Tuesday. Buckel was serving time for an aggravated assault and was just weeks away from parole. He disappeared from the bayside state prison. Now police are looking in barnegat township, ocean county, where they found a car they he think stole. Pamela osborne is live in barnegat town shup this morning. Schools will open in a couple hours but with an increased police presence. Give us a sense of the scope of the search. Reporter absolutely, vai. I can tell you that schools are going to be open again today. As you mention pd, there will be a Police Officer on patrol at every school. Police say theyre going to do this until theyre able to get buckel back into their custody. This search really is a joint effort by many different Law Enforcement agencies. Theres the ocean county sheriffs department, s. W. A. T. Teams, local agencies all combining their resources as they try to track buckel down. Theyre using canines. There have been sightings. There have been leads. But it has not led them to buckel just yet overnight we heard report of shots fired near long boat and starboard avenues. Police tell me this morning that was one of the calls they checked out, but those reports turned out to be unfounded. Meantime, neighbors have been expressing their concern and taking it upon themselves to update one another on what they see or hear in their neighborhoods uses a Community Facebook page. This is why theyre afraid. It has been two days now since 38yearold Arthur Buckel escaped from a unit of bayside state prison. Yesterday he showed up at the cvs store on west bay avenue. These are surveillance pictures of buckel at that store. As a precaution, they put all schools on lockdown. Prior to that, police found a stolen vehicle they believe buckel had been driving, but police are still searching for him. Residents tell us theyre terrified. I locked all my doors. I put my alarm on. Im looking out every window, waiting to know if somebodys going to knock on my door, somebodys going to break in my window, if somebodys going to try and get in my basement. Reporter and Police Warning residents, telling them to keep their homes locked as well as their vehicles. Buckel was in prison on burglary and aggravated assault charges. He was 18 days away from a parole hearing. Hes 5 foote 59, 180 pounds and has a tattoo under his left eye. If you see him, give police a call right away. Today a vote in the new jersey state house could decide whether or not to bail out the financially struggling Atlantic City. Nbc 10s matt delucia is live this morning with more on that vote and its implications. Morning, vai. The question is, will this vote today make any difference . Its happening in the state assemb assembly. Heres whats going on. The state Assembly Speaker is trying to get this passed. It would rescue Atlantic City and give it two years to get its finances figured out before a state takeover happens. Even if that goes through today, others are saying not so fast. Heres why. The Senate President says that bill wont be accepted in the senate. In a News Conference yesterday, sweeny said Atlantic City mayor is showing lack of leadership. Sweeny is pushing his own bill that gives Atlantic City 130 days to stabilize its finances compared to two years under the assembly bill. So what were look at here is a battle over time. 130 days or two years. Either way, at the moment Atlantic City remains in debt and running out of money with over a 100 million budget deficit. This morning we have a look at the possibilities. Trump told msnbcs morning joe yesterday hell probably choose someone with political experience who can help him get legislation passed. Trump, however, did not give any names, but heres a look at some people who could meet the criteria. First, governor john kasich. The Buckeye State has backed the president ial nominee in every election since 1964. Two other former candidates could fit the bill. Senator marco rubio could help trump win the allimportant state of florida. Trump mocked rubio as little marco during the campaign but since said he wants his help. And Texas Governor rick perry, who endorsed ted cruz during the primary campaign. Another contender comes from our area. New Jersey Governor Chris Christie was one of the first highprofile politicians to endorse trump. His experience could be the sort of resume trump is looking for. In an nbc 10 exclusive, were hearing from philadelphia Police OfficerJesse Hartnett, whos recovering after being shot during an ambush. Officer hartnett talks with us after the National PoliceDefense Foundation named him its man of the year. They honored hartnett in new york last night. In january, someone shot hartnett when he was sitting in his patrol car. He managed to fire back and chase down the gunman. Officers captured the alleged shooter a few blocks away. Hartnett says officers a often criticized and dont get the credit they deserve. You have seconds to decide whether or not to shoot, and its truly muscle memory at that point. Your training and experiences do kick in and play into that factor, but just instead of people attacking right away, look at all the facts. Hartnett has had eight surgeries so far, and he just started physical therapy. State Health Department shows theres still a huge backlog of mounting evidence from Sexual Assault cases. That word comes despite a new law designed to speed up the process. A survey of Police Agencies at the end of 2015 showed more than 1800 rape kits in pennsylvania had been sitting untested for more than a year. The largest backlog in the state is in philadelphia with nearly 1300 kits untested. A law passed last year revamped procedures for handling rape kits and aimed to pay for testing using federal funds. People at a virginia diner say there was total pandemonium inside the restaurant after an suv slammed into the business three times. Now police are trying to find out if the driver did it on purpose. This was the scene after a hummer crashed into the silver diner during the lunchtime rush. Police say he clipped a man the second time he rammed the building. When he hit the diner the third time, well, the vehicle burst into flames. The driver was a cook at this restaurant. Management fired him after the crash. Paramedics rushed the driver and two other people to the hospital. Just so, so terrible, so shocking. Everyones talking and having their coffee or having lunch, and it just was so out of the blue. Time just completely froze. Silver diner has nearly a dozen locations in maryland and virginia and also has a restaurant in cherry hill, new jersey. The canadian province of alberta declared a state of emergency as wild fires continue to burn out of control, forcing more than 80,000 residents to flee. This massive inferno is feeding on dry forest. Hundreds of firefighters are working frantically. They have now asked the military for help. Officials say the fire destroyed or damaged 1600 structures so far, and flames are now threatening an airport. And happening today, former Cleveland BrownsQuarterback Johnny Manziel is scheduled to appear in court on a Domestic Violence charge. Last month the grand jury indicted manziel in connection with a confrontation he had with his thengirlfriend. She claims manziel forced her into a car and hit her when she tried to get out.
