and here's the latest. limited subway service resumed at 9:00 a.m. on the market, frankford, and broad street lines. some bus and trolley service could be available to the evening rush hour tonight. and officials say it usually takes 24 hours after a strike ends for the full service to return. we have team coverage of the end of the septa strike. first alert traffic reporter, francesco ruscio is watching the impact on the roads and public transit. but we begin with nbc 10's monique braxton, live at the 69 street transportation center in upper darbi. monique? >> reporter: you mentioned the market and broad street line are back up and running. septa tells us riders should expect a 15 to 20-nguyen delay. we also just learned that some trolleys are back in service. they' there are delays there as well. we were at fern rock when the workers returned to the job. you could call this the ceremonial unlocking of the gate. about 6:00 this morning, we captured this exclusive video of the unlocking o. gate, leading to the broad street line at fern rock. commuters who have been walking to work are using the regional rails were elated when we told them about a tentative agreement. >> when things go on strike, the elevators, escalators, all of that is on strike too, i guess. it's just been a little rough. >> reporter: physically rough? >> physically. not mentally, but a little physically. and it's just -- i'm glad that it's over. >> makes my commute getting on in lansdale, to fern rock, to the subway, much easier. so ready to be back to normal. >> reporter: and coming up at 11:30, we're going to take you behind the scenes to have the negotiations. live in upper darby, monique braxton, nbc 10 news. >> that means service on buses, subways, and trolleys is returning, but they're not all back in service just yet. let's get the latest now with nbc 10 first alert traffic reporter, francesco ruscio. what are you seeing right now? >> improvements, but still watch for delays. on the trolley line, service on route 11 will begin at 11:00 am. and since 9:00 this morning, both broad street line and the market frankfort line started to resume, making all stops on broad street. for the market line, it will start to resume at 9:00 a.m. that's when it started to come in play, minus the 5th and independence hall, because of the campaign rally. i'll have those details in just a few minutes. here's the latest in terms of regional rail. and they have been our friend all throughout this strike. the doylestown line, 529, is coming in at 18 minutes later. newark, 9227, 20 minutes late. thorndale line operating at the 20 minutes late so far right now. vai, back to you. >> and now to decision 2016. we are less than 20 hours away now from the start of the election day. polls open up at 7:00 a.m. tomorrow in pennsylvania and in delaware. and one hour earlier in new jersey. both presidential candidates are making pennsylvania a priority on this last day of campaigning. hillary clinton will hold a rally tonight on independence mall. and donald trump, meanwhile, will be in scranton. sky force 10 is live right now over independence mall, where crews are setting up for clinton's star-studded rally tonight. she will share the stage with two presidents and a pair of rock stars. several road closures are in effect, because of the setup. nbc 10's pamela osborn has a preview. >> reporter: you can see some of that final prep work is happening right now. and whether you're going to this event, or not, you're going to need to be aware of some pretty significant road closures that are taking place ahead of that 7:30 start time. for example, market street will be closed from 4th to 7th street. 5th street will be closed from arch to market, and 6th street will be closed if from arch to chestnut. all of this to make way for the president and first lady michelle obama who will be here with clinton ahead of tuesday, election day. bon jovi and bruce springsteen will also be out to support the democratic nominee, so look out for some performances there. if you're interested in coming down, you can begin to show up right around 4:00. keep in mind, these closures are going to last through the lengths of this rally. at independence mall, i'm pamela osborne, nbc 10 news. >> and tune in tonight for our special campaign countdown show. get the rescue in philadelphia's port richmond neighborhood this morning. a fire crew pulled a man out of this trash truck. police say the man had fallen asleep inside a dumpster at the speedway gas station. the trash crew found him when the dumpster was emptied into the trash truck. he is now at temple hospital, where doctors are checking on him to keep an eye on him. >> announcer: now your nbc 10 first alert weather. >> a cool start at day, but lots of sunshine out there, as we give you a live look at boathouse row in philadelphia. looks nice, actually. nbc 10 first alert meteorologist glenn "hurricane" schwartz is here with that forecast. >> reporter: it certainly looks like a beautiful day. we don't have any clouds around to speak of. a few in south jersey. and that's about it. as the temperature is down from what we saw over the weekend, but still not too bad. 51 degrees in philadelphia. we've got several places at 49 degrees, but we'll