Three lanes are blocked because of a tractortrailer accident. So, youre going to want to take the outer lanes around there. Again, three lanes are blocked because of a tractortrailer accident. The inner drive around that is closed, so take the outer drive if youre going on route 1 southbound near tyson avenue. A tractortrailer accident just happened a short time ago. Other parts of route 1 looking good. This is in bucks county at pennsylvania avenue. And also for bucks county drivers, a longterm construction project in middletown township, route 213, has some extensive closures until october of 2016. So, youre going to want to take brownsville road around that. A cloud of uncertainty is hanging over students as they head back to school in philadelphia this morning. It is the first day of class for the new school year, and it comes in the middle of major budget cuts. Nbc 10s Rosemary Connors is taking a closer look at the impact of those budget cuts as the new school year gets under way. Good morning, rosemary. Reporter good morning, vai. School may be opening on time for the 130,000 students here in the district, but for both kids and teachers, that means theyre going to be forced to make due with less because of all these budget cuts. As you mentioned, the Philadelphia School district is facing an 81 million deficit going into this school year. This comes after major cuts already, including a 32 million slash in Services Just last month so that classes could begin as scheduled. That means today that children will see less support staff in their classrooms, like counselors, nurses, police officers. Also, students may have to bring their own cleaning supplies for their desk because janitors will be on campus less frequently. Whats worse is that massive layoffs could be coming this fall. If the Legislature Next week in harrisburg does not approve that 2perpack cigarette tax that the district has already factored into its budget. Even if we get the cigarette tax, its not adequate. It will simply allow us to continue a system that is underfunded. So, we want to make sure that we work on the second phase of getting the appropriate funding for the city of philadelphia. Reporter i did some checking, and the revenue that would be generated from that cigarette tax wouldnt completely fill that 81 million deficit. There would still be tens of millions of dollars that would need to be restored, so that means that the district is really going to be putting the pressure on the teachers union. New from overnight, a 24yearold man is in Critical Condition after being shot while sitting on the front porch of a home in West Philadelphia at 56th and catharine. It was just before 1 00 a. M. That a car that was rushing the victim to the hospital crashed into another car. The driver of that car was also taken to the hospital. New Castle County Police say two teens have been charged in an attack on a mentally challenged man, but theyre still searching for others. A 13yearold and a 14yearold face charges of offensive touching, assault on a vulnerable adult and conspiracy. Authorities say they are part of the group seen here punching and kicking the man in newark. Police say the victim was attacked at least five times. He was injured during one of the beatings and had to be treated at a local hospital. This afternoon, the trial resumes for the woman charged with abducting a 5yearold girl from school and sexually abusing her. Prosecutors say christina ragustas took the child out of Bryant Elementary School in january of last year. This is Surveillance Video of that alleged abduction. Ragusters aunt, valerie williams, took the stand on friday. There were gasps in the courtroom as there is that video, as williams identified the jacket seen over the girl in the video as belonging to regusters. The aunt testified that she had come to believe her niece had brought the girl to the house where they both lived and sexually assaulted her. Law enforcement experts are expected to take the stand when the trial resumes later today. And we have breaking news into the nbc 10 newsroom. No, we just got this from the duke and duchess of cambridges official press people. The rumors are apparently true. The duchess of cambridge, it had been reported a couple of days ago she had been having morning sickness again, and we know what that means. Now apparently, its official, the duke and duchess expecting another child. This release coming in from their offices here, saying that theyre expecting their second child. This says that the queen and members of both families are obviously delighted by this news. And as with her first pregnancy with Prince George, the duchess is suffering from extreme morning sickness and is being treated by her doctors, being kept at home. They were supposed to attend a public event, an engagement in oxford today, but the duchess no longer attending that. And thats what prompted the perhaps a little premature release of this announcement that they had been planning for some time. The duke of cambridge will still make that appearance. So, here we go again, royal baby number two on the way. Stand by for a lot of speculation whether its a boy or a girl and whether Prince George will be a big brother to a little brother or a little sister. Another member of the royal family. The third american sickened with the ebola virus is showing signs of improvement, but doctors in nebraska say its still too early to say if dr. Rick sacra is out of the woods. The massachusetts doctor arrived back in the u. S. On a special flight from liberia on friday. He contracted the illness while working with pregnant women and not with ebola patients. Dr. Sacra is being treated at a biocontainment unit. Doctors are encouraged by his progress, but they say the virus can have phases, so its still too early to say what his prognosis is. Hes sick enough and weak enough, and part of the illness is adverse impact on how you feel and your desire for food. So, its going somewhat slowly. Doctors are using a Research Drug on sacra and are strongly considering giving him a blood transfusion from an ebola survivor. Sacra has had two video chats with his family, but theyre not yet allowed to enter his room.
