in a shopping center after a massive water main break turns the parking lot into a lake. then a waterfall as rushing water pours on to nearby train tracks. look at this. skyforce10 got this view of a man carrying a woman on his back through those floodwaters. good evening. i'm jacqueline london. >> and i'm jim rosenfield. nbc10 was the first to bring you this water main break live on nbc10 news at 5:00. and here's what the scene looks like tonight. the water is off tonight, but there's still a major mess to clean up. >> nbc10's keith jones is live at that shopping center in east falls. keith, this water main break comes with a really hefty price tag. >> reporter: you could say that again. at least $100,000 in damage in each of these stores. you're talking about a big mess. we wanted to go live inside one of these stores, but it's so messy, it doesn't make any sense for us. take a look behind me. there's a lot of activity here. the back hoes are at work, digging out, cleaning all the debris left over from what was a messy day with hundreds of thousands of dollars in damage. once again, they're cleaning up. six million gallons of water. this woman among 75 who were rescued. 150 other people needed to be sheltered in place or carried by boat, like this man trapped in rising water in his car. it flowed down onto train tracks. bonita jones was caught in that water. >> i should have stayed put, but i panicked and ran through the water. it was up to my thighs. >> reporter: her car fared worse. >> the water was way past my tires. >> reporter: officials tell me dozens of cars are totaled. look at this white car. the water is up to its windshield. where i'm standing right now was under several feet of water and it all came from this gaping hole behind me. water gushed uncontrollably, spilling into storefronts. >> it was kind of scary because i didn't know what was going to happen. >> reporter: it's the fourth water main break in three years. >> it looked like an ocean outside. >> reporter: this is uri jacobson, owner of got the look. he told us his insurance barely covers the damage. >> we're very shocked that the city never fixed it. they've been fixing it out there for over a year, and this happened again. >> reporter: the water department is still looking for a cause. it's the second time this 48-inch main burst, and there were already million-dollar plans to replace it. >> i don't want to diminish what these folks have gone through repeatedly. that is -- that is not anything we want to do. when we make the repairs, we make them so it doesn't happen again. unfortunately it's a different location. >> reporter: back live now, you see they're hard at work. they may not even repair this line. every store has water, including got the look, which we were inside, which doesn't look so good right now. this work will continue overnight. it's up to these businesses now whether they can clean up in time to get these stores back open tomorrow. it's unclear whether either of them are committed to doing just that. for now we're live in east falls. keith jones, nbc10 news. >> lot of work ahead for them tonight. keith, thank you. as keith mentioned, this isn't the first time this area has dealt with a water main break. in fact, nbc10 has reported on three previous incidents at that same location in just the past few years. there was one in january of 2014, and two more in june and september of last year. new at 11:00, police are looking for the gunman who shot two kids tonight in chester. skyforce10 was over the scene in the 600 block of central avenue. police tell us an 11-year-old girl and 13-year-old boy were shot on the street around 8:00. we're told their injuries do not appear to be life-threatening. also new at 11:00, a customer was shot after stepping in to help a worker at a north philadelphia corner store. police say a man was pointing a gun at the cashier inside the store in the 2000 block of north grat street when the victim grabbed the gunman's arm and ended up getting shot in the leg. police are still shoiearching f that gunman. now to decision 2016. some star-studded support in the push for pennsylvania clinton on election day. the legendary singer performed at a get out the vote concert at coda in rittenhouse square. tomorrow, clinton will join katy perry at a performance at the mann center. vice president biden will campaign for clinton in bristol. tonight some heavy hitters took the stage for clinton in a different swing state. ♪ rapper jay z right there hosted an all-star convert for clinton in cleveland tonight. there was a very special performer, his wife beyonce. she wore a pant suit to honor clinton and then brought her out onstage. clinton then quoted jay z to the crowd. >> jay memorably said something we should all recall. rosa park sat so martin luther could walk, and martin luther walked so barack obama could run. and barack obama ran so all the children could fly! >> hillary and bill clinton, president obama, and first lady michelle obama all coming to town for a final rally in philly monday night. the time and location haven't been announced yet. donald trump campaigned in the keystone state tonight. he told a crowd in hershey that unlike clinton, he doesn't need stars to draw thousands of supporters to his rallies. >> i hear we set a new record for this building. and by the way, i didn't have to bring j.lo or jay z, the only way she gets anybody. i'm here all by myself. i am here all by myself. >> the republican nominee also pointed out how critical pennsylvania is to his chances of winning the presidency. new at 11:00, we'll have to wait until monday to find out if voters will be able to take septa on election day. >> a judge