guaranteed here. here is tebow signing his one-year deal at the complex. and last month when he worked out with the eagles we were there at philly international airport. i guess chip liked the workout, huh? now tebow hasn't played in the nfl the last two years. he was in camp with the patriots in 2013, but he was cut before the season started. he has completed less than 50% of his passes in his nfl career. but maybe he can be a good fit in a backup role in chip kelly's office especially running the ball. here is former eagles offensive lineman jon runyan. >> what is the goal? is chip trying to do something in the culture? he's let talented players leave because they're not buying into the system not buying into what he's trying to do in the locker room and off the field. i think yesterday for residents police and dignitaries across camden county. they gathered to remember patrolman john norcross of the camden county prosecutor's office. they were killed in the line of duty. over at the university of pennsylvania. they'll be wearing arm bands in memory of ryan gilliard. >> thank you, doug. new video into nbc 10 of two men accused of impersonating police. philadelphia police say it happened earlier this month at the fresh market. a security guard approached the two suspects and then the men identified themselves as officers and threatened to arrest him. one even had a handgun. the witness got involved the men took off in a burgundy dodge, or plymouth minivan. from the nbc 10 news delaware bureau. a crime crackdown, wilmington police say they've gotten, rather, dozens of criminals off the streets. they teamed up with the feds for a six-week operation making 64 arrests. that includes a man accused of committing a murder in puerto rico. wilmington police need to build better relationships in the community to get these crimes you have solved. police say they're seeing an increase of the number of tips coming in. >> we have received some tips from too many members who are in the area when some of these incidents occur, which provide information to follow up upon. >> wilmington has had ten deadly shootings so far this year. they've made arrests in three of those crimes. now to decision 2015. today is the last day for people in pennsylvania to register to vote in order to take part in next month's primary election. only democrats and republicans can cast ballots in the may 19th contest, voters will elect candidates for county and local offices as well as seats in the state court system. six candidates are vying for the nomination transit. for weeks, we've been telling you about the possibility of a fair hike. and today, we now know the transit agency's plan. we'll tell you how much more riders will have to pay. plus, what a budget gap will mean for some roads in jeopardy. and every second counts nbc 10 has dash cam video as police in new jersey rush to a car fire with someone trapped inside. and with progress comes problems. development in some philadelphia neighborhoods has been leaving behind a rough ride. when nbc10.com has uncovered and what's being done to fix the problem. here's a live look at the radar. we have a tornado watch until 10:00 p.m. tonight for most of the area. so what you see now are thunderstorms flaring up to our west and southwest. and we do expect some very strong to severe storms later tonight with the possibility for maybe a few tornadoes. so coming up i'll show you the timing of it and what you can expect. federal authorities say they've arrested six men from minnesota who are making plans to travel to syria and join isis. the months long investigation ended with arrests near minneapolis and in san diego. as brian mooar reports, the fbi was already investigating terror recruiting in the minneapolis area. >> reporter: federal court documents describe six minnesota men on a mission. a coordinated but amateurish effort to join isis. >> these are focused men who were intent on joining a terrorist organization by any means possible. >> ages 19 to 21 the men were recruited through social media by a friend now believed to be in syria. one had second thoughts and turned informant. >> it's a combination of online recruitment with an individual that they know and trust. this is how many of these radicals are now being lured into places like syria and iraq. >> the minneapolis area and somali community have been successfully targeted by terror recruiters before. and local leaders say they're working with u.s. authorities. >> the fbi will not stand idly by and permit these recruitment efforts to go unchallenged. >> the group behind the massacres at a kenyan university earlier this month and the westgate mall in nairobi back in 2013 has not only recruited from the minneapolis area but named the nearby mall of america as a potential target. well authorities say the suspects in this latest case had dreams of joining a holy war in syria. only two made it as far as san diego. investigators say the men arrested in san diego were trying to get fake passports and travel to syria by way of mexico. brian mooar, nbc news, washington. you might recall authorities charged a philadelphia woman