Today a new report showing a lack of training and staffing shortages plagued a prison where a guard was killed during a deadly standoff. We have the report live from the Vaughn Correctional Center in smyrna and breaking down details of this new report. Tim . Reporter yes shgyes, keith. A preliminary report. State police are citizen investigating, they didnt get a lot of access to specifics from that event, but they say this place needs to make significant changes with staffing, training and technology. By all accounts, the prison uprising was a end result of tensions building behind the walls that cost this lieutenant his life. Today the governors independent review Team Released a preliminary report on a conference call. They admitted issues they found are almost identical to the ones listed in a report in 2005. Obviously thats troublesome that in a 12year period it appears the same things exist. Reporter the report said staffing at vaughn is way too low and the longtime officers making far poo little and many officers dont trust superiors, being beaten down by forced overtime. The Training Program not revamped since 1985 and that staffing shortages mean loss of inmate programs cancelled on a regular basis, meaning inmates have less incensive to behave. A particular segment of the c building standing literally almost facetoface with one table for an hour. The time to step up, show backbone. Reporter i caught up with the governor today who says despite a huge deficit its time for the legislature to focus more resources on the prison and more work needs to be done to prevent crime keeping the inmate population down. The floyd family and Officers Union said delawares past two governors should have done more in the past. This governor will make improvements for the future. Ive made a commitment to the people i represent here, to the floyd family, were not going to alu it allow it to be a report on the shelf that doesnt get implemented. The heavy rain if it would last, not just a few minutes, because look how fast, thats just a couple of hours of movement and you see how fast it is. Behind this area, we dont have anything until you get up to the great lakes area. Not very impressive, either, but actually that area may intensify a little and affect us tomorrow morning in parts of the area. Here we go. By 5 00, things are already quieting down. Just isolated showers. 90 of the area will not see any of this rain. And then as we go through the night tonight, its dry for a while and then that disturbance from the great lakes starts coming down. Near 7 00 a. M. Theres 9 00 a. M. A few showers coming through. Up to 79 degrees in philadelphia now. 80 Atlantic City international. And in wilmington. So it is pretty warm out there. Thats when the showers could be expected, around 8 00, 9 00 tomorrow morning. And in and around the philadelphia area, points to the north and west. A little lower chances as you head towards the shore, and so its going to be a really Sunny Afternoon throughout the area. Graham spanier and two other officials sentenced today. Spanier will spend two months in jail. In march failing to act on signs Jerry Sandusky was a child president te predator. Shultz was sentenced to two months. Curly received a threemonth sentence. A graduate coaching assistant told administrators he saw Jerry Sandusky molesting a boy in a Football Team shower back in 2001. Spanier, curly and shultz did not report him to Child Welfare authorities or police. Sandusky is serving a 30 to 60year sentence. Defense attorneys were surprised by todays sentences. These men have no past criminal record. So they should have received probation. They didnt. An expectation. Not a hope, but expectation. Late football coach joe paterno was criticized for failing to alert authorities as well. And a Philadelphia City councilman is back on the job two days after being stabbed during a robbery. So thats the difference in the wind direction and the impact that it has on temperatures. So the temperatures actually warmer on sunday for most of us, except at the shore. It will be reversed. Warmer tomorrow at the shore. The rain, just a few showers early on saturday. The rest of the weekend looking pretty good. And sunshine, most of the sunshine saturday afternoon, sunday morning. Those are the most likely times to see the bright sunshine. Weve seen temperatures getting up into the 80s, and were going to see that again as we go into this weekend. But this time it looks like its going to be sunday thats going to be in the 80s. A couple little showers around, and you can see theyre moving very rapidly. If you get rain going, and just for a couple minutes, but this next little thing. It looks like a little nothing. Thats just going to race down in the northwest flow and computer models are increasingly showing an area of some showers. Let me show you this. By later tonight, were clear. Reporter speaking briefly today in court telling the judge he was not going to take the stand in his own defense and was fine with the fact his attorney decided not to put up any witnesses. Mr. Kaplans been in jail over a year on charges denied since the very first day they happened. Reporter dna shows two children fathered by this man and the mother, 14 years old when she game birth for the first time. One of six girls who said they trusted kaplan and believed he was prophet. They were gifted as his wives, they said. They had no birth certificates, formal schooling and never been top a doctor or dentist. Today we learned the kids had tooth decays and infections, never used soap or toothbrushes. The girls testified kaplan sexually abused them, but they lied about it to protect them and their parents. They did an amazing job and i hope we can get justice for them. Reporter the defense says they only told the truth for their mother. The tape played for the jury. The mom urged them to tell the truth in court and about the sex abuse pattern that lasted for years at the hands of kaplan. This jury will get the case moorc monday afternoon after they receive closing instructions, the judge instructing them they shouldnt put weight to the fact kaplan didnt take the stand.
