The path of destruction stretched 150 miles, and now pennsylvanias governor is calling in the National Guard to help with the recovery. A 65yearold man died after this tree fell on his home in clinton county. He was on a ladder when the tree came down. It knocked him to the ground, then landed on him. Officials have declared a disaster emergency in sullivan county. A number of roads are closed. Some nearly destroyed. Fastmoving floodwaters washed away at least two homes and several cabins. Flooding is also a major issue in lie combing county where water isnt just outside but also inside homes and buildings. Many residents were evacuated around 5 00 this morning. That same system is bringing rain to our area tonight. Nbc10 was there for a wet night in westchester, but the big weekend story is the wind, and a 20degree temperature plunge. Meteorologist erika martin has our nbc10 first alert neighborhood forecast. Jackie we do have a major change in the works. We were seeing dry conditions, certainly felt more like summer. If you look at the bottom of your screen, you will see your local neighborhood forecast. A look outside, we are seeing that system headed our way as you mentioned. Notice rain on the left and notice how this camera is shaking quite a bit. Thats because we are seeing quite a kickup in those wind speeds and those wind gusts. Otherwise, satellite and radar image giving you a really good picture here of just how quickly those showers are headed in our direction. Locally were seeing lots of greens on the screen so more showers in the works. Pockets of heavy downpours moving from west to east. Otherwise clearing by the first half of tomorrow morning. But then again we do have a hazardous weather outlook. All due to the fact that we do have those pockets of heavier downpours. Donald trump really urged his supporters to get everyone that they know to the polls. Thousands arrived hours before Donald Trumps rally in newtown. Support his campaign is relying on in the philadelphia sub bushes. When he took the stage, donald trump stuck to a script. Your incomes will go up under a trump administration. Your taxes will go way down under a trump administration. Reporter the economy, Second Amendment and Immigration Reform all got big cheers from the crowd. Right now polls have trump trailing Hillary Clinton in pennsylvania by margins that have been widening over the last month. Theyre challenging the law that says poll watchers can only serve in counties where they live. Donald trump has made unfounded claims about massive voter fraud in pennsylvania. But republicans say, quote, this suit isnt about election fraud. This is about enforcing constitutional rights. Now to a developing story. Police are looking for the gunman who shot three men tonight in west oak lane. It happened just after 9 00 at walnut lane. Authorities say a man appeared from around the corner and fired shots at the men. All three were expected to be okay. New at 11 00, several dozen young people were taken into custody after fights broke out on temple universitys campus. Skyforce10 was over that scene earlier tonight. Police tell us no one was seriously hurt. A spokesperson for the school told nbc10 roving groups of students were playing cat and mouse with officers all evening. Tonight, celebration on College Campuses across pennsylvania. Thats because the faculty strike is over. After three days on the picket lines, Union Members reached an agreement with school administrators. That means students will be back in class at kutstown, millersville, cheney, and westchester universities. Nbc10s keith jones reports. Add a Teachers Union strike to the mix and no classes for three days, and hailey is stuck adjusting again. Its not theyre being selfish, but i just think like theres people that are trying to learn, trying to get an education, and like this is obviously compromising it. Internet users in at least six countries were unable to load popular websites like twitter, netflix, amazon, paypal and others. The attack was aimed at a tech Company Based in New Hampshire that serves as an internet switchboard and allows people to connect to websites. New Jersey Governor Chris Christie is responding to testimony in court today, stating that he knew about plans to close lanes of the George Washington bridge back in 2013. Christies former deputy chief of staff, bridget kelly, testified that she told the governor about plans for a traffic study on the bridge a month before they began. Kelly and former Port Authority worker bill baroni are accused of helping plan the lane closures in retaliation for the po mayor not endorsing christie. An allentown man is accusing the police of using Excessive Force after dash cam video captured an officer kicking him. You can see Hector Medina pena being kicked after a pursuit back in 2015. He was accused of robbing a strip club. The city says it was appropriate since the suspect was reaching toward his waistband. But the suspects attorney argues it was unconstitutional. A local attorney wants to know if you received a speeding ticket from Philadelphia Police on the interstate. It turns out thats not supposed to happen, and you may be able to file legal action. Nbc10s Brandon Hudson explains why. Reporter philly police can patrol the interstate. They can pull you over, but officers arent supposed to give you a speeding ticket on the interstate. Were told its happened more than once, and thats why theyre being sued. Heres how this breaks down. A 2012 memorandum from then Philadelphia Police commissioner Charles Ramsey said officers cant hand out speeding tickets on the schuylkill, 676, and i95 until further notice. We found out there has never been further notice. In fact, there hasnt been a Speed Enforcement agreement as far as we know since 2012. No Speed Enforcement agreement means only state troopers can fine you for speeding on the interstate. Jason powell is an attorney representing three people who were illegally ticketed by city police for the last three years. Powell says one of his clients already challenged the ticket in court and won. I think most people wouldnt question it. I think most people assume that if theyre being pulled over by a Police Officer, the Police Officer has the authority to do that. Reporter we tracked down drivers to see if they knew the rules of the road. I didnt know that. Reporter derek young told us he didnt realize the interstate was state Police Jurisdiction only. I got pulled over by a regular cop. Reporter on the interstate . Yeah. He let me go. He just said slow down. He didnt give me no ticket. They shouldnt be doing that. But you dont want people breaking the law, so its like a 50 50. The residents of philadelphia have to comply with the rules, and we believe the Philadelphia Police and the city should too. Keep that in mind. Even though temperatures will be in the 50s, its certainly going to feel a lot cooler than that simply because we do have those strong wind speeds and wind gusts. So those scattered showers will start to clear for the second half of your saturday. Good news there. Temperatures topping out only in the 50s. Overnight lows getting a lot cooler by sunday into monday. Seeing low 40s. Sunday, seeing lots of sunshine in the forecast. A high of 62 degrees. Low 60s on monday.
