Sunshine. 74 in philadelphia by 1 00 in the afternoon. The suburbs will start in the 60s, warm into the 70s for the Lehigh Valley. Thats where well find some of the warmest weather today. 73 degrees and climbing at 1 00 in the afternoon. Into the low 70s for delaware and for jersey and the jersey shore, the shore will be a little cooler. This afternoon, sunshine there too. Thats today. This is headed westbound right by waverly road. You can see one lane getting through right here. They have the cones out there. Theres Police Officers on the scene as well. Pendot crews, an ambulance just leaving the scene right now. Some big delays as only one lane subpoena getting by because theyre blocking the right lane and righthand shoulder. They just stopped traffic momenta momentarily to allow the ambulance to move out of the way. Traffic moving again but still its a slow go out there. Lets check in with the drive time. Again, thats headed westbound. If you are headed westbound right now, were already into the red for our drive time. Seeing some big delays. 46 minutes headed westbound from the vine street expressway to the blue route. Typically a 13, 14minute trip there. You can see were adding on significant time. Average speeds down to 15 miles per hour. Well have updates for you when i come back in the next ten. Tracy . Three minutes past 6 00. Today marks one year since this happened. The new yorkbound northeast regional train entered a sharp curve going more than 100 miles an hour, derailing in port richmo richmond. Eight people were killed, more than 200 hurt. This is what the derailment site looks like today. While everything looks calm and normal, now a lot of questions still remain about last years crash. Federal investigators are meeting next weak to detail the probable cause of last years deadly derailment. This morning were taking a look back. Matt delucia is live this morning at 30th street station. You spoke to some doctors who treated people on that train. What did they have to say . Reporter thats right, vai and tracy. It was one year ago tonight that amtrak 188 left this station and derailed a few minutes later. For some, it is something they will never forget and think it was just yesterday. I have never experienced anything that was to the volume that we saw that night. Reporter one year ago, dr. Amy goldberg was chief of trauma at Temple University hospital. When i walked in and saw the number of patients that we had already on site and the numbers that we were getting, it was rather impressive. Reporter temple says 54 victims were treated that night. More than any other hospital in the area. Chief medical officer dr. Herbert cushing remembers the questions of that noigt as he drove to the hospital. Do we have enough Emergency Rooms . Is the blood bank ready . Reporter to this day, some of the doctors stay in touch with their patients, some of whom may never work or walk again. It was a monumental day and months for all of us taking care of these patients. Its something we dont take lightly. Definitely something that well never forget. Reporter and as mentioned, federal investigators will be meeting next week to discuss the probable cause of the derailment. Detectives have charged keith smith with the murder of his girlfriend wesley webb inside the schuylkill township home last week. Investigators say webb used her phone to record audio and that recording includes the shotgun blast that killed her and smith shooting himself in the face, then three children came down stairs to call 911. Now that audio evidence could help convict webbs accused killer. It really is like her voice coming from the grave and reaching out to make sure justice is done to the man who murdered her. The d. A. Says a recent change to the state wiretapping act means webbs recording can be used in court. Meantime, smith is in the hospital for facial reconstruction, but hes expected to recover and be transferred to Chester County prison. Well, following breaking news at 6 06 this morning. Brazilian president Dilma Rousseff has been suspended this morning after the senate voted to impeach the countrys first woman president. Rousseff is accused of hiding large budget deficits that brazil is facing. Shell be replaced for up to six months by the Vice President , pending a trial in the senate, and that trial will determine if she can serve out her second term or if the Vice President will remain in power. Prosecutors have charged three doctors from our area with illegally selling prescription pills and endangering the patients they were supposed to be helping. Prosecutors say dr. Alan summers sold prescriptions for cash out of an office on broad street near wolf in south philadelphia. That office is now shut down. A 47page indictment says he enlisted the help of two other doctors to make 5 million off customers. Prosecutors say the prescriptions included a drug to treat opiate addiction and an antianxiety medication. An attorney for dr. Summers says his client is innocent and the treatment he provided was, quote, medically