with trying to join isis earlier this month. thomas is currently behind bars accused of communicating with isis fighters and buying a plane ticket to meet them in syria. thomas' defense attorneys tell nbc 10 she'll plead not guilty in the case. she faces up to 15 years in prison. to learn more about the americans accused of trying to join isis tune into "nbc nightly news" starting at 6:30. it was a damp and cold morning in boston today. but that didn't stop 30,000 runners from taking part at the 119th boston marathon. it's been two years since the deadly terror attack at the finish line to the marathon. tens of thousands gathered to show their support for the runners and the city. this just one day before jury will reconvene to begin the process of deciding whether one of the brothers responsible for the bombing should live or die. coming up at 5:30 we'll have a live report from boston. remembering the victims of a columbine high school massacre in littleton, colorado. today marks the 16th anniversary of that tragedy. it was april 20th 1999 when two teens went on a shooting spree at columbine high school. they killed 13 people more than 20 others were hurt. both gunmen killed themselves after the attack. and today marks the fifth anniversary of an explosion off the gulf of mexico that killed 11 workers on a bp oil rig. the explosion dumped about 200 million gallons of crude oil into the gulf. a recent report shows that sea life has not fully recovered in the five years since that explosion. >> how about this? aviation workers can expect tighter security after a baggage handler was caught allegedly smuggling guns on a commercial plane. the transportation security administration says workers will now undergo background checks every two years. those with access to secured areas will be fingerprinted. airport and airline workers traveling as passengers must be screened before boarding a flight. a random screening of employees will take place throughout the day. more than 2,000 union leaders from across the country they're pushing for legislation they claim would help the construction industry grow across the nation. the union is emphasizing the apprenticeship readiness program, education and training models keeping them going. they want washington's help, especially for families living in atlantic county. >> for us right now, we had four casinos recently close. we have a tremendous amount of people out of work. >> right now, there are 1600 training centers across the country funded solely by contractors. new attention-getting pictures of north korea's kim jong-un. theés?nz photos claim to show him after climbing the tallest mountain. he's wearing a topcoat and what appears to be dress shoes. the pictures show him posing on the mountain top allegedly on a trip to visit battle sites. the state-run media has history of releasing pictures of the leader in action in unusual circumstances. a woman in new jersey's lucky to be alive tonight. >> two officers pulled her from a burning car, and it's caught on tape. it's video you have to see. police in morris county released this dash cam video of a roadside crash on thursday. two officers pulled an unconscious woman from the car seconds before it burst into flames. investigators say that woman was drunk. she is expected to be okay. well, now we go to breaking news along ridge avenue. >> take a look at this from sky force 10. over that scene. this is the train station. we understand that a teenager has been hit by a car that shot right now, the ambulance. the victim taken to the hospital moments ago in that ambulance, we can assume. we don't know his or her condition, but learned that a teenager has been hit by a car near the train station. we'll make sure to stay on top of this for you. >> well, we had rain this morning and now the sun is breaking out, warming temperatures up, and because of all of this was such an unstable atmosphere in place, we have a tornado watch out for the rest of the evening until about 10:00 tonight. all the counties shaded in yellow, it includes philadelphia gloucester camden counties salem, cumberland all the way down to kent county lehigh valley including allentown, bucks county. tornado watch tonight, the possibility of tornadoes with any severe storms that move through. they'll have the potential to produce that. so first alert weather is out for tonight. with the possibility of a tornado. otherwise, any strong storms we could see damaging winds and also hail. locally heavy rainfall could lead to localized flooding we'll keep an eye on that too. we have a few showers flaring up to our west and southwest. that's where we find storms flaring up. and that's where we'll see our severe weather come from as we go through this evening. locally, though we do have one thunderstorm. we see a few lightning strikes and it's leaving lancaster county. it's going to be skimming burkes county still. a lightning strike there. and this is right around borden town township. that's really all we have right now. later tonight, though we'll have a lot more moving in and, again, it's all coming from the west and southwest. you see the