playing a part in this historic nomination of hillary clinton. >> labor intensive. >> reporter: the balloons are one of the last pieces to this puzzle. hoisting them over 100 feet in the air, all the way up to the rafters. the wells fargo center said it's no easy task. the second convention in less than two decades when the republicans came to town in 2000. that makes this a first for any city. >> philadelphia is the only one, yeah, in 16 years. i was here as a volunteer in 2000 for rnc. now as the city representative in 2016, to welcome all the democratic national convention delegates is just amazing. >> reporter: for rashad lambert who runs a community nonprofit in philly, being here is a once in a lifetime opportunity, something he had to share with his 7-year-old daughter. >> right now she's not really excited. >> do you know why you're down here? >> no. >> but i know 20 years from now she will remember this experience. she's going to say i was at the democratic national convention. >> reporter: now, in terms of security here at the wells fargo center, earlier today there were many different community groups that were coming through, being able to get tours. take a look at this setup, take pictures. that's all going to change tomorrow at noon. that's when the wells fargo center goes on lockdown and they will do a major security sweep. reporting live from the wells fargo center, i'm rosemary connors, nbc 10 news. >> and here's a look at the keynote speakers during the dnc. on monday, we'll hear from first lady michelle obama and bernie sanders. on tuesday, former president bill clinton will speak. on wednesday, it's president obama's turn, along with vice president biden. then thursday, hillary clinton officially accepts the democratic nomination. her daughter, chelsea, will also speak. a banner with a message for the dnc over the wells fargo center today. a vote or super delegates is expected. a super delegate is unelected and is free to support any candidate for the presidential nomination at the party's national convention. the democratic party has more than 700. philadelphia's ready for its moment in the spotlight. the city is putting on the polish, so it can make the best impression on visitors in town for the dnc. nbc 10's aundrea cline-thomas live in south philadelphia with more on that. >> reporter: you know before company comes, you start cleaning up a little bit. this is the same thing. the state flags now line south broad street. one of many new additions sprucing up the city. for weeks, center city in south philadelphia has been getting a makeover. >> history shows when any big event with philly, they're going to spark it up, spice it up, just put, you know, all kinds of stuff everywhere. >> reporter: banners welcome visitors to town. donkeys representing each state and territory can be found around the city. and even the median of south broad street has been transformed into an artist's canvas. >> we want the world to know that art matters to philadelphia. but more importantly, what this symbolizes is that philadelphia is made up of so many wonderful people. this is a diverse and rich city. >> reporter: some of the efforts are meant to cover eye sores, like the banners with presidential quotes now placed on fencing surrounding various construction projects. these were found at the benjamin franklin parkway. >> they did a similar thing when the pope was coming. it's kind of round two for the same thing. >> reporter: philly is cleaning up its image for another shot in the national spotlight. >> i live here, so as long as the city looks better, i'm happy. >> reporter: hoping the impression made will have visitors coming back. we wanted to know how much these projects cost. and more importantly, who is paying for them. the democratic host committee and grants, they spent nearly $600,000. now, the city told us that they don't keep specific numbers, they don't have specific numbers about these beautification process. but the nonsecurity costs for the dnc, which includes some of these projects, came with a price tag that was more than $650,000. reporting live in south philly, aundrea cline-thomas, nbc 10 news. tonight we're starting to see the first parking changes near the wells fargo center in south philadelphia. after tonight's commute is over, septa is closing the fleerby naval hospital lot. you'll have to park at south philadelphia high school instead. those aren't the only concerns for drivers. there will be permanent road closures near the stadium like broad street. and i-95 ramps near the wells fargo center. there could also be rolling closures because of protests. on sunday, the city will begin towing cars. tap the nbc 10 app for a full list of the parking rules. hours after wrapping up the rnc, donald trump slammed hillary clinton and the democrats. >> nobody's going to watch this next convention coming. who's going to -- i'm going to have a hard time