just behind the accident. again, it's right on the vine street expressway eastbound right at 24th street. if you're headed eastbound on 76 right before you hit the vine, if you're at 76 and spring garden, you'll start to see that backup. crews are out there. the two left lanes are blocked. they're trying to clear that, of course, ahead of the morning rush, as we're getting closer to it around the 6:00 hour. but if you look at the other majors throughout pennsylvania, 95, 76 and 476, your drive times look good on those. no issues to report there. and in germantown, we are following a fire. there's fire activity on coulter street on germantown avenue and lena street. you're asked to avoid that area. there's a lot of fire activity out there. christine? >> speaking of that incident, that's the breaking news we're following in germantown. a house has been firebombed there. nbc 10's matt delucia just got new information. >> reporter: i just spoke with a family member of the homeowner here. and i'll get out of the way so you can see the scene. not much left out here in terms of the activity. the fire has been put out, but you see the fire department is out here, the fire marshal's also on the scene investigating this apparent firebombing. we are on coulter street by germantown avenue. this happened just before 4:00. it is that first home right in front of us. you might be able to see, it's kind of dark, but you might be able to see the front door does have some burn marks. i'm told there were eight people, including two children inside this home at the time. they had to be rescued, but everyone is okay. a witness tells me someone either drove up or walked up, tossed some papers and liquid on to the front porch and lit it on fire. a family member also says that the back porch had been set on fire recently. and so, at this hour, the investigation is just beginning. that fire is out. no smoke, no flames. it wasn't very large, but enough to trap the people inside. i've just been told by someone from the fire marshal's office that we should be getting an update shortly from someone officially here on the scene. but for now, live in germantown, i'm matt delucia, nbc 10 news. new overnight in delaware county, police are looking for suspects after someone fired shots at officers in chester township along west 12th and nate ellis drive. investigators say the shots came from a nearby foot bridge. no officers were hit. so far, police have not arrested anyone. the fbi has joined the search for missing west chester university student shane montgomery, who was last seen leaving a bar in manayunk early thanksgiving morning. nbc 10 was there along the manayunk canal as members of the philadelphia police marine unit searched every inch of the murky waters, hoping to find clues. police tell us they're still hopeful that they will find shane montgomery alive. the 21-year-old was bar hopping with friends wednesday night into early thursday morning. he was last seen leaving kildare's on main street. >> it amazes me that shane was out on one of the busiest nights, party nights, for kids that are 21 and over, and nobody saw anything. >> a $15,000 reward is being offered for information leading to shane's whereabouts. 5:34 a.m. now to three things you can count on nbc 10 to stay on top of for you today. >> we will follow the murder trial for the man accused of killing an off-duty philadelphia police officer. rafael jones is accused of killing officer moses walker two years ago. this is surveillance video from the night it happened in north philadelphia. police say jones violated his parole and should have been in jail at the time of the murder. we'll update you on philadelphia's plan to become the host city for the democratic national convention in 2016. the dnc host committee is meeting this morning to discuss those details. last month, philadelphia was named one of the final three cities under consideration. a final decision is blast will send our temperatures down to the 30s for daytime highs, plus a wintry mix and more chances for rain. i'll go over all the details in my seven-day forecast. now your nbc 10 first alert weather with meteorologist brittney shipp. >> good morning. it's a mild start in cape may. you're taking a look right now with temperatures in the 50s. as we head into the rest of the afternoon, we will push closer to 60 degrees. so, a mild day. that's our first weather headline. evening showers a possibility, and then colder temperatures into tomorrow. temperatures dropping about 20 degrees. as we take a live look right now at i-95, philadelphia, at 49 degrees. just a few clouds, wind speeds out of the west-southwest at 9 miles per hour. and temperaturewise, we are nice and mild if you're along the i-95 corridor or even to the south of that. if you're closer to our suburbs like pottstown, allentown, just in the 30s, but the poconos at 48 degrees this morning. 