be going, of course, up into the 50s. the wind coming out of the northeast, now. generally 10 to 15 miles an hour, adding to a little bit of the chill. it will be in the mid-50s today, compared to the low to mid-60s yesterday. so, it's definitely going to cool down. and remember, the sun sets an hour earlier, so it's going to cool down quicker. by 6:00, the suburbs already back down to 48 degrees. and then, 42 by 10:00. lehigh valley, down to 39 by 10:00. and a lot of the rest of the area, again, getting into the 50s today. we have even warmer weather returning for tomorrow, but also some showers in the forecast. we'll get into that in a few minutes. >> see you in a little bit. the nbc 10 delaware bureau. investigators are continuing to look into the cause of an explosion that injured two people at the annual pumpkin event. cell phone video captured the moment this blast happened. take a look. delaware state police say an air cannon used to launch the pumpkin's malfunction and it happened at the event in bridgeville, sussex county sunday afternoon. the trapped door of the cannon where the pumpkins are loaded was blown off and hit a 39-year-old woman in the head. she's in the hospital, listed in critical condition. a man in his 50s was also hurt, but he is expected to be okay. the pumpkin chunkin event began in 1986, but was canceled for the last two years, because organizers were having trouble finding insurance after an injury lawsuit in 2013. that suit was dismissed in 2015. pumpkin chunkin returned this year with new stricter rules about alcohol. and happening now, south jersey veterans from world war ii, vietnam, and the korean war are receiving medals. veterans or their surviving spouses will be presented with the camden county military service medal or the korean war service medal. meanwhile, the eagles, their head coach will talk to reporters at noon today about yesterday's frustrating loss at met life stadium against the new york giants. here's a look at the "philadelphia daily news." on one picture, carson wentz, on one picture, he's making the gesture like he wants to be sick with the headline, "yeah, us, too." the eagles were down five points early in the game was wentz could not connect with mathews in the end zone. after the game, mathews told us, this one's on him. >> i've got to go get the ball. so that's just always in my mind-set. and that's waco in 1993 and a decision to remove 5-year-old elian gonzalez from the thhavana home of his relati to he could be returned to his father in cuba. happening today, a judge will sentence a south jersey native for a deadly shooting spree at los angeles international airport. paul ciancia pled guilty and was spared the death penalty, but faces a mandatory sentence of life in prison. he opened fire inside l.a.x. in 2013, killing a federal security agent and injuring three others, including a tsa agent. well, we've got the flag blowing, this time the wind is going that way. that's a northeast wind and that is helping to cool us down from what we saw yesterday. 51 degrees in philadelphia and wilmington, atlantic city, and, well, we are significantly colder than we were at this time yesterday. 10 to 12 degrees colder, and that's why you're probably feeling it even with the sunshine, that is out there right now. and some of the cooler spots, earlier this morning, were in the lehigh valley and berks county and right now, we're up to 50 in leesport, but only 49 in redding, 48 in fleetwood. 48 in allentown. 47 in bethlehem and nazareth. it's still pretty chilly with temperatures in the 40s, even at this time of day. so, today, it's cooler, but sunny, throughout the entire area. tomorrow, election day, it's about as good as it gets in november, for the kind of weather that we're going to be having here. and the next chance of showers is wednesday. that's the best chance of showers this week. and as you recall, we need some rain, because parts of the area are already in a severe drought. the nearest rain is not very close by in iowa, in the middle of the country. so it's going to take a couple of days to get here. and it's obviously not going to be affecting us during election day, tomorrow. but as we go into tomorrow, there will be some showers in ohio, that could potentially affect the election day. that's one of the few places in the country that will actually have some rain tomorrow. as we go through tomorrow night, the showers are still to the west. we've got another cold front coming, so ahead of the front, it's going to be warmer tomorrow, but here come the showers. and that could affect us by the morning hush on wednesday, then the front comes through and drys us out. take a look at this election day weather in philadelphia. we are warming up nicely, well up into the 60s. above average temperatures, and not much wind, either. and sunshine. like i said, that's about as good as it gets. it's going to start off on the chilly side in parts of the area. lehigh valley, near the northern western suburbs, about 34 at the start, but by noontime, we're into the 60s everywhere. and even by 8:00, it's not that cool. temperatures into the mid- to upper 50s. so it's definitely going to be warmer tomorrow than it was -- than it will be today. across the rest of the