barracks all lowered to half staff. cullen's brother is a state police detective but not stationed here, he is in a specialized unit. also we learned a short time ago that cullen in fact graduated the police academy with his fiancee's brother, and that young man is a trooper also mourning today, he is stationed in bridgeton. cydney long, "nbc 10 news." we're learning new information about what happened in those moments leading up to the crash. >> cullen had arrived on the scene of an accident and car fire. we know that. he was on the side of interstate 295 in west deptford when he was hit, happened in the southbound lane between exits 23 and 24. nbc 10's ted greenberg is joining us live near the scene with more. cullen's final request and new information about the woman who hit him. ted. >> reporter: jim and jackie, we're getting a better idea of the timeline of how all of this unfolded here along interstate 295. cullen was coming to the aid of others dealing with their own emergency. that frantic call came less than 10 minutes after new jersey state trooper shawn cullen responded to an accident and car fire on i-295 in west deptford. cullen is heard on dispatch recordings arriving at the scene around 8:15 last night. minutes after that transmission, authorities say cullen was walking near the crash scene where several fire and police vehicles had their emergency lights on when he was struck by a passing car, driven by a 22-year-old north jersey woman. >> i don't think there is a single variable that's not being looked at. >> sources tell me there is no indication that alcohol or drugs were factors. police say the driver who hit cullen stopped immediately and cooperated with investigators, no charges have been filed. we don't know how fast the woman was driving. or how far cullen was from his troop car when he was struck. >> when it involve as fatality that elevates the accident to a whole different investigative level of thoroughness, and making sure that you have literally dotted all of your i's and crossed your t's. >> so far police have not provided us with the name of the north jersey woman who was behind the wheel although i'm told she is a college student. live in west deptford, ted greenberg, "nbc 10 news." >> and new jersey's governor is offering condolences, governor christie issued a statement that reads every day the men and women of the new jersey state police put their lishs on the line to protect our citizens, the sudden and tragic loss of new jersey state trooper shawn cullen reminds us how fragile life is and the dangers police officers face daily on the job. sean cullen is the third new jersey trooper to be killed in less than a year. eli mccarson died responding to a call back in december, he was driving in heavy rain when he lost control of his patrol car and hit a utility pole. and trooper anthony raspa died when his car hit a deer. our coverage of this story is far from over. at 4:30 we'll look at so called move over laws in new jersey, pennsylvania and delaware and what it means for you when you are driving down the road. we're also calling to find out more about what led to this accident, plus we're talking to more of his colleagues to find out about sean cullen's life in service. all of that coming up at 5:00. now to breaking news in bucks county. septa says a doylestown police officer has been shot on train tracks. sky force 10 was over the scene. a medical helicopter is being called to the scene and police say the officer is conscious and alert. we can tell you he was at the train station as part of a drug investigation. septa says service has been shut off in the area. trains are not running between delaware valley university and doylestown. we'll continue to monitor these developments. >> the wife after local fire chief is under arrest accused of sexting. melissa gibbons allegedly send nude photos to a junior firefighter. she is also accused of storing naked pictures of the minor on her phone. she works as emt sand married to the chief of the norwood fire department. >> a new video of a puppy theft from a pet store in montgomery county. look at the woman there, she picks up a puppy and sticks it in her hand bag. video was recorded february 28. police arrested the suspected thief today. here she is. the puppy meantime is back to the store, we looked really looking great as we make our way through the rest of the evening looking good. look at the high temperatures we've seen so far. 73 today in allentown, 72 quakertown, pottstown coming in at 72, philadelphia, 74 and down to the south millville at 73. again those are the highs today. the next couple days we get even warmer and you mentioned the records. look at the record highs tomorrow. the record in philly, 73. we're going 78 degrees. i mean, way above, that is shattering the record. coatesville beating that record, wilmington the record 74 will be beat by 77, so again, allentown coming in 5 degrees better than the record of 70. so again an amazing forecast we have the next couple days. if i'm going to come back to philadelphia and glenn, i love you buddy, but if i'm going to come for be here. >> you bet. >> we have new information about a story we brought you as breaking news yesterday at 4. in the past hour police released the mug shots of two men charged with leading officers on a chase that ended in west philadelphia. eugene paterson was the driver. michael karthon was his passenger. the two crashed into several cars, then ran away. four people were seriously hurt. officers tells us chase started when they spotted a possible drug buy going on in delaware county. they say the two suspects took off in a rental car toward the city. new information from kensington we learned more about the condition of two girls and a woman hit by a tow truck last