necessary. Today Philadelphia City council will honor the National Champion villanova wildcats. Coach jay wright and team members will be at city hall later this morning. The council will present a resolution congratulating them on their lastsecond victory in the ncaa championship final. Westbound from the vine street expressway to the blue route is a 57minute trip. Its going to take you about an hour when it typically should take you about 12 minutes or so. Police are investigating this crash in east falls. She was stopped for speeding, but when she refused to answer questions from police, she was arrested for her silence. Now shes suing. Good morning. It is blocking out that left portion of the work zone. Still the two lanes getting by. You can see maybe a little bit of a slow down past the scene, but nothing too major right now. The schuylkill expressway is still seeing some delays from an earlier accident scene thats mostly cleared out of the way. Westbound around waverly road. So westbound right now from the vine street expressway to the blue route is still a 27minute trip. Just a few moments ago, it was about at the hour mark. Average speeds are climbing back up, but again were also in the beginnings of what rush hour is. Were not going to really climb up there too much. 27 minutes still there. Vai . Thank you, jessie. Deadly derailment, one year later. These images are hard to forget. Amtrak train 188 flew off the rails in Port Richmond when it was going more than 100 miles per hour. That night, eight people were killed and more than 200 were injured. One year later, and this is what that very same curve looks like as sky force 10 flies over it. Everything, of course, is all cleaned up, but memories of that deadly derailment do remain. Nbc 10s matt delucia is live at the 30th street station. Whats changed in the year since the deadly derailment . Reporter absolutely. Tracy and vai, a lot has changed in terms of safety. Ill get to that in a moment. First, you say this is a day a lot of people wont forget. A day i wont forget as well. The effects that happened after that. You have the northeast corridor that was shut down for several days after the derailment. So a lot of commuters felt the effects. Perhaps the people who were on board that train feel the effects more than anybody else. Take a look at these images once again. This is what it looked like right after that derailment one year ago. Train cars off the rails, some on their side, torn apart. The trains engineer told investigators last year he remembered pushing the throttle to pick up speed and then hit the brake when he felt the train was going too fast into the curve. He also said there were gaps in memory as to what happened during those final moments. The attorneys for some of the victim and their families say one year later, there are still plenty of questions. This has been a trying time and a troubling time and a difficult time for all of those who were horribly devastated and who lost loved ones in the accident. They feel this pain not just on the day of the anniversary of the this derailment but every waking hour of their life. Reporter the attorneys say some of the victims may never work again or walk again. But there have been safety improvements since that crash. Positive train control has been activated all along the northeast corridor. That technology slows the train if its going too fast along certain spots. The two of those attorneys you just heard from say above all the victims and their families want accountability on the part of amtrak and the engineer. Next week federal investigators are planning to meet so they can lay out the probable cause of that derailment, perhaps giving some of those allimportant answers. Also new this morning, two people are in the hospital following this crash in philadelphias east falls neighborhood. It appears the car they were ril riding in hit several parked vehicles then flipped over around 1 00 this morning. Both people are listed in stable condition. Philadelphia police are searching for a man who escaped from their custody. Authorities tell us the 24yearold was arrested for driving under the influence following a crash last night. He was taken to penn per Presbyterian Medical Center for pain. When officers uncuffed him, he ran out the door. He was still wearing a hospital gown and neck brace. And police are investigating after a man was stabbed during a robbery in west philadelphia. Four men robbed the victim of his cell phone around 4 30 this morning. So far there are no arrests. Were working ing ting to find victims condition. And a philadelphia woman is suing new Jersey State Police because she said she was wrongfully arrested. Nbc 10s Pamela Osborne is live in the digital operations center. This woman says she was arrested because she didnt answer the officers questions. Tell us what happened. Right. And rebecca tells us she was well within her rights no the to answer those questions when she was pull over by police. Nbc 10 obtained the dash cam video of her encounter were