>> yes this first area of snow is with this arctic blast coming in. has nothing to do with the storm on sunday. can you see moving in from the north and west the lake effect to some degree. at least the lakes are helping to create this moisture. it's gone through the city of philadelphia into new jersey camden and gloucester county. on the other side of the country. phoenix is getting rain. this is part of the storm that will affecting us on sunday. this is not one of the storms we wonder whether it's going to develop or develop in time or create moisture. it's there. there's plenty of moisture. it's just a question of the track and how much warm air gets in here. what areas will see it change to rain. what areas will see mostly snow. the better chance you have of mostly snow is farther to the north. we'll break down some of those specifics in just a few minutes. the but the other big issue is the wind. and the windchill. meteorologist sheena parveen has more on that. >> part of the reason we're seeing the snow squall through the area right now, strong winds helping to bring somg of that in. not everyone's seeing it but everyone is seeing the high winds across the area. winds are gusting about 20 to 30 miles an hour and earlier today, we had wind gusts over 40 miles an hour. a gusty day out there, look what it's doing to the temperature, making it feel 10 degrees colder. feels like 26 in philadelphia. north and west already feels like the teens. feels like 27 mt. holly. 25 in millville. 20 is what it feels like in wilmington. throughout the night these numbers will be dropping down and the winds have too. if you have friday night plans, it will stay windy and it's going to stay very cold. here's the future feels like temperature. when we factor in the winds. we take you a few hours from now. temperatures will be feeling more like 5 degrees in millville, dover. by tomorrow morning, a good portion of the area will feel below zero starting off your saturday. so, it's going to be really cold windy start to the week. then we are tracking that chance of snow as we end out the week. i'll show you all the details coming up. >> we're getting pictures of the snow squaulz moving through our area. vince lattanzio is here with a view from your neighborhood. >> we're getting a lot of reports in all across the city of philadelphia through our social discovery. this is smith memorial playground. talk about a squall lots of snow coming down in all different directions. all of those blue dots on the screen, those are different reports we're seeing from social media. here's what's going on right here in the area around the police touch museum fairmount park. a lot of snow coming down there. this is the blizzard this girl says is happening outside her window. this is what it looks like on the schuylkill expressway. the girl says, just like that the snow is back. you want to be careful if you're driving. this guy joe says it's hard to see center city because so much snow we saw the pictures earlier when we first showed you at the top of the newscast how hard it was to see down the skyline, center city philadelphia. take a look at new "nbc10 news" app. now more on the breaking news we first told you about at 4:00. pennsylvania state treasurer rob mccord used his power as state treasurer to shake down campaign donors and he's leaving office immediately. nbc10's harry hairston is live in the digital operation center. mccord released a video statement. what did he say? >> he released a video statement shortly before our air. on camera he admits to threatening donors to give to his campaign to run for governor or he would make their lives difficult. here's some of what he had to say. >> the fact is i stepped over the line by trying to take advantage of the fact that two potential credibilitiers hoped to continue to do business with the commonwealth. by developing talking points to remind them i could make things difficult for them, i essentially said the potential contributors should not risk making an enemy of the state treasurer. clearly, that was wrong. i was wrong. it was a mistake. >> governor tom wolf released a statement moments ago. he says it's a sad day for the common wealth of pennsylvania. he also goes on to say, it type of behavior leads to the erosion of the public trust. it is simply not acceptable. and he says he's working quickly to present a nominee to this senate of the highest caliber and capability. now, also there was no opportunity for us to ask mccourtmccord questions. his attorneys said they would not allow him it take questions and would only release that prerecorded video coming from mccord. now, mccord's attorneys also say he has made an agreement with the feds to plead guilty to any and all federal charges. jacqueline? >> harry, since is he going to plead guilty what's next for him? >> first of all, i talked to some legal experts that have been here for decades. with these type of clients and dealing with these situations where elected officials are being investigated or prosecuted by the feds. they tell me in all political corruption cases, none have just gotten probation. it's always been an automatic, you go straight to jail. also, he called the video being released my legal expert did, very unusual. he says there's no advantage to it in his opinion, because he needs to save the allocution for the judge, saying the judge is the only one that matters at this time who mccord has to convince that he is very sorry for what he did. >> very house around 3:15. we're still working to find out just how it happened and whether anyone was hurt. we have new information about a sex scandal within the ranks of the philadelphia fire department. nbc10 investigative reporter mitch blacher is live outside headquarters. >> reporter: a source inside philadelphia city government confirms as many as 40 people 40 city workers, may be involved with this sex scandal inside the philadelphia fire department. they have knowledge about the investigation that is ongoing and confirmed that -- the philadelphia sex scandal centers around a female firefighter. a source inside city government with specific knowledge of the ongoing investigation tells the nbc10 investigators as many as 40 staffers inside the fire department are involved. the source confirmed the female paramedic shared nude pictures and video of herself with colleagues and engaged in sex acts with others sometimes on city time. when we spoke with her lawyer by phone, she