now outside police headquarters, monique braxton, nbc 10 news. >> thank you, monique. the mystery behind a missing new jersey man studying in israel appears to have come to a sad ending for one family. search and rescuers discovered the body of 23-year-old aaron sofer a mile from where he disappeared in jerusalem forest friday. forensic investigators are working to determine an exact cause of death but they say there are no signs of foul play. sofer leaves behind nine siblings. his parents have been in israel for days overseeing the joint search efforts between u.s. and israeli governments. >> i believe that the family is -- is -- as you said, comforted may you can the wrong word, but there was some closure to the fact that this may have very well been an accidental death as opposed to their sop being abducted. >> loved ones say sofer was not an experienced hiker. he will be laid to rest at rabbinical school where he was studying at 9:30 friday morning, israeli time. and then new at 6:00, more than 100 animals have been rescued from what police call filthy conditions in north hampton county. the pspca says it removed 118 animals, including pigeons, cats, dogs and chickens, all living in a shed in upper nazareth township. they were rescued last night from the home on daniels road. the animals are now being cared for at spca headquarters in philadelphia. they are still deciding whether to file charges. also new at 6:00, it's a done deal. governor tom corbett has agreed to plan to make pennsylvania the latest state to accept medicaid expansion. governor corbett's healthy pennsylvania plan was approved by federal regulators and that means half a million low-income residents may be eligible now for federally funded health insurance. under the new plan, you can get coverage through private insurers but the plans will conform to medicaid's existing rules. enrollment will begin december 1st with coverage starting january 1st. governor corbett spoke about the new changes today. >> we are going to be able to change the health care landscape here in pennsylvania with a plan that is specifically developed for pennsylvania, not something that was developed in washington. >> governor corbett's been critical of president obama's new health care overhaul and had refused to accept federal money until key changes could be made. as hurricane cristobal pushes farther away from our area, the rip currents of the jersey shore around delaware beaches should taper off a bit. nbc 10 at the indian river inlet in delaware today. the surfers, they had a good week of waves but up and down delaware's coast, the rip currents have been dangerous for swimmers. lifeguards tell us they have made a number of rescues already. >> are the just people getting sucked into the rip current, trying to fight their way back in, instead of swimming to either side and end up exhausting themselves, once they get exhausted, our job to grab them and pull them back in. >> lifeguards in delaware state park beaches suggest they only let their small kids in the water to their shins on rough days like this. they say it doesn't take much water to knock kids over and pull them out into the rip currents. nbc 10 chief meteorologist, glenn "hurricane" schwartz is back now with details on the rip current risk. >> is that risk going to last into the holiday weekend? >> renee, just going to keep going down and down and down. people really underestimate the power of water, especially moving water. that's incredible. this is the track of cristobal over the last several days and it just keeps spinning and spinning and spinning and on the right side, it just keeps pushing water in the same direction, that creates a momentum, kind of a smaller scale of what sandy did. and as long as it kept going north, it kept building up the water. now, it's made the right turn. and so, no more of this kind of momentum. so now, we're going to start seeing it go gradually lower. one of the other things that has happened, we have the dangerous rip currents just for tonight is that the wind at the shore has shifted. it's now an offshore wind and if you go down to the shore, you know that on an offshore wind day the ocean gets a whole lot calmer. this is gonna help as well. so each day over the weekend, i think it will get a little bit easier to go into the water. i will have the rest of the holiday weekend forecast that does include heat and storms in just a few minutes. >> all right, thank you, glenn. changes are ahead for made in america. in just two days, the festival will bring thousands of people to philly. they will be jamming to some of the biggest names in music. >> a live look at the ben franklin parkway right now, where you could see one of the stages is up and ready to go. this year's festival is going to be different than previous years. doug shimell live along the parkway for us. >> doug, you have been talking to the festival's organizer he is. what changes can we expect this year. >> reporter: tell me by year three of made in america, pretty much have this drill down to a science, but there are going to be some new wrinkles that concertgoers need to be aware of. >> this year, we have four stages. >> reporter: jim sutcliffe says this is the year of the sigh mull concert at made in america. >> the biggest difference is this is the first year we are doing it in los angeles at the same time. so i mean, that's the same thing to have two festivals happening simultaneously across the u.s. >> reporter: there will be so-called magic window walls around the site where you can watch the l.a. concert while they watch you. also watching and testing the countless propane tanks needed to cook for the tens of thousands of music fans will be fire department personnel. it has become standard protocol after the deadly food truck propane explosion in july that killed a mother and daughter. public safety will be everywhere and so will a new partial ban. >> there is this new thing called camel backs and so we have decided that we will allow you to have camelbacks come in, but they will have to be empty. if they are not empty, they will not get in. >> reporter: and there is one rule that is not new. >> all those ticket purchasers should be having fun and once you're in, just like three years ago, this is pound of marijuana and thousands of dollars in cash. police arrested brett tavia in. o on tuesday. they say he had 388 grams of marijuana and more than $10,000 in cash on him. along with drugs and money, police say they found packaging materials and digital scales as well. investigators say they've been watching tavia in ho since july. tavia in. o is charged with a number of drug possession and distribution charges. and next on nbc 10 news at 6:00, revel is closing but not stopping a