clouds temperatures are fairly warm outside. and the thunderstorms really flaring up. so the atmosphere is going to stay unstable with a threat for severe weather, possibility of a tornado for the rest of this evening. so, future weather by 7:00 8:00 tonight. you notice a lot of the red and orange on the map here showing moving in from areas west like the lehigh valley, also parts of delaware. so some of these storms by 8:00 could certainly be severe through the area. then it'll be moving near philadelphia, and into new jersey. and continuing north and west until about 9:00 p.m. after that, we still expect just some scattered storms even some heavy rain locally. by 11:00 tonight. so it's not going to end after you see it move through. this could even last until midnight tonight. and even some models showing it lasting after midnight. you may be sleeping tonight and still hear that heavy rain or some thunder around and then early tomorrow morning, we clear out just in time for the morning commute. so we do expect the morning commute to be on the dry side. for tonight, though, the showers and storms will be around some of these severe. we'll be watching for the potential for any tornadoes. we'll have updates coming up later tonight, too, throughout the evening so we can keep you informed. also social media, nbc 10.com and on twitter, all the updates. again, severe storms could provide damaging winds and hail and we'll be watching this through the rest of tonight. tomorrow, though we clear out to mostly sunny skies, and it'll be windy, though. 65 to 68 degrees. but certainly, a nicer day than what we'll see later on this evening. then for wednesday, we could have showers. temperatures about the mid to upper 60s. then we go into thursday and friday. look at the high temperature, right around the upper 50s. it's going to be a lot cooler and the wind's going to stay how riders can voice -- make their opinions heard about the future of local mass transit. senator bob casey calls for immediate action now that the report about philadelphia's veterans affairs regional office is official. the senator joined local veterans this morning. he sent the letter to v.a. officials calling for fast work implementing recommendations issued by the inspector general. the report found a pattern of data manipulation wait times for claims-related issues that dragged out for more than 300 days and a pattern of behavior that left veterans without the services they've earned. >> the philadelphia v.a. needs a reminder about for whom they work. they work for veterans, they work for their families, and they work for taxpayers. >> the house veterans affairs committee is also holding a hearing to focus on the philadelphia office. there's a new poll out today on the jersey jam bridge scandal that rocked governor christie's administration. most voters do not believe that christie was responsible for the lane closures on the george washington bridge last year. but, 57% believe he was aware of the closures. that same percentage of people do not believe he personally ordered them. quinnipiac conducted this poll. 20% say an apology is enough if he knew about them beforehand. it led to four days of backups. e-mails revealed that a christie aide ordered the closures in an apparent act of political retribution. the governor has never been directly implicated. starting this week, you'll have a chance to voice your opinion about septa and their 2015 budget. they're holding two public hearings in each of the five counties where the transit service operates. officials say public comments will be considered on several issues from service changes to penn relays. the first starting gun goes off this thursday. organizers gave us a sneak peek at this year's happenings at a news conference today. this will be the 121st running of the relays. more than 15,000 runners from high schools and colleges all across the country and from around the world are expected for three days of events. the penn relay is the oldest and also the largest track and as the war on potholes rages on. a different issue is wreaking havoc on drivers. holes and craters popping up in the city where construction projects are booming. what city officials are telling nbc 10. right now at 5:30 it looks like a perfect night for baseball from this live shot at the wilmington stadium. but tonight's game about an hour from now could be impacted by weather. >> here's the proof. much of our area under a tornado watch for tonight. check out nbc 10 first alert radar. right now, the severe threat is to our west. >> nbc 10's first alert meteorologist sheena parveen is here now. we started off with a soaker this morning. we could end the day with more rain? >> oh we're definitely going to end the day with more rain. especially heavy rain. that is certainly a possibility, and like you mentioned the tornado watch, we could see a couple of tornadoes, too. first alert weather day is going to stay out for tonight. again, the tornado watch giving us the potential for tornadoes to develop. and with any other strong storms, damaging winds and hail is certainly likely and a possible tornado. here's the watch area you see yellow areas shaded. all the counties here north and west of philadelphia chester, montgomery and bucks counties. and this is a tornado watch, meaning tornadoes are possible until 10:00 tonight. so any strong storms we see move in could have the possibility to produce a tornado. locally, though, most of us are dry. we do have one heavy shower moving into western bucks county. it'll be skimming that area. it's pretty heavy at the time. not too much lightning. and in this other shower moving into parts of mercer county across i-195 and 295, this one moving towards hamilton. but the severe threat is still off to our west. it's moving in and as we go through tonight, we will see some strong storms moving. 