>> secretary, how are the prisoners able to take these employees hostage? >> that's part of the investigation. to see how the takeover occurred. because there are, hopefully, things in place. and our prison, there is almost 2,500 men there every day. and this tragic event is terrible. but every day our officers are there and they run that facility very well. very safely. but it shows how vulnerable we are. >> like a long, narrow hallway that everybody pictures. >> it is like three narrow hallways with a center hub. the letter would be a t, so to speak. there's three tiers. one story. and then in the center would be the common area. >> have you thought about the type of inmates that were housed in building c. >> the inmates housed in building c coming through our disciplinary process. they're either on their way up meaning they were in minimum security and they were moving into a more secure environment or highest security maximum and were on their way down and those two populations are together. >> talk about their demands. >> to talk about their demands, that's publicized. what has already been released in the media directly by the inmates, that is pretty consistent with what was given to us. >> were there casualties -- say it again. >> were any of the inmates the hostage takers? >> there's 120. >> right. >> inmates. right now they're all suspects and there are no reportable injuries. >> was the prison understaffed? >> is the prison understaffed? we face staffing challenges every day throughout the state. statewide, we are down on any given down about 90 positions. but we have over 1,700 positions. critical for us is the staffing of the facility because we have minimum staffing levels. so, oftentimes what we have to do is fill those staffing positions with overtime. that's how we need it. as far as what the minimum staffing was for that building today and talking to the commissioner, he believes that that staffing was the staffing we have there every day on day work. so, when we are short staffed, we compensate with overtime. if we can't, wardens have authorities to cancel visits and cancel programs and things like that to avoid any sort of safety issues. >> there were some inmates in there. can you give us a sense of a smaller core of inmates or were the larger group of inmates involved in this? >> that's the point of the investigation, sir. it's not uncommon in something like this for a perpetrator to then surrender early to try to cast the suspicion away from them. at this time, i would say, all 120 are suspects until we get to the bottom of the investigation. >> is there any early indication about whether or not you believe this was emotion sort of rising and it happens spontaneously or whether it was more of a planned sort of thing? >> it's too early in the investigation to answer that, sir. thank you. >> was there like a meal at that time or moving prisoners? >> i don't know that detail, ma'am. >> what about camera s is ineds? >> we do have cameras. that will be part of the investigations. the investigators are on the scene. i'm not sure what they've been able to do yet. >> the staff positions for some of the hostages and what their roles were. >> we talked about sergeant floyd. two correctional officers. and the fourth was a female counselor. >> we appreciate you guys coming out. thank you for your questions. we will do our very best throughout the day to update you with anything. again, this is an active and ongoing investigation. we will conduct press releases with any pertinent information that comes out. we thank you, again, for coming out. >> broke in programming roughly 25 minutes ago that involves governor john carney and also secretary robert coupe of the homeland security informed us that the name of the officer whose life was lost was steven floyd, a 16-year member of the corrections force there in delaware at the prison. >> we have live team coverage of it and it begins right now. nbc 10 breaking news. >> this is a very sad day across the state of delaware. >> breaking news the governor of delaware speaks out after a tragedy. one correction officers is dead and another prison employee was rescued following an hour's long hostage standoff at smyrna prison. we just learned new details about the events that unfolded. >> sky force 10. >> good morning, i'm vai sikahema. >> police went into the building early this morning. the james vaughn correctional center in delaware. this started about 10:30 yesterday morning. shortly after 5:00 a.m. delaware state police breach went into building c and rescued one female hostage. we are now learning she was a counselor there. we just found out she was a counselor. she will be fine. sergeant steven floyd, a 16-year veteran was found unresponsive and pronounced dead just before 5:30. building c is secured. officials just told us during the standoff three maintenance workers, and this is new, hid in the basement and then escaped the prison through the roof. >> we begin our live team coverage this morning with nbc 10 katy zachry on how it all unfolded before dawn this morning. katy? >> a lot of information came out of that press conference. things are much calmer here at the department of correction campus and they have been over the last 20 hours. but even though they're calmer a palpable sense of sadness emanating throughout this complex. take a look behind me as we zoom in. we're able to change locations and part of this department of corrections campus. right now we learned detectives are inside the building c, the building where the hostages were held going cell by cell looking for evidence. now, the lock down has been lifted and we do know the name of the corrections officer who was killed in the ordeal. he is sergeant steven floyd, a 16-year veteran of the department of corrections. now, around 5:30 this morning we started seeing activity on the prison grounds that we had not seen before. and sky force 10 overhead captured this video of inmates in yell sxow and white jump sui laying on the ground