Nbc 10 was on scene as police and their search dogs set up a perimeter in this area and combed the neighborhood looking for the suspect. This all apparently started about six blocks from here when undercover officers tried to pull over a suspect driving a cadillac escalade. The suspect had an outstanding warrant. He panicked and sped off, hitting a police car with an officer inside as he left. The chase ensued, moving around the neighborhood, even entering i95 for a while, then returning to local roads before finally the suspect ditched his car in this vacant lot on merry street. This is the suspect, this is the field where the suspect apparently ran away, leaving the escalade in the middle of the field. Well have much more on this coming up at 5 00. Now live at city hall, Randy Gyllenhaal, well throw it back to you. All right, randy. To a Pivotal Moment now that changed the course of philadelphia politics. A listening device found in the Mayors Office. The can zal swayed the race for mayor back in 2003. Now the man who planted that bug in john streets office is talking about it publicly for the very first time and he spoke exclusively to nbc 10 reporter mitch blacher. He had quite the story to tell. Yes. 12 years ago he was asked to bug a sitting Mayors Office. The fbi wanted to know if bribes were being used to get city contracts. The fbi got more than they bargained for. The scandal stole the headlines away from a close mayoral race. Less than one month before the election, mayor john street was down in the polls to republican sam cass, then tipped off by a source, the mayors staff had philly police sweep his office. They found a bug. What few knew in the fall of 2003 was the fbi worked for months to listen into conversations inside streets office. Our ruse, if you will, was we were doing a Security Survey post9 11. Reporter fbi special agent j. J. Klaber was tasked with putting the bugs in place. He toured city hall in august 2003 under the pretense of national security. I wanted to see what did the mayors i was look like, did it have a drop ceiling, what was the furniture . What were the locks on the door, did we see any alarms, things like that. Reporter he then drew this sketch of the Mayors Office and used it to place two bugs, but there were still concerns. We didnt know if there would be people, maintenance people, security people, who might just be checking on the Mayors Office as a matter of routine. Reporter the fbi risked it on saturday, september 20th, 2003. Claber and two other officers broke into the office. Claber still keeps the key his team cut that night. Reporter were you surprised the key opened all the doors . Yes, actually, we were. Surprised there was not an alarm or any kind of security. Reporter once inside, claber put one listening device in a drop ceiling above the couch, the other in a table in front of the window. We were just pretty much wrapping up getting everything installed, and we got word from surveillance teams that the mayor was on the move and looked like he might be heading back towards city hall. Reporter it was nearly midnight, but street was heading back to his office from a fundraiser. Claber said the agents got out just in time. We were walking out in terms of city hall and he was walking in. Reporter for claber, the job seemed no different than his other assignments. How many times have you installed listening devices in offices and places for people that youre investigating . Dozens. Reporter how many have been found . One. Reporter the Philadelphia Police found the bug in the ceiling on october 7th, 2003. Claber says the fbi knew police were going to sweep the office. He says he wanted to get the bugs out before they were found. There was a possibility, i think, we could have gone in and removed our equipment, but the decision was made higher than me, the decision was made to not do that. Caller philadelphia politics would never be the same. Streets staff quickly stirred the political pot. Philadelphia has been targeted by the National Republican party as being key to george w. Bushs reelection hopes. I knew the truth. I knew it was preposterous to say that the white house ordered us to bug a sitting Mayors Office, but, you know, i couldnt come out and say that publicly that was preposterous. I thought we were going to win. I thought it was the nail in the coffin. Reporter the bug affected streets opponent more than anyone. I went from being up six in the polls to down 14, having barely moved my lips. Reporter it was the third time katz had run for mayor. More than a decade later he still questions the fbis role. What were they thinking about when they put it in . Were they hoping to be lucky . Whats probably more disappointing to me personally than the actual device being found is the effect that it had on the mayoral election. Reporter he told us he never expected to be at the center of a scandal that shaped todays philadelphia. Like so many of the cases he worked, he thought hed be a forgotten foot note when it was over. I wish i could go back in time and do it differently, obviously, i would. Now, the fbi did secure 24 convictions in its investigation, but the bug in streets office never picked up any information used in trial. Mayor street himself was never charged. The convictions did lead to sweeping political reforms in philadelphia, including Campaign Contribution limits and the citys board of ethics. Fascinating insights from him, though, for the first time, mitch. Mitch, the question still remains, though, who tipped off the Mayors Office about this bug . Its a question we asked and theres really no definitive answer. The people are not really sure what to say