driving in this weather can be treacherous. >> nbc 10 got an up-close look on the conditions in wilmington today. deanna durante live in storm force 10. you've been monitoring conditions around our area. where are you right now? >> right now we are in plymouth township. we just pulled off of wald kel lane -- caldwell lane in a residential neighborhood. unlike in places like philadelphia and some of the other suburban areas where people park on the street this street here is pretty clear but yet you can be deceived by the conditions because there are several icy patches on the road from where snow had melted or dragged out by people shoveling or their cars. you see a big ice patch on the some people may driving today has been frustrating. >> you think they'd be a little more ready for it. >> reporter: for those still navigating snow and ice-packed roads, driving is frustrating. >> it's drivable. >> reporter: philadelphia road crews say patience is needed and batting a short snowfall and a big freeze on the roads. we found crews salting up and down manayunk philly neighborhoods. >> the temperatures are starting to drop. >> reporter: now that the sun has gone down roads will ice up. that's why crews will be out there again tonight, not just in the city but the suburben air enan area. conshohocken and bridgeport, they have another bat toll fight, parked cars. >> i'd rather them wait for them to take my time than my car being destroyed by one of the trucks. i will wait. >> reporter: waiting was frustrating for debbie eckhart. >> kudos to the streets department? >> yes, and to you who brought the story to light. >> reporter: it's clear and she's hoping it is going to stay that way. >> they even did the hill little down there. i hope it continues for the rest of winter. >> reporter: you're looking live now at caldwell line in ridge pike on the border of conshohocken and plymouth township. rush hour drivers are heading home moving at a pretty good speed there, not going too fast. again, penndot says on roads like this they are still going to be out watching for ice spots. they encourage all drivers to be careful. remembering that even though the roads were colder. let's go to nbc 10 first alert meteorologist sheena parveen. sheena tell us what it will feel like out there. >> it depends what time of night you're talking about. the later we go, the colder it will feel. and even into tomorrow morning. the winds are gusting. this is a big factor in how cold it feels when you walk outside. winds are gusting 20 to 25 miles an hour. this is greatly affecting the feels-like temperature. allentown, it feels like 4 degrees below zero in allentown, feels like 3 degrees below in reading. 17 below mt. pocono, philadelphia feels like 4 degrees, same thing in millville. atlantic city feeling like 1 degree along with pottstown. the arctic air is here. it will keep moving down. the coldest wind chills or the coldest feels-like temperatures will be minus 9 in philadelphia through the overnight hours. minus 12 in allentown, minus 8 possibly vineland and 5 degrees below zero in atlantic city. this is a dangerous cold and it will stay dangerous as we go into tomorrow morning. coming up chief meteorologist glenn "hurricane" schwartz will have more details on that for you in our next round of icy weather. here's proof that you really need to be careful out there. we saw this man slip on the ice in manayunk today. fortunately as you saw, he slipped, he didn't fall. not everyone was so lucky. >> he has good balance there. nbc 10's doug shimell continues our live coverage in east falls. it's a busy time for hospitals. >> it is getting that way. many e.r. doctors saying that they fully expect to start seeing the collateral damage of this bitter cold. >> hi how are you? >> i'm. >> >> reporter: they're on their way to an emergency room near you. >> hypothermia, heart attacks from shoveling snow and frostbite, and falls. >> reporter: your medical insurance better be paid up. >> i slipped on the ice and fell. >> reporter: this doctor says it starts when you're not looking in front of you. >> they slip fall reach out, extend their hand and they get these fractures of the wrists or elbow. >> reporter: or you stay outside too long. >> you can feel signs of developing hypothermia when you start shivering. your body is trying to warm itself up. serious signs of hypothermia are when you stop shivering. >> you'll feel tingling in your fingers, burning in your fingers. >> reporter: don't even try to shovel snow if you're out of shape and gasping for frigid air only increases the chance of heart tack. >> it drops your oxygen circumstance lagts. your heart has to work harder. make sure you're breathing in warm air. >> reporter: dr. hobbit says if you have to do this cover as much skin surface as you can with as many layers as you can take. and he says despite all the space age materials and the high-tech ski prepared to deal with problems caused by the cold. workers checked for icing at train stations and own the regional rail tracks. they also look for trees down. buses, crews, they're on standby to deal with iced up compressors. 