philadelphia is just starting to get a few rain drops, part of a line of showers from a system that's centered offshore. we have to deal with this this morning but not all day. we will get some sunshine this afternoon. that rain moving through camden and burlington counties in towards philadelphia and lower bucks county as well as mercer county and new jersey. those showers inching closer to the city. got rain to deal with first thing. it is not going to be all day rainfall. scattered showers in atlantic city, atlantic city and the shore points will be drying out as we go through the later morning hours and afternoon. with the rain shoving temperatures are in the 40s and low 50s, in the suburbs 49 degrees, 51 degrees in philadelphia and 44 in the lehigh valley. much warmer than yesterday. we are only dealing with rain here. much of the rain is done, we will see more and more sunshine, low 60s this afternoon and at the shore those showers end this morning, we will get some sunshine to warm to 61 degrees later today. i will break it down hour by hour by i come back in just a few minutes. first jessica boyington with your first alert traffic. >> starting on 95 this morning our cameras around cottman avenue still looking okay, probably the most volume we have seen on any of our majors so far for the morning, the southbound side moving towards center city, a 13 minute drive time, average speeds are still into the 60s. none of those delays yet. the blue route looks the same, 13 minutes or 15 minutes if you're headed southbound from the schuylkill down to 95. mass transit not seeing any reported delays or anything too pager. accept ta, pat co-and new jersey trains all running on time. a four-year-old girl abducted in virginia could be heading to our area. >> pamela osborne is live in the breaking news center. tell us what's happening right now. >> this amber alert is several hours old so first and foremost we wanted to make sure we were giving you the latest information. when i called the charlotte county sheriff's office this morning i learned that the abductor who are the father of that girl took her several days ago. four-year-old anabelle richardson's father does not have custody of her, it wasn't until late last night that his disappearance met the criteria for an amber alert. now, anabelle is 3 feet tall, 22 pounds, has green eyes and blond hair. dylan richardson is the man they say took her. he is 5'10", 140 pounds, he has blue eyes and brown hair. authorities believe richardson may be headed to new jersey, they tell me he has friends and family there and they could be in the area already so here is what you need to know. richardson is driving a 1995 burgundy chevy van with the virginia license plate of vmg 2332. very important that you keep your eye out for that van this morning as you head out your door. police believe anabelle is in extreme danger. if you see the van, the suspect or the child police are asking stabbed in a home there. >> nbc 10's monique braxton is live for us at the scene in mt. holly. monique, tell us more. >> reporter: hi. this is still very active investigation and on the way here i reached out to mt. holly police. i want to step out of the way so you can see the house where this crime allegedly took place. according to the police just before midnight someone called them and said they believed a person inside this home was hurt. when police arrived they found a woman bleeding. police say she was rushed to a trauma unit in trenton. police are not releasing the victim's identity, the extent of her version and if there is a relationship between the victim and assailant. i asked police if a manhunt is under way they say at this point they cannot comment on that. burlington county detectives are on the case. live for now from mt. holly, monique braxton. calls for help came in around 10:30 last night at 18th and ridge avenue in north philadelphia. investigators say two men were chasing two other men and at least 13 shots were fired at close range. one man was killed, there is no sign of the other victim. there are new details about new jersey's takeover of atlantic city, a former u.s. senator and state attorney general will oversee how the shore town operates. jeffrey chiesa was appointed last night. he was governor chris christie's chief counsel before serving as attorney general. he was also tapped to serve out the senate term of frank lauter berg. last week state officials took control of atlantic city's operations after rejecting the city's financial recovery plan. now to the transition to donald trump. president-elect donald trump plans to meet today with vice president elect mike pence. reports say they will be pack alg the task of filling out cabinet positions. jude reguiliani dock secretary of state in the trump administration. he was a top surrogate for mr. trump during the campaign. last week guiliani said he would be a solid choice for u.s. attorney general. he also suggested former u.n. ambassador john bolton as a good candidate for secretary of state. president