area, for monday, tuesday, and wednesday, you can see the spike in the temperature for tuesday, and then we drop again on wednesday with that cold front coming in. that's at least a 10-degree temperature drop in parts of the area and the showers are most likely, again, in the morning hours on wednesday. we're not necessarily talking about really heavy rain, although we could use it. we'll see if there's anymore rain coming, but there is a whole lot colder air workers is over. but we're still hours away from full service being restored on buses, trolleys, and subways. the nearly week-long strike came to an end early this morning. sa . septa and the union announcing a tentative five-year deal. limited subway service resumed this morning. full service will likely not return until tomorrow's morning rush. and we have team coverage of the end of the septa strike. first alert traffic reporter, francesca ruscio is monitoring the rails and the roads. we begin with monique braxton live in upper darby. good morning, monique. >> hey, vai. so far, so good. that seems to be the attitude of septa rirds, that we have talked to. we've also learned that some trolley service has been restored, but there are some delays this morning. now, here at 69th street terminal, we have seen buses rolling, and as it gets closer to the noon hour, the buses have increased in number. septa tells us the broad street and market frankfort lines are on track, but with 15 to 20-minute delays. septa's brass and transport workers union executives spent the weekend at around the clock bargaining sessions. this morning, new septa board members state represent dwight evans admitted reaching an agreement wasn't easy. >> i think you can see today, the unity and this is not just fake unity. we work, literally, every single day. the governor, the mayor. you see everybody. and everybody has a different approach. but we also got to a settlement. >> representative evans also hinted some work still needs to be done on the issue of pension caps. the new union contract must still be ratified by its close to 5,000 members. septa tell us by tomorrow morning, they should be back at full service. we're going to be there and let you know what happened. live for now in upper just yet. let's get the latest now with nbc 10 first alert traffic reporter, francesco ruscio. so you're looking at mass transit and also road closures because of the clinton campaign rally later tonight, right? >> there's a lot to talk about this morning. trolleys, broad street line, and market frankfort line. good news, folks, we are starting to see the resumes taking place. the frankfort line is going to resume since 9:00 this morning, and it will hit all the stops minus the fifth street station through independence hall because of the campaign rally later on today. now, here's the latest in terms of delays. the chestnut hill east line and the fox chase and norristown, as well as doyle town, all hitting 15-minute delays. very important for our commuters to make notice of. as for the campaign rally later on tonight, the market street from 4th to 7th, 5th street from arch to market, and 6th street from arch to chestnut will be closed. the gates will be opening at 4:00 in the afternoon. again, for the independence hall for the campaign rally later on tonight. checking back on the majors, here's a live shot of the schooublg, on montgomery drive. eastbound, westbound, much better compared to early this morning. traffic speeds have rebounded. 14 minutes from the blue route to the vine. vai, back to you. hillary clinton is maintaining her six-point lead over donald trump in the final nbc news survey monkey weekly election tracking poll. clinton gets support from 47% of the country's likely voters. that's compared to 41% from trump. the numbers are unchanged from last week. mrs. clinton's lead in the nbc news survey monkey poll has been relatively stable since the month of july. donald trump, meanwhile, is on the campaign trail in the all-important state of florida. here's a live look from sarasota where the republican nominee is at the moment holding a rally. trump will also make stops in north carolina, in scranton, p.a., new hampshire, and in michigan, all today. and earlier this morning, trump's running mate, governor mike pence, campaigned in minnesota. he held a rally at an airport in duluth. the trump campaign is making a late push for minnesota, which traditionally has been a democratic state. and hillary clinton has had a busy day. she's got a busy day ahead. she'll be in pittsburgh at noon for a get-out-the-vote rally. she'll make a stop in michigan before holding an election eve rally tonight on independence mall. and this is a look at the lineup. her husband, former president bill clinton will be there along with president obama and the first lady, michelle obama, and also rockers jon bon jovi and bruce springtine will perform at the rally. that rally starts at 7:30. sky force 10 is live right now over the preparations for that rally. whether you're going to the rally or not, if you're anywhere near independence mall, the rally is going to affect you. several street closures are now effect. now, ahead of the rally, market street is now closed from fourth to seventh street. fifth street