Investigators say the shots came from a nearby foot bridge. No officers were hit. So far, police have not arrested anyone. 6 02 a. M. Still no sign of missing West Chester University student Shane Montgomery. He was last seen leaving a bar in manayunk early thanksgiving morning. Now the fbi has joined in the search. Nbc 10 was there along the Manayunk Canal as members of the Philadelphia Police marine unit searched every inch of the murky waters, hoping to find some clues. Police tell us theyre still hopeful that they will find Shane Montgomery alive. The 21yearold was bar hopping with friends wednesday night into early thursday morning. He was last seen leaving kildares pub on main street. It amazes me that shane was out on one of the busiest nights, party nights, for kids that are 21 and over, and nobody saw anything. A 15,000 reward is being offered for information leading to shanes whereabouts. Just about 6 03 and 49 degrees outside. The man accused of murdering an offduty Philadelphia Police officer is scheduled to go on trial today. Rafael jones is one of two suspects in the murder of officer moses walker. Hes accused of firing the shot that killed the victim. Police say walker was killed while walking home from work one morning back in august of 2012. Heres Surveillance Video from when it happened in north philadelphia. Police say jones violated his parole and actually should have been in jail at the time of the murder. The other suspect in the case, chancier mcfarland, pleaded guilty to thirddegree murder back in june. Authorities say mcfarland has agreed to testify against jones. Were following breaking news out of the germantown section of philadelphia. Authorities tell us a house there was firebombed. Nbc 10s matt delucia is live at the scene. And matt, i know youve just been talking to people there. Reporter yeah, christine, i just spoke with the executive chief from the Philadelphia Fire Department just moments ago, and he tells me that the Arson Task Force is going to be handling this investigation, mostly because this is not the first time that firefighters have been called to this property. Im going to get out of the way. You can see that most of the Fire Department activity has left, but they do have the tape still up here. It is still considered a crime scene. So, this intersection by east coulter and lena street, that is blocked off. This is right by germantown avenue. Now, this happened just before 4 00 this morning. Its that first home you see there on the right. The front door and the porch are burned, and thats pretty much the extent of the damage. The fire marshal is also out here on the scene. But a Family Member tells me that eight people, including two Young Children were inside at the time. They all were able to get out okay, all safe right now. And a witness tells me that someone either drove up or walked up, tossed some objects, liquid on to the front porch and lit it on fire. And talking with the executive chief moments ago, he says that a couple incendiary, some flammable devices were found on that porch. And a Family Member does tell me that the back porch had been set on fire recently. And so, at this hour, the fire is out, but the investigation is just beginning. In this case, the Supreme Court justices will consider whether online speech should be protected under the first amendment. President obama will hold a series of meetings today to discuss the situation in ferguson, missouri. The president will focus on his administrations review of federal programs that provide militarystyle equipment to local Police Officers. He will also meet with young civil rights leaders and local Law Enforcement trying to find ways to bridge the racial divide. And in missouri, the Ferguson Commission will hold its first meeting since the grand jury decision not to indict officer darren wilson. Wilson resigned over the weekend, saying he did not want to put the community or his fellow officers at risk. Wilson did not receive a severance package and will not receive any further pay or benefits. Meantime, some members of the st. Louis rams acknowledged events in ferguson before their game. They entered the stadium yesterday with their hands up. The gesture has been used by protesters since 18yearold Michael Brown was shot and killed by now former officer darren wilson. Civil rights leaders are calling for new technology in policing after conflicting witness accounts in the ferguson shooting. In delaware, state Police Officials say theyre considering equipping troopers with body cameras. The camera would be strapped to the officers chest or shoulder, offering protection for both the police and the community. A mother is expected to face charges after her three children had to be rescued from a burning car in northwestern pennsylvania. The reason . Police say she left them to go shopping at walmart. It happened friday in bradford, mckean county. Authorities say one of the children started playing with a lighter and set some papers on fire. Evening showers are expected as we head not only into the evening but also into the afternoon, and then an arctic blast drops your temperatures more than 20 degrees by tomorrow. So, tomorrow morning will be a big difference from what youre feeling today. Theres a live look at the city skyline. A few clouds, 50 degrees. Wind speeds out of the southwest at 7 miles per hour. And throughout