Ongoing investigation had fbi and irs agents targeting properties connected to labor boss Johnny Dougherty and Philadelphia City councilman bobby henon. Agents went to at least two locations in new jersey, along with the raids in philadelphia. And we have Live Team Coverage tonight including reaction from union leader daugherty about why he thinks the fbi is focused on him in his home in south philly. We begin with rosemary connors. Reporter very busy day here in south philadelphia. Federal investigators searched john dourtys home. They say theyre cooperating with this investigation. Ive been under scrutiny my whole life. Maybe its because i win too much. Reporter forced to wait outside his house for most of the day, john dourty watched as they bagged evidence and computers in their cars. The feds searched both daughertys row home and the house next door where his family members live. Nothing in my house has changed in tep years. Im the most vetted guy in philadelphia. Reporter a similar scene to this one played out a decade ago when the fbi raided his south Philadelphia Row home during a different investigation. Theres no word what the feds are looking for this time, and representatives with local 98 tell us its still unclear to them. They say theyre only aware of reports that claim the raid is part of an investigation into ibews finances. Allegations of financial impropriety is somewhat puzzling. Ibew local 98 is subject to multiple audits throughout the year, and multiple levels of scrutiny. Reporter daugherty known as johnny doc has been the Business Manager in philadelphia for more than two decades. He once served as a board member of the Delaware RiverPort Authority and is now an alternate on the board. Last year he helped his brother kevin win his bid for u. S. Supreme court. Ibew says the union has contributed to and helped the campaigns of many politicians, including the mayor, and some city council members, like bobby henon. The government has a job to do. He was the ibew political director before elected to council in 2011. The feds also raided the ibew Union Headquarters today. Reporter yeah, jim, in the past three or four minutes, we watched as a large truck rented by the fbi containing evidence finally departed this scene. During the course of this day, we have watched as investigators continued ongoing searches here at the unions Administrative Offices, and at a union hall, just about halfway up this block during the ninehourplus searches today. Investigators collected a trove of new evidence. Nbc 10s cameras watched as federal investigators carried out boxes and boxes of evidence. Likely more than 100 in total. Most of them traditional paper files, but we also saw several computers. A federal investigation into a powerful union, and its leaders unfolding right before the publics eye, likely a carefully planned and executed effort. Its human nature to say that if people are watching what youre doing, youre going to be more careful than you would be otherwise. I think their general position is we treat everybody the same. Reporter Howard Bruce Klein has been involved in highprofile cases. On the boxes being carried out of the union hall, we saw labels bearing todays date with descriptions like payroll records, tax records, and invoices. Later in the afternoon, the same rented penske truck arrived just down the block at the unions Administrative Offices and we watched more boxes of evidence carted out. And yet klein says we may not know anything more about this investigation for some time, if ever. Oftentimes there are searches, and then nothing happens that youll know about for years. In fact, sometimes nothing ever happens. Reporter that said, our expert does point out, in order to execute these simultaneous searches today, investigators did have to get did have to show, rather, a judge probable cause. A contractor claims dougherty attacked him back in february because hes nonunion. No charges have been filed in that case. And there are also no charges filed in connection with todays raids.