about that. Theres no solid evidence as far as fbi investigation or no one can say for sure is really what it comes down to. We did ask mayor street to talk to us about that and he did not want to speak with us for this story. There are floating rumors, but nothing definitive. Nothing definitive. Mitch, thank you for that report. Coming up, rokerthon comes to our area. See how al has some fun with our very own tim furlong. Glenn . Hardest work, the man in the weather biz, ill tell you. Now your nbc 10 first alert weather with chief meteorologist glenn hurricane schwartz. Well, we were dry for the morning rush, dry for the afternoon rush, just had the rain in between. And the rain is out of here. We are drying out as we go through the night tonight, but colder winds starting to come in, not so much tonight, but tomorrow. Tomorrow night youre really going to feel it and its going to set up a chilly weekend out there. We have mostly cloudy skies still, there are some breaks in the clouds. 61 degrees, winds still pretty much out of the south, so the cold air not coming in just yet. Wind has to shift into the west or northwest for that to happen. Still in the 50s to the low 60s across the area. The average high 58 degrees, so were still above average with temperatures, even with the rain that we had today, and all the cloud cover. So weve been in a mild pattern and overall this is a mild pattern thats going to be continuing just briefly interrupted this weekend. Now well see this rain racing through. There it was at 6 30 this morning, just came through very quickly and now the drier air is coming in very quickly, but the wind is still pretty much out of the southwest, so its not going to cool off that much overnight tonight. You can see this, the temperatures barely going below 50 degrees in philadelphia, which is way above average, and then tomorrow the issue is it doesnt warm up a whole lot. Maybe starts at 50 and goes into the upper 50s. Not going to be going much higher than that. And then tomorrow night, thats when it really starts getting colder. Plus we have pretty gusty west wind, so by saturday morning we have temperatures in the 30s in most of the area, and wind on top of that. So we may be talking about wind chills by saturday morning. Saturday afternoon we may not even get out of the 40s in some parts of the area with wind, as well. On sunday when the eagles play, not quite as windy and cold in the afternoon, either. Kickoff temperature about 55, going up to about 58 degrees. So overall pretty good conditions for football. Mild air moving out. Colder air moving down. Not going to last. Here we are, its already starting to move out on sunday, but by monday and tuesday, the mild air is back. And theres a lot of mild air in that forecast for next week. 48 for the low tonight in the city. 42 north and west. Then tomorrow the wind really picks up. We expect it to be mostly sunny. Look at the wind, 20 to 30 miles an hour with gusts to 40, maybe even a little higher. High temperatures only in the mid to upper 50s. Considering that were not all that cold to start off with, thats not a big jump. Saturday and sunday morning down in the 30s. Saturday morning wind on top of that. Thats a really chilly day. Sunday afternoon, things are getting more comfortable after that cold start on sunday, then look at next week, temperatures way up into the 60s and we could get near 70 one day. Well, its not something you expect an nfl player to say. The mistake Malcolm Jenkins now admits he made during sundays win over the cowboys and why he says he will not do it again. I wasnt going to put myself in harms way. I felt i was good enough to compete. I was aware of everything, i wasnt forgetting anything, i didnt black out or anything. I just kind of kept it to myself. Students from penn, drexel, temple, and the Community College of philadelphia are marching for change fighting for higher pay, less student debt, and even no tuition. Nbc 10s Randy Gyllenhaal joins us live from the scene. It was crowded there before, i imagine it still is there, randy. Reporter yeah, about a few hundred students from campuses around philadelphia. They came down broad street, Market Street, drexel, penn, temple, Community College of philadelphia, and if you look over here you can see the huge crowds. All of them here protesting very specific things. Im joined by one of the organizers. Tell me, youre asking for specific demands at these universities, which include a 15 minimum wage. Yes. Reporter why is that . We recognize those University Campuses are gender fied. Penn is the largest private employer and temple is the largest public employer. People of color coming from neighborhoods they cannot afford to live in the neighborhoods where they work. Reporter youre also asking for other things, including getting rid of college tuition, as well as cancelling all student debt. Hows that impact these students . In terms of cancelling student debt, it works the same as the housing bubble. You have these banks bouncing around the loans and all they wanted is their money, and students are promised a better quality of life, but they can do just organizing or in the Public Sector because they cant afford to do it. Reporter you think they are getting in over their heads . No, thats like a wrong analysis. They are made to be put in those positions by the universities. Reporter they have no other choice. A lot of students listening to speakers right now and ill show you video from sky force 10 above the scene. They marched down broad street, Market Streets, at one point even sitting in the street to block traffic and specific demands, 15 minimum wage, getting rid of college
