regret it and e he will regret it fast. >> the president made that comment at his golf club in north jersey. earlier today i sat down with u.s. senator chris coons about whether the military is as locked and loaded as president trump says it it is. >> if president trump is signaling that the american military is fully prepared to take action against north korea, that would come as somewhat of a surprise for me. because being fully prepared to act would take weeks or months. >> with thos of service members and their families in south korea, japan and guam, american lives could be in harm's way if the u.s. mill chris coons from delaware tells me in addition to evacuation, bombers would be deplayed and at the moment they are not. >> should we be doing that? removing families, diplomats and also getting our military operations truly in place? >> the most important first step is to work closely with south korea to get our system. we should get that up and run ing. >> high altitude showing us clouds moving into our area. let's zoom in bright. they are really high clouds, which means they are capable of producing those rain showers. the next couple hours, we're tracking the rain showers getting here later on tonight for the metro area. certainly hanging on through the overnight hours. we're tracking the threat of isolated thunderstorms. we have some rain through the overnight philadelphia, that happened last weekend. police have released a picture of the person of interest want ed in the case. and this is a look at the jeep wrangler that took off after the driver hit a woman on ray street early sunday morning. the woman died as a result of the crash. >> it's a very distinct vehicle. we have looked at a lot and not seen one like this. so this appears to have some custization. >> police believe the driver wanted in this deadly hit-and-run accident lives in the philadelphia area. look at this mess left behind after a car plowed into a fire hydrant in university city today. sky force 10 was over baltimore avenue. no one was hurt r, but the road buckle led. there was mud all over the road. someone is targeting police officers with gasoline. people in the 12th district smelled gas. theyen went outside and found several gas on to t=b.htaners. police say several things were covered in gasoline, but nothing ignited. the atf investigating this as an ar. a judge could rule as to whether a penn state fraternity will be tried in the death of a pledge. 16 former frat members are in court for another day of testimony and preliminary hearingings. two others in the case have waived the hearing. some are accused of involuntary manslaughter. others face less serious charges. they stem from the death of tim piazza inside a house back in february. he died after a night of drinking and several falls including twice down a flight of stairs. this is day five of the hearing. it began back in june and continued until now. it could wrap up today. when it does, the judge will decide if there's enough evidence to send the case to trial. a major clean up in one of the most dangerous drug zones is making a bold statement. the tracks has a high concentration of drug use and homeless people. today that area looks very different from just two weeks ago when the clean up project first started. this is what it looked like before the clean up. the city is not u only removing trash, but also building a fence to keep the drug problem from returning. the new challenge is the spill of the problem into nearby neighborhoods. people have been complaining about more homeless people in the streets. not everyone is take advantage of their services to get clean. >> unfortunately, as much as we have done the outreach, only about 56 people have come in for actual services. >> they are picking up the undies closed clean up cost. there are new questions this afternoon about why a man wanted in a on the main line was on the streets in the first place. authorities believe the suspect derek rollins shot and killed a 29-year-old man as he was leaving a pizza shop and heading to his friend's house last month. investigators have been looking for the suspect for two weeks. records show that he was released from jail last november after two officers failed to show up at his trial on judge drug charges. a review is underway to determine why exactly the officers did not appear in court. philadelphia police hope surveillance video will help find the gunman who shot another driver while they wait ed for a traffic light. the victim was in critical condition after being shot several times in oxford circle. he was stuck at the light there when another driver pulled up and opened fire. up next, shot at 6 years old. >> the family of a boy shot a year ago is of the target store. this is across the street from the roosevelt mall. one person is under arrest. we just learned that the store is now off lockdown. we also know one person was shot and taken to the hospital. we're working on getting more information and new details into the breaking story. brandon hudson is going to update us coming up shortly. president trump began yesterday with another threat toward north korea warning that military options are locked and loaded. strump wrote they are now in place should north korea act unwoizly. let's bring in chuck todd. as always, thank you for joining us. appreciate your insight. first, it appears as though the president is escalating this war of words. it seems we may be on the verge of a nuclear confrontation. what are you hearing in washington? how close are we to some type of military action? >> it's hard to believe that we're actually that close to military action because the words so far haven't matched any action. if we truly were preparing for a military strike, there would be actual preparations of the battlefield. they have gone through this. i was talking to folks who have been worked at the pentagon for years and been involved in preparations like this in the past. and you would