brother as a new jersey state police trooper, cullen went through three police academies before becoming a trooper in august of 2014. >> realizing that dream to become a trooper and new jersey state police, i salute him for that and by extension i salute his family. >> reporter: trooper cullen was working the 6 p.m. to 6 a.m. shift when he got in his troop car here to respond to the accident. so he was just two hours into his shift when he was struck. his youngest brother we can tell you got on a train immediately from new york city and made it all the way to hamilton station last night when troopers there picked him up so they could rush him to cooper medical center to be with the rest of cullen's family. cydney long, "nbc 10 news." sky force 10 over the scene where cullen was hit around 8:15 last night. he had been dispatched to an accident and car fire on 295 in west deptford. the 31-year-old trooper was standing on the road when a passing car hit him. >> jacqueline london is live in the operations center with more on the investigation. what did you find out? >> state police say there were several emergency vehicles with their lights on at the time cullen was hit. they were in the southbound lanes of 295 between exits 23 and 24, that's between route 45 and crown point road. minutes after cullen called to shut down the left lane of the road, authorities say he was hit by a car as he walked near the crash scene. we know the driver is a 22-year-old north jersey woman. police say they don't know how fast she was going or how far away cullen was from his car when he was hit. >> it involve as fatality that elevates the accident to a whole different investigative level of thoroughness and making sure that you have literally dotted all your i's and crossed your t's. >> he died a short time later. police say the driver of the car that hit trooper cullen stopped immediately, she is cooperating with the investigation. so far no charges have been filed. jacqueline london, "nbc 10 news." >> sean cullen is the third new jersey state trooper killed in a crash in less than a yearment eli mccarson died responding to a call in salem county in december. he was driving in heavy rain when he lost control of his patrol car and hit a utility pole. and trooper anthony raspa died when his car hit a deer in monmouth county last may. people have been writing messages of are investigating what made dozens of students sick at a college in northampton county. lafayette college says 47 students were treat forward symptoms quint a stomach virus. officials are asking students who are sick to not use the dining halls until they are symptom-free. this come as few weeks after 200 students got sick in montgomery county. this prompted the school to cancel classes and activities. health officials later confirmed norovirus was to blame. >> a confirmed case of the zika virus. the montgomery county health department tells us a 55-year-old woman was diagnosed with the virus after returning from a trip outside the u.s. the disease which causes severe birth defects is spread by mosquitoes. there are now six confirmed cases in pennsylvania, two in new jersey and one in delaware. meanwhile, new evidence suggests sexual transmission of the zika virus is more common than first thought. in an emergency meeting today world health officials said it's likely a spike in serious birth defects is linked to the virus. now to the first alert weather. a live look from our camera at the art museum. today it was warm, it was sunny. just another big step toward record warmer tomorrow. allentown at 73 today, quakertown around 72. 70 degrees toward the blue bell area, 74 today in philadelphia so far. and down toward the south dover coming in at 73. we've been talking about records, these are the record highs for tomorrow. the record is 73. we're forecasting a high of 78 degrees. that's not just breaking a record. that is shattering a record. wilmington 74, that record going for a high of 77 tomorrow. millville at 76. going for a high of 79. so really amazing the kind of heat we've got. if you think that's warm, we're going to get even warmer during the day on thursday. we're talking about the first 80 that we've seen so far this year guys. it may not be the only one in the forecast. at least not for the next few weeks. >> bringing in the warmth and sunshine. >> right. >> we'll check back with you in a few minutes. >> thanks, guys. right now at 5, our first look at two men charged with leading officers on a chase that ended in west philadelphia. we brought you the story as breaking news yesterday at 5. investigators say eugene paterson was the driver and michael carson was his passenger. police say the two crashed into several cars in west philadelphia, then ran off. four people were seriously hurt. officers tell us a chase started when they spotted a possible drug buy. they say the two suspects took off in a rental car toward the city. more help is on the way to reduce violence in trenton. the city's acting attorney general announced a $1.4 million grant to expand a program called trenton violence reduction strategy. that program offers help to ex-offenders finding them work and providing counseling and treatment services. the trenton police department and the college of new jersey are both involved in the project. right now 77 people are in the program. the william penn foundation is investing in quality pre-k for children in philadelphia. nbc 10 rising stars preschool center, today mayor jim kenney announced the foundation will award a $15 million grant to fu fund, it provides capital and planning services for expansion of early childhood education facilities. one woman talked about how pre-k is really helped her son. >> he had trouble pronouncing a lot