for the pennsylvania turnpike. a few changes are being made. we usually see packed roads. in an hour from now, turnpike crews will open off lanes -- open all lanes of the pennsylvania turnpike in both directions. that means no construction, no scheduled maintenance taking out a lane. this is all to accommodate heavy thanksgiving travel expected to start today and last through the sund sunday after thanksgiving. over 3.5 million cars and trucks are expected to use the turnpike for the holiday. that's over 3.5 million vehicles from the area. with all of the vehicles on the road, safe driving and not being distracted while behind the wheel, those are really important points. coming up in our next half hour, we have tips that can help keep your family safe if you travel this holiday. reporting live at the travel plaza in king of prussia, katy zachry, nbc10 news. meantime, mothers against drunk driving is out to save lives during the holiday season. the organization began its one on for safety campaign in harrisburg yesterday. madd gave out red ribbons to police to put on their cars. a reminder about the need for designated drivers over the holidays. and mothers against drunk 60th and locust after midnight. they got the fire under control by 1:00 a.m. this was a vacant build, so no one was hurt. in trenton, a woman was the victim of a shooting. gunfire broke out on home avenue. we're working to find out the condition of a woman and teenage boy who was hurt. the third victim, a man, is this critical condition. police have made no arrests. it's 4:03. the discovery of a dead man in a strip mall parking lot has police in montgomery county searching for a killer. the surrounding community is in disbelief. police found the man in plymouth township off ridge pike slumped over in a car blocks from an elementary school. the engine was running, headlights were on, so were the wipers even though there was no rain. one woman who talked with nbc10 says she's seen -- she's seen crime increase in this community, but nothing like this so far. >> this is so disturbing. i mean, there's a beautiful little school down the end of the street. and just a nice little neighborhood. there's a gentleman that owns the store around the corner, and he said he's been robbed, and one time it was with a gun. >> officers believe someone stabbed the man to death. happening today, the man accused of shooting pennsylvania state police corporal seth kelly will have a court hearing. daniel clary faces attempted homicide and assault charges. clary shot the trooper several times during a traffic stop this month. police returned fire, wounding the alleged gunman. president trump can't cut certain funding from sanctuary cities, one being philadelphia. a federal judge made the ruling yesterday, blocking the executive order that calls for cuts. he said the president can't place new restrictions on funding that had already been approved by congress. the ruling means that philadelphia won't lose out on more than $1 million in federal grants. mayor kenney called on congress to pass the program to save those in the daca program. it's focused on undocumented immigrants brought to the u.s. as children. the program allows the young immigrants to go to college or work without fear of deportation. president trump decided to end daca when he took office. programs scheduled to end in the spring -- the program's scheduled to end in the spring. the president said he would work with to find a way to keep it. several held a gathering outside congressman smith's office. the dreamers plan to keep the strike going through thanksgiving in hopes of drawing attention to their fight. >> i am just one face out of 800,000 families that will be affected, and i think right now is a critical time to take action. >> the dreamers told us the hunger strike is the least they can do to try to prevent what they're calling a life-changing event. new jersey's next governor wants to double the space. democratic state lawmakers supported a raise yesterday. he wants to boost the minimum wage from $8.55 to $15 an hour. it wouldn't happen overnight. he wants to phase it in to help small business owners adjust. last year, governor christie vetoed a bill to raise the wage. 4:06. we're learning more about the plane crash that killed former phillies ace roy halladay. the ntsb released the preliminary report. they said the plane sped low over the water and made a sharp climb in the final seconds before crashing. the ntsb placed no blame for the accident. a final report could take years. and halladay crashed his plane on november 7th off the gulf coast of florida. a memorial service was held last week in his honor at the phillies' spring training complex in clearwater. pennsylvania environmental regulators say sunoco must stop drilling operations in chester county and fix this sinkhole that formed in a man's back yard. investigators say a drilling fluid link caused the sinkhole that that put sunoco on the job in the state. sunoco will have to fill in a sinkhole and get approval from regulators before getting about could to work. the future begins for a unique philadelphia school. construction starts at what will be the new home of the crystal ray high school in north philadelphia. the college prep school specializes in offering students corporate work, experience, and in-depth extracurricular activities. its new state-of-the-art home will be built along the 5200 block of north broad street and will open in 2019. 4:07. river rink winter fest opens friday. final preparations are underway. yesterday at the blue cross river link, workers strung thousands of lights on the that's tree. -- on the christmas tree. they won't turn them on yet overnight. and we could see some showers to start with tomorrow morning. today, just that nice warming breeze. 15 mile-per-hour wind out of the southwest at 18 miles per hour in dover. up to 11 miles per hour in allentown. gusts could top 20 miles per hour. that's warm air that's surging into the area. even though we're getting a cold start, 20s and low 30s in neighborhoods, the numbers will climb into the 50s. philadelphia, parkside, a degree before 50. 39 in tarsdale. a colder start than yesterday but a quick warmup. 59 in summer ton. doylestown, 56. lansdale and the lehigh valley, allentown, and easton well into the 50s. plenty of sunshine at new jersey and the shore. 60 at cape may. hammondhonhits 6 -- hammondton hits 60 today. topping 60 in smyrna today. a pretty nice day, but a one-day warmup. radar and satellite, a few high clouds. mostly sunshine. the next chance of showers won't be here until tomorrow. the hour-by-hour forecast, 40s at 9:00 this morning. by lunchtime, we'll be warming into the middle 50s in philadelphia. low 50s for allentown. 