the vine street expressway looking from our cameras on the vine at eighth street that are turned around to vine street local now. so you can see obvious construction right in here. westbound between ninth and broad street they have one lane getting by. additionally, the vine street expressway is closed between the schuylkill and broad street east and westbound for construction that will be there until about 5:00 this morning. moving through 95 and delaware, northbound, southbound, no problems. we still have an 11-minute trip, 295 to 495. and speeds are up and moving. for the rest of delaware watch for closures, one on 495 northbound ramp to terminal avenue closed throughout november. the next month or so. 202 northbound ramp to i-95 is closed for construction until november 6. so we'll skip out on your democratic duty of voting. low turnout is expected to be a challenge for races big and small. matt delucia is live in norristown with a look. >> reporter: chris and tracy, the municipal elections generally don't get the attention or the turnout we see during the presidential races but there is the argument that these elections have a lot more impact on your daily life. of course, these people who are elected today will have an effect on courts, on schools, on crime, all of which happen locally. municipal election back in 2013 two year as i go had a 15% turnout in pennsylvania. one expert i spoke with yesterday thinks we could see 20 to 25% turnout in pennsylvania which isn't great but if that means the votes today will have a bigger impact. i looked up election statistics and as of yesterday pennsylvania has a little over 8 million registered voters, one million reside in philadelphia. >> it's something we have to do. without us, nothing is changed so it's something that is necessary, something we got to make sure we take off or leave early or make sure we take care of that. >> reporter: there are a number of races to watch today. not just the philly mayor's race but d.a., district attorney here in montgomery county, and also the pennsylvania supreme court. three seats up for grabs in that race. i'll have more on that at 5:00. as for the polls they open at 6:00 a.m. in new jersey, 7:00 a.m. here in pennsylvania. live in norristown, matt delucia, nbc 10 news. >> turning to the race for philadelphia mayor. long time city councilman democrat jim kenney faces newcomer melissa bailey a republican. it is an uphill battle for murray bailey. one of the first orders of business for the next mayor will be hiring a new police commissioner. charles ramsey's announcement that he will retire as the top cop in january. the two mayoral candidates discussed the matter on nbc 10's at issue this weekend but wouldn't name their picks. >> i'm a big fan of chuck ramsey, he is a terrific human being in addition to being a terrific police commissioner but we have no need to go outside the department. >> have i mentioned some names in the past. now that it's real i don't feel super comfortable talking about that because that's people's lives. you know. they really are putting their hand up for the job at this point. >> there will also be three yes or no ballot questions for voters in philadelphia. the first involves an amendment to create the office of, the second involves a new department of planning and development oversee the city's planning and zoning services and the final question will ask voters to approve or vee ject the city's plan to borrow 1$156 million to use for projects like improving streets, sanitation and parks. and for any voters having difficulty casting their ballot today in the philadelphia, the election fraud task force will be there to help more than 60 assistant d.a.'s and dozens of police officers will be available. if you have questions you can call the fraud hot line at 2 215-686-9641. >> the allegations against bill cosby have pushed the district attorney's race in montgomery county into the national spotlight. matt mentioned this. the race pits county commissioner and former montgomery county d.a. bruce castor a republican against democrat kevin steele an assistant prosecutor in the d.a.'s office. last week a former temple employee who settled a sex abuse lawsuit against cosby in civil court file add defamation suit against bruce castor. she claims that castor made defamatory statement to the media. castor declined to file charges in that case in 2005. here is a look at polling areas. in new jersey you can vote from 6:00 to 8:00 p.m. in pennsylvania, it's 7:00 a.m. to 8. and you can go to nbc ten.com or check the mobile app for full coverage. we can help you find your polling place and all day refreshing the election results as they custody. local authorities worked with the fbi and arrested john blocker yesterday, he is accused in the robbery and beating death of juan quevez in 2006. the victim's three children were tied up but not physically hurt. the family tells nbc 10 they are relieved an arrest has been made but things will never be the same. >> i think money is at the root of all evil. they don't have the slightest idea what they did to our family. >> police say blocker had three accompli accomplices. according to investigators the suspects did not appear to know the victim. researchers at temple university say they made a medical breakthrough. >> this will come as news to families facing two conditions, they found a link between people born with down syndrome and those who have alzheimer's. ahead what local allow its elected politicians to take large donations from contractors doing business with the county. then will pauls changed the law, allowing him to pocket thousands of dollars in campaign cash. now pauls is taking thousands from those who want to move casinos to north jersey, threatening our jobs and our local economy. and he said he wants the vote to allow north jersey casinos "this year." we just can't trust will pauls. 