>> you never know who you're living next to. >> reporter: more than a half dozen people on north tenth street said they were grateful for the fbi's work. eugene smith is thomas' next-door neighbor. he said his well wishes are with thomas' family. >> i hope that she get a grip on herself, you know. i hope she have a change of life, you know, and live out her life in the right way. >> reporter: now, one of the things we needily noticed out here was the awning on thomas' house. she was arrested for helping or aiding terrorists. this is the only house on the street that is hanging american flags. with the investigators, i'm mitch blacher, nbc 10 news. turning now to the weather. nbc 10 first alert weather tracking a wet end to the week across our area. spring showers as well as a chance for storms are popping up tonight on first alert radar. nbc 10 first alert meteorologist sheena parveen is here with our first alert forecast. sheena, where is the rain right now? >> well, renee, we kind of have scattered showers across the area. some of the heaviest is in parts of delaware. locally, we just have a few scattered showers on the lighter side areas north and west. but some of that heavier rain is fairly isolated through sussex county move right around georgetown where. you see the red color indicates that heavier rain. this is all going to move towards the shore. long neck should be seeing this soon, and heavier rain right around cape may. and that will continue to move offshore. even near atlantic city some showers. and moving in to chester county near lower oxford we're seeing some isolated heavier rain. and also around the philadelphia area, we're starting to see some showers building up for your friday evening. this is continuing to give us dreary conditions tonight. here is a live look at citizens bank park. we still have low clouds out there. and we're going keep the periods of rain in the forecast for the rest of this evening, and also we'll be watching this area of some thunderstorms. that will be getting closer tonight. some of us could see some thunderstorms later on this evening. so before you head out, if you are heading out this evening, just take the umbrella. even by 8:00 p.m. temperatures still mild outside. it's not going to get cold. staying in the 60s by 8:00. the rain still in the forecast. and a chance for a thunderstorm. but nice changes as we go into the weekend. i'll show you that forecast coming up. and i'll be tracking your holiday weekend forecast to help you plan ahead. and you can do that too with our nbc 10 news app. download it for free to get severe weather updates right on your smartphone. well we want to take you back to our top story tonight. the arrest of that philadelphia woman charged with trying to join the terrorist group isis. well today's arrest here in philadelphia come just one day after two new york women were charged with plotting to plant bombs across the u.s. nbc news justice department correspondent pete williams joins us live now. pete, today's arrest here in philadelphia, is this indicative of a growing trend of americans looking to join isis? >> oh without a doubt there have been something like two dozen of these arrests in just the past year. and a number of the case under investigation we know. probably a couple dozen still under investigation. and undoubtedly, we're going to hear more and more of these cases. for example, the one you mentioned yesterday in brooklyn. that's got a very different genesis. one of those women actually wrote a letter to a person who was convicted of trying to bomb a christmas tree lighting ceremony in portland. she wrote him a fan letter in essence with her return address on it. and that's what got the fbi on to them. and i suppose this one has a similar background to it. because, again, of something that the defendant in this case wrote. it appears that the fbi got on to her because of the numerous tweets she had. and then the fbi says she was in contact with three jihadists around the world, including one in syria, who urged her to come there. >> pete given these recent arrests in the u.s. it is perhaps a sign that federal investigators are actually making progress in tracking down these so-called homegrown terrorists? >> well certainly they are bringing cases. but they will tell you that they are trying to stay on top of it. but they don't know what they don't know. the fbi director has said that it's difficult to know when a person is acting by his or herself, and isn't communicating with someone. but in these cases, like these would-be travel cases to syria, ultimately they have to connect with someone. someone in syria who is urging them to come. they can't just show up and then on the border say now what do i do? so that does give the fbi and law enforcement and intelligence some means to track them, if it can. but of course they're nervous what they might be missing. >> don't know what you don't know. all right, pete williams. nbc news justice correspondent, thank you so much for taking time to talk to us tonight. "nbc nightly news" will have the very latest on this breaking story at 6:30 right after that newscast. now the new video showing the final moments of a south jersey man's life before he died in police custody. this comes as family and friends of philip white are gathering to remember him at a vigil taking place in the next hour. nbc 10's harry hairston is live in vine land cumberland county. a friend of white's gave you this new video. take us through what happened. >> reporter: well, that's right. we do have the new video, and it happened what happened on tuesday when police responded to