be prepping the battlefield. so there's always folks in korea ready to go. we have 28,000 troops over there at the ready. there are missile defenses that are always at the ready. there are things are in place for an immediate, but if you were planning a potential strike and you had the time to do this, you would be sending reenforcements both in personnel and in military resources. and none of that has happened. none of that has becogun. so look at the actions. the actions don't match the words. you can chalk up the words to just hot rhetoric. >> speaking of that hot rhetoric, this is a very different tone than what we have seen from previous u.s. presidents. is it having think in effect on north korea? >> we'll see. i think frankly words were intended to have more of an impact on china than north korea. and if you see that some of the actions of china of late, they did join the united states, it's a big deal. perhaps the hot rhetoric is having a bit of an impact on china. and their positioning in all of this. >> chuck todd, as always, thank you. we'll see you on sunday. you can tune in to "meet the playing like a normal kid. >> and his mother tells us her son no longer needs a wheelchair to get around. take a look at this scene. pretty chaotic here. staffers had to move the entire. emergency room outside after patients started getting dizzy and nauseous. investigators believe there may have been some kind of chemical leak. part of the hospital has been closed as a e precaution. now to our and we're can wanting something of a saturday soaker. erika martin has the details. >> we are tracking two rounds of showers. rain really on saturday. . but right now a lye look outside. it's dry in philadelphia. center city looks really dry, really nice. pretty mild conditions. we are seeing some clouds already developing. the big story is this is a neighborhood forecast. bus. lton at 84. let's head on over to new jersey. we're also e seeing lot of 80s and rain. just clouds. developing across new jersey. however, this story is a lotten different. folks north and west, look at that lightning strike. we have some pockets of heavy downpours moving through. and look at this. chester county, just starting to see some to the west of you. not there, not yet. look at that lightning strike. keep in mind, you'll start to hear some rumbling and see some isolated thunderstorms across your area. let's add the wind. i want to show you something really important. the direction of the the wind is southerly. that's pretty much give iing us lot of moisture that we do need for that rain. the wind is between 7 miles per hour in philadelphia and 13 for dover. when we look at why this is the case, this is our weather story. we do have this warm front that's going to lift so that's moving to the northeast direction. two rounds of rain move iing in saturday. let's time this out for you hour by hour. starting this at 5:00 p.m., we start to see the effects of the warm front moving through our area. through tonight and the early morning hours, overnight hours seeing some rain moving through and pockets of heavy downpours at 3:00 a.m. and look at this. we'll see a break at 4:00 a.m. we have some more rain moving in. at 9:30 a.m., we're seeing mainly clouds in the valley. so the deal is is we have some more rain coming up. so coming up the next time we meet up, i have the rest of the story. we were first about the warm front. not a totally dry saturday, but we have some sun in the bien montgomery county police. it's their annual junior police academy. it's for kids between 7 and 12 years old. they learn about emergency service personnel and play games a 1-year-old pit swrn bull is alive after she was saved from the street. these are pictures of her and her only surviving puppy. when she was found, the she was pregnant and scared so workers put her in a private room with plenty of blankets. her delivery was a do or die situation. emergency staff stepped in to try to save her and her pis. only one puppy survived. leroy has a forever home and now her mom is ready for hear from someone who was inside the store when this shooting went down. steven fisher has the live report, next. plus west nile virus found alo along a local river wp what's being done now to keep it from spreading. we begin with breaking news in northeast philadelphia. shooting in front of the target store athe street from the mall. one person is under arrest. officers had been looking for a possible second shooter inside the store. we're working to get more updates on that. >> we just spoke to someone who witnessed it. what can you tell us? >> reporter: we just got new information from police. they say this all started when three to five men were arguing outside of the cvs part of the target. this all happened just in the last couple hours. you can see still a very active scene heren. behind me. there's still a car sitting there. but three to five men arguing, one left the scene. police still looking for that person as we speak. as far as the vick listed in stable condition. people both inside and outside of the store heard those shots fired. there was five total shots. one of them hitting that victim. some of those people inside went to hide. others just ran. we have been told there's one person in custody. but very scary moments for shoppers and employees. e we did talk to one woman who was shopping with her kids when all this happened. here's what she encountered. >> we were shopping and i heard like a bunch of people arguing and i heard banging. i wasn't sure. but then everybody started running in the back of the store. >> imagine going through that. you're going about target and you hear shotting ringing out. that was a real ordeal for a lot of people today. taking another live look, people had to get a police escort back to the the parking lot to get in their cars. as far as the employees go, we're told employees have been sent home for the day. the target is going to be closed. outside