night. the woman and a 3-year-old are critical. a 1-year-old is stable. surveillance video shows them get halfway across the street, they then stopped to wait for traffic when that tow truck driver hits them. the driver had the right-of-way. to decision 2016 now. it is michigan's turn to weigh in on the presidential race. both parties vote in the primary today. hillary clinton expected to win the 130 democratic delegates up for grabs, it's less clear who will take the 59 republican delegates. michigan one of four states where people are voting now. there's another primary in mississippi, there is a republican primary in idaho, and republican caucus in hawaii. and as voters in those states pick their favorite candidates today, republican presidential candidate donald trump is defending a hand raising gesture he makes that some compare to a nazi salute. >> i think it's ridiculous. we're having such a great time, yesterday i had 20,000 people in mississippi, i had tremendous crowds in michigan. and sometimes we'll do it for fun and they'll scream at me, do the swearing. they are having such a great time. >> trump said he did not think the gesture would offend anyone. also today marco rubio has accused fellow republican candidate ted cruz of spreading false rumors pointing to an e-mail by the cruz campaign that told voters not to waste their vote because rub yof advisers wanted him to drop out. a volunteer sent that message. cruz did get some news. a judge blocked kicking him off the ballot. a petition was filed by two men claiming that cruz is not eligible to run because he was born in canada. the judge said the pair waited too long to file the claim. he did not rule possible new jersey transit rail strike. more than 4,000 workers have authorized a strike for early sunday if no deal is reached. and that's just four days and about 7 hours from now. a strike would force tens of thousands of riders in the area to find a new way to get around. a live look at philadelphia's 30th street station. new jersey transit's atlantic line runs between here and ac, a strike would impact the stations at trenton, happenle on the and princeton junction which people use to get to new york. in fact, more than 100,000 riders would be affected by a walkout. governor chris christie says he is monitoring negotiations but he also says it won't stop him from beginning a vacation today to mark his 30th wedding anniversary. for more on the possible strike and new jersey 55-year-old woman was diagnosed after returning from a trip, she's been outside the u.s. in an area where zika has been discovered in mosquitoes and there are six cases in pennsylvania, also two confirmed cases in new jersey and one in delaware. meantime, new evidence suggests sexual tran mission is more common than first thought and more. in an emergency meeting word health officials said it's likely that a spike in serious birth defects is linked to the virus. now to some incredible new video out of pittsburgh. you have to take a look at this. watch here. that is an suv, the camera zooms out as you can see, it's on top of a supermarket, not something you see every day. police say the driver lost control and went through a fence, along a road above. the driver was not hurt. no one in the store was hurt. crews had to close the store while they cleaned everything up. one day after governor wolf raised the minimum wage for state employees he's making a push now to raise the minimum wage for everyone in pennsylvania. nbc 10's newest reporter pamela osborne is joining us live with more on the governor's latest attempt to get workers a bigger paycheck. welcome. >> thank you, jim. to put this in perspective we're talking about more than 1.2 million people many with families who would benefit from that potential change. blake is only one of more than a million workers in the state of pennsylvania making ends meet on less than 10.15 an hour. word of the governor's call for leaders to up the current minimum wage from 7.25 to 10.15 was what he wanted to hear. >> my family and everything. >> reporter: the governor stopped by the diner where blake worked, also visited mom's market in bryn-mawr where they upped their employees from 10 to $11 an hour. and a move the governor says will strengthen our economy in the end. >> this increases the buying power of our citizens, makes our economy stronger by virtue of that. it will raise tax revenues by at least $60 million i've seen estimates that are even higher than that. >> reporter: wolf who once ran a business says the increase has other benefits as well. >> made my employees more motivated, more likely to want to come to work, more likely to want to serve customers. >> reporter: those we spoke to hope that legislators get on board. >> i think it's important for everyone to have an opportunity to make city now, also looking good, temperatures have moved up to around 74-degree mark. we're looking at temperatures around the region in toward -- not just that but humidity is down so not only is it warm, but it's nice and dry too. we're 13 degrees warmer than we were yesterday. tomorrow even warmer, winds out of the southwest at 10 miles per hour. that will help to keep us. we have that southwest wind it brings us warm air. 73 allentown. 