55 at cape may. and still mostly clear skies at 5:00 this evening. clouds moving into areas of the south. kay may will see a -- cape may will see a few extra clouds. they'll be increasing through the night. the best chance of showers tonight and tomorrow morning will be in delaware and south jersey. what about the holiday forecast? have been watching the last ten minutes or so, the schuylkill expressway at 30th station, near the areas we have an accident scene up ahead. police activity here. this is westbound, moving out of south philly and coming toward center city, if you're trying to get off around the 30th street station ramp. if you are trying to do that, you'll run into, considered university city coming off of -- where there's a water main break, the 3100 block of jfk boulevard is closed down. around that point at market, around the 30th street station area where travelers are going at this time. with the water main break, cleanup underway. we have people on the scene trying to get live pictures of it, as well. we hopefully will be bringing those to you in the next couple of minutes. i'll end in washington township. we have an accident investigation on the 42 freeway. it's kind of -- the 42 freeway but near the area where it splits to the atlantic city expressway. route 42 northbound, an (gentle music) ♪ a philadelphia community stunned by the death of a grandfather is rocked a second time with arrest of the victim's granddaughter. >> the suspect, patricia dioxin, turned herself in. she's accused of stabbing her grandfather, 83-year-old bob girard, many times. a next-door neighbor told us police used this point of view surveillance camera to catch the suspect. >> it sent a chill down my spine. to be honest, she was the last person i would have suspected. to learn about something like this is horrific. shocking. >> the motive for the murder remains a mystery. the neighbor told us he never heard arguments or complaints coming from next door. in new york, a pair of explosions blew out the walls of a cosmetics plant and sent a plume of poisonous smoke billowing into the sky in new winds windsor, an hour north of new york city. the initial last sent workers running for the doors. one didn't make it out alive. a second explosion happened with firefighters inside the building. the fire injured 33 including seven firefighters. the plant is owned by burla international which makes nail polish among other products. now to a followup in berks county. an animal shelter is making policy changes after workers mistakenly euthanized a family pet. the family says their cat was put down at the animal rescue league of berks county even though it had a microchip. the director said two scans missed the chip. to make sure it doesn't happen again, there are policy changes. among them, the shelter has a 48-minimum hold policy for cats. it's held training sessions to better educate staff on how to properly scan animals. the group will hire more staff to make sure no one is rushed. the shelter is considering renovations to create more space to house cats. new jersey governor chris christie has a road named after him in his home county. a new access road to central park of morris county was christened governor chris christie drive yesterday. during the unveiling, the governor joked "you're getting old when they start naming things after you." thanks to the doctors and staff at children's hospital of philadelphia, thanksgiving will have special meaning this year for one north carolina family. >> formerly conjoined twins abby and erin delaney are home after spending more than a year at chop. they were joined at the head. during an 11-hour surgery doctors separated them in groundbreaking surgery. doctors will continue to monitor the girls' progress. from the joy of victory to the joy of giving. fresh off the eagles' big win, vinny curry helped bring thanksgiving cheer to local families. for the second straight year, curry partnered up for the thanksgiving rush program. the program provides more than 200 take-home meals for families in need. fans across the philadelphia region are buzzing over the demolition of the dallas cowboys. the route on sunday night football excited the region and seemed to drive away the monday blues. just about everywhere we went, we saw eagles green and got the feeling the team is uniting a city that's starving for a super bowl title. >> go, birds. i'm friendly as can be just because the eagles are winning. be near 60 degrees. keeping that ice in place really going to be a tough one today. cold this morning. yeah. below freezing. delaware at 35. holding on at 40 in philadelphia. a little bit warmer in most neighborhoods in south jersey. there are cold winds. clear skies overnight, that's when the temperatures fall. 32 in robinsville. cinnaminson at 39. there's still time for numbers to come down more. the trend is for a nice warmup this afternoon to near 60 degrees. quite a turnaround. you can see it gets cooler heading toward thanksgiving day. back to the chill that will be with us on thanksgiving day. you'll fee the chill this morning, too, at the bus stop. at 8:00, financing in the 30s and 40s. atlantic city the exception at 52. we'll see sunshine, and the wind will start to pick up at 8:00. the those will be warming breezes for us today. right now completely dry. no sign of wet weather today. i'm watching these showers which will swing through first thing tomorrow morning. not everyone will see them. then once those move through, we're going to see plenty of sunshine for thanksgiving day. the temperatures, though, will be chilly. afternoon temperatures in the 40s for philadelphia, the suburbs, the lehigh valley, south jersey, degrees. and 47 for the jersey shore and delaware. dry on thanksgiving day. you may run into some showers on saturday morning. weekend forecast, temperatures in the 50s. there's a chance of showers. not a big threat. and by sunday, the temperatures are back down into the 40s as we clear out for sunday. the chill that returns sunday jessica boyington has that. >> watching around 30th street, the westbound side, watching a crash here. you see the police activity up ahead. it looks like construction vehicles in the way, too. again, this is westbound moving out of south philly and trying to head toward 30th street station or moving through the center city area. right now the schuylkill westbound watching a crash. lanes are still getting by. if you have to get off around university city or at least around the 30th street station area, watch for the wreak, it's close -- the water main break, it's closing the 3100 block of jfk boulevard to be exact. that is closed now with the water main break. you see this is some of the delay that we were looking at a second ago. the vine street expressway's open. for the most part the schuylkill is open, too, following earlier construction in the past few weeks. we're also watching a portion of the 42 freeway which i'm going to see people in new jersey, reported as the 42 freeway. i know it is route 42, but you consider this the black horse pike. this is when it splits to be the atlantic city expressway and turndown to the black horse pike. i would consider it the pike even though it's reported as the 42 freeway. it's in washington township. that part is being diverted, again, the northbound side of the pike that's closed for an accident investigation. back to you. >>