obama spoke to the press before his final trip in office to greece, germany and perú. >> it's the president's first time taking reporters questions since donald trump won the election. the president expressed concerns about donald trump's presidency, but he reassured americans that he is hopeful for trump's success. the president also credited trump for tapping into an enthusiasm that propelled him to the white house. he also weighed in on president-elect trump's temperament, stressing the importance of reaching out to groups who oppose his candidacy. >> i think what will happen with the president elect is there are going to be certain elements of his temperament that will not serve him well unless he recognizes them and corrects them. >> president obama is on his final overseas visit that will include time in greece, germany and peru, he is expected to reassure world leaders who might be concerned about the transition. former secretary of state general collin powell will put the ribbon on a new veterans student center at temple university. he will then speak at a leadership forum on campus. a mortgage lender sponsors the event. flu season is here and with the holidays around the corner you don't want to be sick. now is the time to get your flu shots because it takes a couple weeks for the protection to kick in. nbc 10 at st. francis hospital in wilmington where patients and employees were rolling up their sleeves ra, the rain has just tapered off there but the streets are damp and still a little water on the lens. steadier rain to the north. these showers we will deal with them this morning, they will be out here this afternoon. there you can see scattered showers have just moved out of cape may into te and south jersey, that's where steadier rain is inching closer to philadelphia, northeast philadelphia, lang horn starting to see some rain. we've got rain showers this morning but the clouds will be thing out as the day goes on. into the low 60s this afternoon. the suburbs plenty of clouds to start with and a few isolated showers, the lower suburbs could see a few light showers first thing this morning. later this morning we're dry and 57 degrees smartly sunny skies at lunchtime, closer to 60 degrees this afternoon with more and more sunshine. the lehigh valley a few sprinkles this morning, mainly dry this morning, those clouds will be thinning out, you will get sunshine and a big warm up, too, 59 degrees that's at 2:00 this afternoon. showers to start with in new jersey, those clouds lingering into the 10:00 hour, then later this morning, this afternoon, plenty of sunshine with temperatures that bounce back into the upper 50s and low 60s in new jersey today. at the shore, yes, we have rain showers right now, those are continue for the next several hours. by 8:00 still cloudy skies but you will see sunshine breaking through the clouds this morning, later this morning and this afternoon 60 degrees at 2:00 at the shore. for delaware, yes, there are a few showers this morning, scattered light showers mainly in central and southern delaware. you will see some breaks in the clouds to start with in northern delaware, 49 degrees right now and then those clouds will thin out as the day goes on, close to 60 degrees at noontime and into the low 60s this afternoon. we will deal with this this morning, get some sunshine for today and then we are dry until we get to burn pike in mt. laurel township? new jersey. there is a tractor-trailer fire reported on the southbound side near exit 4 approaching route 73. all lanes reported to be blocked on the southbound side, that's traffic moving out uft trenton area right before route 73, traffic coming to a stop. not any details or word where they're diverting the traffic off beforehand. so they may be diverting traffic off right there, i will have to definitely check when we get more details. but for now if you do have to head out the door take 295 as your alternate. that's traffic moving away from trenton and moving towards the delaware memorial bridge or more towards southern new jersey. also watch for an accident new hanover on new road and church road. more updates on the new jersey turnpike when i come in camden county. officials with the national transportation safety board say the engine lost power just before the crash in linden walled. the ntsb says the pilot reported problems with the throttle during the flight. the pilot and passenger have been released from the hospital. a woman from our area is heading to africa because she wants to save lives. >> she's going to take a missionary trip to nigeria. she was inspired by a recent visit where she found residents lacking the basic necessities like clean water and electricity. her foundation when in need is collecting donations of first aid and diabetic supplies, glasses and vitamins. >> and i know that most of the things that we all take for granted here is actually needed in the third world countries such as nigeria. >> the when in yeah. >> happening today the soulful project will make its first donation