71 dover, 76, 72 rather millville, 76 toward atlantic city. cooler down the shore this time of year. that's what we're going to continue to see. satellite and radar shows a little warm front that came through earlier this morning, you see some of that moisture that made its way through. that was some of the cloud cover. but now we're looking at clear skies and back to the west we're going all the way back toward colorado and down to the south in mexico. why? well, that's where warm air is coming from. we've got a big storm you can see tornado watches in effect to the southnd a east of dallas. that warm air is making its way all the way up from mexico through the gulf of mexico and all the way up the east coast. we're not only talking record breaking temperatures here but d.c., new york, very warm in boston over the next couple days. again the heat definitely on and it's not just one or two days. this is going to be the case at least above average right on through the next few. record warmth, temperatures 30 degrees above average. again our normal temperature today should be around 50, and again, we're going to be near 80 wednesday and thursday. talk about record breaking. hour by hour, 58 degrees early tomorrow morning. that's 8:00, we're already near 60 walking around the city looking good there. around the noon hour, great day to get outdoors, to get lunch out, maybe along the rittenhouse square, 75 degrees at that time. winds out of the southwest, the southwest component to the wind. helping to warm things up as we move through the afternoon. by around 3:00, here is that 78-degree temperature. that will break a record. winds out of the southwest at 17 miles per hour and even at 5:00, you know, the sun doesn't go down until after 6. the wind is going to be gusty tomorrow, but once again only helps to bring in that warm air so. your seven-day forecast looking like this. 78 record warmth tomorrow. shattering records, smashing records around 80 degrees, just does not get that warm here very often. never before has it been that warm hence the record. 68 cooler on friday, friday we're going to see a frontal boundary move through. that will shift the winds around so yeah, we get cooler with a chance of showers coming up on saturday. a high of 64 but that's still close to 15 degrees above average. then i love this. saturday night into sunday, do not forget to set your clocks one hour forward. we lose an hour of sleep, however, the sun goes down, after 7:00 coming up on sunday. so great news there. we're looking at not only great weather this weekend, we were talking about a chance of showers earlier this week but now most of those showers coming out and showers we do have are flood water. this happened near dallas this morning. the rescuers giving the kids piggy backs to a boat. if they thought they were getting a day off. they were put on another bus and taken to class. now to colorado where the catch of the day forced evacuation of an entire neighborhood. >> two nephews brought home an old bomb. they pulled it out of a river after stumbling on it last weekend and there you see, it was rusty, the two brought it home and now wish they had not because their parents called the bomb squad and 19 homes had to be evacuated. >> i don't know why but my instinct kicked in and cool, i want to bring it home. it's so cool. >> the bomb squad took it to a far location and destroyed it. our big story today is the deadly collision that killed a new jersey state trooper in short time ago at 55th street. police are telling us the stabbings were unprovoked. one victim was stabbed in a store and there are no arrests at this pointment we're also following breaking news out of allentown. police have charged a man in the death of a woman whose body was found in a recycling bin last month. officers say walter shot and killed the woman and dumped her body in the bin. he was charged with shooting at police as they investigated the death. family, friends and colleagues are mourning the loss of sean cullen this morning. the new jersey state trooper was killed in an accident on route 295 in west deptford. that's our top story. trooper cullen was responding to the scene of another accident when he was hit by a passing car. he was air lifted to the medical center where he died. the 31-year-old was a two-year member of the new jersey state police. a graduate of high school, he leav leaves a -- we spoke to one of his former colleagues who was shaken by the news. >> it's heartbreaking of it it's heartbreaking for us. it's been an emotional night. >> it's hard because -- the guy has family. >> state police say the driver stopped immediately and cooperated with investigators. no charges have been filed. states throughout the country have taken steps to protect police and emergency workers at accident scenes. new jersey, delaware and pennsylvania are among those that have what are known as move over laws. they require the driver to move over and change lanes if it's safe at the scene of a crash or emergency on the side of a road. if it's not safe you must pass an officer with flashing lights at a safe speed. 49 states have move over laws in place. hawaii is the only exception. there is also no move over law in washington, d.c. as we said new jersey, pennsylvania and delaware, they all have move over laws, the main difference between the three states is the penalties, so let's start with new jersey where drivers can be fined between 100 and $500. in pennsylvania, that goes up to $250 but drivers can also lose their license if they injure someone. and to delaware the fine for breaking the law, lower at only $25. there's a website devoted to move over laws and the differences between the states. you can get to that by logging on to nbc10.com. investigators are sifting through the wreckage of a detrailed commuter train in northern california. the train jumped the tracks last night, sending a car plunging into a creek. authorities say a downed tree on the tracks caused the train to derail. nine people were injured. four seriously. darkness and fast moving water comply kated efforts. rescuers had to fight the currents and smash windows to pull riders out. they say it's a miracle no one was killed given the chaotic condition. passengers described the ordeal. >> it's unreal because i -- everything was