in east falls at the shopping center where crews have a lot of work to do. monique? >> that's right, rosemary. in the past half hour, crews arrived here. crews for philadelphia water department are on scene, and street crews are cleaning up the muddy mess. restoration companies have arrived to go in the stores once merchants arrive. we can show you industrial sized dryers here overnight absorbing whatever moisture they could. this is what it looked like shortly after 3:00 yesterday afternoon. sky force 10 was over baker center to capture frantic moments when a 48 inch main burst. the water department tells us as much as 6 million gallons of water gushed out of control. we saw some of the 75 people that had to be rescued. another 150 needed to be she sheltered in place or carried by firefighters in inflated boats. one man was trapped in his car as water kept rising and rising. some had water up to windshields. one owner's business is at the bottom of the incline or downward slope of the shopping center. >> we are shocked that the city never fixed it. been fixing it over a year, and this happened again. >> i don't want to diminish what these folks have gone through repeatedly. that is not anything we want to do. when we make the repairs, we make them so it doesn't happen again. >> reporter: the water department commissioner tells us million dollar plan to replace the main were in place prior to the second break. the cause of the massive break is still being determined. we can tell you the pipes are decades old and just across the parking lot, there's about a dozen merchants, including a 24 hour laundromat and fast food stops. they are all uneffected. opening time was 7:00 this morning. we are awaiting arrival of some merchants most effected by mud and water. we will find out if they plan to open as soon as possible. live in east falls, monique braxton, nbc10 news. >> thanks for that, monique. this is not the first time the shopping center has been flooded because of water main break. it happened tame location in the past few years. one in 2014 and two more in june and september last year. we are now in day five of the septa strike. both sides, septa management and representatives of the transport workers union have a hearing monday. they will decide if the strike will effect the election. workers can stay on the picket lines. buses, subways, trollies are not running in the city. let's get more from our first alert traffic reporter. >> absolutely. another day without buses, trollies, subways. we are seeing delays from regional rail which we have access to. again, seeing delays coming in from equipment problems. delays from the weather this morning as well as equipment problems and overall massive delays. 63 minutes for chestnut hill west, line 805 and chest not hull west, 814. with the strike, delays are coming in minute by minute. back to you. a hearing is set for monday when a judge will decide if the strike could effect the election but it is more than just that. septa says the strike presents a danger to the public. yesterday a judge ruled against septa's request to force union employees back to work this weekend. septa called for the emergency hearing after filing an injunction. the transit agency claims delays on regional rail cause poor school attendance and can effect safety of riders. the union says the strike is inconvenience but doesn't present such a danger. >> that is not the basis of pennsylvania law to grant injunction against striking employees. >> we're not going to lie down while we can't resolve the strike and watch passengers suffer, not going to do it. >> the union called the injunction filed by septa, real tricks to avoid real bargaining. septa lawyers insist the top priority is to settle the strike. one of the top football matchups had to be cancelled because of the strike. they were supposed to have a playoff match but they couldn't field the team, kids couldn't get to school. it is the playoffs now in terms of high school football. that means dobbins is out of the playoffs. more highlights are coming up in the blitz in the next half hour. we're going to continue to stay on top that right. the shopping center, baker center is bustling with cleanup activity. over my shoulder, you see the water department and street crews teaming up to clear mud and some standing water. here's water gushed into the parking lot. we saw some of the 75 people that had to be rescued. some helped to safety by firefighters. others by shoppers. another 150 people needed to be sheltered in place. one man was trapped in his car as water kept rising and rising. fire department tells us dozens of cars were totalled when water rose as high as car windshields. >> should have stay put, i panicked, ran through the water. water was up to my thighs. >> it was scary, i didn't know what was going to happen. >> reporter: the owner of a business told us his insurance barely covers the damage. the water department commissioner tells us there were already million dollar plans in place to replace the broken main. it is the second time this particular main has broken apart. this is the fourth massive water main break since january of 2014 in this shopping center. a lot of frustrated merchants here, and the cause still being determined. we have been checking on merchants in the shopping center. right now, we can tell you shoprite is open and the 24 hour laundromat and some other fast food stops. we are watching merchants arrive now to assess damage and determine when they can get back to business. live in east falls, monique braxton, nbc10 news. >> a long day ahead of them. this is not the first time this center had a water main break. in fact, nbc10 reported on three previous incidents at the same location the past few years. one in january of 2014, you heard monique say that, and two more in june and september last year. day five is another day of people trying to get around the city without buses, trolleys, subways. they plan to meet at the negotiating table this weekend to try to end the strike. they're also preparing legal arguments. last night a judge ruled against septa's request to force employees back to work. they filed an injunction. the transit agency claims delays on regional race and school attendance are a safety issue. the union says it is inveenlt but doesn't present danger. the judge will hear arguments how it could effect the election tuesday. >> if the campaign were concerned about that, they would be beating the drums. they're all beating the drums loudly to get more and more people to the polls, so i don't think that's going to be an issue. >> job number one is to settle the strike, we're continuing to work on that around the clock and working very hard with the union to do that. >> a little earlier this