to the food bank of new jers jersey. they will deliver more than 21,000 cases of hot cereal to the pennsauken facility founded by fort campbell south veterans. the line of hot cereal is sold in wag man's, for every serving purchased another is donated. giant food is donating 1,000 turkeys to the food bank of delaware today. nbc 10 was in newark for last year's donation, it's one of five contributions giant will make to feeding america food banks this year. since 2011 giant has donated close to 29,000 turkeys to help folks celebrate thanksgiving. rescue operations are under way in new zealand. the prime minister toured the area hit by the 7.8 magnitude quake. the main road into town completely blocked off. hundreds of tourists and residents need to be rescued. two people died. cameras captured the moment that earthquake hit. this is video of its impact on a supermarket in nelson city. as uks see the quake shook shelves, sent wine bottles flying and made store signs sway. surveillance cameras captured golf clubs and other merchandise toppling over at a golf shop in welington. take a look at these three stranded cows that survived the quake, they were stranded on an island of grass, it's not clear if they were part of a larger herd or not, but we do know that the two cows and a calf were rescued after farmers and helpers dug a track to them and brought them to safety. >> thank goodness. we don't have to worry about mudslides or earthquakes, we just have to deal with a little rain. >> rain this morning, this afternoon we will get to see sunshine and we will be seeing another nice mild afternoon into the 60s which is above normal for this time of year. heading out light now it might be a good idea to grab the umbrella, light rainfall especially in new jersey, but some showers have strayed into delaware and pennsylvania as well. clearing skies this afternoon, you will see more and more sunshine but with clear skies this evening that's going to make for a chilly evening. the temperatures will be dropping into the 40s this evening. 44 degrees in the lehigh valley. we do have wet weather moving through south jersey and at the shore. 51 in philadelphia and at the suburbs, there are cooler spots but nowhere near as chilly as yesterday. bed minister and warning ton the middle to upper 40s. st. dafds 44 degrees. sunshine this afternoon to warm all of these temperatures into the upper 50st and low 60s, but we still have to deal with this this morning, this is a system that is centered offshore so this shower activity is streaming inland and slowly pushing into philadelphia. we've seen scattered showers in the lehigh valley but most of the rain extends from delaware bay into delaware and across new jersey especially the central new jersey coastline to the north that's where the heavier rain will be, that's going to miss us. we will deal with light rain showers this morning and get ready for sunshine to break through the clouds this afternoon. a few showers in the city first thing in the morning but then 60 degrees in somerton this afternoon and near 60 for the suburbs and lehigh valley, allentown up to 60 degrees in afternoon. ham mon ton hits 59. by this afternoon showers will be long gone. clouds and rain in trenton this morning with breaks of sunshine this afternoon. they shore it will be clearing out. still could see a few showers before it completely dries out this morning. rehoboth beach 62 degrees, showers? smyrna, that's this morning, this afternoon it will be trying out. then we look for some mild temperatures, expect 60s for wednesday, thursday, warmer on friday up to 65 degrees after a cooler morning and these days will be dry. scattered clouds later in the day, 63 degrees and 40 the low temperature, 60s on saturday, 50s on sunday and rain moving in. there is a slight chance we could see a wintry mix late sunday and into monday. a little early to get too excited about that possibility. more likely it's just going to be rain. by monday afternoon we start clearing out and that clears the way for chilly conditions next week. look at monday and tuesday, 49 degrees, the very low 50s on wednesday and thanksgiving day partly sunny to mostly cloudy skies and up to 51. >> wow. that looks good, bill. >> that have have your turnpike on the southbound side due to a tractor-trailer fire. the tractor-trailer fire is under control and they are allowing the right hand shoulder of the southbound side to trickle through. big place behind that considering one car or so will be let by at a time. it's on the southbound side around exit 4 which is route 73. coming out of trenton and moving towards different part of south jersey, the delaware memorial bridge that's where you will see problems or delays. only one lane is trickling by, one shoulder, but otherwise all lanes are blocked around route 73. best bet for an alternate is to take 295, 295 having no problems or delays right now. another tuesday in november and we're still asking for your vote. here we go. make sure you vote in the playoff edition of the nbc