is hut down from arch to market street, and sixth street is blocked off arch to chestnut streets. nbc 10 has you it's still not all that cold for this time of the year. several places still shy of the 50-degree mark. we'll go into the 50s at noon, of course. and nowhere near 60 degrees like we were in the last couple of days. we do have clear skies out there. any clouds are out over the ocean and not coming this way. and the next batch of clouds to our west, that's west of chicago. so not only do we have lots of sunshine forecast for today, but tomorrow, for election day, as well, is looking just ideal, picture-perfect tomorrow. now, today, we've got temperatures in the 50s. remember, the sun is setting an hour earlier, so by 6:00, it's plenty dark and the temperature is already dropping. and dropping into the 40s in parts of the area, by 6:00. we have not seen that, so get used to it, because of the change in the clocks over the weekend. we'll let you know what other kind of weather changes we're getting, especially as we head towards next week, coming up in a few minutes. >> see you in a little bit, glenn. new video is giving us a look at the damage left behind after an earthquake struck central oklahoma. the 5.0 magnitude quake hit the town of cushing about 50 miles northeast of oklahoma city. this happened last night. some minor injuries were reported and officials say 40 to 50 buildings suffered substantial damage, as you can see. they also say this is the largest earthquake they've ever had. out of prison and out of work, inmates who are released often have a hard time finding jobs, but philadelphia nonprofit is giving ex-cons a second chance. nbc 10's matt delucia shows us how it's giving these men and women in our area some much-needed hope. >> got to make sure the foam's done right. make sure the insert's done right. some people might say it's hard, but it's not hard. >> reporter: maurice whitehead loves his job. >> when i started on the line, and i worked my up to -- as a production manager. >> reporter: watching the floor at baker one day. nbc news national correspondent, chris clackum, shows us what retailers have planned. >> the world's largest retailer, amazon, is among those no longer waiting for the single-day shopping bonanza, black friday, and are trending toward black november. >> they're taking advantage of this trend and want to make sure they're engaging the consumer that's already eager to shop for the holiday season. >> several surveys agree, consumers are eager, with over 40% well underway with their christmas shopping. stretching purchases over several paychecks, instead of just one. >> they're demanding to do their shopping earlier than ever, so when it's december, they actually have time to enjoy it with their families. >> reporter: even home depot is onboard with a black friday sale last friday. and more expected as the month goes on. plus, retail experts also expect other retailers to join in, long before the day after thanksgiving. >> so go visit walmart.com and target.com, and you're already starting to see some special promotions on toys and electronics. >> they say shopping earlier in the month means skipping crowds, less stress, and a better chance at getting the bigger bargains. chris clackum, nbc 10 news. >> well, tonight, fashion and football will collide for a fantastic event where children in need are the big winners. it's the third annual zarwan bomb touchdown show. here to tell us more about it, marcus allen, the ceo of the big brothers and big sisters philadelphia region, and former nfl, todd hairman. mark, let me start with you. it's the third year of this event. tell us how the money raised goes to big brothers and big sisters. >> this is the third year in a row we're doing this. and many of you know, big brothers, we're into mentoring, pairing caring, compassionate adults into the life of a child. and this event allows us to serve more kids. this year we're trying to serve an additional 50 kids through this event. and this event is going to allow us to take 50 kids off a waiting list of over 1,200 kids. >> todd, you're reuniting with some of your buddies from the eagles, some of your former teammates. why is this event so special to you and some of the guys -- i know, you know, a lot of football players like to think they can do other things, like model, you know, be musicians and rap and all of that, but this is a special deal for all of you. >> first off, i think it's just fun for football players to,, you know -- we get to get dressed up on our road trips, but now you get to have a little fun with it and hit the catwalk. but basically, this is like really important to me, because it's one of the situations where you can help without donating money. one of the big things that big brothers and big sisters needs right now is volunteers, because there's still 1,200 kids on a wait list that don't have big brothers and big sisters. so that's just an easy way to get involved with it. >> you know, i've played with guys who are kids in the program, who grew up -- and i don't know if you had that experience, of having teammates who were involved, not as volunteers, but when they were kids, they didn't have fathers around, so they had big brothers who would come