says that's when she'll decide if the septa strike could affect the election, and until then workers can stay on the picket lines. nbc10's drew smith is live for us in center city now with the latest on these negotiations, turned into a legal battle today. drew. >> reporter: there has been no signs of the negotiators coming in and out of this hotel. no news of a deal tonight. there is growing frustration among some people that there's so much time and effort being spent away from this hotel and, instead, inside a courtroom. both sides agree four days of the septa strike have caused major inconveniences, but the union's lawyers argue that's not enough to order employees back to work. >> that is not a basis under pennsylvania law to grant an injunction against striking employees. >> reporter: septa called for the emergency hearing, which lasted more than two hours. its lawyers claim delays on regional rail, effects on school attendance, and traffic impacting medical appointments are reason enough to force drivers to return. >> a clear and present danger to the health, safety, and welfare of our riders. >> reporter: a judge disagreed tonight, but septa still plans to push for a court-ordered end to the strike. >> we're not going to lie down. while we can't resolve this strike and just watch our passengers suffer. not going to do it. >> reporter: a hearing is now set for monday morning, where a judge plans to hear evidence that a strike would affect voters unable to get to the polls. the union's attorney says no one takes septa to polling places. >> if the campaigns were concerned about that, they would be beating the drum. >> reporter: and the union called these legal tricks by septa to avoid real bargaining. meanwhile, septa's lawyer did not answer follow-up questions from us tonight. instead, he insisted that job number one is to settle this strike, and he's hoping to do that over this weekend. we're live in center city. i'm drew smith, nbc10 news. and here's another consequence of the septa strike. one of the city's top high school football matchups was canceled this evening. take a look at the empty bleachers around the germantown super site. they couldn't field a team because the kids couldn't get to school. that means imoh tep advances. we'll have our blitz coverage of games that were played in just a bit. a former student at rutgers university returned to its business school and stabbed a faculty member, another student and then himself this afternoon. the school tweeted out an alert shortly before 3:00 saying there had been a stabbing at the business school on the new brunswick campus. all three people were taken to the hospital. not yet known how badly they were hurt. no charges have been filed. new jersey governor chris christie is canceling several campaign stops he planned on making for donald trump in new hampshire tomorrow. the move comes after two of christie's former top aides were convicted in connection with the bridgegate lane closure scandal. bridget kelly and bill baroni were accused of orchestrating the jam on the george washington bridge in september of 2013. they were found guilty on all seven charges of conspiracy and wire fraud. >> i said at the time in my opening and my summation that i thought she was a scapegoat and i feel now she's a scapegoat. >> i am innocent of these charges, and i am very, very looking forward to this appeal. >> christie has denied any knowledge of the plot. sentencing is scheduled for february. and a colder start tomorrow morning. temperatures in the 30s, and tonight. a police sargent was killed, another wounded in a shoot-out in the bronx today. the suspect was also killed. police say he fired at the officers who stopped his car after a brief chase. the officer who died has been identified as sergeant paul tuozzolo. the other officer is expected to recover. investigators made their second disturbing discovery in as many days in south carolina. >> a body was found on the same property where authorities say a missing woman was held captive for months. today the owner of the property, registered sex offender, todd kolep, appeared in court on kidnapping charges. he was arrested after police found kala brown locked and chained in a storage container on his property. prosecutors expect more charges after discovering weapons and a car they say belonged to brown's boyfriend. brown has told authorities she believes at least four bodies are buried in the area. the body found today has not been identified. safety concerns for new jersey transit. today lawmakers grilled executives in trenton, this after they didn't show up at a similar hearing just weeks ago. the agency new director revealed a number of safety violations from a federal review. these include a lack of onboard emergency tools and working fire extinguishers on some trains as well as workers using cell phones when they shouldn't. the hearing was called after a deadly train cash in hoboken in september. now your nbc10 first alert weather. >> well, we're really cooling down outside right now. many areas already getting into the 30s, like vineland, mount holly, allentown, mount pocono, all in the 30s. it's 50 degrees, though, in philadelphia, but it will be colder tomorrow morning. it's all because of that big high. it's just to our west. it's pulling in that cold canadian air. so by tomorrow morning, you can expect areas of frost. for your saturday, we'll see areas bottoming out in the 30s, including the philadelphia area, possibly in the upper 30s. many neighborhoods in delaware and new jersey as well as of course our pennsylvania suburbs and the lehigh valley. so patchy frost in some parts of the area for saturday morning. by the