this call, call that ended in a man's death. these interest final moments before 32-year-old philip white's death this past tuesday. a family friend released this video to nbc 10 earlier today. now a top ranking law enforcement official and former use of force instructor not connected to the investigation is commenting on the video. speaking on anonymity, he tells us police appear to have white under control and should have called off the dog immediately. but he says he was most disturbed when he saw this. >> did you see what happened here? all of it? >> uh-huh. >> all right. i need your information and i'm going take your phone. >> reporter: our expert says the law officer had no right to demand the person give up their cell phone. just a short time ago, white's family released this statement through their family. in part it reads mr. white's family deserves answers to how philip was killed and why there is a lack of oversight by local police. on a day when most offices are closed, vineland police and prosecutors did not respond to our request for comment. but some of those who knew white well are remembering him. >> he was a caring person. he always was the type to be there to, you know, to protect you. >> reporter: the medical examiner's office says they're waiting for a toxicology report before they can determine the cause of death. reporting live in vineland harry hairston nbc 10 news. new at 6:00, the top aide to pennsylvania attorney attorney general kathleen kane has announced she is leaving after just four months on the job. today blake rutherford said it was his last day as chief of staff. he starts work next month at posen o'connor in that firm's governmental affairs department. kane released a statement that says it's been a pleasure to have someone of blake's caliber being serving the commonwealth as chief of staff at oag. i congratulate him and wish him well. it's been struggling financially for years. now camden county government plans to buy campbell steel for $3.5 million. the stadium has been home to the camden riversharks minor league team since 2001. the bank that holds the main loan had sued to recover money owed for construction cottss. christians around the world and here at home are marking good friday. five churches and seven pastors came together. good friday services for all fife churches were held at solid rock baptist church in south philadelphia. the same concept has been happening here for the past decade. in delaware christians took part in the traditional stations of the cross. the bishop of wilmington led the service at the queen of the apostles chapel. the rainy weather brought people inside. members of the jewish faith are marking the start of passover tonight. nbc 10 went to barclay caterers in northeast philadelphia this afternoon. that's where they were preparing foods needed for the seder. many jews will eat unleavened bred matza. it recalls the story of moses and the ancient hebrews' escape from slavery and egypt. a wet start to the holiday weekend. but will the weather improve in time for easter sunday? first taking a look at citizen's bank park in south philadelphia. the phillies are hoping they'll get in their game tonight against the pirates. what about it sheena? >> yeah we have some light showers moving in to philadelphia right now, renee. but periods of rain for the rest of the evening with a chance of a thunderstorm. then some nice changes. but windy changes as we go into your weekend. i'll show you that easter forecast, coming up. and the race for philadelphia mayor is heating up. we're talking to the democratic candidate ahead of their first televised debate. the one issue all six of them seem to agree on. we're just a little more than a month away for the democratic primary for philadelphia mayor. nbc 10 spoke with each of the six candidates ahead of their first televised debate tuesday. they seem to have one thing in common when it comes to an important issue. education as a top priority. it's the one issue all six of the democratic merrill candidates seem to agree on. doug oliver who is the former press secretary for mayor nutter links education to job growth. >> attracting businesses to the city of philadelphia requires us to fix our schools. and they don't want to see turnover from their employees as soon as their employees have 4-year-olds, they start looking elsewhere because they don't want to educate their kids in the philadelphia public school system. >> reporter: but the candidates differ on how to fund education improvement. lynne abraham, who would be the city's first woman mayor in is against increasing the property tax. >> with we have to collect all the overdue and unpaid bills that we have. a half billion in property taxes. hundreds of millions of utility and fees and fines that have never been collected. >> reporter: long-term city council man jim kenny says he would approach nonprofits and corporations. >> job one is every 3 and 4-year-old in the city should have access to a quality pre-k. right now there are 14,000 babies in our city that don't have access to that kind of opportunity and that kind of experience. knowing their numbers, their colors, their letters. being ready to read. >> reporter: if kenny wants to add pre-k, diaz nelson wants to eliminate the src. >> what we need is to have a school board that is made up of parents. we have to have a wraparound system that provides social service programs around the children's needs. >> reporter: and the long running debate pitting charters versus public school. milton street says he is against charters. >> charter schools are nothing more than triage. they