30th street station, amtrak tells us they switched heaters to keep the movable parts clear of ice and snow. there are also ice melting supplies and shovels on each train. as specific school sent straight to your inbox or mobile device. terror in paris as mass gunmen storm the offices of a satirical newspaper killing 12 including several police officers. french police officials say they have identified three men as suspects in the deadly attack. an official tells the associated press the men are linked to a terror network in yemen. police say the gunmen opened fire inside a staff meeting, killing everyone. >> that attack targeted a group of cartoonists. it's creating outrage from local cartoonists working at newspapers here in philadelphia, and around the country tonight. the cartoonists say this was clearly an attack on free speech and nothing will stop these artists from printing articles critical of government religion or politics. >> they believe in what they're drawing. nothing protects someone from someone coming in with a machine gun and mowing them down. >> cartoonists around the world will be publishing scathing sketches in the coming days honoring the victims and protesting the massacre. extensive coverage of the terror attack is coming up on "nbc nightly news" with brian williams including the u.s. response. you can watch that at 6:30 right after this broadcast. new at 6:00, a bucks county prison guard is charged with sexually harassing inmates. joseph mullen forced inmates to touch each other and play paddy cake in order to be released from lockdown. he made sexual comments, watched them use the bathrooms. the incidents happened from july through september of 2013. today three more women came forward claiming comedian bill cosby sexually assaulted them. the three women sat alongside attorney gloria allred while they shared their stories. one of the women claiming cosby invited her backstage at one of his shows in las vegas in 1981. the woman said cosby drugged her before putting her in a dark room and forcefully kissing her. >> for more than 30 years, i've been sickened by what he did to me that he had taken advantage of me sexually and that he had the nerve to suggest i asked for it. >> this is new video of bill cosby arriving in canada. tonight he returns to the stage for the first time since november. a former philadelphia principal is now the eighth person charged in connection with a cheating scandal at city schools. police arrested low eded lola marie davis o'rourke. she was the principal at allen locke elementary in 2011. she encouraged students and teachers to change answers on state standardized tests in order to boost scores. the city council atlantic city is voting on a financial recovery plan this afternoon. it includes tens of millions of dollars in budget cuts and layoffs. governor chris christie has said if atlantic city wants more state aid it must reduce its spending. ac is reeling over the closing of four of its 12 casinos last year. pennsylvania real estate company has reportedly agreed to buy teç shuttered atlantic club casino hotel in atlantic city. the press of atlantic city is reporting the deal. the paper says an affiliate of the devin based endeavor property group llc is buying the complex. the purchase price has not been disclosed. governor christie says he wants tougher rules and safety requirements for gun dealers. state police first proposed the tighter restrictions last month after a series of thefts. governor christie supports them. some of the changes would require gun dealers to report stolen guns within 24 hours and to notify police if their security systems fail. just last month, christie said in an interview that new jersey's gun laws might be, quote, a little too strict. one week and two few answers as to why a millville man was killed during a police car stop. tonight, friends, family loved ones gather, braving the cold in their car stop. it's still unclear why. >> happening now at 6:00 concern the residents, friends and family are holding a candle light vigil and march for justice. nbc 10's cydney long is live where the vigil is just getting under way. >> reporter: renee and jim, that's right. i just talked to reed's widow. she says she is overwhelmed by this outpouring of support out here tonight, that family from north carolina florida as well as friends and neighbors and clergy. they are not anti-police but are gathering here they simply want to know what prompted the car stop and then forced police to pull the trigger. she just wants the facts. >> i just want to know why. did he have a weapon did he aim it, make them feel threatened? >> reporter: as to why her friend of seven years was killed by police december 30th. the car stop recorded by witnesses on cell phone video, some who say they saw an unarmed man. the prosecutor in the case insists only that a gun was revealed and recovered and that the use of deadly force by two bridgeton police officers is now being put under the microscope. >> from my understanding he got shot seven times. why did he have to get shot seven times? >> reporter: we tried to find out what initiated the car stop. no answer to that. the police chief did share behind closed doors that his department is