morning, reached out to a septa spokesperson to find out when negotiations resume today. as soon as we get that was in the car. the crash happened on grant avenue around 2:00 this morning. two people from the other car went to the hospital. no word on their condition. breaking news update now. we got new information about what happened on route 42 in bellmawr. we told you about this at the top of the hour. state police say a man was shot and killed driving along the highway. authorities tell us another car pulled up alongside his vehicle and someone inside opened fire. the shooter still on the loose. anybody with information should call new jersey state police. we will continue to bring on the nbc10 app. clean up under way after millions of gallons of water went rushing into the parking lot and into stores after a water main burst yesterday afternoon. nbc10's monique braxton is live in east falls at the shopping center where crews have a lot of work to do. monique? >> that's right, rosemary. in the past half hour, crews arrived here. crews for philadelphia water department are on scene, and street crews are cleaning up the muddy mess. restoration companies have arrived to go in the stores once merchants arrive. we can show you industrial sized dryers here overnight absorbing whatever moisture they could. this is what it looked like shortly after 3:00 yesterday afternoon. sky force 10 was over baker center to capture frantic moments when a 48 inch main burst. the water department tells us as much as 6 million gallons of water gushed out of control. we saw some of the 75 people that had to be rescued. another 150 needed to be she sheltered in place or carried by firefighters in inflated boats. one man was trapped in his car as water kept rising and rising. some had water up to windshields. one owner's business is at the bottom of the incline or downward slope of the shopping center. >> we are shocked that the city never fixed it. been fixing it over a year, and this happened again. >> i don't want to diminish what these folks have gone through repeatedly. that is not anything we want to do. when we make the repairs, we make them so it doesn't happen again. >> reporter: the water department commissioner tells us million dollar plan to replace the main were in place prior to the second break. the cause of the massive break is still being determined. we can tell you the pipes are decades old and just across the parking lot, there's about a dozen merchants, including a 24 hour laundromat and fast food stops. they are all uneffected. opening time was 7:00 this morning. we are awaiting arrival of some merchants most effected by mud and water. we will find out if they plan to open as soon as possible. live in east falls, monique braxton, nbc10 news. >> thanks for that, monique. this is not the first time the shopping center has been flooded because of water main break. it happened tame location in the past few years. one in 2014 and two more in june and september last year. we are now in day five of the septa strike. both sides, septa management and representatives of the transport workers union have a hearing monday. they will decide if the strike will effect the election. workers can stay on the picket lines. buses, subways, trollies are not running in the city. let's get more from our first alert traffic reporter. >> absolutely. another day without buses, trollies, subways. we are seeing delays from regional rail which we have access to. again, seeing delays coming in from equipment problems. delays from the weather this morning as well as equipment problems and overall massive delays. 63 minutes for chestnut hill west, line 805 and chest not hull west, 814. with the strike, delays are coming in minute by minute. back to you. a hearing is set for monday when a judge will decide if the strike could effect the election but it is more than just that. septa says the strike presents a danger to the public. yesterday a judge ruled against septa's request to force union employees back to work this weekend. septa called for the emergency hearing after filing an injunction. the transit agency claims delays on regional rail cause poor school attendance and can effect safety of riders. the union says the strike is inconvenience but doesn't present such a danger. >> that is not the basis of pennsylvania law to grant injunction against striking employees. >> we're not going to lie down while we can't resolve the strike and watch passengers suffer, not going to do it. >> the union called the injunction filed by septa, real tricks to avoid real bargaining. septa lawyers insist the top priority is to settle the strike. one of the top football matchups had to be cancelled because of the strike. they were supposed to have a playoff match but they couldn't field the team, kids couldn't get to school. it is the playoffs now in terms of high school football. that means dobbins is out of the playoffs. more highlights are coming up in the blitz in the next half hour. we're going to continue to stay on top that right. the shopping center, baker center is bustling with cleanup activity. over my shoulder, you see the water department and street crews teaming up to clear mud and some standing water. here's ran through the water. water was up to my thighs. >> it was scary, i didn't know what was going to happen. >> reporter: the owner of a business told us his insurance barely covers the damage. the water department commissioner tells us there were already million dollar plans in place to replace the broken main. it is the second time this particular main has broken apart. this is the fourth massive water main break since january of 2014 in this shopping center. a lot of frustrated merchants here, and the cause still being determined. we have been checking on merchants in the shopping center. right now, we can tell you shoprite is open and the 24 hour laundromat and some other fast food stops. we are watching merchants arrive now to assess damage and determine when they can get against septa's request to force employees back to work. they filed an injunction. the transit agency claims delays on regional race and school attendance are a safety issue. the union says it is inveenlt but doesn't present danger. the judge will hear arguments how it could effect the election tuesday. >> if the campaign were concerned about that, they would be beating the drums. they're all beating the drums loudly to get more and more people to the polls, so i don't think that's going to be an issue. >> job number one is to settle the strike, we're continuing to work on that around the information about what happened on route 42 in bellmawr. we told you about this at the top of the hour. state police say a man was shot and killed driving along the highway. authorities tell us
