be lower in the lehigh valley. the gusty winds bring it down to 42 degrees. looking at 40s across the board for philadelphia, new jersey, delaware, it will be dry. bundle up. >> and come see us. we'll cameras around route 413 showing a pretty big issue here where we had an overhead sign repair that went bad. we have a crane in the area. that's what this is here. it was stuck for a moment blocking both of the lanes, both sides, northbound and southbound on 95. i'll show you the roads, a big impact on the morning commute especially. the southbound traffic here, they're diverting that off around 413. the traffic is being diverted at 132, diverting everybody off, and not allowing them on until afterwards. you're out of the way here. to get around, what would be easier if you're trying to to go further north, you can get off at woodhaven before you're diverted off. that will take you that direction there. once you're on state road, head to 413, and continue along the path of 95. route 13 will help you, as well. this might be there for some time. again, 95 north and southbound direction both closed at 413 this morning. back to you. >> thank you. breaking overnight in washington, the senate vote along party lines to approve sweeping tax bill that slashes tax rates for corporations and reorganizes the individual tax code. >> that's right. the bill has to go back to the house today to be voted on again because senators made changes to the measure after house republicans approved it. this is really a technical matter. once the house revote is complete, the bill will go to president trump for his signature. the bill is projected to add nearly $1.5 trillion to the deficit over the next decade. democrats are blasting the bill, while republican leaders insist it will spur economic growth. >> coupled with the tax reform, america is ready to start performing as it should have for a number of years. >> this is serious stuff. we believe you're messing up america. you could pay attention for a couple of minutes. >> here's the deal. the bill initially gives cuts to all tax brackets. but the tax cuts for corporations are permanent while the cuts for individuals expire in 2026. a large percentage of taxpayers don't appear to be in favor of it. a "wall street journal" poll shows 41% of americans say it's a bad idea. 24% of those polled support it. reaction from lawmakers is split along party lines. for example, democratic senator bob mendez from new jersey says as bad as this bill is for the country, it's particularly worse for new jersey, threatening to derail investments in education, infrastructure, law enforcement, public health, and other job-creating priorities. republican house speaker paul ryan is calling the tax bill a profound change that will help put america on the right path. speaker ryan will be joining savannah guthrie live this morning on "today" which starts at 7:00. and you can count on nbc10 for continuing coverage of the tax developing now, police are trying to find a driver who hit a bicyclist and left him in the road to die. the man was struck while riding in bristol, bucks county. nbc10's matt delucia joins us live from the scene. good morning. >> reporter: good morning. police are looking for a silver mercedes that was involved in the hit and run last night. this is where it happened just behind me on the fairly dark stretch of route 13 here by corson. this was a little before 8:00. a bicyclist was riding on route 13, was hit. police say the driver who hit him just kept going. take a look at video from the scene here after this happened last night. you see the damage to the bike. it was pretty much destroyed. again, this happened just before 8:00 last night. about 7:55. if you much around 13 and corson, around that time, you saw something, that would certainly help in the investigation. at this point that car has not been found. police say the mercedes should have significant front-end damage because of the crash. if you know anything, you're asked to call police right away. 4:36. pennsylvania's attorney general says criminal charges should be reinstated against the engineer behind the deadly amtrak derailment in philadelphia in 2015. state prosecutors will make their appeal to a judge today. philadelphia's district attorney office previously declined to pursue a case against engineer brandon bostian. also, a separate lawsuit brought by the victim's families was thrown out by a judge who said that evidence sucked that the derailment was accidental. eight people died when the washington-to-new york train rounded a curve at more than twice the 50 mile-per-hour speed limit and went off the tracks. now to the latest on the deadly train derailment in washington state. preliminary information shows the emergency brake on the train went on automatically but was not activated manually. investigators are looking into the possibility of distractions in the cab. the conductor was in the train with the engineer. the actual conductor was in another section. investigators say it's standard procedure these days to check the operator's cell phone records. the crash happened monday as the train hauled dozens outside of tacoma, washington. three people died. today james rhodes elementary school in west philadelphia will be back open. a water main break at the school forced students and teachers out of the building yesterday. students moved to parkway west high school to finish classes for the day. tonight, you can head outside for a unique holiday lights -- traffic isn't getting by in either direction. it's dark, so i'll explain what we're looking at. here is a crane. they were doing overhead sign repair earlier this morning, and it went a bad way. both directions are closed because there was an issue with part of the crane that was stuck earlier. i'll show exactly what they're doing, as well. you see the strip of the closure, 95 on the southbound side. i was trying to show what it looked like. looks like i lost cameras in here. i will get back to you with the detours. around 413, they're diverting southbound. the northbound side at street road. i'll have alternates when i come back. let's switch gears and talk about the forecast if you are traveling. meteorologist krystal klei here. the national satellite view. you see, you might remember we had a perfect, clear picture for thanksgiving travel. i do not believe that will be the case for christmas travel. across the country, snow flurries moving to parts of the northwest, the pacific northwest. a mix of rain and snow depending on the mountain line. then you look down to the southeast. an impressive system of rain and thunderstorms, as well. these will be trouble zones where you may run into delays as a result of some of the action that's moving across the board. look at the travel outlook map through the rest of the workweek. traveling wednesday, thursday, friday, i'll run you through. the snow extension is reaching out through the dakotas. temperaturewise in the central