under ten minutes in both directions but there's an accident. for the rest of your commute, your traffic lights are out in northeast philadelphia. police activity directing traffic around the scene. route 1 between byberry and comly. more news in ten minutes. >> right now police in chester are investigating after another threat was made this time toward police. >> this. going after what we learned yesterday. a 17-year-old arrested for making a threat against schools. nbc 10's deanna durante live at the chester police department. deanna, what are you learning about this latest threat? >> reporter: we're learning that the threat was directed toward police here in the city of chester and the police say the man who made the threats on social media was apparently upset, the fact that they had arrested a 17-year-old girl yesterday. the 17-year-old was arrested after investigators say she posted threats toward students and schools here in this section of delaware county. they say that they tracked her to a relative's house and placed her under arrest. she's a juvenile, so they're not talking about her. then a man placed threats on social media. the fbi, delaware county detectives, and police from this area all investigated. and investigators are not te telling us tonight if there's a connection between the 17-year-old and 23-year-old man but the 23-year-old man is under arrest for attacks. reporting live. deanna durante, nbc 10 news. and breaking overnight, one man was shot and several cars hit as someone unloaded 20 shots into a north philadelphia street. now this shooting happened 1:30 this morning. that was at eight and middle street. one man was trying to get away from the bullets. he drove his car into other vehicles parked on the street. nbc 10's drew smith is live at temple hospital where one victim was taken. there were a lot of bullets. what are you learned? >> reporter: they're going to look for surveillance. they're going to look at hospitals like temple. this is where one victim showed up. they're seeing if other people with gunshot wounds will arrive. that one man was shot while driving on eighth. he backed into and damaged several other cars before running away. police found another car in street with many visible bullet holes but there was no victim inside. instead police found drugs. in all police picked up 20 shell casings from at least two guns. one neighbor's front glass door was shattered. the one victim had gunshots to both of his arms. >> drew, thanks. this morning chester city police are investigating two deadly shootings. three men were shout outside a deli. late ear half mile away sky 4's chopper flew over. police have not made any arrest in either. they don't know yet if the shootings are related. >> it looks like donald trump is sticking to his decision to boycott. coming up it looks like a possible debate and the new hat cruz is selling. last night we spotted one of the leading candidates raising money right here. nbc 10 was here as hillary clinton walked in. clinton hopes to take the stage at the party's nominee this july. first, though, she'll have to win the primary site with bernie sanders and martin o'malley and whoever the nominee is, city officials tell nbc 10 they're getting ready for this big event. they'll see less securities than the papal visit and likely more spending at bars and restaurants. >> it's not going to be locked in. as a matter of fact, this is going to be an opportunity for our restaurants and bars and pubs to make money. >> we're expecting anywhere from 25,000 to 50,000 attendees. >> they say people are already booking hotel packages for that week. before last night's fund-raiser, clinton spoke at mother bethel church and the reverend. she spoke with reverend mark kelly tyler. they touched on justice reform, jobs, equal pay, and women's health. again, the iowa caucuses are coming up on monday and i'm going to be there making sure you are informed of to get an interview with president obama. nbc 10's jim rosenfield sitting in and then spoke one on one with president obama mainly about the affordable care act. there's a push to get the 100,000 female recruits. matt delucia joining us live with the new efforts. what can you tell us? >> there are far more men on the philadelphia police force than there are women. right now 70% of the police didn't is made up of males so they're looking for a little bit more diversity. it's not just here in philadelphia but at police departments throughout the country. the problem that some officers believe is that women just don't see this as a viable career for them, so recruiters along with female officers, they're going to share their experiences and answer some questions tonight at a women in law enforcement career fair. >> why not. it's a great career. you get to meet different people. you get to give back to the community. you also can be