building. 17 are in the hospital tonight. >> i went banging on doors, going to get my residents up, waking them up. this is a fire, for real. it is not fake. put the shoes on, made sure they had shoes and coats on and started to take them out z it has been a long day for the residents. dozens of them are in shelters. steven fisher talked to students who rushed in to help save the victims. >> steven joins you live from westchester. >> reporter: last night, a scene of panic and confusion. 151 people needed to be evacuated. most were not able to get to safety. rather, they had to be rescued. >> with a fire quickly burning, it was a race against time to get residents to safety. >> i went through hell and more. >> surviving the fire and then surviving the cold. >> they are 80, 90 years old and everybody was really cold out there. >> i was outside. oh, m oh, my god, it was cold. >> the 93-year-old's body started to go numb. >> everything else was broken. it hurt. i couldn't use my right hand. i couldn't use nothing. >> full ambulances rushed back and forth from the scene to hospitals, busloads of people were taken to a temporary shelter here on westchester university's campus. >> getting them off the buses was a struggle and there were plenty of volunteers holding wheelchairs and the firefighters were loading them in and people were there with blankets covering them. >> they were pretty shaken up. >> reporter: helena mckendrick has been volunteers at barclay friends for the last two years. last night, she popped out of bed, threw on close athes and w to do whatever she could. >> these are people i spend an hour every week with. i was supposed to be playing wingo with th bingo with them today. >> reporter: so far, we have learned that ten have been released from the hospital. team coverage continues. they checked into the facility's background and sorted through the inspection reports. at 5:00, the steps. >> here at the home where she was housesitting. >> september the 23rd was a hard day. but every other day after that i feel god's hand's caressing me. >> finally tonight, news of an arrest. investigators say 19-year-old brandon wilson, who used to live inside that home, broke in to rob it and killed carter. >> physical evidence linking the defendant to the crime was found on an outside window as well as the victim's shirt and a piece of gym equipment that was used in the murder. >> investigators carried out 30 search warrants and found video of wilson on hopkins street where neighbors have been awaiting today's arrest. carter died of blunt force trauma in an upstairs bedroom. her own son and nephew why there. her family shared their thank you with police. >> the silver lining is the fact that i have a grandson that is phenomenal. he is getting therapy and stuff like that. he is going through the process. we all going through the process. >> reporter: after he killed carter, wilson committed another crime that landed him in the cape may county jail where he remains tonight. >> his first court appearance will be by video. tomorrow is saturday. >> every sunday, i take her flowers to her grave site. the first time was hard. this sunday, i get to go tell her some good news. >> reporter: from boodwoodbury. three current and former employees have accused sheriff joe williams of sexual harassment. he denies the allegations. the philadelphia commission for women wants him off the job. they issued a statement, as allegation frs these women have surfaced along with details of a settlement awarded to one of the victims, we believe that sheriff jewel williams should re-sign his post. our hearts are with those that have come forward and to all vic tips of sexual assault and harassment. now, to our weather. a chilly of town, here at citizens bank park for the famous sleepover. let's get right to the weather. what's going on with our doppler radar? nothing. it is clear. it is beautiful. we have some clouds that are creep ng fr creeping in from the west. they are all in advanced of a storm system that's going to bring us rain tomorrow. that is not going to be snow for us but it is going to be rain starting later in the day. let's go through your hour by hour. we're going to start the morning in the 30s. the rain could be knocking on the door, specially in the lehigh valley as early as 9:00 or 10:00 in the morning. across philadelphia, perhaps late morning into early afternoon, continuing all the way down into delaware and south jersey in the late afternoon and overnight. this may be in the area until very early on sunday morning with the marathon kicking off. the half marathon looks dry. the marathon may have a few showers in the morning before this cold front passes the area. temperatures are going to start to fall from the 50s into the 3 40s by sunday night. it is going to be incredibly windy and blustery and chilly. it does look like we are going to be climbing from the 30s into the low 50s for the morning hours, for the half marathon on saturday. we'll see cloud cover. i think the rain will hold off until that is done. going to sunday, we could see a shower first thing in the morning. we will start in the 50s. we are going to cascade around in the 40s by the time we reach late morning and early afternoon. the winds are going to be howling out of the west and northwest. what we are going to be looking at for your weekend forecast, it could be nicer. we are going to see those 50s around here on saturday. they will be shortly after midnight and probably before you wake up in the morning. we'll wind up in the 40s. it is going to be incredibly chilly. joining me now, we have a special guest at this sleepover. zach eflin, number 56, one of the star pitchers here with what these kids don't understand is how much of an inspiration they are to people. they battle every single day. through our hard times and everything in life, we always look to them. i wish that was some of the surprise. it is a superhero theme. what are a couple of the other surprises the kids will get? >> they are going to be wearing superhero capes. it is going to be amazing. they are having