Newsroom. Lets get to glenn hurricane schwartz with the latest on the path. The official advisory has come out not more than a couple of minutes ago. It is still a Tropical Storm, but its close to hurricane strength. It is obviously looking better organized and is likely to become a hurricane. The track, a little farther east than yesterday, but its also more likely to stall out in the ocean, not too far off the jersey shore, monday through wednesday, which could cause some additional problems next week. The local impacts, a little bit eastward track, less rain north and west, but the rain and wind also looks like it might linger at the shore through labor day, itself. Hes the latest. You can see everything spinning around. It looks more like a real Tropical Storm. Just want to give you an idea of the size of this thing. And if youre driving from philadelphia down to North Carolina, thats a pretty long drive. Thats a very large area, that is being covered by this. Now, lets take a look at the latest 65mileanhour winds. Its accelerated. Its moving a little faster towards the coast. And it is going to make landfall. A Civil Emergency has been declared in part of the big bend of florida, as a result of this. It is expected to become a hurricane, and theres the track. By friday evening, right look the North Carolina coast. And just offshore, as we go through the day sunday, this is saturday morning, down in North Carolina. Thats still too far away, probably, for rain. But as it gets closer, yeah, its going to be affecting the area. The possibility of it moving or tracking west of philadelphia really is diminished right now. Heres the latest various computer models. Again, very good agreement for a while. And then right near the North Carolina coast and then watch what happens here. Instead of Straight Lines that move out to sea. We see the little curving so thats an indication of the storm slowing down, and in some of these cases, you see little loops in here, meaning a total stall of the storm, as we go into monday, which would make the rain linger, make the winds linger, cause more coastal flooding in at the jersey shore. This is the futurecast. You can see the center of it quite clearly. And as we go in through friday, theres obviously no threat. Theres friday night. This is just updated, as well. And into saturday morning, we are still on the dry side. But as the storm gets closer, the rain gets closer, as well. More on the timing of this storm and who gets what, coming up. All right, thanks for that, glenn. Folks in florida are bracing for even more rain and flooding, as hermine barrels towards the gulf coast. As you heard glenn say, it could reach hurricane strength by the time it makes landfall. Nbc national correspondent, sarah rsa Sarah Rosario is in cedar key where people are being told to heed the warnings. Reporter here in cedar key, we are just south of where Tropical Storm hermine is expected to make landfall early tomorrow morning. And already, there are several watches and warnings in effect. One of them is a hurricane warning. With this storm gaining strength, the threat for tornadoes and storm surges and flash flooding, all of that increases. Then the car went and there was like a jump in the road, i dont know. And water sloshed over the hood and it stopped. Reporter the rising water there forcing some people out of their homes, as others scrambled to get sandbags all in an effort to keep the water out. Getting ready. Yeah . Getting ready. Got the sand, got the gas for the generator. Reporter Florida Governor rick scott has declared a state of emergency for most of the state, this as local officials have barricaded roads in floodprone areas to keep drivers from getting stuck. And with many stores and schools closed, residents are being asked to stay inside and, of course, off the roads. If this storm does make landfall as a hurricane, this will be the first in florida in 11 years, believe it or not. The tieup was all because of an accident involving a big rig and a fire truck. The crash happened around 3 00 this morning, as firefighters were responding to a twocar accident on 95. This is just under the Chestnut Street overpass. This is exclusive video youll see only on nbc 10. Our photographer, pete kaine, was on 95 and saw the accident happen in his rearview mirror. Normally when i come up on an accident, the firemen are the ones that are going to help people. It was just so eerie that they were the ones that needed help. I mean, they helped each other. They went back to the cab to make sure that the tractortrailer driver was okay. Make sure the people in the cars were okay, even though they were injured themselves. So it was like it was Something Different to see. Reporter again, our photographer, pete kane there. Five firefighters did go to the hospital. They went to hahnemann with nonlifethreatening injuries. Three have been released. Two are still being checked out. The truck driver is recovering at jefferson hospital. Six minutes past 11 00 on this thursday. Lets get a look at the roads. Were doing great right now. Heres 95. Lets take a look at that. Very different from what we saw this morning with the roads being closed for hours. Southbound from wood haven road to the vine street expressway, so towards center city, only dealing with a 13minute trip. Average speeds in the 60. But more so on the westbound pseudo, headed towards the schuylkill expressway. Our cameras around 24th street showing you that, as well. And also watch out for some of those preparations for the made in america festival thats this weekend, around Spring Garden street between pennsylvania avenue and all over the ben franklin parkway. A lot of closures there. So you will see some major delays and being rerouted through the center city area, youll see some delays there, as well. Out in souderton, an accident on broad street and that might cause some delays. Right here you can see the ben franklin toll plaza. We were seeing major delays from this point in new jersey up and over the bridge. Now you should be good to go. Rosemary . Thanks for that, jess. This morning, we are getting an update on septas defective train cars that have caused delays and suspended service on the Regional Rails for much of the summer. Nbc 10s Randy Gyllenhaal has the details. Reporter inside this ben salem