have given up on the public school district. so what they say is we'll take those who we can save and put them in charter schools, and we'll create some prisons for the rest of them. >> reporter: but state senator tony williams an early champion of charters says it's not an either or proposition. >> they have to fix that. we have to fund our schools. that means the tension between charters and traditional has to be solved so parents can look towards our school that solves their needs no matter what type of system they're in. >> and we're proud to partner with the greater philadelphia part chamber of commerce. jim rosen felt will moderate the debate. you can see it right here on nbc 10. and this week at issue, you will meet each candidate. six democrats competing for your vote. hear where they stand on the issues that will impact your life whether you live in the city or the burbs. everything from your wallet to your safety. don't miss nbc 10 at issue, sunday morning at 11:30 right after "meet the press." new at 6:00 30 days in jail. that's the sentence of former lower moreland high school teacher who admitted to having sex with a 17-year-old student received today. erica jenette will also be on probation. she pleaded guilty to institutional sexual assault. she was facing up to several years in prison. she is set to report to jail later this month. well the world's three major religions mark today as a holy day, here in philadelphia many people of faith are joining hands in support at this west oak lane mosque the latest act of opposition to ads many see as anti-muslim. the campaign went up on septa buses wednesday. it depicts adolf hitler with a muslim leader fighting genocide against jews. but instead of dividing the masses, the message is bringing christian, jews and muslims together. >> out of something that was meant to be divisive god has blessed us to make it something that will help us to teach each other. >> septa official says in response to a court order to run the ads they changed policies. they'll no longer accept political ads on septa buses. the current ads will stay up until the end of the month. taking a live look from our cape may camera. cloudy cloudy and wet night down the shore. definitely not beach weather. sheena? >> yeah not really beach weather, renee. wait until temperatures get a little warmer too. but despite the rain it has been a warm day. temperatures in about the low to mid-60s. rain around for the rest of the evening. kind of periods of rain with a chance for a thunderstorm as we go into tonight. not everybody will see that. but i think we could have a couple of isolated ones. high winds as we go into tomorrow. once all this clears winds will really increase. and the wind direction is actually going to pull in some cooler air for us. so tomorrow we'll be starting out with cooler temperatures than today. live look out at center city. low clouds here, overcast skies. 61 degrees in philadelphia. and we've been seeing periods of rain kind of on and off. mostly on the lighter side. but we are tracking a few heavy showers in parts of delaware right around cape may. otherwise just scattered, isolated very light rain. but in sussex county near long neck moving towards lewes, delaware and moving offshore heavy rain too. one shower moderate moving into chester county around lower oxford moving towards east marlboro. we'll be watching these as well. but really, a majority of the stronger storms that is well down to our southwest. so we'll be watching this. that's the area we'll be watching later this evening. that could be bringing us a few thunderstorms through the area tonight. future weather showing moisture hanging around by 8:00, 9:00 this evening, some scattered showers still in the forecast. some of these could be locally heavy. but pretty quick movers. i don't think they'll fit in one area for a long period of time. overnight, the moisture stays with us. scattered showers through the overnight hours. and the timing works out good because it actually clears in time for the weekend. 8:00 saturday tomorrow morning, we'll see nice conditions. clearing. but the winds will be increasing. winds by tomorrow morning could be gusting near 35 to 40 miles an hour. it is going to be a windy day. and that's going to continue through the afternoon. staying windy for your saturday afternoon, also cooler. temperatures like i mentioned about the mid- to upper 50s. but at least we're going to be on the die side. tonight the showers around with a chance of a thunderstorm. winds increasing overnight tonight. 50 for the low in philadelphia. then tomorrow we will see things dry up. but it will be a windy day with winds gusting near 40 miles per hour. temperatures in about the mid- to upper 50s for an afternoon high. then we go into your easter sunday. it looks a loot better for sunday. mostly sunny not as windy. but to start off your easter sunday temperatures will be a little chilly. so if you're out early in the morning, you are going to want the coat. it looks good for easter egg hunts. by 9:00 a.m. 45 degrees. by noon temperature around 53 degrees. phillies home opener looks good. mid-60s. looks like we're going to be dry. add a little breeze out there. a mix of sunshine increasing clouds later and the day monday. then the rain chances come back on tuesday. the phillies are back from spring training. they take on the pirates in preseason action tonight at citizens bank park. it's the on deck series. the two teams will play again tomorrow afternoon. nbc 10 your place for the phillies home opener monday for the team hits the field, our team will bring you a pregame show.
