we'll tell you how a new budget will make a difference in the fight against drugs. good morning. this is nbc "nbc 10 news today." i'm katy zachry in for tracy davidson who is in cleveland for the republican national convention. she joins us live. how is it going out there? >> reporter: the excitement is building. in place, the quickens loan a he rein a are or the q as they call it is really starting to come alive with the republican national convention starting in just hours from now. we talked to some local delegates and we'll have that coming up, but first we have issued a first alert today because of the excessive heat. let's get an update on that with erika martin. >> we do have hazardous conditions for today. temperatures already in the upper 70s. 77 for philadelphia. 75 wilmingtowilmington. rising dew points. so when you mix the two, we do have the hazardous weather outlook as far as heat goes. so heat indices in the hundreds. so first alert heat hazard includes for philadelphia, suburbs, new jersey and delaware through the evening hours. of course during the daytime, we're seeing lots of breaks in those clouds and dew points really high. you want to take extra care of the elderly and of pets. satellite and radar picking up on active weather. the story it for today following the heat hazard. we start to see the threat of the isolated thunderstorms and by the early afternoon hours. so active weather moving through parts of the ohio valley, that is due here another four to five hours. moving from the northwest toward the southeast. i expect a kick up in the winds. so seeing the winds gusting up on about 15 miles per hour. but when it's all said and done, i do expect wind gusts up to about 25, 30 miles per hour. a little breezier offshore, so keep that in mind. here is a look at your current wind speed. and coming up, i do have your hour by hour forecast. we'll time out the threat of some severe storms due here later this afternoon. we are starting off light boulevard at the fox street. no big problems or delays. no surprise considering it's only 4:30. p.a. turnpike looks great. not a lot of construction to worry about this morning, as well. at the least on this monday morning. wednesday eastbound -- or westbound and eastbound 23 minutes in from valley forge to route 1. speeds in the 40s, but still everything moving along. nothing major in place causing any big delays. also first delay of the morning, warminster train 499 is running about 15 minutes late. well, in just a few hours from now, the arena where the cleveland cavs play will be filled with republicans for the rnc. tracy davidson is live in cleveland for us. we've talked to you for the last half hour. and you've been talking to some local delegates, as well. >> reporter: right. all very excited about what will happen here and we talked to the head of the philly committee, he is very upbeat about what happened and very confident in the trump/pence ticket in pennsylvania. >> i think it will help us and i think we'll carry 59 of the 67 candidates in november. >> reporter: all the delegates welcomed at a party last nid and that's where we caught up with bonnie and hank. we asked them about security. >> i'm concern, but just be aware, you know. i'm not afraid. but the biggest thing is just being aware. >> i'm not worried about safety. not at all. heck, i spent 37 years in the in military. this ain't all that. >> reporter: the mccanns drove eight hours for be here and they sad their son's wedding on saturday at dover air force base. both in tampa four years ago and both say this will be way more exciting. and again let's go over what will happen tonight. every night there is a different theme and tonight's theme is making america safe again. focus on immigration, security, and at the end of the night, melania, trump's wife. and coming up, we talk to pennsylvania delegates will a speaker that they will have today at their breakfast. they were very excited when that news came out yesterday. we'll have that coming up. well, as you can imagine, security is tight in and around the quicken loans arena. 2500 interlocking steel security fences stretch more than 3 1/2 miles. people going to the welcome party waited for the security checks as hundreds of police officers patrolled outside. >> i think that you have to take a look and make sure that you're doing everything that you can possibly do be to go. cleveland's mayor says there are no credible threats against the convention and the city is prepared to handle anything that may happen. the head of cleveland's largest police union wants ohio governor john kasich to suspend the state law that allows people to openly carry guns during the rnc. it's a measure former philadelphia police commissioner charles ramsey supports. and here's what he told "meet the press" modded rate tore chuk todd over the phone. >> these are extraordinary circumstances. and there is no time to have a debate in congress or somebody else. somebody hal to take action and i think that's the appropriate action in this case. and why do you need to walk away with an assault rifle thrown over your shoulder or pistol on your side if you're not a law enforcement officer in light of what is going on especially in the event zones of either convention. >> governor kasich, though, says ohio shows each night of the convention beginning at 7:00 p.m. one week from today, philadelphia will be in the national spotlight with the start of the democratic national convention. security plans for the upcoming convention are already having an affect on people who live around the area. begin sundaying no parking allowed along the broad street medians. so many in south philadelphia will have to plan ahead and find a new place to park. >> i have no idea what i'm going to do. it will be a really big issue. probably get a few parking tickets, but if i have to pay to park my car, i have to pay to park my car. >> along with the parking, mail boxes in the area will be locked beginning next monday. ramp closures along i-95 will also go into effect. we have a full list of the restrictions boyington checking on your traffic. 422 at trooper road, headed eastbound toward the schuylkill expressway with no big delays yet. you can see a 7 minute drive team east from 29 to the schuylkill. speeds are way up, as well. warminster train 499, running about 15 minutes late. so nothing too major yet. but sometimes we see full effect there. rest of mass transit, everything seems to be running on time or close to schedule. blue route, drive times look okay if you're headed north or southbound. 