20 minutes before 5:00. there is a chill in the air this morning compared to yesterday morning when we were in the 50s this morning it's in the 30s and 40s. right now philadelphia is in the low 40s at northeast philadelphia airport. that's 10 degrees cooler than yesterday at this time. definite chilly start, 30s and 40s, but we'll see a quick warm-up during the day. yesterday's clouds have completely left us, they are out of here. so the temperatures are going to be climbing. just after sunrise, that's when we'll get our coldest temperatures. but this afternoon look at this. 70s for allentown, reading and quakertown. brilliant sunshine for doylestown, mount holly and norristown. at the shore we'll get close to the 70-degree mark. it will feel like the 70s with all of that sunshine. vineland and dover in the low 70s this afternoon. and plenty of sunshine and a light breeze today for wilmington, narberth and philadelphia. 70s but things get closer to normal for the weekend. we could see a shower early on saturday, 62 degrees. then turning chillier by sunday. full seven-day forecast when i'm back in ten minutes. >> there is a finy roadway in the area known as the schuylkill expressway, occasionally people drive it. >> occasionally gets backed up. >> usually it's b?yproblem-free. >> i don't know what you're talking about. >> jessica boyington is watching it. >> this is pretty much the only time of day the schuylkill looks like a good drive. around the boulevard right now, no problems, nothing going on. 13 minutes from the blue route to the vine street expressway. you see that behind me here, this is right before the boulevard, so doing great there so far. pretty much the entire length of the schuylkill expressway. watch out for construction also on the boulevard southbound between 413 and the p.a. turnpike. the left lane will be closed and will be throughout the next 20 minutes or so until 5:00 this morning. moving to the p.a. turnpike, everything's moving along nicely. no real problems, watching out for construction. you see the drive times are great. but construction east and westbound between fort washington and emissions tests. this time luxury vehicles like audi have been added to the investigation. the agency says volkswagen installed soft twir defeat emissions tests on 2014-2016 models with larger 6 cylinder diesel engines. volkswagen already admitted to cheating tests on millions of four cylinder engines. about a half million were sold in the united states. >> more controversy around the key stone exelpipe line. the company hind the pipe line asked the u.s. government to temporarily suspend its application. the company is currently undergoing a dispute with nebraska over a preferred route in the state and doesn't want it to interfere with the approval process. it comes as the obama administration is widely expected to reject the pipeline permit application before the president leaves office. >> the restaurant chain sha poetly is facing its first lawsuit in the aftermath of an e. coli outbreak that shut down restaurants. health officials say 22 people are being treated for e. coli and they expect that number to rise. a washington state woman is suing now claiming she came down with an e. coli infection after eating a burrito bowl. health officials are trying to track down the exact source of the outbreak in terms of which ingredient. they connected to the six restaurants. >> the product that chipotle may be the source of their infection. we could potentially have more severe cases. >> chipotle says it closed 43 restaurants in the area out of caution, although the majority of those had no reported problems. it's working with health departments and federal investigators to pin point the source of the contamination. look at this. a dust storm may have caused this massive pileup in northern california. 12 cars blocking traffic there. it happened yesterday just as a dust storm rolled through. five people were taken to the hospital with non-life threatening injuries. in texas, the victim of a violent attack faces his attacker in court. in this case the victim is a dog. named victor. a judge sentenced the 17-year-old accused in the attack to two years in prison after pleading to one count of animal cruelty. prosecutors say he made a homemade weapon in attempt to kill victor who was a stray dog in his neighborhood. they say the teen stabbed victor in the neck and hip but he survived. victor's now owner says he deserves a voice as loud as the defendant. >> victor is the victim and why not have the victim there present. he should have the voice just as loud as the defendant had. you know, i think he did. >> victor's owner says it's been a long year but she expects the dog to fully recover. >> happening today, kansas city will celebrate the royals world series championship with what else, a parade. and you're look at the champs returning to kansas city yesterday with that world series trophy. the royals won the fall classic in new york by beating the mets in five games, just as i predicted by the way. the 17th time i mentioned that on air. the champs will enjoy a parade and a victory rally. the city, kansas city, declared a snow day today so the kids can come out and see their heroes. pretty cool. how about this. local hospitals and research facilities always producing discoveries. a local research -- local university has made a discovery linking downs syndrome and alzheimer's. >> it's raising hopes. scientists at temple's school of medicine discovered an enzyme that affects people with bothens. doctors have known that people often drefl early