the rest of the region, we are seeing cold air filtering into parts of allentown and pottstown, in the 30s. 51 degrees in west chester. And good news in the last few minutes, a number of emergency vehicles have left the scene, so that bodes well for hopefully the road, at least the lefthand lane will be clear soon. This accident happened right on the vine street expressway eastbound at 24th street. At least three cars from what i could see were involved. The backup extends to 76 right at girard avenue. So, this is affecting 76 traffic eastbound right at girard avenue. Youre going to start seeing that slow up. And in fact, if you look closer in on the maps, you can see youre going to be slow to around 21 miles an hour as you approach that backup. And then while youre sitting in it, about 9 miles an hour. Again, no section of the vine street expressway is closed down and traffic is not stopped. Its just slowly getting by those two right lanes around the traffic. About 15 minutes ago we saw crews out there blocking all traffic on 76 eastbound around this car fire while firefighters put out the fire. It is now out. It is still slow going on 76 eastbound around this, 12 miles an hour. And then 13 miles an hour for the gaper delay on the other side. So, were also fortunately clear on the vine street expressway eastbound, where at 24th street, several cars were involved in a crash, and it accounted for delays of up to a mile. But right now it is clear, so everything is smooth going on the vine street expressway. Unfortunately for drivers in camden, on 676 northbound right at mlk boulevard, the right lane is blocked because of an overturned vehicle there. Christine . We continue to follow breaking news out of the germantown section of philadelphia. Authorities tell us a house was firebombed. Nbc 10s matt delucias live at the scene. Matt, a half hour ago, you talked with fire crews at the scene. Update us on their investigation. Reporter the investigation is under way right now, christine, and i can tell you, within the past hour, we could see investigators going around to neighboring businesses and homes, looking for surveillance cameras. The Arson Task Force is also handling the investigation as we speak. Im going to get out of the way and show you what the scene looks like right now. The area is still taped off. Were on east coulter street. This is by germantown avenue. And this happened just before 4 00. And what youre looking at there is the first home there on the right, the front door and porch are burned. Well go ahead and show you some video, what this looked like a little bit earlier. A Family Member tells me eight people, including two Young Children, were inside this home at the time. A fire chief tells me that a man inside was able to put out the fire, and everyone was able to get out safely. The School District says School Officials followed all protocols and procedures leading up to the boys death. Some people had argued that scotty mcmillans death could have been prevented. The coatesville area School District came under fire after scottys 6yearold brother missed ten Straight Days of school, which many claimed was a clear red flag for child abuse. The district conducted an internal investigation, found no wrongdoing. The boys mother, jillian tait, and her boyfriend are both facing murder charges. Well soon learn more about philadelphias plan to become the host city for the Democratic National convention in 2016. Philadelphias Dnc Host Committee is meeting this morning to discuss those details. Last month, philadelphia was named one of the final three cities under consideration, along with new york and columbus, ohio. A final decision is expected in the next couple of months. Today, philadelphia mayor Michael Nutter will once again tackle the issue of paid sick leave for anyone who works in philadelphia. Nutter created a task force to review the possible idea of mandatory paid sick time for those employees. This morning, that task force will submit its findings to mayor nutter. Right now, about 200,000 workers in philadelphia do not have paid sick leave. Thousands of pennsylvania residents not covered under the Affordable Care act will now have a chance to get health insurance. Enrollment begins today in the healthy pennsylvania program. Thats the name given to the expansion of pennsylvanias medicaid system. About 600,000 primarily lowincome, single, working adults are newly eligible. 900,000 others who are already covered will also be affected. Everyone can pick from plans offered by private insurers paid by the state, and coverage will begin january 1st. This week, officials in delaware will hold the first in a series of meetings to talk about the possibility of raising the prices at state parks. Some of the proposals include increasing the fees for vehicles at both inland and ocean parks. Also, the higher prices would affect both state residents and outofstate visitors. The first meeting will be held tomorrow at the state park. Officials say park fees in delaware have not changed in ten years. We have some video of what it looked like just within the past couple of hours. A Family Member tells me eight people, including two Young Children, were inside at the time. The fire chief tells me a man inside was able to put out the fire, and everyone was able to get out unharmed. But firefighters have been at this hour before.