watching her final speech. number one, i know her too well. number two, boring. >> today trump held a farewell rally in cleveland with his running mate, mike pence. trump also said ted cruz may have the rnc, and check back next week when we fact check the dnc. we continue to follow breaking news from germany. at least eight people have been killed and several wounded in a shooting at a large shopping center in munich. a ninth body has been found. police are intensely examining whether it might be one of the suspects. authorities said they were searching for up to three possible shooters armed with rifles. the shooting started at a mcdonald's restaurant before the gunmen made their way into the mall. president obama said this tragedy reminds us that our ability to live freely depends a lot on law enforcement. >> it depends on the men and women in uniform every single day, who are under some of the most adverse circumstances imaginable at times, making sure to keep us safe. >> this at 6:30, right after this broadcast. another big story we're following tonight, the dangerous heat. let's go to meteorologist sheena parveen for more on that. >> the heat will be around for quite a few days. if you see the seven-day at the bottom of your screen, we have four consecutive days outlined in red. that's the first alert for many of our neighborhoods now until tuesday. temperatures in the 90s. with the humidity, it's going to feel like from 100 to 105 degrees. that's dangerously hot. right now, we're right around 90 degrees for most of the area. but it's noticeably more humid today. so take a look at the feels-like temperature. feels like 97 in dover, allentown, trenton, and it's going to feel even hotter as we go into tomorrow afternoon. so that is why we have the first alert out. live look out at the art museum here. it's going to stay very warm as we go through this evening, 8:00 p.m. 91 degrees. by 11:00 p.m., low 80s. and humid if you're heading out tonight. coming up, we'll take a look at your weekend forecast, and if you're heading to the shore, your ten-day forecast as well. if you drive to new jersey, here's the news you won't want to hear. a proposed gas tax hike is now in the fast lane. lawmakers announced a plan to boost the gas tax by 23 cents per gallon. governor chris christie also supports the idea. but disagrees on how to make it happen. he wants to lower the sales tax, something the democratic plan does not include. this is part of a standoff over transportation funding. christie has stopped all non-essential road projects until he and lawmakers reach a deal. new at 6:00, a man will spend 25 years in prison for helping bury a woman alive in south jersey. ramone ortiz was sentenced today in camden county. he admitted that he helped carlos kill perez back in 2014. prosecutors say perez was carrying about $8,000, and thought the men were giving her a ride to buy a car. instead, prosecutors say they buried her alive in a shallow grave. the woman charged with kidnapping an infant at the king of prussia mall is planning to use an insanity defense. her attorneys have outlined that plan in court filings. police say she started chatting with the baby's mother at the king of prussia mall back in march, then surveillance video appears to show her walking out with the infant while the mother was distracted. she told police she gave birth to a baby that died hours later. but her attorneys say she has mental problems after a false pregnancy. change is coming to the jersey shore. the pastime that won't be allowed anymore. philadelphia's kensington section. you can see him wearing a baseball cap and carrying a backpack in this video from tuesday, july 12th. detectives say he was riding a black and blue mountain bike when he rode up on a 24-year-old woman. he allegedly choked her until she was unconscious. she woke up naked and injured but survived. police think this same man may have beaten a woman to death in this same area saturday night. the suspected serial predator was riding a mountain bike saturday, too. he's described as a man in his 30s or 40s with a mustache and beard who is on the run. making a turn now, another round of powerball pandemonium is brewing this evening. tomorrow's jackpot stands at $390 million. the most recent winner was pearl may smith of trenton and her seven children. they split a jackpot worth more than $429 million back in may. that's the largest prize ever won by a single lottery ticket in new jersey. we'll bring you tomorrow's winning numbers on nbc 10 news at 11:00. a ban on loud music starts today at one beach at the jersey shore. for the next 60 days, boomboxes and any music loud speakers are prohibited in seaside heights in ocean city. lifeguards report lots of fights between beachgoers over the volume of each other's music, so for now, you'll have to use ear buds or just listen to the calm waves. lifeguards will be on the lookout and make you