around and they would do stuff. so maybe for some of those guys, that's part of the experience. let me ask you before you leave, all right, the eagles, this is why you guys came here today. but i've got to ask you, you know, what you see happening with the team. they're 4-4. they were 3-0. >> the regular roller coaster of the nfl, right? you get a good hot streak and think you're going to win the super bowl and then you stumble a little bit and then it's all disarray right now. but it's a young team, a young staff, and they're going to get their wheels back on track. >> we'll keep our fingers crossed. they've got a pretty big-time quarterback. i know he's thrown a couple interceptions and all of that. but by the way, when you make a couple of changes? >> yeah, yeah, i got a couple outfit changes. >> you do? >> it's a big wardrobe we had to haul in there. >> a quite a number of guys. connor barwin, your old buddy. did you have any trouble asking these guys to come do this? >> no, actually, they have been really -- michael and some of the eagles staff have been really good at connecting us with players that really believe in our mission. and i think of the players get behind our mission, because many of them say they couldn't be where they were if it wasn't for a mentor in their lives. three years in a row, every time we've asked, malcolm jenkins has done this three years in a row. and players like that, they seem like they look forward to it. and even with -- >> you get the free suit from rubini bespoke and free -- that doesn't hurt. >> that's the thing with players. no matter how much money they get, they get paid. they love free stuff, man. that's the irony. the more money you make, the less you have to pay for things. >> absolutely. >> and if you're winning, you really don't have to pay for anything. you can go get free drinks and free meals all over the place. >> but i also think, one to have the draws this year is actually the wives and the girlfriends, right? >> that is huge. my wife is participating, and they got a take a trip to up new york to go to nicole miller's showroom and meet nicole miller, the designer everybody's going to wearing, all the women. and she said it was a great experience and really enjoyed pit >> nicole miller has really stepped up, an iconic designer. and we couldn't do it if trnt for zarah. and really the money raised tonight will help a mentoring program into ben franklin high school right on broad street. >> we appreciate you coming in and telling more at the philadelphia skyline. and temperatures, cooler than it was yesterday. we've got a north-northeast wind bringing in that cooler air. temperatures generally in the lower 50s, near 50 degrees right now. and we're going to go up a little bit during the afternoon, but i'm not sure that anybody is going to really get to 60 degrees today. still only 49 in pitman and clayton and washington township, new jersey. 48 in florence. 50 degrees at princeton, hopewell township, and also robinsville. these places will get at least into the mid-50s today. but 60 degrees, have to wait another day for that. tomorrow, just about everybody should get into the 60s. and we're going to stay pretty dry, too, because the nearest moisture isn't until you get to iowa. so, there's no way that moisture gets here by tomorrow, election day. here's the hour-by-hour forecast this afternoon. remember, the sun is setting an hour earlier, so it's going to cool off faster. so even by 5:00, the temperature is going to start going down. your high temperature for the day will be 3:00 to 4:00, rather than 4:00 to 5:00, like wave been seeing. until by 11:00, we're already down to 39 degrees in allentown. and in the 30s by morning, across the entire area. this is also a satellite radar, we don't see anything on ear, as we go to noon, it's already 60 degrees in a good bit of the area, and we get well into the 60s tomorrow. then start cooling off again tomorrow evening, and then a cold front approaches and here's the shot for showers this week, 5:00 a.m., morning rush on wednesday, it's not that chilly, but we could get a few hours with some showers. you don't see anything really heavy. we're not talking about thunderstorms or severe weather or anything like that. you just got your showers around. for tomorrow in philadelphia, doesn't get much better than this for election day, temperatures well through the 60s, lots of sunshine. you don't even see much wind there. it's going to be less windy tomorrow than it is today. of course, we start off on the chilly side, 36 degrees and much of south jersey, 39, and delaware, but by noontime, everybody is in the 60s. again, not much wind, so it's very comfortable. and even if you're waiting in line for the election at 8:00, it's not going to be all that cold, but again, it is going to be cooler than it would have been, if we hadn't set our clocks back yesterday. 57 for the high today, but 67 for tomorrow. then we drop back down again wednesday, with those morning showers possible. we have some wind with a front friday, cooling us off over the weekend. and it's possible that saturday could not even get out of the 40s. so, saturday is definitely going to be a chilly day, and then a fairly dry pattern continues. we'll be right