declined to comment on the specifics of the case because the investigation is ongoing. >> it's a significant personnel issue. >> reporter: mayor nutter has only talked about the scandal briefly. friday his office said it couldn't talk about an ongoing personnel matter. this is what he said thursday. >> i'm really concerned about it but i can't talk about it at this point. >> reporter: the source said the scandal does not involve top fire leaders but does go as high as the captain level. there's at least one captain at all of the 64 fire houses in the philadelphia fire department. >> appear an answer by president obama. they said the focus going forward is helping the middle class and the challenge is getting more people engaged and willing to help. we leave philly the land and like a candidate and sounding like he'd run in 2016. how can secretary clinton provide opportunity for all if she doesn't know where the jobs come from in the first place? >> reporter: romney bowed out in a conference call to supporters. >> i decided it best to give other leaders in the party the opportunity to become our next nominee. >> reporter: romney may still want the white house -- >> he >> reporter: you're a cowboy fan? how did that come about? >> my mom and dad were so i was born into that. >> reporter: when he went to penn state, he was a tight end, but everything changed when he talked bill o'brien into letting him play offensive tackle. >> he was like you know what we're going to do. then no no we're not. no, no we're going to do it. >> reporter: he gained 40 pounds, but also had to deal with the weight of the sandusky scandal at happy valley. >> i guess the ncaa is now back pedalling with other things. as penn staters, those wins are never gone. >> reporter: now in winds are making it look a lot worse. it's not long lasting. here's a look aatop the aramark building the flags are blowing and snow squalls drop precipitation for a brief period of time. 34 degrees in philadelphia. feels more like 22 when you factor in the winds. so it is going to keep feeling much coting as we go through the overnight hours. we have the next snow chance as we go into sunday leading into monday too. the rain/snow line will be critical in who sees the rain and who sees the snow. if you have friday night plans, temperatures keep dropping to the mid-20s by 11:00. it stays very windy but it will feel closer to 10 degrees colder than the actual temperature. here's a look at the radar. here are the snow squaulz we've been telling you about. they've moved through philadelphia but we still have some parts of montgomery county berks county a little light snow through the lehigh valley. overall, we're starting to see it move into parts of gloucester and camden county. evens township seeing the snow approach. in the philadelphia we're seeing some snow move through. again, the winds are making it a little worse. let's take a live look at area. here is a live picture of the snow squall. there you see the snow falling. white marsh township. again, a live picture of the snow squaulz. through see we do have a brief period of snow combined with the wind. it is making a coating on the cars. so we will keep you updated. for norristown we're still seeing shows snow squalls move through, even parts of upper montgomery county. through see it developing through the lehigh valley. we'll keep our eye on this area closely to see if there are any more redevelopments. aside from that with the wind it will make it feel colder. by tonight at 11 p.m. below zero through lehigh valley. tomorrow morning, feeling below zero especially areas north and west. possibly around 5 degrees below zero. poconos, minus 20. saturday, 7:00 in the morning along the i-95 core doeshgs even around new jersey feeling close to zero. south jersey and delaware feeling like zero degrees or like single digits. then we go into sunday. here's a storm we've been telling you about. this is one of the first tracks we'll be watching as we go into sunday and monday. we'll be watching this closely. this track could be giving more rain to the south. and the rain/snow line closer to philadelphia. a different track we're watching, this will give more snow to the north and rain farther to the south. we'll see more snow out of this win. rain stays farther to the south. this is something we'll watch closely as we go into sunday. as far as the snow chances are concerned, we're talking about possibly 4 inches or more. it depends on who sees the rain. as of now, the lowest chances of seeing 4 inches or more that will lie in south jersey and dell. more of a medium chance across the philadelphia area because we think that rain/snow line will hang in this section but highest chance of 4 inches or more that's going to be poconos, lehigh valley. you're almost guaranteed at this point so-to-just see the snowfall. early snow squalls as we go through this evening. bitter winds also 12 degrees in philadelphia. 8 degrees in the suburbs. then we go into tomorrow windy with bitter cold in the area 26 to 29 degrees, feeling a lot colder. then we go into sunday. that's when we're watching the snow as we go thou the day sunday. on monday it's a question of where that rain/snow line sets up. of course, we'll have more details and updates as we get closer. >> and strong winds. a look at the flags flapping in the breeze high above center city. sheena parveen is here. how cold are we talking about tonight? >> when you talk about the jacqueline with the winds on top of the cold temperatures, we're talking about the feels-like temperature below zero degrees for much of the area. another thing we've been talking about are the snow squaulzlls. if you're in montgomery county you've seen this moving through. it's now moving into parts of burlington county. some of the snow squaulzlls approach. another one moving into philadelphia area and combined with high winds, gusting near 30 miles an hour. it's moving in from the northwest through parts of the lehigh value and we'll keep watching to see if it will keep redeveloping. high winds partly lake-effect snow. that's moving it through very quickly. if you do happen to see it it's fairly moderate snowfall. there's a lot of wind here too, and it will drop visibility for at least a period of time. aside from that we're talking about a lot of cold as we go through the rest of tonight into early tomorrow morning. windchills below zero degrees, especially north and west. very cold to start off your weekend. then we end out your weekend, talking about a storm system approaching late sunday into monday. the question is going to be where that rain/snow line sets up. we'll talk about that coming up. and this green mass you see on first alert radar will be moving into our region super bowl sunday which means road crews will be need to be on their game as the big game kicks off. county man charged with killing his stepdaughter then sexually abusing her corpse waved his preliminary hearing today. 