start the morning. thgs t this is the 24 hour temperature change map. these aren't actual temperatures. it is a big difference. it is a cooler start this morning, you will feel it as you step out. i have the nice big coat here, but you don't need it all day. this afternoon should be nice. currently 17 degrees cooler in allentown, trenton, mount holly the same, 21 degrees cooler in vineland. some of us more chilly than others in comparison. all of us are feeling low 40s to low 30s. coatesville, 43 degrees. radar and satellite, a wider view shows us clear conditions across the board. high pressure is pumping in warmer air, allowing us to stay on the dry side and keep temperatures a couple degrees above average. here's a look at the morning conditions. right now, low 40s. moving through 8:00 a.m., sticking to low 40s. winds are not a big factor, 5 to 10 miles per hour. bump up to 54 degrees by 11:00 a.m. in the afternoon to 60. a closer look at saturday afternoon as well as sunday to finish the weekend. all of that in a few minutes. >> see you shortly. thanks, krystal. more cleanup is under way thanks to this massive water main break that turned a parking lot into a lake. emergency crews had to rescue dozens from the shopping center in east falls neighborhood. rushing water poured out and looks like a waterfall. 6 million gallons of water spewed out of the broken main. nbc10's monique braxton is live at the shopping center at roberts avenue and fox street to fill us in on how the cleanup is going. monique? >> reporter: hi, rosemary, it is pretty quiet this time of morning. have seen a few contractors driving through, barricades are up, cleaning equipment at a stand still until the restoration companies return. what you can hear are dryers going, industrial size dryers at the front of some stores. sky force was over baker center moments after that main burst for the second time in a short period of time. the water department tells us as much as 6 million gallons of water gushed out of control. we saw some of the 75 people rescued, another 150 needed to be sheltered in place or were carried by raft boats, by firefighters. one man trapped in his car as water kept rising. officials do tell us dozens of cars are totalled. some with water up to their windshield. the owner of one of the stores told us his insurance barely covers damage. his business is at the bottom of the incline or downward slope of the shopping center. >> we're very shocked that the city never fixed it. been fixing it out there over a year and this happened again. >> i don't want to diminish what these folks have gone through repeatedly. that is not anything we want to do. when we make the repairs, we make them so it doesn't happen again. >> reporter: the water department commissioner tells us they were already planning to do a million dollar replacement on the main that burst. the cause of the massive water break is still being determined. just across the parking lot, there are about a dozen other merchants, including a 24 hour laundry mat and several fast food stops. fortunately those businesses were not effected and some of opening up this morning. meantime, we're going to keep an eye on frustrated merchants on our end of the shopping enter to let you know what their plans are. live in east falls, monique braxton, nbc10 news. >> thanks for that. this is not the first time the area has been flooded because of a water main break. you heard monique say, this place had a break twice. in this area three previous inlt inlts, one in january 2014 and two in june in september. we're now in day five of the septa strike. both sides, septa management and representatives of the transport workers union plan to meet at the negotiating table this weekend and a hearing is set for monday when a judge will decide if the strike could effect the election. until then, the judge says workers can stay on the picket lines, buses, subways, trollies aren't running the city. nbc10 first alert reporter is keeping an eye on this to hell you get around it. >> rosemary, we have been seeing delays pile in second by second. ten minutes to an hour. we west trenton, buses cancelled. and shuttles postponed. delays. accident in abington hasn't cleared. it is still early and saturday morning. also watching the 42 freeway on watching for road closures. right lane is blocked and closed. speaking of road closures in philadelphia, experiencing road closures on martin luther king drive on the north and southbound side because of the diabetes walk this morning. >> thanks for that. as we mentioned septa and the largest union have gone from the bargaining table to court. a judge rule on forcing them back to work this weekend. monday, she will hear more evidence to determine if the strike should stop ahead of the election. accept at that called for that emergency hearing. they claim delays on regional cause missing school. >> it is not a basis to bring injunction against striking employees. >> we're not going to lie down while you can't resolve the strike and watch passengers suffer, not going to do it. >> the union called the injunction filed legal tricks to avoid real bargaining, end quote. meanwhile, septa's lawyer did not answer follow-up questions from us tonight. instead, he insisted that job number one is to settle this strike, and he's hoping to do that over this weekend. >> and there were a number of safety violations discovered in a federal review, including lack of on board emergency tools and working fire extinguishers on trains as well as workers using cell phones when they shouldn't be. the hearing was called after the deadly crash in hoboken in september. they will meet the december, 2018 deadline to install positive train control. it will close down a speeding train. right now is missing from the track in hoboken and other rails in the area. stevie wonder brings political star power to philadelphia in the name of hillary clinton and he is not the only "a" list celebrity making a push in pennsylvania before the election. details ahead. i am here all by myself. >> during a campaign stop to the keystone state, donald trump told the crowd he doesn't need outside star power. he has his own. more on his recent visit to hershey coming up. pat toomey and donald trump both would defund planned parenthood, and criminalize women's right to choose. transport worker union plan to meet at the negotiating table to end that strike. they're also preparing legal arguments. last night a judge ruled against the request to force union employees back to work. septa called for emergency hearing after filing an injunction. the transit agency claims delays on regional rails forced school attendance across the city and traffic presents a danger to welfare and safety of its riders. the union says the strike is inconvenient but does not present a danger. the judge will hear more evidence at a hearing monday morning and arguments about how the strike could effect the election tuesday. >> if the campaigns were concerned about that, they would be beating the drum. they're all beating the drums loudly to get more and more people to come to the polls, so i don't think it is an issue. >> we are continuing to work on it around the clock. working hard with the union to do that. >> there's no time frame on when negotiations resume this weekend nearly 5,000 absentee ballots came in yesterday, still more than 12,000 ballots haven't been returned. they didn't start to send them out until october. they're investigating why the first ballots went out so late. what we know is that the county decided it is such a severe problem, they got a court order to give them more time to send ballots back. absentee voters have until tuesday. i am focused on the election next tuesday, we will take a look at all the processes and see where we can improve internally, externally, anything we can to improve, we will absolutely improve this extremely important responsibility and one that i take very seriously. >> montgomery county extended vote in person hours until election day. all you need is an absentee ballot on file. if you have a
