaware. here is our neighborhood temperatures for this afternoon, 36 in center city and 32 lansda lansdale. allentown about the same, kwuts town up to 34. a mix of clouds and sunday this afternoon. 36 in atlantic city. mid to upper 30s for delaware for forecast highs. let's talk about the storm setup. this is a difficult storm to track. we have a lot of components to it and it's late season which makes it harpeder to sustain those snowy conditions. first, we've got an element to our west that's going to help bring moisture and continue to force cold air into the region. second, we have a coastal storm that's going to form down to the south and pull up the east coast. there you start to see it, clipping near the carolinas at 8:30 at night. already starting to wedge in, some snow potential near the del marva area. that's 8:30. we continue to go forward to 2:00 a.m., snow extending to much of our viewing area. the track of the storm is going to be key to what we see in terms of totals in rain versus snow. we will feel the impact. at 2:00 a.m. the snow is spreading across much of the region. the rain line that was very close to the coast and southern delaware. newer models are more consistently starting to pull this out. what does that mean? the warmer air pulls farther down to the southeast. that means the colder air can take over more of the zone and that means snow for more of us and higher snow totals. this could easily change, especially once this forms into tomorrow, we may have to adjust this. for now looking like the snow line sets up over northern delaware and new jersey. let's talk totals. again, these are likely to be updated several times before this system actually makes it to us because we've got to track that once it starts to move up the coastline. but for now, lowest amounts down south with the best potential