many with their arms over their head and some in handcuffs. we saw what appeared to be an emergency vehicle driving off the grounds. soon after that doors and windows to the prison were open and items like furniture, things of that nature were brought out. we now know around 5:00 this morning, that's when state police forced their way into building c. again, that's where the hostages were being held. that's where the inmates yesterday around this time had turned on the guards. and where they were still holding two hostages. that's, again, around 5:00 this morning. now, state police went inside, rescued one of the hostages, a woman that we're told she was not physically harmed. and, unfortunately, they found a fourth remaining hostage. the department of correction employees sergeant steven floyd dead inside building c. now, one of the things we just learned from this press conference is one of the ways that the inmates blocked police from getting into that building is during the negotiations. they had asked for the water to be turned on to the building. so, it's part of the negotiation process. police allowed the water to be turned on. unbeknownst to them at the time, the inmates were filling these foot lockers with water, creating an incredibly heavy barrier that they could put up against doors, windows, any access point preventing police from getting an easy entry into the building c. so, once police learned of their inability to gain entry through the doors and the windows, they actually brought in the back hoe and over the last, over the early morning hours, they were to get that back hoe through the building and that's ultimately how they were able to gain entry into the building. rescue that third hostage and, unfortunately, find the fourth hostage deceased. we'll send it back to you all. >> now to nbc 10 bureau reporter jim furlong. live at state police headquarters where we just had that briefing in newark. you were just at this news conference. walk us through. >> yeah, really what struck a lot of people in the room is that governor carney and the department of correction commissioner who just took the job a couple weeks ago who used to be the warden at that facility. they got choked up talk about sergeant steven floyd. we don't know personal details on him yet, we're working on that. i also want to apologize, the state police speaker system is having a little problem here. that's that static you hear. we didn't get the answer to the question, when did they know sergeant floyd was dead or seriousl lly injured? did it happen early on and they are not releasing that information if they know it because they still want to go through the investigation. we also -- i asked about the cameras. do they have them in there because, obviously, can they watch it all unfolding live from inside the prison or were the cameras blocked? all something they can go back and look at or did that help them tactically? we don't have that answer just yet. it sounded like something out of a movie, too. if you were listening to the whole conversation. maintenance workers hiding in the basement of this one-story t-shaped building with a communal hub in the middle. those workers were able to sneak up to the roof and we also heard that some of the inmates, again, 120 inmates they're saying were in there are all considered suspects at this point because they don't know who was involved and the prisoners and inmates released and you saw walking out from the yard from sky force 10, we don't know they were inmates that didn't want any part of it or they were involved with it and tried to cover for themselves and try to get out themselves to make sure it didn't look like they were involved. it was considered they were all suspects. let's take a little listen to what the governor had to say just a few minutes ago. >> brave men and women. go go to work every day knowing that they may not come home. as do their families. we owe them an incredible debt of gratitude. >> yes, come back live. yeah, the flags in delaware are going to be flown at half staff and law enforcement stands in great solidarity when something like this happens. the investigation continues. at the point they will take sergeant floyd's body out of the correctional facility. the facility is secured at this point, by the way. they'll take him to wilmington and law enforcement and fire departments line the overpasses and hang flags. we've seen that, tragically, a little too much in delaware over the last few months. firefighters in wilmington, obviously, as well. we're learning more. we got a lot of answers, but we didn't get all the answers we were looking for just yet. they talked about parts of the building and wouldn't get into the demands. we heard from the demands over the chatter over the radio. we heard from the demands were for greater educational opportunity and things like that. we heard at one point one of the people on the phone say that they or over the broadcast say they blame donald trump for this. a whole lot of things floating around. at this point in the investigation they're not willing to say too much more of what could have ended this. still more questions to be answered. we'll try to keep getting wrapped up a news briefing. we'll have another update on the story coming up. now to the first 100 days. president trump continues his first 100 days this morning with a speech at the national prayer breakfast. >> new secretary of state rex tillerson is starting his first full day of the job and already has a lot on his plate. edward lawrence has more from washington, d.c. >> reporter: after a stern white house warning to iran, president donald trump talked tough this morning at the national prayer breakfast. >> the world is in trouble. but we're going to straighten it out. okay. that's what i do. i fix things. we're going to straighten it out. >> reporter: earlier on twitter he said iran has formally been put on notice and should have been thankful for the terrible deal the u.s. made with them. iran