7:00 p.m. tonight, west of philadelphia moving into the lehigh valley and then by 9:00 nearing philadelphia and south jersey, even delaware and still areas up near the poconos. coming up a closer look at the timing and what to expect with storms later on this evening. >> we'll check back in when she returns minutes away. with the running. >> 30,000 runners competed in the race today. tens of thousands gathered to show the support for the runners and the city, as well. the new england cable news network joins us live with more on the people running in today's race. it didn't stop the runners with the cold and damp weather today. >> reporter: no, and it didn't stop the spectators either. they're here strong as they are every year. and there still are by the way, some runners finishing the last of them. now, six hours after the last heat began, they're coming through in spite of this weather. >> for the first 117 boston marathons, the focus was on inspiration. perseverance and largely the weather. through snow rain, intense heat, finishing is what mattered. foot on pavement for 26 in the extra 385 yards down boylston street. and the skies were a factor in the 119th running. the cool temperature hovering only in the 40s. the gusty wind and the steady rain. >> i actually randomly ran faster in the wind. >> reporter: felipe trained in the peruvian jungle. the cold was a factor for him, but not for nadya ruiz of l.a. who has the guinness world record for running 100 marathons. >> my 122nd marathon. i started at 14 and got addicted. >> longevity among the hallmarks of team hoyt this time for the first year since 1980 the father/son team were not together through the course. brian lyons took over pushing rick. >> i'm not replacing him. i'm merely a fresher set of legs and it's an honor to run with him. >> all i had to do was sit in the jeep and wave to the crowds all along. and when i finished my feet were saying are aren't you going to do something with me? and it was awesome. and to see these guys coming across the finish line. it was unbelievable. >> and dick hoyt turns 75 years old in june. 2013 was supposed to be his last marathon. we all know what happened in 2013. so he decided to run in 2014. now, speaking of those bombings dzhoknar tsarnaev has been convicted. however the penalty phase in his trial is set to begin in boston tomorrow. nbc 10 news. >> back here at home tonight. members of a bucks county church want to know why. >> why would vandals target a church? they've now been forced out of the building by three fires. church members say they will forgive those responsible. nbc 10's deanna durante live tonight. >> they're talking forgiveness despite seeing this cross burned on the front lawn. and we've learned that the fire started inside the church according to the fire marshal. firefighters were inside the church and didn't know it was burning until they saw smoke. >> there are parts of me that are angry in part because they took the symbol of the cross, and i recognize it's two pieces of wood and recognize it's a symbol. but it's still a symbol and it's significant. >> the pastor says the congregation at resurrection church can and will forgive the person or people behind the series of attacks. the fires destroyed a play house, a cross that stood on the front lawn and a basement bathroom. a thick plate glass window was broken and something tossed inside set the room on fire. >> seems like they thought through what they were going to do beforehand. >> they say there appears to be some sort of planning to the vandalism and arson. the window has been broken before about ten days ago and repaired. the vandals, he said, had to have tools to break the glass and set something this large on fire took a lot of work. >> this happened about 5:30 in the morning. we had a lot of delivery people out at that time. we had people taking their morning walks going to work. >> the fire marshal is hoping someone spotted whoever is behind the damage and who put the gaping holes in the church sign or smashed this back window. >> reporter: also a play house on the playground was destroyed. preschool has been canceled. the church cannot have sunday services there. yesterday, they worshipped here on the front lawn and the pastor says they'll do that again this sunday. in the meantime, if you have any information, you're asked to call the police. reporting live in levittown, nbc 