time. watch for construction crews in the area. and new construction layout as well in the area of 295 and the 42 freeway. right now, the ramp closure is 295 on the northbound side around the black horse pike. that ramp will be closed. it may set you back just a bit. on 295, again, a different area, route 70 in cherry hill, a southbound drive time, 38 towards the black horse pike. no problems or delays there. a 12-minute trip. average speeds say into the 70s. maybe slow down out there. that's a little fast for you. 422 looks great as well. eastbound drive time here from 29 to the schuylkill of just nine minutes. average speeds still into the 50s. no problems there. we'll check in with the vine street expressway, see if that construction is clear when i come back. vai? >> this morning, philadelphia police and fire crews are trying to find out why a fire destroyed a local pizza shop and a nearby garage. nbc 10's matt delucia is live on the scene in the city's tacony section. matt, what happened? >> the fire is still under investigation right now. you can see the fire crews have since left. that garage is right behind me. first i want to show you the area we're looking at right now. it is pretty dark. this area right here in the center, that is the garage that burned down. not a terribly large structure. just behind me, this is what's left of it. right next door, became a much bigger problem when the fire spread to this pizza shop, down here on the first floor and the apartment is up there on the second floor. take a look at this cell phone video. heavy flames and smoke coming from this area last night around 11:00. we're on magee avenue, the tacony section. the firefighters worked into the night, trying to putç this outs quickly as possible. one witness who was on the scene tells us it got so intense, he was standing across the street and pieces of the garage were flying off in his direction. now, some of the folks who were out here said they believe someone lives upstairs in this building next door but, again, no reports of any injuries this morning. that is the good news here. as we take another live look, this pizza shop, nonstop pizza it's called, sustained quite a bit of damage. it's unclear what was being stored inside this garage. investigators are looking into what started this fire late last night. ative in tacony, matt delucia, nbc 10 news. >> thank you, matt. a delaware mother says she's outraged over a reading assignment brought home by her daughter who attends a sussex county middle school. >> the scholastic company put out this article adapted from an article "new york times" in the for classroom use. it's called blue and black, talking about recent high-profile police-involved shootings of african-americans. jill, who is the wife of a police officer, says the bulk of the article sends a message that police cannot be trusted. she tells us she would not allow her daughter to use the article to do her home work. >> because i think it's totally one sided. i think it's promoting racism. i think it's pretty much telling young kids that the cops are bad people. >> jill says school administrators told her they would not use the article again but scholastic told us they take special care to address controversial issues and they have received positive feedback on this. the federal aviation administration is investigating an incident between two planes at newark airport. a lufthansa plane and united airways flight clipped wings yesterday afternoon. no one was hurt. a man seriously injured during last month's fatal train crash in hoboken plans to file a lawsuit. >> he wants to hold new jersey transit accountable for safety failures that led up to the crash. 66-year-old sheldon kess suffered a broken nose, deep cuts to his head and face and partially amputated finger. the crash killed one woman on the platform in hoboken and injured more then 100 others. kess says he hopes his actions can help prevent another crash. >> i need to know, why did this happen? how did it happen? and who should be held accountable? >> investigators say the train was going twice the 10 mile-per-hour speed limit when it crashed through a platform at the terminal. the city of philadelphia paid mail room employees more than $9,000 in overtime for hours that they never worked. that's according to a report from the city controller's office. the city controller allen butkovitz discussed this. he said surveillance video taken over an eight-week period found that nearly 300 overtime hours were wrongly claimed. the mail center supervisor and administrative officer both knowingly certified the o.t. >> this is fraud. it should never be tolerated. notç only did it waste tax dollars but it decreased productivity and created a hostile work environment. >> the findings of the investigation have been sent to the d.a.'s office for further review. a supervisor and administrative officer have since resigned from their positions. today, cumberland county college will hold a ceremony to remember victims of domestic violence. students will also collect nonperishable food and clothing to donate to a cumberland county safe house. meanwhi meanwhile, in delaware, governor jack markell proclaimed october domestic violence awareness month. he recognized organizations that provide help to victims of domestic violence. 