it feels colder than it actually is. right now it feels like 27 degrees in allentown. 30 in doylestown. 33 in philly. pottstown, 29 degrees. as we get this going and pause at 7:00 p.m., notice how quickly these start to drop because those wind speeds are coming out of the northwest as well as those wind gusts. so, they will feel a lot colder, those actual temperatures, so keep that in mind for early tomorrow morning. hour by hour wind gusts, notice how much stronger they get by 7:00 p.m. 30-mile-an-hour wind gusts for philadelphia at 7:00 p.m. 26 for wilmington. 26 for dover along with atlantic city and millville. keep in mind, these wind speeds and wind gusts will start to increase. coming up, i will time this out for you in more details. back to you. new at 5:00, former defense lawyer convicted of raping one of his own clients. montgomery county jury found vincent cirillo jr. guilty of raping the 22-year-old woman while she was unconscious. she passed out after a night of drinking in august of 2015. cirillo had withdrawn an earlier guilty plea. employees at irs building in university city were forced to evacuate after a suspicious powder was found. police gave no threat and all clear. we got these pictures of cruise doing tests inside the building. we don't know what that substance was. more than a century of history went up in smoke in lehigh county after a fire tore through an historic home. it used to be the old rockdale hotel and once used as a pit stop for coal miners traveling up and count lehigh river. it's since been turned into a house. the homeowners told nbc10 much of the hotel's history was destroyed. >> i know the old original cash register, the whole bar was still in there. artifacts you won't find again. >> the family tells us they're just glad everyone did make it out okay. the cause still under investigation. pennsylvania governor tom wolf and philadelphia mayor jim kenney joined forces to oppose a new abortion bill. the state senate called sb-3 would ban abortions after 20 weeks except in rare circumstances. governor wolf says the bill would be a disaster for women's health. >> pennsylvania is not and cannot afford to be a place where women cannot make their own health care decisions. >> it seeks to circumvent the supreme court's ruling by enacting the most extreme legislation against women's health in the country and that's not hyperbole. >> governor wolf said he would veto the bill if it reaches his desk. the passage of these bills is evidence of bipartisan support to protect unborn children and mothers and demonstrates the commonwealth's commitment to promoting a culture of life. businesses in philadelphia say they are ready to put people over profit. it's called a day without immigrants. workers all over the city are planning to take part. nbc10's rosemary connors joins us now. what's the message they're trying to send here? >> reporter: well, if they walk off the job the message they're trying to send is immigrants make significant contributions to our society, especially in the restaurant industry. patrons here at l&s rave about the authentic flavor of the food. they'll have to wait to get their lunchtime fix until friday if those workers walk off tomorrow. >> it's a day without immigrants. we want to make a statement. this is the way to do it. again, we fully support it. >> reporter: lunchtime is one of the busiest, the mexican restaurant is willing to lose profits if it means making sure their workers' voices are heard. >> in our case, if they don't show up to work, we'll have to close. so, i think that will show them that we matter. >> this issue has needed some spotlight for a long time. >> reporter: good food and activism go hand in hand at acclaimed mexican restaurant only open friday through sunday. ben miller, who co-owns the foodie hot spot with his wife tells me supporting the cause hits close to home. his wife is undocumented. >> we saw the movement happening and we decided to participate by closing our restaurant el compadre, which is normally open on thursdays. >> reporter: it's busy in the kitchen today, but tomorrow the doors will be shut. miller says it's a statement. he believes the immigrant community is what keeps this industry afloat. >> we have a broken system, you know, as owners of restaurants, there's not a clear and direct and legal way to really do the work that we do every single day. >> reporter: of course, the restaurants that are participating still open this evening for dinner. however, they are asking people not only to avoid going to restaurants tomorrow but maybe cook at home instead. reporting live in center city, rosemary connors, "nbc10 news." this follows the detention of two people in philadelphia yesterday by immigration and customs enforcement agents. this is exclusive video of a shackled man and later a handcuffed woman being escorted into i.c.e. headquarters in spring garden. it's not clear what they did wrong. philadelphia is a sanctuary city. delaware's schools are not a safe haven for students who are in the country illegally. despite pleas from the community, the