tested the new administration by launching a ballistic missile and iranian back missile the saudi vessel. all options are on the table. >> they need to be aware that there is a new day and we're not putting up with the things they've been doing in the region. >> reporter: secretary of state rex tillerson sworn in last night has a full plate for his first day on the job. >> i served this president, i served their interest. >> reporter: tillerson faces increasing tensions with russia over ukraine and smooth over relations with australia. the president reportedly ended a phone call with the australian prime minister abruptly. >> the report that the president hung up is not correct. the call ended cuourteoucourteo. it was frank and forthright. >> when you hear about the tough phone calls i'm having, don't worry about. >> reporter: upset over an agreement made by president obama to accept 1,200 refugees down under. the u.s. will vet the refugees before allowing them in. president donald trump vowed to study this. and right now there is new republican opposition to president trump's pick for education secretary. two gop senators say they'll vote against betsy devos. democrats also oppose her, that's leaves a 50/50 split in the senate and mike pence would have to break the tie to confirm her. demonstrators came out yesterday the pennsylvania senator pattumy office hurnlgiurging him to vot against devos. toomey's office released a statement calling her champion of school choice but added that he does appreciate the feedback. meanwhile, a group of leaders from new jersey held a news conference yesterday urging senator cory booker to support devos. the group said she made a clear case for making education work for every child in america. and new defense secretary james mattis is continuing his trip to asia. he met today with south korea's prime minister and acting president. mattis said they talked about the threat posed by north korea. he said the u.s. will be shoulder to shoulder with south korea. president trump is questioning whether the university of california berkeley should be granted federal funding after unrest on campus led school officials to cancel a speech by a controversial supporter of the president. violent protests forced a lockdown at berkeley and led to the cancellation of speech by breitbart editor. a small group of those protesters broke windows and sparked a massive bon fire. police treated six people for injuries and then this morning the president tweeted, if uc berkeley does not allow free speech and practices violence on innocent people with a different point of view, no federal funds. now your nbc 10 first alert weather. >> i'm first alert meteorologist erika martin. tracking a cool down for the weekend but right now temperatures above normal. philadelphia 44 degrees with a mix of sun and clouds. lehigh valley 42. and delaware mid-40s. so, conditions right now are pretty comfortable. i'm actually tracking a couple of clouds moving across the region and we have had some official observations for some light flurries moving through parts of redding. otherwise conditions are mainly dry. so, for the lehigh valley, again, on average, we're seeing low 40s. a few upper 30s. 39 degrees and lenardsville 38 and along with walnut port and bethlehem one degree warmer at 41 degrees. the p.a. suburbs similar situation. lots of low 40s, but a few upper 30s for west bradford township. collegeville 42 degrees and warrington 37 and it looks like elroy seeing low 40s right now. the weekend forecast brings us much colder temperatures as the cold front sweeps on through. so, take advantage of these temperatures that are slightly above average. for today we start to cool on down by tonight and certainly by friday and saturday. expected high temperature on friday with a mix of sun and clouds for philadelphia. 34 degrees and 32 for the p.a. suburbs. notes for jersey, jersey shore and delaware we're seeing more sunshine. temperatures ranging between the mid-30s to the upper 30s. on sunday, we may see some flight unsettled weather moving through. so, i do have mostly cloudy skies on sunday with a high of 42 degrees. but we may see an isolated pm shower. so, keep that in mind. i'm keeping in a light flurry and possibly wintry mix for the p.a. suburbs with temperatures hovering right around the freezing mark for the lehigh valley. 44 degrees in new jersey seeing most cloudy skies on sunday. so a little bit cooler. however, the good news is we will trend warmer by the following week. that's something to look forward to. your ten-day on 10. we have that warm up on the way. but first we have to get through this cold blast trending. overnight lows thursday into friday low 20s. tomorrow's high temperature 25 degrees with an overnight low in the upper teens to low 20s. sunday expected high 42 degrees. we trend warmer by tuesday and wednesday with a high topping out >> i don't want to step on some of the things that you already said, but i want to talk about what we learned today in terms of the tactical negotiation itself. tactical teams were behind the scenes trying to figure out how they were going to end this and how it is to go. what happened in this t-shaped building with a communal area in the middle the inmates filled up their metal foot lockers that they had filled with water. they thought they wanted to get a drink, the prison officials did. they made a wall against the doors. that's when state police decided they couldn't ram in so they needed to use a back hoe to get in. once they decided to make the move to get in, which they did for various reasons, some stalling tactics and things like that, they went in. that's when all 74 inmates who were still in the building at that point. it kind of ended quickly. they were able to get the female counselor out within two minutes and we're told some of the inmates had been shielding her to protect her. once they got in, that is when they saw officer floyd laying on the floor unresponsive. they are not saying whether