5:07. 50 degrees outside right now. eagles offensive lineman lane johnson will have to serve a ten-game suspension for violating the nfl's policy on performance enhancing drugs. he lost his appeal. his attorney released a statement saying the suspension was upheld. he'll be eligible to play the final two games of the regular season. eagles executive vice president of football operations howie roseman released a statement saying in part, we're very disappointed that lane johnson has been suspended ten games. his actions have affected the entire organization. he has no delaware, 67 by 4:00 p.m. similar in new jersey with the the temperature bumping up to more cloudy conditions. that does continue through the shore as well. mid-60s by noon. let's take a look at your illinois. it was engulfed in flames last night. the home owners weren't there at the time. the blast injured two gas company workers, one of them seriously. this was the second time an explosion happened at the sail building. the last time was two decades ago. in palm springs, the district attorney is expected to announce charges in the murder of two police officers, responding to a domestic disturbance call saturday when they were killed. john felix was arrested after a 12-hour standoff. the district attorney is expected to ask for the death penalty. it looks like you and your kids will delaware neighborhoods. check out the numbers. more 40s on the board. 45 degrees, harmony hills and wilmington at 49 degrees. we're also mixing in some of those 50s, 51 in o'decembdessa, reidy point. 50 for lewes beach, milton at 43 and rehoboth beach checking in at 63 degrees. might be off, depending on how the sensor it working. that seems warm to me. overall temperatures should be around the 40s and 50s this morning. your temperature trend as we move throughout today, we're tenning on the up. we have the down coming up. we saw 65 monday. tuesday, yesterday, 67. 69 on your wednesday, today. look at the average, 68. these have been typical days we've been seeing. by thursday, bumping above average, up to 72 degrees. friday is when we drop down next, back to 66. slightly below average for this time of year. overall, though, this is a typical fall week that we've been forecasting. and a dry week so far. radar and satellite showing us that we have some clouds moving in from the west. we have clouds that aren't showing up on radar that i believe are pushing in from the shore. overall, a nice started to your day. because of some of the clouds and that onshore wind we're looking at, we are dealing with warmer morning temps than we saw yesterday morning with the frost advisory. there are some of the scattered clouds picking up throughout our area at 6:00 a.m. partly cloudy conditions in your forecast. lunch time, eye on the showers that are hanging well to the west of us. we're going to leave it wide here. that's going to be the next factor in our forecast. there we are at 6:00 p.m. wednesday. for us just clouds and overnight. as we move into your thursday morning, this line of showers will start to push into parts of pennsylvania. now what i think is going to happen, this is going to break apart some and clip our zone. meaning that the northern most parts of our viewing area may see rain. overall not looking like it will be a wet forecast by any means for your thursday. we look at the ten-day stretch. we have that up and down as i was talking about consistently here. 69 for wednesday, 72 thursday. we finish off the rise we've been seeing over the last several days. we drop into the upper 60s, friday into saturday, mostly sunny conditions with clouds building sunday into monday. that's when we bring in a chance of rain, mid-70s, way above average getting ready to open its new philadelphia grocery store on friday. its current callowhill store is closing today. that store opens at 9:00 a.m. it's marking everything down 30% until the place is cleared out. that location will become philadelphia's fourth target store. the new whole foods not too far away at 22nd and pennsylvania avenue will have a giant sitdown food hall, a mobile cocktail car, a coffee and juice bar and, yes, groceries. police in camden are launching a new initiative to bolster relations with the community. the camden county police department will announce a partnership with next door, a social network for neighborhoods together they use technology to improve the relationship between officers and the people they serve. the people in easton say they have a parking ticket problem. 90% of tickets totaling $719,000 remain unpaid. last month, city council agreed to a plan to allow offenders to settle past tickets for half the price. an enticement to get people to pay. only about 1,000 tickets were paid. now officials say police will begin placing boots on the cars of those who have outstanding fines. now to business news. samsung is feeling the pain