52 in stone harbor, 51 in dover and 51 degrees in millville. we do have a cold front that's going to make its way closer to us and we have all of this cold air that will continue to transition into our region. you'll notice the difference as we push into tomorrow. today, however, we're going to be well above average. our satellite/radar shot shows that we are going to see clouds continuing to push in, and this is where our showers are going to come from as we head into the rest of the afternoon. so, throughout the morning, we stay dry, but closer to 3:00, 4:00, that's when you'll notice the spotty, isolated showers making their way in. we'll also see a little bit more moisture pushing into our region, and our temperatures will continue to drop. so, by 7:00 a.m., there's a possibility tomorrow morning that we could see a bit of a wintry mix. it's going to be short lived as it continues to work up towards the north and west, in the suburbs, also pushing into the poconos. by 8:00 p.m., we could see accumulating snow mainly confined to the poconos. the model is suggesting everywhere else we are going to see rainfall, but this is going to be a cold rain throughout tomorrow because our temperatures are dropping so substantially as we push into your tuesday. so, for today, we'll range between 58 and 63 degrees, cloudy and mild conditions expected, wind speeds out of the southwest at 10 to 15 miles per hour. seven-day forecast shows a big drop in temperatures heading into tuesday. if you take a look at wednesday, 53 degrees. another chance of showers, but warmer air makes its way back in, so this is all rainfall. and then pushing into next weekend, more rain friday night into saturday. 5:39 a.m. there is breaking traffic news to tell you about, an accident on the vine street expressway. >> katy zachry's been updating us. what's the latest? >> we had a pretty problem-free morning on the majors, and right now we're not dealing with that. this is a live look at the vine street expressway right at 24th street. you can see there is a lot of activity out here, some fire engines. we had our traffic cameras zoom in a few seconds ago and it looks like there are several vehicles involved. this is affecting eastbound traffic. it's also, if you can see this traffic that's merging from 76 trying to get on to the ramp on to the vine street expressway, it's slowing things there. so, here's another angle of the backup. you can see the backup is extending, 76 to spring garden. again, this is affecting you if you are traveling 76 eastbound. it is an accident on the vine street expressway right at 24th street. the two left lanes are blocked right now while crews try and clean up that issue. so, also in the germantown section of philadelphia, we are following, there is cleanup after a fire, and this happened on coulter street between germantown avenue and lena street. an alternate because crews are still out there is church lane. a proposed bill in new jersey aims to stop junk mail, because some argue, it would cost the state tens of thousands of jobs. the proposal would let people get on a do-not-mail list, sort of like the do-not-call list that blocks telemarketers. direct mailers, printers and graphic artists are lobbying against the bill, saying it will hurt the state's economy. well, the girl scouts are going digital in their effort to sell you cookies. officials will now allow the scouts to use a mobile app or personalized website to sell the snacks. the organization says online sales will be a valuable tool for young entrepreneurs. scouts kids are heartbroken after their holiday decorations were swiped from the front lawn of their gloucester township home. they say the hand-painted cutouts of peppermint patty, marcie and pigpen went missing between saturday night and sunday morning. a pittsburgh man is charged with attempted homicide after police say he opened fire on his neighbor who was hanging christmas lights. 53-year-old richard carter then barricaded himself inside his home. a s.w.a.t. team eventually persuaded him to surrender. the victim only suffered a cut lip from a ricochetted bullet. police say they found about two dozen guns and thousands of rounds of ammunition in carter's home. in the last 48 hours, philadelphia police have begun investigating four homicides. the latest happened yesterday when a guy was shot five times on west tioga street in north philadelphia. in strawberry mansion, a 35-year-old was found dead yesterday morning, early hours. police say he was shot in the head after leaving a party. no arrests have been made in any of these cases. saturday night, police found a woman dead inside a home on locust street in cobbs creek. they're calling this case a homicide but have not said fellow teammates held a vigil last night for kosta karageorge. his body was found yesterday. police say he died from an apparent self-inflicted gunshot wound. karageorge had been missing since wednesday. his mother says on that day, he sent her a text about the concussions he suffered. this morning in california, a stretch of the pacific coast highway is closed following three separate mudslides. heavy rain in malibu is to blame, and more wet weather is on the way. the brunt of the storm isn't expected to hit that area until tomorrow. pope francis is calling for peace between two weeks. the pennsylvania game commission expects 750,000 hunters to participate on opening day and more than 300,000 deer could