an asset to different backgrounds, cultural backgrounds. >> reporter: and that event is happening this evening at 4:00 at the hace business center. that's here in philadelphia. it's the hot new technology and they say drones should be used to help inspect dangerous buildings. controller alan butkovitz says he flew his own drones over neighborhoods. he found destruction, roof issues and signs of squaetters. the drones can inspect up to 30 houses in 60 seconds but does not replace inspectors. right now take a look at the vine street expressway. >> jessica, what are you finding? >> this is right around 24th street behind me, so we have a westbound lane in here heading to the schuylkill expressway. eastbound for the blue ridge to the vine street expressway we're starting to slow down just a little bit. if you're starting to get to this point, you may tack on 15 minutes. heading eastbound to vine street expressway you can see heading to 95, no problems there at least to this point. but starting to see some of those slowdowns as we normally do around the 6:30. here's an accident around tillman drive. not a lot of backups. 422 showing no real backups and that's because this accident scene is on the ramp. the drive time from 422 are looking a great from 429 to the schuylkill expressway. nine minutes headed eastbound. that's where we see more of the delay. as for area bridges you're in new jersey. maybe you have to head to philadelphia. no problems and no problems now. the bridges are all doing a great. now yo just about ten minutes after 6:00 and it is cold this morning. much colder than yesterday morning. skies are clear. the wind has died down. the water in front of boathouse row, barely raipal this morning. a light breeze at philadelphia international. three miles an hour. the temperature has been holding at 25 degrees. 16 degrees colder than yesterday morning. temperatures have fallen into the 20s. look at pottstown at 11 degrees and in chester county, ielt is down to 10 right now in west town and 16 tomorrow. and with those clouds a chance you'll see some snow showers. friday morning snow showers in the pocono mountains at 7:00 in the morning. they'll be on the move. as they move into the area, the temperatures will be climbing. 38 in trenton. that's at 11:00 in the morning. the few showers will be mixing in with some rain. during the afternoon tomorrow we'll be clearing out. you won't see any snow showers today. you'll see a pretty good warmup. 40s this afternoon. mostly sunny skies. calm conditions to start with. just a light wind to begin with at best during the day. come tomorrow, cold in the morning but back up to 40 degrees in the afternoon. that brief snow shower possible, mainly north and east of the city on friday. then dry this weekend and after a cold morning saturday, a pretty good warmup to 45 degrees and even milder on sunday with a high of 50. not warm enough for you, maybe you like monday, tuesday, and wednesday when you'll be in the 50s. closer to 60s tuesday and wednesday. monday morning we could see serious fog in the area. it leases late in the day. a chance of rain showers late tuesday and rain wednesday. >> look at those temperatures. it's 6:19. look at this video out of south florida where they're bracing for more wild weather. the national weather service confirms an ef-1 tornado touched that's near pompano. it was down for one to two miles. the 100-mile-per-hour winds tossed cars and trucks around like is to but no one was serious hi hurt. this morning a threat against police. we'll have a live update in the next 15 minutes. >> and it's all the buzz in politics. tonight's republican debate without donald trump. at 6:30, the latest political punch that ted cruz is throwing at trump. if you want to sigh niagara falls go dry, you have to wait three years. new york's chief says there isn't enough funding yet for the falls to be closed. the last time that happened was back in 1969. and while many homes and businesses were damaged in the blizzard last weekend, so were firehouses. when emergency calls brought ocean city firefighters into the storm on saturday, they first had to step foot in the flood. the 29 street firehouse was only used to house vehicles after hurricane sandy. >> it started with floodwaters in the building with nothing being done. you know, it's frustrating. >> ocean city says it is committed to finding a solution. meanwhile on long beach island ice filled water poured into the station on the beach haven volunteer fire property. problems like this damaged the dining hall which the department rents out. replacing the floor will cost tens of thousands and the company is asking for donations. authorities want people to stay away from this sinkhole. they secured the area on pennsauken in camden county. police on media. we'll have that coming up. >> reporter: a lot of o people waking up to