15 minutes from the schuylkill to the 95. when i come back, more updates for you on your morning commute. good morning. i'm erika martin. we do have a heat hazard in effect. national weather service has issued a heat advisory through the evening hours. philadelphia, suburbs, new jersey, delaware all crewed inc. we have temperatures that will top out in the 90s and dew points in the upper 60s to low 70s. so when you add those two together, it's going to feel like temperatures 100 plus for today. so a little extra tlc for those of you with breathing issues and of course pet abouts. if you look at the bottom of your screen, you will see your local 7 day outlook. today's forecast, we will see temperatures topping out in the 90s. and while some of the icons are not averaging out the consideration of those showers and isolated thunderstorms, keep in mind we do have strong westerly flow, so i do expect some showers to be here by the evening hours. and here is why. satellite and radar picking up on some active weather moving through the ohio valley. a massive cold front slicing through parts of the midwest and it will continue to work either way toward the southeast. right now we're starting to see a pick up in the westerlies as the wind shifts out of the west and across the appalachian, you will see the pickup in the potential for the severe storms. so expect vopger storms by the afternoon and evening hours. and current wind profile, notice not much going on right now, but seeing a southerly component in dover and then everything will start to shift westerly. hour by hour forecast, really important map to look at for today, 4:30 a.m., if you log on and find this on democratline a media, you will find more information. because it by about lunchtime, you can see the lines of storms already on the way. some embedded storms by about 4:00, 5:00. so i think it will start the republican national convention and nbc 10 is there for all of the action including a special breakfast that is happening today for delegates. tracy davidson is live in cleveland. so who will be at that breakfast? >> reporter: well, every single delegation has a breakfast in the morning and they have key note speakers. and we found out just yesterday that pennsylvania delegation will hear from house speaker paul ryan. he will be speaker here tomorrow at the convention. he's said to be delivering a ten minute speech focused on among other he things the need for conservatives to unite behind the candidate. now, the whole time our team has been here in cleveland, we've been in touch with local delegates from pennsylvania, from delaware and from new jersey. constantly talking with them, interviewing them and in touch via social media and through texts. and i just got this text yesterday from dennis palmer, he's a new jersey delegate from black wood, he says at rnc with the local police, protecting delegates, a big thank you. you can see the police prepares all around the city as you move about. delegates surely seeing them at every stop they make. we will be at that breakfast this morning with the pennsylvania delegation and paul ryan, we'll have that coming up at 11:00 this morning. for now i'm live in cleveland, tracy davidson, nbc 10 news. cleveland is trying to show its unity, hundreds of people from the group circled the city with love, held hands across the home memorial bridge for a half hour of silence yesterday. a gesture to show the world what they say cleveland stands for ahead of the rnc. >> i don't care who becomes president, i don't care what happens. all that i care about is that every just no matter what happens, care about each other and they don't just treat people out of who they are or what they want to be or anything like that. >> the group applauded dozens of bike officers who rode across the bridge during the rally. today septa regional rail riders could see a bit of an improvement. septa will add an additional five cars from the maryland area commuter service known as marc. and it will add another five later in the week. newly adjusted regional rail schedule also go there is to effect today. septa has been dealing with overcrowding and delays since dozens of trains had to be pulled from service because of defective steel beams. and frs alert traffic reporter jessica boyington has a look at the roads. so far so good. don't want to jinx anything. but a few septa delays but nothing major. >> right. and of course it's a monday morning, a lot of times mondays are a little lighter especially throughout the summer months. vine street expressway this morning is open, so you can obviously see that here. this is further back beyond where the closure typically it between broad and schuylkill, but still all lanes are each east and westbound, full access to the schuylkill expressway or 95. to septa, we are seeing some delays on the warminster line, trains 405 running with 10 minutes late, but the rest is running on or close to school. moving over into delaware, watch for construction where the route 13 on ramp to 295 south is closed with ongoing construction. here is 95 right through delaware. so you can see 11 minutes at the most. average speeds still into the 60s. headed southbound, pretty of the people from a storm drain in phoenix. officials say the man and woman were attempting to safe a dog when they entered the storm drain system and got stuck. they say the two crawled for several miles before their screams for help were heard by a passing bicyclist. firefighters used power tools to cut open the drain and rescue the pair. the couple was not hurt, but they never found the dog. happening today, the philadelphia fire department is looking for new members before commissioner adam steel will announce a recruitment drive later this morning.department is encouraging anyone who wants to be a firefighter to come out and fill out a form. they can fill it out online application between today and september 2. and today police officers, firefighters and emergency rescue personnel in our area can get help with legal advice. lawyers will join with pico to offer wills, living wills and powers of attorney. the clinic is 11:00 to 1:30 at the redding terminal market. a car crashed in to a los angeles home this weekend killing a child. the 7-year-old victim was riding in the car when it hit the house. four other people inside the car suffered critical injuries. three of them are children. it's unclear at this time what caused the accident or if nip inside the home was hurt at the time. thousands of peoplenip inside the home was hurt at the time. thousands of people are helping to save lives by donating blood. a mega blood drive was hosted in 13 locations along the east coast and as well as the caribbean. nbc 10 was at one of the locations. the need for blood is hep high right now. >> in the summer months, there is a huge short am for blood, so now is a really good time to come out and support everybody in the hospitals who might need blood. >> to put the need in perspective, every two seconds someone in the u.s. needs blood. a crucial docking port is now headed to the international space station. spacex launched a rocket early this morning. nassau needs the new docking setup before americans can fly there in crew capsules. the rocket is expected to arrive at the space station wednesday. olympics organizers have heightened security concerns following the