workhouse, workers are forging new parts at a breakneck pace. Made from american steel, these 380pound equalizer beams are the longawaiting fix for septas faulty silver liner five rail cars. Workers need to create almost 500 of the beams. Our employees on this project, theyre working 15, 16 hours a day. Reporter michael maven has run this allamerican shop for 30some years. He said he felt a local duty to help septa fix the problem. Our friends, our family are riding those trains. So its very important. This is what it will look like as its installed back on to our vehicles. Reporter once finished, the new beams will be installed on the trains and then stress tested, septa engineers using heavy bean bags to simulate passengers. This entire cycle takes 12 days. And its really, really up and moving. Reporter septa says this is a brandnew design that shouldnt fail in the future. Already, four of those faulty cars have been fixed. And this morning, theyre back on the tracks for the very first time. The first cars are coming out on to the system as fast, but as safely as we can to service. Last sunday, two people got into an argument after this black bmw nearly hit another car. Moments later, somebody in the bmw got out and shot at the victims vehicle several time before leaving the scene. Police are now asking anybody with any information about this crime to come forward and call police. This morning, firefighters rescued a person trapped in a burning home in bucks county. The fire started just before 2 30 this morning ton Charleston Place in warwick. When firefighters arrived at the scene, they quickly put up a ladder to get a person trapped on the second floor calling for help out of the house. The up townhome was destroyed and the flames severely damaged the adjoining townhomes. Investigators are now trying to figure out exactly what caused this fire. An explosion rocks the spacex site in florida during a test launch this morning. A few hours ago, a team at Cape Canaveral air force station was testing the unmanned rocket when the blast happened. The rocket carrying an israel satellite was scheduled to launch on saturday. There are reports that buildings miles away shook from the explosions for several minutes, but fortunately, no one was hurt. Now to decision 2016. One day after his trip to mexico, donald trump is stumping at the American Legion convention in ohio. Trump told the group gathered there this morning that he and the mexican president spoke about stopping the illegal flow of guns and people across the border. Trump also told the crowd he would push to make sure every american student knows how to recite the pledge of allegiance. Kaine will be making several stops around the state today. Overseas, italys premiere has appointed a reconstruction czar to oversee rebuilding following that devastating earthquake. Italian rescue workers are racing to repair a road thats leading from the city of la aukilto to amatrice, which has been cut off after last weaks earthquake. Firefighters and other workers are working to repair the road, hoping to open it to traffic by the end of the week. The quake killed at least 290 people and left 4,000 homeless. Well, very clear that Tropical Storm hermine is strengthening and its likely to become a hurricane before it makes landfall. You can see the latest pictures and you can see the swirl. But lets see if we take a cross right through this, just to give you an idea that most of the action, most of the rain is on the right side of the storm. If it stays that way, that, of course, would help give Better Weather to, lets say, pennsylvania areas, portions of our area, as opposed to the shore. The eye is becoming a little better defined. And once we see an eye, thats a pretty good indication that it, indeed, is a hurricane. Were also seeing the thunderstorms start to wrap around the center. So its getti ting better and better organized. Its over extremely warm water. So theres very high likelihood that its going to become a hurricane. All right, take a look at the latest computer plots. As opposed to yesterday, theyre starting to spread out. Generally, as you get closer to the storm, theyre supposed to get closer together. Theres more agreement. Theres greater likelihood. But now theres a wider range of possible solutions. By saturday, its obviously going to be south of us. Again, its a large storm. You cant just take the point. Its not a point. Its a large area. 100, 200 miles. And by sunday, what youre seeing is a curvature toward the jersey shore, even in the ones that are farther out to sea, thats curving. This is all an indication of a lot of models showing this storm stalling. Were taking little loops around and what that does is it keeps the effects lingering, especially at the shore. That increases the threat for coastal flooding. And for bad weather on labor day itself. Latest coordinates, right there, its 65 miles an hour max winds. Speeding up a little bit as it approaches the florida coast. Theres the latest track from the hurricane center. Stays inland, until it gets to North Carolina. 50 miles an hour Tropical Storm. Now, heres where the problem starts. Now, saturday, 8 00 a. M. , down here. Sunday 8 00 a. M. Its up here. Thats a pretty good movement. But this is every 12 hours now. Thats not moving very much. Its not that far offshore the center could be even closer, a little bit farther out. But its already too close to not affect us. It will affect the area. The farther east it is, the less impact it will have. This is the futurecast, the latest model, just in. Friday afternoon, i mean, nothings close. Were fine friday. Beautiful day, friday. Friday night, still pretty clear. Saturday, now the rains starting to get into the area and, obviously, better chance of heavier rain toward the shore, and better chance of drier weather north and west. So heres what to expect. Saturday, the rain comes up in delaware and south jersey late in the day. The rest of the area gets some rain at night. Now, Lehigh Valley, berks county, may not get very much rain at all. If it stays on that more eastern track. Sunday, the rain becomes heavy at times, especially from philly eastward. Windy, especially at the shore. Monday, the rain and wind continue at the shore, and gradual clearing inland. So thats the latest difference. Things extend into monda