state agency from frying to seize a local man's home. why officials say his land is needed for redevelopment learning more about the planned demolition of a public housing high rise building set for next month. philadelphia housing authority is meeting with residents right now to go over plans to implode the 16-story queen lane apartments tower on september 13th. back in 2008, the city enploeded mantua hall when it was determined it would couldst too much to rehab the old public housing building. the city has been working to rid the area of the old style projects, opting to build lower housing without the prices. lu ann cahn is in the meet taking place right now and will fill us in on what happens tonight at 11:00. and vice president joe biden came to philadelphia today. he was in center city, raising money for democratic candidates. biden then headed to pittsburgh for an event with the democratic national committee. new at 6:00, two chester county veterans organizations are teeming up now to replace nearly 100 grave markers that were stolen from cemeteries last month. more than 150 brass grave markers and flag holders were taken from the union hill and st. patrick's cemeteries in kenneth square. now the local american legion and vfw have joined together to foot the $900 bill to replace those items. police believe the thieves sold the brass for cash. as you recall on tuesday, we reported police in bucks county are looking for vandals who hit veterans' graves in two bensalem ceremonies. dozens of grave side american flags and other decorations were found piled up and burped at rose dale memorial park and roosevelt memorial cemetery. new developments in the investigation linked to a politician from our area. yesterday, a top aide confessed to wrongdoing related to an elected official. and tonight, we are being told that official appears to be congressman chaka fattah. nbc 10's harry hairston is joining us with the latest. harry? >> reporter: jim, congressman chaka fattah's son tells me that documents released by the feds appear to reference his father, although the congressman has not been named in the court documents or charged with a crime. >> when i was just almost 18. >> reporter: the congressman did not respond to any of my calls or e-mail to his press secretary for comment. but his son, shang ka chip fatah, jr. does tell me although it appears his father is the man referred to as elected official a in this federal document, his father has done nothing wrong. yesterday, fatah's long-time political aide greg naylor pled guilty to his role in a scheme to conceal an illegal loan to pay off a campaign debt back in 2007. >> i've dealt with him for decades, and they are very, very methodical in their approach and i'm sure that the reason that no one's been named, other than apparently mr. naylor, is the result of much thought and deliberation on their part. >> reporter: defense attorney, william brennan, is not involved in a case but says it is too early to jump to conclusions. >> just so dangerous when some individual, in this case, a mr. naylor, enters a guilty plea to say, oh, he was connected with the congressman. the congressman must have an issue. just not the way our system works. >> reporter: i asked philadelphia based political consultant larry size letter how he thinks the latest development may affect fatah's political career, he says unless fatah steps down, he will be re-elected. jim? >> thank you, harry. congressman fattah is married to nbc 10 anchor, renee chenault-fattah. new at 6:00, the rebel may be closing but one man's fight to keep his property in the casino's shadow continues tonight. charlie birnbaum says the state wants to take his home through eminent domain as part of a redevelopment project connected to the rebel casino but he says even though the casino is now shutting its doors, the casino redevelopment, redevelopment authority still wants to take the property for the developers to build on. birnbaum says he was raised in the home and now use it is for his piano tuning business. a hearing is set for october 6th. and the weather is looking pretty good overall for the jersey shore and it's been a great summer, i will tell you, from the very beginning, even the week before memorial day. it's not as hot today as it has been and tomorrow even more comfortable, but we still have that rip current risk to deal with, at least for the rest of the day. tomorrow will be a little bit lower and over the rest of the weekend, lower than that. the steamy weekend, heat and humidity is going to build. that wouldn't be good news for the eagles playing football, but they are playing tonight. so, they are pretty lucky. 79 degrees now, 12-mile-an-hour winds, diminishing a little bit. relative humidity very low and forecast for the game, well, obviously going to be dry, going to be comfortable, 77 degrees, a little breezy at the start of the game but not much wind by the end, 69 degrees and mild conditions. speaking of mild, it is in the 70s just about everywhere across the area, only 65 in mount pocono. the warm spot, 80 in dover. and it is bone dry throughout the area and the northeast and the ohio valley, got to go west to chicago to find any rain so we are okay for tonight, we are okay for tomorrow as far as any kind of threat of rain. even saturday is looking pretty good. the general area, moisture still way back to the west. maybe a few clouds in the afternoon. but that's pretty good looking sky there. and then here comes sunday, more clouds, showers on the way, so we may start off the day dry on sunday and then some showers build up but even at the shore, that may come much, much later, so we may be in decent shape for a great portion of the holiday weekend, the rip currents diminish tomorrow and so saturday looks to be a great day at the shore, sunday at least in the morning is looking pretty good. then in the poconos, all on the cool side until sunday when it warms up and we get thunderstorms in the area. for tonight, no thunderstorms, no clouds, for matter, for most of the area, 59, philadelphia, 50, north and west, the wind diminishes, tomorrow, much less wind from today, the temperature won't get up to the 81 we have today, very low humidity as well. not going to feel like august tomorrow, but it's going to change over the weekend. now, saturday is the safest bet for the outdar activities, no matter where you are in the area and more comfortable for the weekend days. then the heat and the humidity builds up quickly on sunday, thunderstorms generally in the afternoon and night and lingering into monday and look at that, we could end up with another heat wave here, the third of the season. hey, i'm john clark live at the linc. the eagles ready for their final preseason game for