road closures. the reverend jesse jackson goes public about his health. a disease he says he has been fighting now for two years. ohio state university is suspending all activities at their fraternity because of cases involving alcohol. they have been investigating about a third of their fraternity for a year. it means they can't have social events or recruit new members. just yesterday, we told you about a fraternity at lehigh university that is shutting down for two years because of underaged drinking. lehigh says students had to go to the hospital after drinking at a champagne party at sigma chi fraternity. this follows more trouble for penn state. another fraternity there suspended after a student was found unconscious and had to be taken to the hospital after drinking. he was found off campus. officials are investigating a possible connection with the delta tau delta. directional is dealing their own fraternity issues. tau kappa epsilon has been suspended for five years under investigation for alleged assaults and alcohol violations. to a new interview that sheds lights on the menendez murders. >> they captured headlines when they killed their parents more than two decades ago. the older brother says he should have gotten a plea deal. lyle menendez says nearly all cases where kid kill their  parents are related to abuse. they are usually settled. he says, he did in the cold. >> one of many seniors forced out into the cold when the barclay assisted living community was destroyed by fire. >> live over the scene in westchester where the building is still smoldering. a short time ago, we learned some residents of the homer still unaccounted for. a total of 151 people were evacuated. 27 residents were taken to the hospital. 17 remain hospitalized. new at 5:00, we are digging into the back story of the massive inferno. nbc 10 found record showing a history of fire-related concerns at the nursing home attached to the personal care facility. investigator george spencer has been sorting through this. tell us what you have uncovered. >> reporter: know that personal care facility where this inferno started is fully licensed and in good standing with the state. we also found that the nursing home on that same property run by the same management has been recently sanctioned and cited by overseers. the blasting horn of a fire truck and the bright, orange glo of a hungry fire. it was a shocking scene. shortly before 11:00 last night, eve foreign the first responders rushing into offer aid. >> all the local hospitals who have multiple injuries from residents. >> the blaze destroyed much of barclay friend personal care facility. today, we learned that state watch dogs gave the nursing home operating on this same campus a number of fire safety related citations in recent years. in september, 2014, four citations, including failure to maintain electrical wiring and protect electrical receptacles from damage in three locations. in august, 2015, three c citations, one for failure to maintain the sprinkler system n september of last year, three more, failure to maintain corridor doors to close and resist the passage of smoke. we tried to ask whether fire suppression systems were in place and working property across the philadelphia? >> it is still under investigation. we haven't been able to get into the building. it is too unsafe. >> reporter: state record confirm it was put on a provisional license for four months and fined nearly $10,000 for health care related violations discovered in september of last year. >> reporter: we have been trying all day. so far, we have not been able to get any comment from facilities management. the big question is how this blaze began and if there is anything that prevented it. >> do we know if any of the problems were actually fixed? >> they should have been fixed. the fixes have to be done immediately while the inspectors are still on site. more minor violations are given race. many flocked to philadelphia for the senior route that spanned from maniok to south philadelphia. >> the american association for cancer research is the charity partner for the event. right now, runners can pick up their race packets at the pennsylvania convention center in hall "f." they are available in 9:00 tonight. tomorrow, the half marathon begins at 7:306789 the rothman institute 8k, more my speed, erin, begins at 10:45. on sunday, the aacr, philadelphia marathon gets started at 7:00 a.m. a live olook at acan's oval where all of the races begin. traffic closures are planned to accommodate the runners. here is a look at a few of them starting tomorrow. 2:00 a.m., the ben franklin parkway, kelly drive and mlk will all have parking restrictions. roads around center city and logan circle will be closed until 2:00 p.m. on sunday, parking restrictions are back in place. the i 95 ramp at washington avenue will be closed until 2:00 p.m. along with parts of callowhill, race, and many other arteries throughout the city. we have all the details for the marathon, traffic closures and the forecast. we have it laid out for you on the free nbc 10 app. runners are looking at the rain is going to take a while to move in. we are going to start with cloudy skies. it is going to be a cold night. the temperature at 7:00, 7:30, is going to be in there with a bit of a breeze. after 10:00, we have the best chance of rain beginning. the heaviest rain is saturday afternoon and saturday night. for the full marathon, you are mostly missing the rain also except right toward the beginning or on your way there, you might have some rain. the modes might be wet. it is kind of mild. look at the wind. 20-25, gusting to 40 or more. if that's coming right at you, it makes it hard. rights leader revealed he has parkinsons disease. he says his diagnosis came after a battery of tests. he revealed he has been seeking outpatient care for two years. he vowed to use his voice to help patch cheese steak and his family made it happen. his sons buried him with one of his favorite meals. two cheesesteaks from pat's. they plan to put just one cheesesteak in but they decided to go with