school board voted down a resolution thast night that would have made skoolgz a sanctuary for the undocumented. board members have said the resolution raised legal questions and conflicted with district policies. president trump's pick for secretary of labor is out. fast food ceo andrew puzder withdrew his nomination this afternoon. he was expected to have his confirmation hearing tomorrow but some republicans were concerned he hired an undocumented worker as a housekeeper. he says he didn't know she was in the country illegally. also today, president trump welcomed israeli prime minister benjamin netanyahu to the white house for a joint press conference. it's the first time the leaders have met face to face since mr. trump took office. president trump promised to help broker a peace deal between israel and the palestinians. mr. trump also seemed to back off the decades' old u.s. policy of supporting a two-state solution for peace. >> i thought for a while the two-state looked like it may be the easier of the two. but, honestly, if the palestinians and -- israelis and palestinians are happy, i'm happy with the one they like the best. >> the president also reiterated his opposition to iran's nuclear program and said he will prevent the country from developing a nuclear weapon. also tonight, president trump has responded to reports about his administration's contact with russia. nbc's kasie hunt will join us with the latest from the white house. plus, what is in a name. for one casino in atlantic city, that name no longer includes trump. and a rolling fact. how republicans in congress are making changes to gun control policy. that's next on "nbc10 news" at 5:00. the fallout continues following the resignation of michael flynn. >> today president trump is blaming the media for a report that claims flynn and other administration officials had repeated contact with russia before mr. trump was sworn into office. "the new york times" reports that u.s. agencies intercepted numerous phone calls last year between russian intelligence officials and members of mr. trump's campaign team. the calls were uncovered at the same time we started hearing reports about russia meddling in the presidential election. president trump denounced the report calling the leaks, quote, criminal. >> general flynn is a wonderful man. i think he's been treated very, very unfairly by the media. as i call, it the fake media in many cases. and i think it's really a sad thing. >> president trump added that this was, quote, merely an attempt to cover up the many mistakes made in hillary clinton's losing campaign. russia has been a hot top nick washington but also in northeast philadelphia where there's a large russian population. we went to 106.5, a radio station that offers music and conversation in russian. the station's president is also one of its hosts. he tells us a lot of callers are in favor of a better relationship between russia and the u.s. >> many people agree that even though they left russia, there are hard feelings is why they emigrated into the united states. many people feel the relations with russia could be better. >> he also tells us a lot of callers think too much attention is paid to russia here in the u.s. today the u.s. senate voted to roll back an obama administration rule designed to keep guns out of the hands of certain mentally disabled people. it required gun background checks for social security recipients mentally incapable of managing their own affairs. the bill heads to president trump's desk where he is expected to sign it. we have new video in from atlantic city where donald trump's name is coming down from signs outside the trump taj mahal casino. there's one right there on the back of that truck. the casino closed last october and an agreement between donald trump and the current taj owner required that the president's name be removed from the building by march if renovations or improvements weren't made. former vice president joe biden is now part of the board of trustees at national constitution center in philadelphia. biden will succeed former florida governor jeb bush whose term ended in january. biden will also be splitting his time between programs at the university of delaware and the university of pennsylvania. well, things are and what we do know there is now a bipartisan call for an independent investigation into what happened with mike flynn and other trump campaign contacts with the russians over the course of the campaign. that's coming from senator lindsey graham of south carolina who says if it's true that the trump campaign had contacts with russian intelligence, there needs to be an independent inquiry. right now the investigations are in the senate and house intelligence committees. they do get to look at classified information. a lot of those findings will stay behind closed doors at the conclusion. democrats want to see that out in the open. now there's increasing pressure on republicans for that as well. >> speaking of right now, within the last few hours, we learned president trump's pick for secretary