doing as well as it can, that both officers involved in the shooting have had complaints brought against them. >> we have a video of him macing a man in the face when he was in cuffs. >> reporter: complaints that were eventually thrown out in court. reed in the meantime friends acknowledge, has a criminal past including a 13-year sentence as a juvenile for firing at state troopers in 1994. a crime they say he shouldn't pay for twice. >> i'm not angry about the situation. i'm more upset and hurt that an innocent black life has been taken again. >> reporter: as you can see out here as we speak, this community is gathering in prayer together with the religious community and clergy out here. they tell me they will march on the sidewalk and take their message to the courthouse in hopes that someone will be listening to them. tonight, the prosecutor has said only this investigation will be very thorough and that they will not comment until the investigation is complete. we're live in bridgeton tonight, cydney long, nbc 10 news. new at 6:00 a promising young jockey now charged with a bizarre crime spree that ended in him being shot. angel madero worked as a jockey at the parx racetrack. on december 28th he broke into two apartments on bensalem he touched himself inappropriately in front of the female resident there. he then jumped out of her window holding her dog. he then broke into another apartment and that's when he was shot by the homeowner. an affidavit says madero smoked marijuana just before the break-in. police spoke to his mother who said he had a mental episode before when smoking marijuana. big jump in flu cases in delaware tonight. there are now more than a thousand cases so far this flu season. that compares to just 107 cases at this time last year. three people died from the flu in delaware. the most cases are in kent county more than 400 and still counting. some people are happy about this cold weather. snow and antarctic blast have brought brisk business to grove hardware and home fly in deptford township. they've had a huge spike in sales of rock salt and other ice melters in just one day. we all know why. >> that's right. and it looks like we'll be meet needing that stuff tonight. let's check in with first alert chief meteorologist glenn "hurricane" schwartz. glenn? >> this stuff is frozen. it will be hanging around for quite a while. temperatures are not going up very much over the next several days. we have a first alert weather day today, because of the combination, the frigid winds gusting to 40 miles an hour creating the dangerous cold and the wind chills of below zero. the flag still blowing. it's not quite as gusty as it was a couple hours ago but it's still pretty windy. 19 degrees, 16 mile-an-hour sustained winds, feels like 4 at philadelphia international. the west to northwest winds continue across the area. it's still gusty in many places but not quite as strong. we're still gusting at 26 miles an hour in allentown, 33 miles an hour in dover. the temperatures are in the teens already. 15 in allentown with a wind chill of 4 below. 3 below in reading. 1 in atlantic city. we have a long way to go before this night is over. and you can see the feels-like temperatures across just about the entire area going below zero at one point or another tonight in many places near the 10 degree below mark as you can see here. as we go into tomorrow morning's rush, you get up it's going to feel a lot colder than it did this morning. it felt like it was about 9, then tomorrow morning it's going to feel like it's more like minus 5 to minus 10. so that is quite a bit colder than it was this morning. so the arctic air settles on top of us as we go through the night tonight and into tomorrow morning and the lowest temperature, near 2 in allentown and reading, 5 below in mt. pocono, 7 in philadelphia. a year ago at this time by the way, it was 4. a record in philadelphia with a high of only 13. dangerous cold tonight, brief snow showers, most of them have moved out. 2 for the low, north and west. during the day tomorrow the dangerous cold especially in the morning when it will be feeling like it's below zero. by afternoon, the temperature getting up to 20. the wind still there. so the wind chill will be up to 5. that's about as high as it gets. on friday we barely make it to the freezing mark but it's windy. so it won't feel like that. then saturday gets even colder. bitter cold once again. sunday, it may get up to the freezing mark. as we go into next week, this arctic front that will stall to our south may have moisture riding along it. that could add up snow to the north, rain to the south, ice in between, this kind of pattern where there cowl be a significant area that had icing. more on that later. you'll want to visit nbc10.com for my >> we'll be right back. a thief stuffed expensive baseball gloves down his pants at a south jersey store here. police in south jersey released this video. in all, eight baseball gloves worth about $1,400 were taken. in bucks county, police say burglars stole this phillies necklace along with half a dozen pieces of jewelry from homes on new year's eve. they hit five homes while families were out