take any loud speakers back to your cars. speaking of the beach, we're tracking a weekend heat wave. people all over the area are trying to stay cool. here's what they're doing in the poconos. camel beach mountain water park, a great place to be. people are splashing around. some people are trying a different activity in bucks county. deanna durante explains. >> thanks to all of the people here, i believe we are going to change the face of ovarian cancer. and hopefully keep a family from going through what we went through. >> reporter: more than just setting up tents, playing soccer, and raising money. >> my ultimate goal, is to change the face of ovarian cancer in my lifetime. >> reporter: they know all too well what cancer can take away. >> we started this back in 2007. in honor of my daughter. who died of small cell ovarian cancer at the age of 12. >> reporter: this is the ninth year for the festival. more than 200 teams are in quaker town, setting up and camping out and playing in an all-day and all-night festival. the event raises money for cancer research. the players come from as far north as new york state and as far south as virginia. mother nature is giving them some extra summer heat to deal with. >> i'm a single dad with four kids so i have to get them out of the house. >> reporter: volunteers are working on a cooling down plan including shuttles that will take kids to the pool. they say this is for a good cause. the parvin family said it's grateful to those making the sacrifice this weekend. >> hundred-degree weather with 10,000 of my closest jacqueline, it's going to be dangerously hot with all the humidity. i know you felt it today. it increased a lot compared to yesterday. so we're going to see that over the next several days as well. a live look out, this is margate in new jersey. right along the shore, where we have plenty of sunshine. really heating things up right now. if you look at the seven-day at the bottom of the screen, you'll see how long the heat is going to last. heat alert out for pennsylvania, new jersey and delaware, temperatures feeling like triple digits. this will be from now until tuesday. we're looking at a prolonged heat wave out here. it will be hot and humid. stay in the shade, stay cool, stay hydrated. when temperatures start to feel like triple digits, that is dangerous heat. so you never want to be outside for several hours at a time. check on the elderly and never leave children or pets in your car. temperatures right now around 90 degrees across the area. 91 in philadelphia. 90 in the pennsylvania suburbs. as we look closely at our new jersey suburbs, temperatures in some spots are in the low 90s. mount laurel 92 degrees. coil field at 93. lumberton 92 degrees. mercer county right around 90. robbinsville 91 degrees. that feels-like temperature today, though, has been close to 100 degrees. it's going to stay very warm for tonight. so if you're heading out, the feels-like will still be around 90 by midnight possibly. then we go into tomorrow. this is our future feels-like temperature when you factor in the humidity. by 11:30 tomorrow morning, look at what it's going to feel like. we could be feeling like 103 in dover, wilmington. philadelphia could be feeling like 104 by 11:30 in the morning. then we go through the afternoon. some locations could start to go closer to 105. so yes, this is dangerous heat. and this is a look at future temperatures where our air mass is. we'll be in the hot and humid air mass over the entire weekend. now we're going into monday, tuesday, even wednesday. there's nothing to really break up this pattern. we have very little rain relief in the forecast. radar is dry. we don't have any rain heading our way. don't expect it as we go into the weekend either. mostly sunny skies. center city 98 degrees. allentown 96. if you're in new jersey tomorrow, stone harbor 93. could be feeling like 107. heading to the shore this weekend, a nice place to cool off. temperatures around the mid to low 90s possibly for some of our locations. and it's going to be very sunny. so you can get a sunburn in about 10 to 15 minutes. we could be close to 100 on monday. we could be hitting record high temperatures, too. it's going to feel even hotter. next chance of thunderstorms comes monday into next week, though, we pretty much stay in the 90s. the phillies begin a ten-game road trip tonight in pittsburgh. and a road trip might be exactly what this team needs. the phillies just finished a seven-game home sand in which they just won two games. they mustered only three hits, for the season the phillies are batting just .218 at home. zack will be on the mound tonight. he has a 2.56 e.r.a. in six starts. you can see the game at 7:00 cardinals head coach dennis greene passed away last night at the age of 67. according to a family statement, greene died from complications of cardiac arrest. greene spent 10 of his 13 seasons as head