of words and how to say his name, he had to pick up letters and sounds of letters. since he has been going to kinder academy he enjoys going to school every day, on the weekends he cries when it's time to get up and he ain't going to school. >> kenney wants to create 6500 new pre-k seats across the city. last week the mayor pitched his plan to extend pre-k in philadelphia wanting to spend $256 million over five years. the mayor says that would create 25,000 new pre-k seats, to pay for it he wants a new tax on sugary drinks. >> you heard about this one, a new political ad tries to take down donald trump. using his own words. >> i know words i have the best words. he gets the nomination they are going to sue his -- she said he is a -- long shots in a state where donald trump and hillary clinton are leading in the polls. that's not the only state voting today. mississippi is also holding democratic and republican primaries, while marco rubio has 20%. we have all of the information you need for decision 2016, you can find it on the nbc 10 app. voters in new jersey are also headed to the polls, neighbors in hatten field are voting on a referendum to improve schools in the district. the bond referendum asks voters to authorize $35 million for critical work and air conditioning upgrades to all four schools. it also asks for repairs to be made to tracks, and stadiums at those schools. pennsylvania meanwhile, is turning to the dk eclaration of independence for its tourism motto. >> we're calling all history buffs thrill-seekers and outdoor enthusiasts to find their own personal definition of happiness in pennsylvania. >> the slogan is pennsylvania pursue your happiness. it replaces the old slog at any state of right in the middle of the road. >> that's what happened to a septa worker in delaware county as he was driving home from work last night. take a look at this amount of money on this table. at police headquarters it's over $15,000. bob tracy was driving on state road when he saw the bag in the middle of the road. and he turned around, picked it up and looked inside. he could not believe his eyes but he knew there was only one thing he could do. >> i thought i hit the lottery last night i can tell you that. that was $15,000 richer for about a half hour. i'd want somebody to do that for me so that's -- that's why i did that as fast as i could. >> police say whoever tries to claim the money is going to have to jump through some hoops to get it. there were items found in the bag that only toward cape may. beautiful toward the shore. all of the shore points looking really good the next couple of days. obviously the shore will be a little cooler than the rest of us. but still nice, look at that a beautiful sunset as we make our way in. a cool thing, the sunset in a minute. look outside now across the delaware, down to center city, absolutely gorgeous weather all day long. we did see high clouds from time to time a little earlier, that was the warm front moved across the region. now, we're dealing with plenty of sunshine and blue skies, temperature 72 degrees, humidity at 23% so a dry atmosphere. winds out of the south-southwest at 8 miles per hour. take a look, 64 mount pocono, 71 in pottstown. new castle county, atlantic county, nice along the board walk at 65 degrees. what are we going to see the next couple of days? you know the warmth is going to be here but something else is going to make its way here too. we saw the clouds come through earlier, those were mid to high level clouds with the warm front that passed on through. back to the west, normally i don'tbi÷ show they map. south. way down toward18n mexico, it's taking it to mexico into the gulf of mexico, and then brings that warm air royt on into our region. it's here to stay at least for the next couple of days, the record warmth along the east coast, so yeah, the heat is on, record warmth with temperatures 30 degrees above average. that is just hard to believe. 30 degrees above average. our average high is 50. that commuter forecast getting out on the septa, 52 degrees early. 61 degrees out there at 9:00 a.m. making your way home tomorrow. 76 is what we're going for around 4:00 with a high of 78 in the city. by 6:00 getting home for dinner temperature around 71. so again all in all, a beautiful wednesday, even better on thursday. there it is, the first 80-degree of the -- 80 degrees of the year, smashing records. the record high tomorrow 73, we're beating that by 5 degrees, down to 68 on friday, another frontal boundary, it's a cold front moves through, that will cool things as we make our way into the weekend. there will be a chance of a shower on saturday. high temperature on saturday around 64, so if you have outdoor activities this weekend you may want to take the umbrella. but i'm not anticipating a lot of rain. though parts of the south may pick up 6 to 10 inches of rain, that rain does not make its way here. so enjoy the nice weather while you can. >> no snow. >> i think we're done with snow. absolutely. only one chance. small chance but we're done. >> but we're to work. >> thank you for that. >> next on "nbc 10 news" at 5, getting nickelled and dimed at the grocery store. one state wants to put a fee on plastic baggings. what shoppers would have to pay and where that money would go. katie: the u.s. has added 14 million new jobs since the great recession - a good start. but too many families see the special interests gaining the upper hand in washington, while paychecks don't go far enough. if you work hard, your paycheck should show it; you earned social security - it should be there when you retire. and you shouldn't have to go broke to afford college. i'm katie mcginty and i approve this message because it's your turn. >> those