10 news. >> from our delaware bureau new york city man faces charges after allegedly smuggling hundreds of untaxed cigarettes across state lines. officials say he was stopped for speeding last week state police searched his rental car and found 394 cartons of untaxed cigarettes from virginia. he is out on bond tonight. we have new information on a legal fight. the foundation filed that federal lawsuit in wilmington today. it's seeking more than $15 million in damages from united health care for breach of contract. more than 33,000 kids had been served by united under medicaid and the children's health insurance program. however, united ended the agreement with nemours last year, and they claim they haven't been paid in full. and the new jersey transit reveals the proposal for fare hikes and cuts. the proposed increases average roughly between 7% and 9% and would be the first fare hike in five years. the increases would affect riders. you think you'd be safe on your own doorstep but not for one man in new jersey. he and his dog were attacked at the front door and a coyote is to blame. still out there. what officials are now doing to track it down. well construction like this is leading to problems like this in the streets of some city neighborhoods. the uphill battle residents in the city faces in the streets and what's being done to fix it. that's next. i run because i love exploring philadelphia parks. i was on the rowing contractors and utilities who need to connect lines to row homes. neighbors say they're too often poorly maintained hazards that mired the streets for months and they're fed up. >> the real issue in the community, we're all for, again, the community being built up. and we love what's happening to the neighborhood. but at the same time we need to maintain the neighborhood to keep up the values. >> i don't think we saw this coming. i mean, as you can recall there was a sustained period of time when there was literally no construction going on the market tanked and all of a sudden we come out, emerge from the downturn of the economy, the market picks up and we have unprecedented construction happening in the city. we need to adjust to that quickly. >> the city should be doing a better job comes after the death of a 25-year-old man arrested a week ago who died yesterday. autopsy results show freddy gray suffered a significant spinal injury that led to his death.4 his arrest caught on tape. what isn't clear is how gray was injured and when it happened. baltimore's police commissioner says when gray was put into the back of a police van, he was breathing, he was talking, but when he arrived at the police station, he wasn't doing either. >> he was a healthy man who had a healthy spine and his neck wasn't broken when he was first taken into police custody. >> all six officers weather day out for tonight. maybe a couple of tornadoes with strong storms that move in. and any strong storms could be producing damaging winds and hail. that possibility is fairly high. also locally heavy rain. tornado watches out for all of the counties shaded in yellow. this includes most of the lehigh valley. much of south jersey camden cumberland new castle and kent counties in delaware. tornado watch until 10:00 tonight. and this means there is the possibility we could see a tornado develop from the strong thunderstorm. we see the more strong thunderstorms. central p.a. the boxes, those are severe thunderstorm warnings. a little more locally, we do have one thunderstorm we're watching. this one moving into burkes county and this one has heavy rain lightning in it. and this one will be moving to the northeast. it'll be near north heidelberg and near centre by 6:06 hamburg by 6:17. even though it's technically not severe which would have 60-mile-an-hour winds, it could be con inthatting 40-mile-an-hour winds with some small hail. and also off to our west storms flaring up the atmosphere is unstable and it's all moving in this direction. temperatures are warming, too, mid-70s right now in philadelphia. 76 in dover. still in the 60s areas north and west but either way, we're going to have enough heat and moisture and enough instability to create strong storms, even severe later on this evening. storms moving in from the west 7:00 p.m. if you're in the allentown area lehigh valley down to chester, new castle county in delaware you could be seeing strong storms by 7:00 this evening. only in a couple of hours. closer to philadelphia by 9:00 p.m., south jersey and delaware, but still remaining in areas north and west through the lehigh valley 10:00 p.m. tonight, scattered showers, maybe still some scattered storms the threat still for severe weather and then later on 11:00 p.m. close to midnight and overnight, we could still be seeing the storms continue and, especially some heavy rain. now, later overnight, closer to the morning commute, we do expect to dry out. your morning commute does look dry. it's really tonight we'll be watching the storms. some storms severe tonight. otherwise, tomorrow we clear out nicely mostly sunny and windy, mid to upper 60s. tonight, we'll be tracking the storms. we have