onset dementia. they can look for pathways in the brain to stop the enzyme before it causes problems. researchers are calling the discovery groundbreaking. >> about 10 minutes benefit 5:00. we will see brilliant sunshine today. our skies are nice and areas are in the 30s right now. but once the sun's up it's a quick warm-up. by early afternoon we'll see readings in the 70s. today we're starting off at 45 at wilmington. trenton is now 41 but you can see 30s in interior new jersey and north and west down to 36 degrees currently in bluebell. collegeville is also at 36 degrees. and the 30s in upper montgomery county, from providence to gilbertsville you need a jacket. some areas more of a winter coat. it's going to be one of those days you have to ditch it in the afternoon because the satellite shows the clouds we had yesterday way out of here. nothing but sunshine and a fast warm-up. no chance of showers until we get later in the week. the quick warm-up happens by 2:00 this afternoon. that's when philadelphia and much of the rest of the area will see temperatures in the 70s. and they will be climbing at that hour. we'll wind up in the lower 70s today. sunny skies, nice and mild with wind out of the west, 3 to 8 miles an hour. tomorrow morning another chilly morning. 48 degrees, but warmer in the afternoon. another day of brilliant sunshine for wednesday. but there are some changes for thursday. not the temperature. that stays in the 70s. there are clouds and a chance of scattered showers. breezy friday. friday night a cold front comes through after a warm-up friday. here comes the cool. it's back for the so everything is moving along. this is an earlier incident an accident with a downed pole around maple avenue. so that downed spol still around. the right lane and right shoulder are closed. watch for that. the 42 freeway northbound around 130 westbound the exit ramp closed, that's supposed to be until about 5:00 a.m. we can expect cleanup to begin in the next 10 minutes or so. when i come back in the 5:00 hour we'll check win the vine street expressway. teenagers and technology. you rarely see one without the other these days. so how do you prevent a teched out teen from becoming checked out at home? that's a problem for a lot of parents now. a new report finds the average american teen spends 9 hours a day watching tv, playing video games, surfing the web, listening to music or texting or all of the above at once. for kids between the ages of 8 and 12, it's six hours a day. more than half of those multitask using the devices while doing home work. experts say the trick with this is to help kids learn how to manage media without losing the ability to connect face-to-face with others. >> they seem to think that it takes away from having social skills, and i don't think that's the case at all. i can write a complete sentence, i can carry out a conversation just like anybody else can. >> the study was done by common sense media, it found that watching tv and listening to music ranked highest among teens. they tend to be social media as more of a chore. >> in delaware governor jack markell issued a pardon for a conductor on the underground railroad. samuel burres was his name convicted in 1847 of helping slaves escape. he signed in the same courtroom where burres was found guilty. there was a reading of a letter that burres wrote in prison. how about that. well, married to nbc 10 anchor renee chenault-fattah. authorities in burlington county are warning parents to be on the lookout for a child luring suspect. police responded to a call of an attempted luring around 4:00 yesterday afternoon, officials say the man was driving a white four-door suv. >> and police are investigating another assault along the schuylkill river trail in fairmount park. a woman was walks when a group of teens on bikes harassed them and one of the teens groped her before riding off. police are checking out a series of assaults along the trail. life after prison. president obama wants federal agencies to stop asking job applicants about criminal histories. some agencies are taking that approach even one step earlier. serving, he found a life line for him and hundreds of former inmates. the center offers consultation and dress clothes for interviews. he is now working at a bakery. he sat down with former governor jim mcgreevey. >> myth that everybody come out of prison has a sour soul is crazy. >> the person like nothing is there for him. >> put me in a re-entry program which is what was done. put me in housing, from that point on to this point i've been doing tremendously well. >> president obama was in newark talking about criminal justice reform. one thing he did was outline some of the re-entry programs during his visit. >> a trap ease performer was released from the hospital. here's a picture of him leaving the medical center yesterday. a viewer recorded these moments after the incident at the circus. he was injured after he fell 30 neat to the ground during a performance. he is expected to make a full recovery. the s.o.s. call was answered at least for now. >> this is the push to save the u.s. united states, it's going to be kept afloat for the time being. it raised more than 100,0$100,0 from supporters. the ocean liner is in south philadelphia. it is rusting away. there is talk it may have to be sold for scrap because it may be beyond repair. they can fix it but they need more than $60,000 per month to keep the rehab work going. the "ss united states" was once the fastest ocean liner launched in 1952 after a secret cold war project. what we're waiting to find out they raised 100 grand but is that enough to save it. we're waiting for word for the conservancy whether that's going to keep it afloat. >> we'll keep you
