hospital and left a home riddled with bullets. it happened near the intersection of north 23rd and dauphin street. the bullets hit the man multiple times. a woman was inside the apartment that was hit, but was not hurt. two people in the hospital after a shooting in germantown. a man and a woman were hit by gunfire on germantown avenue at mannheim before 2:00. the suspects then swed away peda car. today larry krasner, new district attorney, is promising sweeping changes after his predecessor was sent to prison. nbc10's matt delucia joins us live at the kimmel center where the swearing-in will happen. what exactly is he promising to do? >> reporter: good morning. larry krasner ran on a campaign of making changes to the district attorney's office in philadelphia and how cases are prosecuted. he wants to reform the criminal justice system here in this city. and in order to do that, there will need to be changes. that's when he ran on. changes like keeping fewer people behind bars. he's also anti-death penalty and wants to stop stop and frisk. he's been support by the black lives matter movement. those who elected him do want changes. his predecessor, seth williams, is serving time in a federal prison right now. krasner told people changes are coming and what his goals are. how quickly the changes happen and what will happen is yet to be seen here. it's not just a big day for the district attorney-elect, but also rebecca rinehart will be sworn in as the first female city controller in philadelphia. also to be sworn in, more than 20 common pleas and municipal judges. the ceremony begins later this morning. live in center city, matt delucia, nbc10 news. today in delaware county, officials will be sworn in for their first days in office. the sheriff, controller, register of wills, and two minute of county council will all take the is oaths. the new mayor wants to make the city a "shining star of new jersey ." frank gilliam was officially sworn in yesterday morning. he said the first business will be to meet with state officials to learn more about the city's financial standing. in camden, frank moran was sworn in yesterday as the city's next mayor during a private ceremony. he served two decades on camden's city council and says he plans to work to improve the city's neighborhoods. a public inauguration will take place later this month. in the lehigh valley, allentown mayor ed pawlowski's fourth term begins under a cloud of scrutiny. the democratic mayor was sworn in last night. pawlowski will go on trial in two weeks on charges he accepted campaign contributions from potential city contractors, along with more than 50 other charges including conspiracy and fraud. he's pleaded not guilty. at 4:04, today a day of healing at phoenixville area high school as students begin classes for the first time since someone murdered one its freshmen over the break. they're remembering jason ortiz cam brunn. -- cambron. someone shot and killed him during a drug transaction a weekend. the d.a. said if anyone besides the shooter comes forward, they will be treated as a witness and not a defendant. in the lehigh valley, the first of the year also brought allentown police the first homicide investigation. a witness told nbc10 it happened less than an hour after the clock struck midnight to usher in 2018 at a house party. the gunshots erupted, sending everyone scattering. bullets hit two people, killing one. the second victim is in critical condition at the hospital. neighbors say this is no way to start 2018, especially after a rise in killings during 2017. >> it's a sad shame. it's a sad statement for the state of the city, the area. >> allentown had 17 homicides in 2017, the highest number in a decade. in philadelphia, 316 people died as a result of homicide in 2017, the highest rate we've seen since 2012. this is despite fewer reports of violent crime in the past year. police say the rise in killings is directly related to the opioid crisis. police are targeting areas where they know drugs are sold in response. new, the power back at penn station. electricity was knocked out late last night, briefly preventing trains from coming and going to the busy station. crews worked to restore power. expect lane closures and possible delays from 9:00 a.m. to 3:00 p.m. along ridge avenue. penndot is upgrading street lights, signs, traffic lights, and more at 11 intersections. the work will continue through friday. quite a way to start the year. look at the current mega millions jackpot. the draw alert. >> the cold is so unrelenting, we're seeing effects indoors and out. in camden county, the drop in temperatures likely caused a sprinkler system to burst inside this nursing home. firefighters and paramedics moved residents to another section of the building at brook dale voorheis. the first responders did their best to make sure no one had to be evacuated outside of the building. ♪ in center city, the mummers seemed unaffected despite the dangerous chill in the air yesterday. the annual new year's parade strutted right down broad street just as it's done in many years past. organizers had considered postponing the event, but it went off without a hitch. things were much more comfortable for the mummersfest inside the convention center. it allows families to get a behind-the-scenes look at the making of the city's famous new year's day parade. here's another group braving the cold. after the mummers parade, you see the cleanup crew has every inch of their skin covered. they're taking no chances that any of the injuries that could come with exposure to the dangerous temps we have been experiencing outside for the last few days. a good reminder that people have to be outside working today. you want to make sure everything's covering. >> layers, covered up, making sure everything you can do to prevent frostbite. it's painful when it sets in. to the wind which is at 13 miles per hour in philadelphia right now. a 12-mile an hour breeze in wilmington and in allentown. and it feels like it is below 0. well below freezing. 0 in trenton, below in wilmington, 3 below in allentown. lots of sunshine, a delry day. the sunshine will get rid of some of the snow that's on the ground. a steady breeze coming out of the west will help prevent it from being warm today. it will be moderating. the next couple of days, watching the coastline. there's a chance of a coastal system bringing snow to new jersey and neighborhoods inland. not today. today discovered at that murder scene. >> we're also learning more details behind the new year's killing. stockton university freshman brittany cologi was the sister that the young man murdered. her other brother and grandfather escaped unharmed. police say the gun used was legally registered to someone in the family. investigators also say there was no way anyone outside the family could have seen this coming. >> this is a real isolated first-time incident. we don't have a history of calls to the home. >> he opened fire on them. i don't know why. i don't know why. >> the 16-year-old is being tried as an adult. multiple neighbors say the young man had special needs. 4:15. miss america, gretchen carlson, is taking the reins of the organization after a scandal. she was miss america 1989 and has been named chairwoman. the vocal fox host has been vocal about finding new leadership after the e-mail scandal. the derogatory emails were leaked to the "washington post." nbc has not verified the emails. last month, three board members resigned. a former miss america who grew up in new jersey will give oversight to the organization. kate shindle won in 1998. she's one of the women who demanded the members step down after the e-mails were revealed. today you can toss your christmas tree and help the environment. >> philadelphia's recycling program begins today and runs through january 13th. will be three super moons this winter. a super moon is when a full moon happens as the moon is on the closest approach to earth. sky watchers can also catch meteor showers through january 10th. there's even more to see at the end of the month. on january 31st, a blue moon will rise. folks on the east coast will be treated to a lunar eclipse. if you feel cold now, this should make your teeth chatter. dozens looked old man winter in the face and ran into a frigid atlantic ocean yesterday for the 27th annual polar bear plunge. atlantic city's event went off without a hitch, while other shore towns postponed or canceled events because of the extreme cold. not to be outdone, these brave souls took on one unfrozen section of the susquehanna river for the annual penguin plunge. organizers actually had to use chainsaws to cut through the ice before the plunge could happen. this event raises money for the humane society. that's the moment i turn around. when you have to use a chainsaw to cut the ice, brother turns around. i give them credit for raising money and having fun. >> you sound like you read the instruction booklet -- >> the chainsaw, we don't need to go in the york after the two-hour computer outage. customs and border patrols aren't sure what caused the outage, but there's no indication it was anything suspicious. 2017 was the safest ever recorded according to a dutch consulting firm and aviation safety group. commercial passenger airlines had no accidents or deaths last year. by comparison, there were 16 accidents in 2016. airline deaths have dropped dramatically the past 20 years. clashes between protesters and iranian security forces continuing today. the clashes have cost the lives of at least 20 people. the anti-government protests are the largest sent angry voters protested the 2009 elections. protesters are burning buildings and smashing windows. the demonstrationins stem from small local rallies, but it's now a nationwide