updates coming on later on this evening, as well to keep you informed by wednesday. showers in the forecast. and take a look at the temperatures by thursday and across the board. upper 50s is going to be quite a bit cooler. >> thank you, sheena. police in new jersey are looking for a coyote after a second attack this month. >> this time, police say it attacked a man walking his dog. and this time happened in norwood, bergen county. >> steven stood on his doorstep where the attack on him and his dog happened just before midnight. >> i finally got him in the door and turned around and it bit me on my leg. >> he started rabies shots, though he's safely protected his australian shepherd chow. coyotes are becoming more and more common. >> i walk down here with my greyhound all the time. i won't be anymore. that's a little bit too close for comfort. >> reporter: two weeks ago in nearby saddle river, another man bitten by a coyote while out walking. for norwood officials. >> i have extra patrol out making sure the school is safe when the kids get out. and we're going to keep an eye on this neighborhood. >> we're urging families in this area to keep their children and small dogs inside. >> the doorstep where the attack occurred is near a heavily wooded area full of wildlife. we easily spied these wild turkeys near the main road. this coyote picture was near the police commissioner's house. >> this is not unusual. this is where we live and we're kind of in their domain. >> as for the next time he goes on a walk his master says. >> a little more careful. i'll try to carry something, maybe a metal bat or something. >> reporter: as it did in saddle river earlier this month, a trap will be set to try to catch this coyote. in norwood, brian thompson, nbc 10 news. is it engineering or inspiration? sometimes it's hard to tell. >> especially when it comes to the central high school robo lancers. hours away from a world championship competition to build the best robot in the world. but didn't stop them from taking time to share their love of technology. philadelphia's central high school robotics team, the robo lancers are headed to the super bowl of robotics. the world championships in st. louis. >> yeah the day before they leave, they were on the campus of the university of pennsylvania hosting a huge expo as part of philly tech week. >> the robot is already headed to st. louis. the team leaves tomorrow. but for these enterprising high schoolers, building and competing robots is a part of what first robotics is about. >> we do a huge amount of outreach for it. through the season for robotics teams around the city ranging from kindergarten up through high school. >> recognition of science and technology. sophomore sabrina says it's been a highlight of her high school experience. >> i fell in love. the team is basically my family now. i spent so much time with them. a really good start to your future. >> he's making his second trip to the championship. he's passionate about robotics. >> not a lot of kids. they grow up and see lebron james and kobe bryant and say let's play basketball. they want to be inspired to do something. i want to be like that guy or that girl. >> his message was not lost on the young fifth through eighth grade girls. >> we wanted to learn about robotics. >> yeah. >> what do you plan on doing when you grow up? >> being an engineer or doctor. >> some 400 students are expected to come through today's expo to see the workshops and exhibits. all are hoping it'll inspire today's young minds to become tomorrow's science leaders. >> all right. get this it costs $40,000 for the central high school team to attend the championships. michael nutter asked the university of pennsylvania and drexel university to donate that since at least mid afternoon, but the sun's rays are actually going to fuel our chances for severe storms this evening. first alert chief meteorologist glenn "hurricane" schwartz has the first update on this tornado day. >> and one potential threat here, right? >> right. and it's not the highest threat. the greatest threat is probably for damaging winds or some larger hail. we do have a first alert out for tonight because of that tornado watch. it also includes the threat of damaging winds and hail and isolated tornadoes possible in this huge area. doesn't mean every place is going to get it. just means the conditions are favorable for some tornadoes to form within this large area. and as you can see, we have showers and storms building. the heavier stuff still way to our west. western pennsylvania west virginia we do have some isolated showers getting closer in. this is one getting into burkes county. it's tracking west of redding. eventually up toward the poconos, perhaps. and this is the hour by hour future cast. you can see, it's not all that well organized, but some of these storms pretty heavy with those more red colors. and that is until 10:00 and even after 10:00 when the watch expires, there's more action going on here for a good bit of the night. however, it's all out of here by tomorrow morning's rush. that is not going to be a stormy period. more on the timing