53-year-old gregory graf admitted to kelg his stepdaughter to have sex with her. 33-year-old jessica padgett disappeared in november after leaving her child care job in northampton. he decided to wave the preliminary hearing when he learned of the evidence against his client. the new statements began today in the trial of the burlington county new jersey man accused of murdering 6-year-old page. a manhattan district attorney says aton couldn't wait to walk to his bus stop alone. a defense attorney for pedro hernandez hoped to convince jurors that the real killer may be a convicted pennsylvania child molester who had been a prime suspect for years. police say pedro hernandez kipp kidnapped the boy in 1979 in new york city. he was arrested three years ago and living in maple shade when police found him. a mercer county man is behind bars accused in at least five burglaries. this is 27-year-old kenneth price jr. over the past several weeks, residents in the laureldale section of the township reported their homes had been hit by burglarers. most happened during the day while victims were away from home. he had some of the victims' stolen property. he's in jail until his court date. an inside job gone wrong. three delaware county teenagers are accused of planning a fake robbery at the taco bell where one of the teenagers worked. he claimed to be a victim of violent robbery. police spotted him and two others in the car, also seen in vaunt surveillance video. they say jeremy middleton and tormen acted as robbers. you can now explore ancient panama and there's no passport required. today nbc10 got a sneak peek at a new exhibit at penn museum called admitted telling campaign contributors making it difficult for them to do business with the state. in that 2 1/2 minute video, mccord also apologizes for his actions. from a delaware bureau a man is in custody of accusing of trying to carjack a homeland security agent in a parking garage in wilmington. the agent fired one shot missing the suspect. he was able to get away but police grabbed him may have seen those this evening. other than that our next chance of snow comes as we go into sunday. sunday that leads into monday. the main thing with this next storm system is going to be the rain/snow line. we do expect a rain/snow line through the area so some of you may get quite a bit of snow. others more like rain. but it really depends on the track. i'll show you that in a second. here's what it looks like outside aramark building. we had the flakes coming down five minutes ago. that really shows you how fast the snow is moving by. not so much now, but you still see the flags blowing. it is very windy outside right now. winds gusting about 32 miles an hour in philadelphia. temperature 34. feels more like 22. that's what the winds will do. it will drop those temperatures outside when you walk outside. feels a little colder. right now on the satellite and radar picture, we have the snow squalls moving through the area. philadelphia, even parts of nj. it's all developing from areas around the lehigh valley. we'll be watching that closely for any redevelopment. parts of burlington county tabernacle seeing moderate snowfall. it's windy and looks a little scarier when you look outside at that. this should be making it to the shore. we don't see this breaking apart before it reach there is. cherry hill seeing some snow right now. even around the philadelphia area. 76, 95 all the major interstates seeing that brief burst of moderate snowfall. continues into the lehigh valley upper montgomery county seeing it against across 476. this is an area we'll pay a close eye on. it could redevelop. the winds will make it feel colder. we've been telling you about the really cold windchills. by 10:00 tonight, feeling like single digits. areas north and west could feel below zero. starting off your weekend, 7:00 in the morning, feeling about 5 degrees below zero, north and west. the rest of the area feeling around zero degrees. then we go into the end of the weekend. we have a storm system that will be approaching. so it will be moving into the area. the question is where is the rain/snow line going to be? here's the first track, puts that area of low pressure a little farther to the south, which would give us more cold air through much of the area. this would lead to more snow. and the rain stays mostly a little farther to our south. now, the second track, this puts that area of low pressure not even that big of a difference but just far enough north to bring the rain/snow line farther north. we could see the snow mainly confined to north philadelphia and the rain moves up farther north, too. it will be the section through the philadelphia area that we'll be watching the closest. second track, more rain moves in and the rain/snow line a little farther to the north. this is one of the things we'll have to watch as it moves in where we start to see the cold air move in. a chance for about 4 inches of snowfall. lowest chances will be south jersey and delaware. the more medium chance, the area we'll keep our eye on, that will be through the philadelphia area. a sure bet for snowfall would be the poconos and lehigh valley. that area expected to stay on the north end of the rain/snow line. tonight, snow quauls. winds will make it feel colder. tomorrow windy, bitter cold. temperatures in the mid to upper 20s. late sunday we'll watch the rain and snow. that continues for monday. we will keep you posted on all the updates where that rain/snow line will be. glenn will have more details coming up at 6:00. when you think state wide moratorium on a specific type of construction. according to early investigation into the fire the complex in edgewater, bergen county unlicensed maintenance men using a blow torch started it. now a state assemblyman is pushing a bill that would put a two-year moratorium on new construction of similar apartment buildings. while code standards are reviewed. that would put a stop to a