they believed he was injured at this point much earlier or if he had died right there. let's hear now from governor john carney. >> well, today, we mourn and tomorrow and for a long time going forward we also have to investigate what happened here. >> a whole lot of investigating going on. they don't want this to happen, again. how the inmates were able to overtake the guards and the counselor that were in there. the other three counselors were okay and staggered out and a lot of the inmates had gotten out, too. at this point correction officials were not saying the inmates were prisoners of the hostage takers themselves. it could be that some wanted to sneak out to make it look like they weren't involved. at this point considering all 120 inmates at the start of this and suin this. it does not appear any reportable injuries among any of the inmates. they're also not saying at this point if it was a planned event. that one thing we want them to know. have they been planning this for weeks. they're going to check surveillance camera and dig on this investigation. we'll keep you posted and live at police headquarters. >> tim, thank you. our team coverage continues now with katy zachry live at the prison in smyrna with more on how all of this unfolded before dawn this morning. katy? >> vai, this is as close as we can get to the buildings involved. detectives are inside the building where the hostages were being held. the four hostages were being held. right now those detectives are going cell by cell looking for evidence. we now know the name of the corrections officer who was killed. just to reiterate he is sergeant steven floyd a 16-year veteran. now, around 5:30 this morning we started seeing activity on the prison grounds that we had not seen before. sky force 10 captured this video of inmates laying on the ground, many with their arms over their head. we saw what appeared to be an emergency vehicle at one point driving off the ground. now, we now know that around 5:00 this morning when we were seeing all of that unusual activity, that's when state police had forced their way into building c the way that tim furlong had just described. that is where inmates had turned on the guards wednesday morning around 10:30. and at 5:00 this morning, that's where two hostages were still being held. however, when state police broke through the building, they were able to rescue one of the hostages and, unfortunately, they found sergeant steven floyd in that building dead. now, we also learned from some of the police negotiations that were going on in the early morning hours that a few of the things the inmates were complaining of and some of their demands, quite frankly, they said their living conditions were unsuitable. some used the word inhumane. they also were demanding stronger education resources and reform resources while they are being kept in prison. for now reporting live in smyrna, katy zachry, nbc 10 news. >> thank you. our group of reporters and photographers will continue to cover every angle of this story as we're still getting new information. count on nbc o10 on air and on our app and social media pages to keep you updated with this deadly prison standoff. president attended the national prayer breakfast in washington. >> draws politicians, faith leaders and other dignitaries and dates back to the eisenhower era and the president made news saying he would repeal the johnson amendment, an irs rule barring -- mark burnett introduced the president and then mr. trump told the crowd to pray for the new host "the apprentice." the ratings have gone down the tubes with the movie star taking his place. now to the middle east, where the trump administration has issued a strong warning to iran after a missile test. >> this morning the president tweeted, "iran has been put on notes for firing a ballistic missile. should have been thankful for the terrible deal the u.s. made with them." in another tweet he said, "iran was on its last legs and ready to collapse unit ilthe u.s. came along and gave it a lifeline in the form of the iran deal. $150 billion." national security adviser michael flin the missile launch defied the u.s. resolution. appeared in the white house briefing room yesterday to issue a strong message. >> recent iranian actions involving a provocative missile launch and an attack against a saudi naval vessel constructed by iran militants under score what should be clear to the international community all along about iran. >> the president took aim at refugee swap deal. >> president trump called the deal dumb. lucy reports. >> this is a squirmish between two close allies. the washington post reporting a conversation between trump and his australian counterpart. donald trump complaining that standing by this refugee deal, accusing australia of trying to export the next boston bombers to the united states. the president tweeting overnight after this "washington post" story came out. do you believe that the obama administration agreed to take in thousands of illegal immigrants from australia. why i will study this dumb deal. we should clarify these are not illegal immigrants we're talking about, but refugees. not thousands butly 1,200 refugees that the u.s. is going to look into accepting. the australian prime minister downplaying reports of a clash telling a raid station this morning that mr. trump did not, in fact, hang up on him and the white house will stick to this deal. >> the report that the president hung up is not correct. the call ended courteously. as far as the nature of the discussion, it was very frank and forthright. >> again, these two countries have historically close ties sharing intelligence fighting alongside one another. more australian soldiers helping in the fight against isis and iraq than any other american ally. this could have devastating consequences for their relationship going forward. nbc news, london. so for right now, we are still trending slightly above normal. but your weekend forecast brings us much chillier