plastic bags could come with a cost for delaware residents. lawmakers will consider a bill that charge as 5 cent fee for every plastic bag. the law would apply to stores with at least 7,000 square feet or stores with three or more locations. the stores would use the proceeds to provide customers with reusable bag. the bill is intended to clean up the environment. >> the theory goes cities for for renting, suburbs for owning. that could change. a study looked at the 11 biggest cities including here in philadelphia. in those cities, the number of renters in the suburbs went up. average of 6% in the last 10 years. experts think the fallout from the mortgage meltdown is behind this but there is another problem. renting is getting more expensive toxt according to the study people who make the median income in philadelphia can only afford 28% of rental properties. more people in philadelphia are also considered severely rent burdened, that means the rent is at least half their income. in philly that number went from 27 to 30% in the last 10 years. coming up next, breaking news, a random attack in southwest philadelphia left at least one person dead and several others hurt. we have a live report from the scene next on "nbc 10 news" at 5. when you think what does it look like? is it police say at least one person has died. george spencer is there live. what have you found out? >> reporter: keith, we have confirmed that this was apparently a completely chance attack, in the middle of the afternoon right in the middle of this baltimore avenue transit corridor, we confirmed one person has died. his clothes are still in the middle of this crime scene after a stabbing spree that started town at that contradict wireless store. take a look at some of the video we got in the past couple of hours. philadelphia police say around 2:00 this afternoon the 55-year-old suspect walked into that cell phone store and stabbed his first victim who was just paying at the counter. the suspect walked out and jumped into the car of another random man, stabbed that man and then got out and kept going. the suspect approached a third victim who was waiting just across the street for his car to be repaired at an auto mechanic. the suspect stabbed that man. a 30-year-old young man. he is the guy who ended up dying right in the middle of the street here along baltimore avenue. as we come back we can tell you that the two victims who were also hurt in all of this, they should survive. they drove themselves to mercy hospital which is just a couple of blocks in this direction. they are expected to be okay. the 55-year-old suspect after stabbing those three people just walked away from the scene on foot. philadelphia police picked him up at a strip mall a few blocks down the street. we can tell you that the two surviving victims are expected to be okay. the stabber is in custody tonight. septa, though, is dealing with detours here along baltimore avenue, several of their trolleys are in a stand still position here. obviously trolleys not running in the area of at the airport coming in at 72 degrees too. now over the next couple days you know it's going to be warm. the warmth won't last. sech 8 tomorrow, 80 on thursday, both of those not just breaking records but potentially shattering records. tomorrow we're breaking a record by 5 degrees, that is shattering that record. 80 degrees on thursday, the first 80 of the season. then we get cooler, down to 68 on friday, 64 on saturday. but notice the average high this time of year is at 50 so even though we drop by 15 degrees, we are still so far above average. it's going to be fantastic. get out and his office after a flyer was left on their door step. he is accusing one company causing panic. >> deanna durante went to ben saylem and to get answers. >> reporter: mark born drink drinks water straight from the tap. no filter, nothing. when a flier like this was on his door it got him thinking. >> i thought it was from the water company. >> so did his mom who thought they would be testing the water. >> i think it's misleading. upon first look it doesn't look like it's you know, any one company. looks like it's done on behalf of the water company. >> the bot temperature says it's not associated with the water company or health department. the mayor says many residents missed that fine print. >> we had a couple hundred calls. >> the calls not only in bensalem. the company is a legitimate company. the equipment. the flyers is legal. the company even had permits to do so. >> when they did that in such a mass all over the township being legitimate, didn't look that great for people. i don't think -- in my eyes not that great of a marketing tool. >> reporter: we made efforts to get comments from the water service. we e-mailed and called and went to the address listed on the flyer. it appeared no one was in the building. until employee showed up when we tried to ask him. >> i have no idea why you're here. >> reporter: people urging him to go inside and didn't comment to us. born says he never reached out to the company but looked them up and posted the flyer on facebook to warn others. this was a marketing campaign the mayor and the county department of consumer protection again say what the company did was legal but they do stress if you ever have a doubt don't give your personal information to anyone. deanna durante, "nbc 10 news." >> if you are concerned about the quality of your water many water companies will test it for you. the bucks county health department sells consumers' kits to county residents. >> negotiators are bark at the bargaining table working to prevent a possible new jersey transit strike. more than 4,000 workers have authorized a strike for early sunday if no deal is reached. that's