of labor is out. you know, what are you hearing about andrew puzder's withdrawal before his nomination hearings were even scheduled to take place? >> reporter: an abrupt withdrawal. his hearing was supposed to be tomorrow here in the senate. but a confluence of issues. the hiring of an undocumented worker that came up in his confirmation process, organized labor, unions, coming out against him, helping to organize his campaign. and then there's a video from the oprah winfrey show where his ex-wife levels accusations of domestic abuse. that video is decade's old. she recanted those allegations and he's always said they're not true. senators here viewed that video behind closed door. it became public this morning. in the end it was too much and looked like the wrong side of the law. plus, a day care teacher arrested. how police say he victimized one of the children in his care. a day care teacher behind bars. they say he sexually assaulted a 3-year-old girl while others were sleeping. >> deanna durante joins us live in norristown with new details. >> reporter: police say that that sexual assault happened here inside this early learning center in norristown. we've learned that the teacher who's been arrested has worked in day cares in the area since 2005. >> oh, wow. i didn't hear about that. >> reporter: parents of st. francis catholic school students say they were notified about the arrest of the day care teacher next door. st. francis early learning center is part of the church property and rund by the archdiocese of philadelphia. the archdiocese says michael barbee wasn't a teacher but he had been work with toddlers since 2015. police say he sexually assaulted a 3-year-old girl inside his toddler classroom last week. police say the assault happened as other children were down for a nap. the assault came to light when the child told a parent, mr. michael had hurt her. barbee leads in yeadon. the 33-year-old sources say has worked in two other day care centers since 2005. tonight barbee is charged with a number of crimes, including sexual assault of a child. again, we've learned that investigators in delaware county are also taking a look at this case. tonight barbee is being held in montgomery county prison on more than $700,000 bail. deanna durante, nbc10 news. new at 5:00, a south jersey police officer is in jail accused of beating his girlfriend so badly, she ended up in the hospital. atlantic city police officer dayton brown was arrested last night. investigators say the victim has been treated and is now recovering. the department suspended officer brown without pay while the investigation continues. it's not clear what started the fight. a man is in custody tonight after a standoff with police that lasted several hours this morning. it happened in aston. s.w.a.t. team members showed up before 7:00 a.m. police officers haven't said what sparked the standoff. taking a live look outside in south scams that target seniors. law enforcement officials presented work they've done to try to stop fraud. the committee also heard stories of philadelphia seniors that have been targeted by scammers. dan amino, who works with seniors here in philadelphia, says it's all about educateding those at risk. take a look at the top scams called into the aging fraud hot line last year. number one, irs we get this going. we pause this later tonight at 9:00 p.m. feels like it's mainly in the 20s. certainly below the freezing mark. by midnight we're seeing lots of teens out there for the feels-like temperatures. early tomorrow morning getting ready for work and school, it will feel like 14 in allentown. 18 in philly. swedes borrow, 17 degrees. my recommendation is be sure you bundle up. 8:00 a.m., same deal there because of the cold front and stronger wind speeds and wind gusts. hour by hour wind gusts, we timed this out for you. they start to increase quite a bit through the overnight hours. the great news is they start to deminimumish but that's not until tomorrow. but the better news would be what to expect for this upcoming weekend. we are seeing 60s on saturday. mid-60s on sunday with a mix of sun and clouds. overnight lows for tonight, mainly in the 20s. your ten-day on 10 brings us a new warm-up. notice we're tracking potential for increasing clouds. later next week. mile. >> we have congress -- >> reporter: this year a hiring freeze for federal employees could create challenges when it comes to getting enough workers to handle the big summer crowds. in the past, many parks around the country start hiring for those positions around this time of year. >> we want to make sure we can accommodate the increased visitation. >> reporter: the public affairs officer of independence park says their busiest time is usually between may and september. >> we anticipate a quick resolution to this matter so we can start hiring seasonal employees. >> reporter: just days after president trump signed the hiring freeze, the white house announced seasonal workers may be exempt. still, there are questions. at this point, the park service is waiting for cues from