police last october. Troopers suspected her of speeding in warren county. Shes an attorney who comes from a Law Enforcement family and said she followed the troopers request. She provided them with the information but declined to answer questions. Thats when she and her attorney say she was wrongfully arrested. They had every right to stop her and give her a speeding ticket if they wanted to, but they did not have a right to arrest her simply for not answering questions. Police have a really hard job to do, and i respect that job. But its made more difficult when there are troopers and Police Officers out there who dont respect the law and dont respect peoples constitutional rights. As you say, i think weve seen examples of that where people who have the first responsibility, who are the first defenders of the constitution ignore that responsibility. We want to make sure that they actually respect those rights for everybody. Rebecca has filed a lawsuit against the state police and the trooper who arrested her. She tells us shes doing it because she wants to hold Police Accountable for violating her rights. We did reach out to new Jersey State Police and the attorney generals office. They tell us the traffic stop is subject to an internal review. They declined to comment any further because of the pending litigation. Still two lanes getting by. Maybe a little slow approaching the scene. No big delays right now because of it. The schuylkill expressway, we have been dealing with an accident scene around waverly road headed westbound. We were seeing major delays earlier. Now were not. Its starting to lighten up. Thats because most of the lanes are open. Were still at a 31minute trip westbound from the vine to the blue route. Speeds into the 20s. Thats also because even with that accident clearing out of the way, rush hour sr. Beginning. Were starting to see extra volume out the door there anyway. In the righthand shoulder what were seeing now is that vehicle that was involved in the accident scene with the tow truck about to be pulled away. It is over into the righthand shoulder. Two lanes still getting by. Heres the guard staarden state. No big delays or problems. Headed southbound off the toll plaza on the parkway, we are dealing with some construction. When a big storm wreaked ha eed on a local womans backyard, she thought the Utility Company was going to help clean it up. Instead, she says they left a bigger mess. So she called nbc 10 responds. Reporter julian says strong winds knocked this tree through her fence and over some power lines. She snapped these pictures with her cell phone the morning after the storm. It had pulled these wires right here down pretty low. Reporter she says after several calls to pico, a crew came to check out the damage. Workers began to cut the trees. Thats when she says things got worse. It loosened the tension on the wires and flipped back. Reporter now a larger part of the fence toppled over. This was the aftermath. Large parts of tree trunks scattered across her backyard. I said, well, what about all this mess . They said, thats not our responsibility. Reporter thats when she called nbc 10 responds. We got a goright to work contac pico. The very next day, pico got work crews to the house. Pico says it is usually the responsibility of the homeowner to help remove debris after storm damage, but it will help in some cases. We did work with them to make sure we were helping to remove any type of debris that was a little too much for them to handle. Reporter she credits nbc 10 responds for the cleanup. Reporter vai and tracy, it was here one year ago tonight that amtrak 188 departed for new york city and then derailed just a few minutes later. The trains engineer has told investigators that he remembered pushing the throttle to speed up and then hit the brake when he felt that train going too fast into the curve. He also says there are gaps in memory. Many of the victims are still dealing with the effects of the crash. Some may never work or walk again. Of course, we cant forget the eight who lost their lives. Weve spoken with attorneys of some of the victims and their families. What they want is compensation and accountability on the part of amtrak an the engineer. There have been safety changes. Positive train control is active along that curve. It could slow a train if it is going too fast. Now weve learned federal investigators will meet next week to lay out the probable cause of that derailment, perhaps providing some of those muchneeded and highly anticipated answers. It is all cleared out of the way now, but there were lanes closed down. The right shoulder, righthand lane, and only one lane was getting by for quite some time. Thats why were seeing these massive residual delays, including the fact that rush hour is under way. Were at a 34minute drive time. We were at an hour earlier. Average speeds are still into the 20s. You can see moving by this point, say you have to get to city avenue, youre going to be stuck for a little longer. Thats an average speed.