just four days away and seven hours from nouf. a strike would force tens of thousands of riders in the area to find a new way around. there is a live look at philadelphia's 30th street station. new jersey transit atlantic city run, runs between here and ac, a strike would impact the stations at princeton junction which people use to get to new york. in facts, more than 100,000 riders would be affect bid a walkout. governor christie is monitoring negotiations but he also says it won't stop him from beginning a vacation today to mark his anniversary. for more on the possible strike, and new jersey transit's backup plan, if workers investigation following the killing of an armed ranper who helped lead a standoff at the oregon wildlife refuge that's because the fbi agents did not disclose they fired shots during the incident. making meet reeve. the little girl was left in a field by her birth parentsment an orphanage took her in. after three years the hamels received a call to go to africa to meet their soon to be daughter for the first time. hamels says the whole process was a whirl wind he and his wife are eternally grateful for. >> can't imagine our life without her. she has been absolutely amazing. you know, an amazing sister to our two boys. she is loved so much more than i think she possibly can ever understand. >> such a wonderful family. his foundation is having an impact on others in africa having built a school in ma louie. >> the eagles season ended a few months ago but already the team is looking to rebuild. >> derek gunn joins us. >> they keep it interesting. the eagles making more news signing leodis mckelvin. he was cut so he didn't have to wait until the new league year to sign. he played under jim schwartz in buffalo back in 2014. the eagles in the cornerback market set to deal byron maxwell to the dolphins, maxwell was largely a disappointment after signing a record free agency contract last off season and alonso was the player they got in the shawn mccoy deal. he never seemed comfortable from a knee injury. demarco murray never seemed comfortable with the eagles. murray had the worst season after rushing the year before. murray will be traded to the tennessee titans, we're center. with the bleach stuff. i think i'm good, glenn. thanks for having me. >> good advice. >> couldn't come with better weather. you got to bring it with you when you come to a store like this. i say store? i don't know what store this is but you can buy great weather there apparently with temperatures in the 70s, even the 80s. look at that shot. that is beautiful, we look out toward university city. looking very nice. you can see what's happening, sun going down in about the next 10 to 15 minutes. sunset on sunday after we spring forward here, sun goes down after 7:00. out there right now 72 degrees, winds out of the south-southwest at 8 miles per hour. 12 degrees warmer than this time yesterday. so what a difference a day makes. 70s this week, we're talking record highs. that's one of the main headlines and one of those records is going to be 80 degree day. then we've got a weekend rain chance. if you're got plan this is weekend we'll talk about that. first off, take a look at the numbers. reading coming in at 73. 71 toward wilmington. millville around the 70-degree mark. mount holly at 71. so beautiful evening no matter what you're thinking about doing getting out on the schuylkill river trail. down to the south and west, 73 in d.c. after a high of 79 today. 77 in richmond, 78 in charlottesville. so this is the heat. it's right on our door step and it's going to move up i-95 the next 24 hours and this time tomorrow we'll be in the mid to upper 70s. not much in the way of clouds. we did see mid to high level clouds earlier this afternoon. those have moved off to the north. we've got the warm air in place. the jet stream dipping down to the south and well to the west. that allows all of that moisture, that very warm air out of the gulf of mexico to move our way. we're just going to see the warmer air. there's chances for rain, they do increase. record warmth, temperatures 30 degrees above average. you do not see that very often here around our region. that's why we're talking with the records. overnight tonight, a mild evening, some clouds, 53 in philadelphia, 48 north and west, a very nice day. early tomorrow sun rise around 6:21 so starting off on a good note. tomorrow afternoon warmer, plenty of sunshine tomorrow, smashing the record, 76 to 79, the record is 73. that was set in 2000. we're definitely going to be crushing that record. winds 10 to 15 miles per hour. look at the rest of the area. 76 for a high tomorrow. swedesboro at 78. vineland at 76 tomorrow. medford close to 80 degrees and medford, 78 in d.c., up toward allentown t lehigh valley coming in at 75. so everybody is going to be on the warm side as we move through the day. the next couple days, 78 on wednesday, 80 thursday, there is that 80-degree day. 68, a touch cooler friday. that's because of the cold front. we see the cold front coming through. that will allow for moisture to move up that cold front and eventually we'll see some of that move in during the weekend. so we're talking a lot of clouds this weekend on saturday and sunday. not a lot of rain. if the you've got plans maybe take the small umbrella. i don't think you'll need it most of the weekend. we lose an hour sunday morning but sunday night the sun goes down around 7:15. >> 30-degree difference. i'll take 80 in march any day. >> absolutely amazing. happy to be here when it's 80 instantly give you more information about your health than an entire traditional lab. this lab is a high tech play ground for students, also a draw for companies now invited to set up businesses on or