be taken over the entire season. starting today, pennsylvania fishing licenses will be cheaper. the fees have been reduced through december. you can save $3 on a three-year license, 5 bucks on a five-year license. this is the first time the pennsylvania fish and boat commission has reduced the price of a license. and this week, officials in delaware will hold the first in a series of meetings to talk about the possibility of increasing prices at state parks. some of the proposals include increasing the fees for vehicles at both inland and ocean parks. also, the higher prices would affect both state residents and out-of-state visitors. the first meeting will be held tomorrow. officials say park fees in delaware have not changed in ten years. well, parents can learn more about some of the most dangerous toys out there this holiday season. >> tomorrow, officials in cherry hill will hold a briefing on the annual trouble in toyland report. and today we've learned just how serious the problem is. a new study shows that the number of kids getting hurt playing with toys has risen 40% since 1990. experts say a child is treated every three minutes for a toy-related injury in this country. and as kids get older and more active, the ride-on toys account for a significant number of injuries, especially those scooters. >> they were introduced in year 2000. there was a rapid increase in the number of injuries. in fact, i will say that i've never seen the other side of that cold front, take a look at st. louis, only 27. it's 20 degrees in chicago, 14 in des moines, only 3 in minneapolis, 11 below for bismarck and 6 below for billings right now. a closer look at our temperatures as we push into the rest of today. our average for this time of year, 50 degrees. 60 will be our high today. dropping down into the 30s for your tuesday. so, cold air's on its way. enjoy this mild day, although we are going to see a chance of showers as we push into the afternoon, because tomorrow we're going to see a big difference. so, there's where the rain is going to move in from, from the west. as we get closer to 3:00 in the afternoon, scattered showers are expected. and then we'll see more moisture coming in from the south at first by 7:00 a.m. as our temperatures continue to drop down. we could see a bit of a wintry mix, mixed in with some of the rainfall we expect to see tomorrow. even accumulating snow is a possibility in the poconos. everywhere else we do not expect to see any accumulation, but rainfall will continue throughout the day. and it's going to be a cold rain, just because our temperatures are dropping so low. our temperatures today, however, well above average, ranging between 58 and 63 degrees. your seven-day forecast shows that big drop in temperatures, showers expected, possibility of a wintry mix throughout tomorrow. first alert traffic reporter katy zachry. is the situation getting any better out there? >> christine, i was just looking at traffic cameras and i could see police blocking lanes to allow for emergency vehicles to pull out. actually, that's a tractor-trailer right there. there were fire engines on the scene and they have since made their way away from the scene. what we're dealing with right now is at least three vehicles, from what i can tell. this is affecting traffic on the vine street expressway eastbound. the accident happened right near 24th street. it's taking out at least the left-hand lane. if we go to my cameras right now, i can show you a different angle. so, here's another angle, and you can see that traffic on 76 westbound that's trying to merge on to the vine street expressway is slow going there. i want to show you the backup then extending on to 76, back to spring garden, even as far, possibly back as girard avenue, the exit for girard avenue. i'll check that in a minute, because when i came out, it hasn't extended to girard yet. a mess on the vine street expressway eastbound taking out the left-hand lane and causing delays on 76 westbound. then where crews broke ground on the project yesterday. the park will be named in honor of daniel pellet, a willis town police officer who lost his life in a motorcycle accident in 1990. he was president of his police academy class. he also received the congressional medal of valor for saving someone from a burning car. now to delaware county, where a new report says it could take two years before the redevelopment of the granite run mall site is complete. "the delco times" is reporting the project will happen in two phases. the first phase, crews will tear down part of the mall and build a luxury apartment building. phase two includes construction of the second luxury apartment as well as other retail buildings. a challenge of sorts for residents of burlington county. they're being asked to transform leftover campaign signs on their lawns into works of art. it's called the good challenge. it kicks off tomorrow. the project is designed as a charitable take on black friday and cyber monday. participants are encouraged to post pictures on social media and challenge others to perform acts of kindness. >> for #givingtuesday. >> that's right. you're watching nbc 10 news.