temperatures. still get ready for pretty much a cold blast heading our way. i have the details in your full forecast in just a bit. what are you doing up? >> easy for anybody to identify. i was the '70s when i heard the beatles and you were in the '80s or something when you heard it. >> just a kid. the music is timeless. >> and i wonder about that because you must see fans, like my kids grew up, obviously, they weren't born but they loved the beatles music. so, it has this, it has -- it touches people who are in their 90s. you know to kids who were never around when the beatles were performing. >> it's great for all ages and i think after our shows not just for us, but for the audience, too. it's a really uplifting, positive experience a lot of good music and songwriting and singing and good message and "all you need is love." >> why do you think the music is so timeless? i know the lyrics are unbelievable, but the tunes, as well. it's the music and putting it altogether. the music. it really is. like the stars aligned when those four lads got together and it's really the delights of which, i don't think we'll ever really see in our lifetime, again. >> when you guys leave the studio, did you come in the studio with your fits? >> sure. in the show, my favorite is "a day in the life." >> how about you, paul? >> i can't pick. you know, i've been asked to decide and i can't. you know, i'm sorry to let you down. but i can't decide. >> there's so many, i agree with you. the philly pops sergeant pepper celebration. head over to our website and we'll have the link for you or check out the nbc 10 app, as well. john and paul, thank you very much. >> thank you. >> thanks for having us. now your nbc 10 first alert weather. >> i'm first alert meteorologist erika martin. we're getting you ready for a cold by the end of the week into this weekend. this weekend we topped out at 50 degrees and the average is 41 and today's expected high temperature 46. but by friday and saturday, we are going to trend below average and then pick up just a little bit by sunday. so, i'll get to all the details in your ten-day on 10. meantime, weather headlines include above normal temperatures for today and a breezy afternoon. i do expect wind speeds to range anywhere between 15 to 20 miles per hour as the day progresses. on friday, that cold blast starts to settle on in so get ready for frigid overnight temperatures and especially those feels-like temperatures. by the weekend, sunshine but cold and the potential for some isolated showers on sunday and possibly a wintry mix for parts of lehigh valley. satellite and radar image right now picking up on a few clouds and some light returns. we did have official observations of some light flurries moving through parts of reading and otherwise conditions right now are just pretty much a mix of sun and clouds, but dry. so, normal high for today, 41. our forecasted high 46. sunrise 7:07 a.m. and sunset 5:21 p.m. so, a little bit more daylight time for today. the average high temperature it looks like we're mainly seeing low 40s. 43 for trenton and mt. holly 42 degrees for you and atlantic city warmer at 46 and allen dop town at 42 degrees and philadelphia 44. philadelphia county seeing lots of low to mid-40s. bustleton 44 and chestnut hill 42 and west mount erie currently at 45 degrees. here is your current wind speeds. notice right now not that bad. philadelphia 15-mile-per-hour wind speeds for you. millvale 15 and wildwood 8 and dover air force base 9 miles per hour wind speeds for you and, so, those feels-like temperatures right now not that bad but as the day progresses and the winds pick up a lot colder than the actual temperatures. at midnight it will feel like 20 degrees and at 2:00 a.m. it will feel like a frigid 19 degrees. neighborhoods right now for the suburbs or for rather delaware, seeing greenville at 42. talliville 44 and lincoln 46 and tomorrow's expected high temperatures lots of 30s across the board. upper 20s for bethlehem. phoenixville 32 and newtown 32 degrees. really, this is going to be the trend for tomorrow. we'll see much colder temperatures, especially through overnight friday into. so, coming up, i do have your ten-day on 10 in the final weather. we'll talk about more and, of course, what can expect for this upcoming weekend. >> eika, thank you. music that is truly timeless and dean martin just to name a few. the big band era transports us to an era where life was simpler and a local group is on the mission to bring sounds to a new generation. one of the performers with the summer club, a group featuring a 17-piece big band and the summer club is having performances that benefit a performing arts scholarship fund for young artists. thanks for being here. >> my pleasure, thanks for having me. >> tell me about the summer. >> the summer club is a big band show. 17-piece big band fur pperformed special guests. >> the way it was done. >> we enjoy very much. based on the idea of the supper club and we started in cape may, new jersey. we decided to go with the summer club. and keeping us there in the summer and now doing it year round. bring a little summer to the winter, as it were. >> and talk to us why it's so important to help preserve this music and to really help a new generation appreciate it. who might not have been exposed to it in realtime like we were. >> it's hard to miss. it's around. but we like, we want to bring it back. we want to make is more popular than it ever was before is our goal. we really enjoyed doing it. it was our dream as kids. my buddy jeff and i were two of the starters. founding members of the summer club. we wanted to do this since we were in our 20s and we could do this and this is all we could do. we love this music. we grew up on it listening to the old stations here in philly. wpen and our parents would listen and we would listen along and we weren't allowed to change the radio station. that was our parents' choice. we kept it on. >> how can our viewers keep this alive. >> come and see us?
