Now, up to 4 years old or 40 pounds, frontfacing seats must have a fivepoint harness. And the booster seat requirement of either up to age 8 or 80 pounds changes to kids who are under 8 years old or under 57 inches. Rowen county Clerk Kim Davis office denied the licenses to at least two couples this morning. Davis says her office will continue to deny licenses, quote, under gods thoertd.