damage in their neighborhood this morning. we'll update you on the police search for shooting victims and the people who fired 20 gunshots up next. nbc breaking news. police are investigating a second social media threat in two days. this time police say it was threats on them. at least one person shot. this morning we're following a shooting investigation in north philadelphia. and a debate debacle. trump dumps tonight's debate but what about a one-on-one with ted cruz. good morning. welcome to news 10 today. i'm tracy davidson. >> and i'm lauren mayk. >> it's much colder. let's get right to meteorologist bill henley. bill? >> tracy, temperatures plummeted overnight. you can see them here from this "nbc 10 news" video. at rest this morning, that's when we get our coldest reading. that's what we're seeing. 12 in allentown, it's dropped into the teens for millville and mt. holly is 16 degrees. south philadelphia and wilmington, 21 to start with. we'll see a warmup but cold to start with. 8:00 this morning, a few scattered clouds. what you saw in that picture, 24 degrees just shy of the freezing mark at 11. as we go into the afternoon we'll see 40s pop up. go through the forecast neighborhood by neighborhood when i'm back in ten minutes. for now we'll get a check of traffic. jesse boyington is watching things. >> we're starting to see things. we have a disabled truck here on the right-hand shoulder not causing any disruptions at least right now. you see traffic moving along by that scene nicely even when it's disabled in the area. on 95, there's an accident in delaware right before 295. but you see it hasn't affected the drive time in either direction. staying put, sped still in the 60s. over into the shoulder for now. fewer accidents. another one out in upper providence on egypt road and blackrock road. now, out in cherry hill township there is a disabled tractor trailer in the off ramps as well and that's because there's a lot of slippery conditions and mostly off of those ramps so watch out for 295 southbound. exit 32 partially having part of that ramp blocked. >> jessica, thanks. we continue to follow this breaking news. threats against police officers in chester. >> blepolice telling us a man m a threats to them and they won't stand for it. deanna durante has more. deanna? >> reporter: yes. the threat was posted online in facebook and the police say the threat was against one of their own or the officers here. they say the 23-year-old man from media has been charged with terroristic threats and harassment. they say the threat came after investigators arrested a 17-year-oldgirl. she was arrested early yesterday morning and investigators say that girl posted an online threat directed at several schools in this area of delaware county. and, again, that girl was arrested before 2:00 yesterday morning. they say this second threat toward police was posted in retaliation for the arrest of that 17-year-old girl. again, the fbi -- or delaware county detective, chester police, and a number of other law enforcement agencies worked on the case. again, the 23-year-old man now charged with harassment. again, reporting live, deanna durante, "nbc 10 news." breaking news from overnight. 20 bullets go flying. around 1:30 this morning a man was shot at eighth and somerset right near middle school. this shows the front door pepper and a windows. they might have been shot and the shooter was out there. nbc news 10 is live. dr drew, walk us through this. >> he had gunshots to both of his arms. he is recovering at temple hospital. also at the crime scene, there were bullet holes. no one was there when the police arrivinged. that i say that car and a bmw got shot at early this morning. it's believed two guns fired at those cars as well as a nearby home and the man trying to get away backed into two parked cars that caused further damage in the neighborhood. this morning police picked up evidence in search for clues in the hopes that they would lead to clues of who was responsible for this. >> someone were on the sidewal some in the street, some were in the snow which is an indication that we know at least 20 shots were fired. >> reporter: so with that amount of shots police are obviously concerned other people could have been hit here. police are checking other hospitals including this one here at temple to see if others involved in the shooting shows up. republican presidential front-runner for that nomination, donald trump, still saying he will not take part in tonight's fox news debate in iowa and trump appears to be dismissing ted cruz's challenge to debate him one on one. he tweeted yesterday, quote, even though i beat him in the first six debates especially the last one, ted cruz wants to debate me again. can we do it in canada? ted cruz hit back putting out hats saying make trump a great again. that's a take on trump's hats that say "make america great again." >> trump has 32% and cruz has 25%. that's a big change from when cruz led trump by four points. coming up on the "today" show, we'll have the latest on the debate and whether trump will be there. that's coming at 7:00 right here on nbc news 10 today. worldwide concern is growing about the zika virus and experts say the disease is spreading across americas. they say there are zika cases in 24 countries. they warn the virus could eventually spread to the entire western hemisphere. nbc 10 affiliate international told us they're concerned about the mosquito-transmitted illness. it causes minor diseases in adults and children but it's at a great risk to pregnant women because it can harm unborn children and cause birth defects. doctors say to avoid mosquito bites and watch for symptoms. >> fever, rash, joint pain, and pinch eye. so if you have the symptoms and you even been to one of the countries recently and you're pregnant, the next thing to do is call your doctor. airlines have given travelers the option of reposting their travel plans or getting a refund. it's 6:37. it's cold outside. the temperatures in the teens this morning. as cold as it is, no surprise we've got some icy spots. what didn't dry up from yesterday's melt has refrozen this morning. but we'll see a lot of sunshine this morning. slowly comes down. we won't add to it today. the radar is completely clear today. showers, while they're offshore, of more interest the snow showers moving into northwest pennsylvania, some of those clear philadelphia say the streets are this morning. happening today police will come together for the shot officer. they will hold a fund-raiser for officer jesse hartnett. he'll be there. all the proceeds will go toward his recovery. yesterday members came to philadelphia to personally show their support. >> we'll be silently walking beside you, silently cheering you on. >> officers from the nypd 17th precinct gave officerer is hartnell a plaque honoring him for his heroic actions. they spent time visiting with hartnett and took a group picture together. three weeks ago he was ambushed in west philadelphia. he was shot several times and managed to chase and fire the attacker. officer hartnett came home from the hospital last friday. it's 6:44. today in philadelphia two city council members plan to introduce a resolution condemning deportation raids. it takes aim at the undocumented raid. just a few weeks ago mayor jim kelley sanctioned the city, not to turn over undocumented immigrants. just this week clergy signed an open letter calling for an immediate end to the raids. a 6-year-old is recovering this morning after he was attacked by a raccoon. take a look. you can see the scratches and bite marks on his face. the boy was walking with hiss mirror near paramus yesterday when the raccoon jumped on his back. >> i started screaming for help. >> a neighbor who was getting ready to leave for work heard the mother screaming and ran over to help. he was able to get the animal off the boy. the animal is dead. as a reminder, if you see raccoons out during the day, that usually means they're rabid. from our south jersey bureau, police are warning families on two attempted child abduction attempts. home video shows a dark volvo going into an upscale neighborhood. the driver stops two boys 10 and 11. they run off. police later learn that same car was involved in an attempted luring of three boys earlier. >> the male asked the children if they'd like any candy. a really heads-up move. he pulls out his cell phone and pretends to be calling the police. >> the man was in his 60s with gray hair. police are still looking to come up with a license plate number. today the delaware governor will recognize the hard work. also in delaware trash collection begins today in wilmington for the first time since the blizzard. today sanitation workers will collect bar garage east of 95. tomorrow, people west of 95 can put out their trash for pickup. a reminder that this week's recycling collection has been canceled. in philadelphia, 99% of the streets are passable. there are still lingering snow piles on kushsides and sidewalk. police are ticketing people who do not pay for parking. as for the huge mounds of snow in parking lots, crews are working around the delays on i-95 as well. we're used to that. they're pretty much slow in normal spots especially approaching center city. watch for an accident on 95 northbound right before 295. you can see not affecting any of the drive time especially from 295 to 495. still only 11 and now dropping to a ten-minute trip. so over into the shoulder not affecting any of the lanes of traffic right now. if you're out in jersey township there is a disabled tractor trailer on 295 southbound right around berlin road at exit 32. that ramp is partially blocked with that tractor trailer. just checked in with