parts of the country, not any issues. fairly clear throughout the northeast if you are driving. the rain will progress through the southeast. that will continue to potentially be an issue through wednesday evening. the rain moves out over the southeast, things looking better for travel. we'll watch through the country as we go through thursday and friday. again, it may cause issues. snow omaha through chicago, stretching north of pittsburgh thursday evening. then here's the approach by friday morning nearing parts of new england. if you're driving, you may run into problems with snow extending through new york and rain starting to approach pennsylvania. you see the rain extending into texas. we'll have watch the storm center and frontal passage by friday evening. now rain starting to approach philadelphia for slick roadways. we'll talk more about the forecast locally, what to forecast. good morning. good morning, we're starting with the live view over center city, you see the flag flapping in the wind. a little breeze. we'll stick with breezy conditions. gusts about 25 miles per hour. sustained winds 10 to 15 miles per hour. here's what's important about the winds -- they're coming from the northwest. northwest is where the colder air sits. we're not going to necessarily cool down, but we're not going to be the warm that we were yesterday where we approached 60 degrees in spots because of the winds. the numbers you're experiencing as you step out, in many places between 40 and 50, pretty much what you'll get the rest of the day. 47 in philly. 44 in the suburbs. 47 in south jersey with a mix of clouds and sunshine out there. not a bad day. because it will be breezy, temperatures will feel cooler than they are. upper 30s and low 40s for many locations. again, mild for today, dry. the sun is not quite up. let's fast forward and talk about instead of just today what you're worried about -- when family comes into town. the long-range futurecast, one model generating what we may see over the weekend. a moment ago, i talked about a storm system we would have to watch that would bring rain into the area potentially for traveling by saturday. this is saturday morning. it gives a steady area of rain through the mid-atlantic. it breaks in the afternoon and rebrings in the rain showers overnight. this is saturday night. out by sunday. sunday itself doesn't look bad. as we go through your monday, you just saw -- for some reason our system did not pause as i set it to, but you saw the white and green that passed over monday. that's christmas day itself. there are still questions as to what we will see on that's. changes could impact -- see on christmas. changes could impact us locally. moisture will be coming in as cold air starts to approach which is the recipe for you to possibly see a white christmas. rain or snow is the big question. it depends on the speed of the air as it comes north. if it's slow to move in, we just see rain. if it's faster, that's when areas like philly could see snow. at this point, the best chance, north and west of the i-95 corridor. and here's a quick look at the ten day on ten. 47 for today. 42 tomorrow for the first official day of winter. 60 on saturday. monday, 37. >> we'll be watching, detours. here we go, 95 southbound here. they'll be diverting that at street. street road's here. 95 northbound around route 413, they will be diverting you that direction. right now, in between this stretch, you're not going to be able to get by. st alternates, route 13. woodhaven to route 1 to get you by there before you're diverted off. and also route 413, if you get off at state, that will take you up the side of 95, as well. back to you. come on, here! here! good girl. that's a good girl! >> an icy rescue caught on camera in mercer county. you see a hopewell township police officer crawling through the ice and snow to save a dog from a freezing pond. that's officer robert voorheis you see tied to the rope. he snatched back the dog with a fellow officer. according to police, officer voorheis actually volunteered to crawl out on to the icy pond. voorheis was able to grab the dog by the collar to get her out, and she was reunited with her owner. >> given a warm bath, i'm sur. stealing a van and stealing a man's lifeline. coming up, the heartbreaking plea this family has for a thief who targeted a special vehicle. good morning, everyone. jessica boyington and breaking and tell you how to get around it and why they're diverting people off when i come back. >> thank you. a van that's a lifeline for a mother and son in philadelphia disappeared from a mechanic's lot where it was being repaired. >> the van belongs to maria and her 24-year-old son, daniel. daniel, as you see, is paralyzed from the neck down. he was shot three years ago. the van not only helps them get around, it's daniel's connection to the outside world. >> i'm here all day in this bed without that car, this room. >> it's been really hard for us, hard for a single mother to try to help my son. the trauma, for him to be comfortable. >> maria tells us it would take her three years to save up enough money to buy another van. she just wants the person who took it to bring it back no questions asked. 4:56 on this wednesday. we're following a number of stories. we'll take you state by state, county by county. >> in south jersey, a choir teacher is accused of preying on one of his students for years. police believe there could be more victims. here's the suspect. police believe brian mcsea abused the boy he taught at port republic middle school. he was also a pastor at the boy's church. the abuse happened for more than three years. new jersey state police want to hear from anyone else who may have had inappropriate interactions with that suspect. attorneys for the mayor of allentown want jurors in his corruption trial to hear portions of secret recordings that they say show ed pawlowski is, in fact, innocent. defense attorneys say prosecutors want to use only parts of the recordings about an alleged pay-to-play scheme. pawlowski is accused of accepting more than $150,000 in campaign contributions in exchange for city business. the trial is scheduled to begin next month with jury selection here in philadelphia. if you are visiting camden, don't worry about paying the meters. residents and visitors can park for free from now until new year's day. it's a way to encourage people to shop and come to camden during the holiday season. we'll head to north hampton county, up in the lehigh valley. take a look at these holiday decorations. you thought your house was pro bowl brings a lot of first. carson wentz get his first pro bowl selection. he led all nfc players in votes. zach and zach ertz will go. malcolm jenkins is going to his second pro bowl as an eagle. now for the snubs -- defensive end chris long says brandon graham and jason kelsey both should have been in the pro bowl. he said the snub was so bad he wondered if they were trash can fans. this is