normal, thank god i didn't sleep on the train so i was aware of everything. it shifted all of a sudden and we were all panicking. >> there's no service on the line today as crews work to make sure the tracks are safe. now to our delaware bureau. a flu outbreak in a prison in wilmington is getting worse. officials at the howard r. young correctional institution say 41 inmates are sick with flu. three prisoners are treated in the infirmery. all prison activities including visits and volunteer programs are canceled. the ban will be lifted as flu cases dwindle. the latest cdc report shows that the flu is widespread in states including pennsylvania, new jersey and delaware. >> hundreds of inmates could soon be on the move in new jersey, a move that would put hundreds of correction officers out of work. freeholders will vote on a plan to close the mercer county jail that would mean 700 inmates would move to hudson county and that would put 300 correction officers out of work. >> the lehigh valley is looking for a few good entrepreneurs. allentown launched a program called retail mosaic to open ten retail locations in the city by the end of the summer. prospectivy retailers pitch their ideas and the top 10 will be awarded $15,000 to help get their businesses started. find out how to apply by logging on to nbc10.com. low income families will soon have a new place to live in north philadelphia, project home broke ground this morning on a new facility. here is what the development will look like. it includes 88 apartments for formerly homeless and low income women and men, residents will have access to medical, behavioral health and substance abuse services right in the building. it's slated to open next year. a famous rock band won't be coming to philadelphia as scheduled. >> the medical scare that's keeping a lead singer off the stage. plus t new device that could determine whether you're overweight isn't perfect. according to research, checking body mass index or bmi can indicate obesity but some are more muscular. others can have too much body fat. check your waistline. fat around the middle is riskier than fat on your hips. and no matter what the number on the scale, out of shape teens are at risk for developing type ii diabetes. researchers looked at fitness data from a million men and those with the lowest fitness were three times more likely to have diabetes by middle age than more fit peers even if they had a healthy weight. >> women who choose a double mastectomy even when cancer is found in one breast don't always get the sense of well being they hoped for a. survey finds women that opt for the radical surgery don't necessarily feel the surgery improves their quality of life. researchers say women who have breast reconstruction do better but the difference is small. the bottom line is that some women may overestimate the emotional not just our region but across the mid-atlantic. look at d.c. at 79 degrees today. 79 down toward charlottesville in virginia, 77 in richmond, so it is just warm everywhere especially along the east coast, boston toward florida. we had some clouds making their way through earlier. that was part of the warm front. now we're looking back to the west. we're looking at this jet stream, this storm that moved all the way down into mexico and what that does is allow all of this warm air to come in toward the east coast. so that's why we're going to set so many records, and not just breaking records. normally you break a record by a degree or two. we're going to break tomorrow's record by 5 degrees. that is amazing. 53 overnight tonight. a mild evening, some clouds, 48 to the north and west. sun rise tomorrow at 6:21. tomorrow afternoon looking great. talking temperatures in the mid to upper 70s, smashing those records, yeah, even warmer still as we move into the day thursday. winds out of the south, 5 to 10. probably a little gusty at times during the day but any time we're at the south wind, southerly wind warms things up. smashing the records on thursday. 80 degrees the first 80 so far this season and once again look at the average high. 50 degrees so we're 30 degrees above average. 68 on friday, a little cooler, we've got a cold front coming through on friday. that's going to set the stage for what could be showers during the day on saturday into sunday as well. as we move to the rest of the weekend, sun and clouds on sunday. there is going to be a chance of shower activity. if you have outdoor games you may want to bring the umbrella in case. but shower activity right now looks like it would be fairly light and even as we head into next week we're talking 60s monday and tuesday, then after that i think we get back in the 70s toward the middle part of the week. looking at this month you know, i think march is going to be a very, very warm month spares, strikes and turkeys. >> this month bowling tournaments across delaware for the young stars who put in months of training. tim furlong was in new castle for all of the action. >> reporter: it police try to answer what led to his death. trooper cullen died early this morning, he was rushed to the hospital after being struck by a car. >> the crash happened last night while cullen was responding to a scene in west deptford. he was walking outside his cruiser when a car hit him. the driver stopped immediately and right now she has not been charged. >> cullen's family and fellow troopers stayed with him in the hospital all night. and we spoke with them today about their loss. and how they want trooper cullen to be remembered. cydney long now with the latest. >> reporter: i can tell you trooper cullen has a large family. his parents obviously, his brothers and fiance, too devastated to speak. his fiancee did tell his colleagues they could share a photo, and they wanted