now remains a crime scene. we're going to continue across the valley. i want to focusen o the lehigh valley. a couple minutes ago, i thought it was very interesting. and we are seeing some lightning strikes as well. north and west of the metro area, i'm going to take off the rain. now i'm looking at satellite. you can see all the clouds that we just saw in that live shot across the lehigh valley. and zoom in and you can see the bright white chouds. that tell us us we have some moisture ask rain and a lot of it will make it to ground soon enough. when we overlap it with the rain, we can start to see the rain is moving into our area and 30 minutes before the storm reaches your location. a popular bucks county day camp is facing a major schakup tonight. the day camp was bought back by the bank today amid-financial problems. parents are voicing concerns about the camp's management. george spencer was at the sheriffs sale. he then headed to the camp to talk to parents about what the new ownership means for their campers. >> reporter: the current owners remain in possession of this property for about the next month or two until the sale closes. the future of the day camp is not clear. some parents we spoke to tonight say they see the writing on the wall. they are both saddened and angered. >> e he needs the money. >> reporter: they had enough as she was driving out of the ch cherokee day camp where is they now work as a counsellor. he says he's owed $1800 in unpaid wages by the camp's operator. get a future going and he get. s screwed over. he loved this camp. >> today concerns about the camp's future only grew. the property was bought back by monument after officials say the property owner fell far behind on payments. that means the future use for this property is up in the air. even as families try to come to terms with what's happened here this summer. >> when i pick up my kids, they love the children. >> this mother did not want her face shown, but says her counsellor daughter was also unpaid. nbc 10 highlighted concerns about the camp on wednesday as parents spoke out with fears that management had been cutting corners ob safety precautions, on camp lunches and even on pool maintenance. some say the operator even tried to use today's sheriffs sale as an excuse for unpaid wages. >> i have black and white text from him. paying her tomorrow. i stood by him as a mom for seven years. >> e we spent all day today trying to track down the camp operator. but neither of them were on site here. monument bank intends to sell the property, but it's not clear whether a potential future buyer exactly how second card. according to our partners, septa is trying out a new set of screens at its headquarters. if it's more user friendly, they are going to install it in all their kiosks. incoming class at drexel university's college of medicine. students received their white coats today at a ceremony. it's a symbol of their future profession as becoming doctors. 250 students are in the class of 2021. to buffalo. in exchange the birds get a new weapon on defense. >> what does this mean for the birds? >> what it means is the eagles lose their most productive wide receiver, but the team believes with that previous off season move they have made they solidified the position enough to they can't afford to make a weak defensive position stronger. jordan matthews averaged 900 yards per season. but the eagles are hoping to get a number one starting caliber cornerback who is only 23 years old. the eagles also gave up the buffalo bills their 2018 third round draft pick. darby was the runner up for defensive rookie of the year two seasons ago. they have five corners on their roster 24 years old or younger. >> we felt like as we were building this, there were a lot of priorities that go into to focus on temperatures along the jersey shore. they are mainly seeing some clouds. developing. otherwise clouds are nice. atlantic city at 76 degrees. cape may courthouse at 79. and for the lehigh valley, we are seeing conditions that are a little cloudier and some showers already making it to the ground. the temperatures are cooler as well. walnut port at 70. white hall at 74. nazareth at 76 degrees. here's why it's cooler north and west of the philly metro area. radar and satellite images, two-hour loop. we're seeing lots of rain moving from the southwest to the northeast. that will cool the atmosphere. that's why temperatures up here are cooler. a wider perspective, we're widing and seeing some clouds develop. the valley is mainly dry. no radar. we took the rain off here. we're seeing mainly clouds developing for the rest of the deval e lee. look at this. we're e seeing conditions just really getting unsettled. especially after midnight. it's a threat of some lightning. 73 degrees at least that's the average for the philly metro area. the suburbs seeing that similar trend here. we're seeing some showers clearing. but it's not going to be done yet. the rain is going to target store. new information just in the last 30 minutes. . what you tell us? >> i want to start with the very latest. we know that the shooter is still on the loose. e he fled this scene in a redd hyundai. we have an active scene behind me. go ahead and take a look. you can see the caution tape. there's another car there with red rims. the red things on the ground are hats. police have is a lot of work to get done here. police have one man in custody. he was not the shooter. the shooter is still on the louse. this started when three men wering outside of the cvs portion of the target. as far as the victim, we're told one person was shot in the back last listed in stable condition. that individual did have a gun on him. he'sly allowed to carry it. he did not fire any shots. we understand people both inside and outside of the target heard the five shots as they were fired. some went to hide and some ran in the opposite direction. very scary moments for shoppers and employees. speaking
