Right now, though brittney temperatures a little bit cool. Some temperatures are close to freezing. So parts of our area under a frost advisory at least until 8 00 a. M. Heres a live look outside right now. We are going to see plenty of sunshine, we are starting off with clear skies and light winds. You can see the flags are barely moving on top the aramark building. Heres a closer look at the frost advisory. We basically have a cold morning ahead of us so cover your sensitive plants. Hopefully you covered your sensitive plants. We just have a few more hours left. Lets take a look at the temperatures. 41 degrees in philadelphia. 34 in reading. Temperatures right along the shore, which are under that frost advisory at 33 degrees. Were actually below freezing in millville at 30. Much warmer in dover at 42 degrees over the next couple of hours. Youll notice our temperatures warming up substantially. Take a look at 1 00 p. M. 61 degrees. Police are expected to arrest a philadelphia mother who is accused of abandoning her disabled son in a park for days. Nbc 10s jesse gary has been following the story since we first broke it yesterday morning. Bring us up to speed on whats happening. Youre at the hospital right now. Reporter rosemary Philadelphia Police asked and a judge signed an arrest warrant for 41yearold nyia parler. She is the victims mother and police say the reason he is inside Childrens Hospital recovering right now. Police say she abandoned her son late friday night. The man is a quadriplegic suffering from cerebral palsy, and is nonpalsy. The victim survived five days of rain and cold in the park with only a blanket and bible, this after detectives say placed him in the woods and went off to Montgomery County maryland to see her boyfriend. Its sad because theres a lot of kids to play in here and for you to just do that to a kid thats mentally ill is sad. She needs to be locked up. Reporter police were able to recover the victims wheelchair and return it to him at Childrens Hospital. Police and hospital doctors fear a cut on the doctors back he suffered while in the woods could become infected. Hes also being treated for exposure dehydration, and malnutrition. As for the process to bring the mother back to philadelphia is underway. Its one phase in a threepronged approach in this investigation. Coming up in 30 minutes, well talk about the second phase of this. Live outside Childrens Hospital here in university city, jesse gary, nbc 10 news. New from overnight in philadelphias ogonks neighborhood, three cars collided and one burst into flamed. The accident happened at ogontz and cherry avenue. One person went to the hospital. No word on that victims condition or what caused the crash. Also new from overnight, a highspeed crash sends three people to the hospital in south philadelphia. Police on the sustain tell nbc 10 the driver was going between 80 and 100 miles an hour down columbus boulevard when the driver smashed into another car and then a fence. Officers tell us that everyone is expected to be okay. The driver of the speeding car will be charged with dui. The investigation into the abduction and beating of a Center City Jewelry store employee has led authorities to South Carolina where one man is now under arrest. Atf officers and u. S. Marshals worked with Philadelphia Police to capture 31yearold khayree gay. He was arrested on friday. He now faces federal robbery and kidnapping charges. An extradition hearing is scheduled for tomorrow. Investigators say gay and two other men kidnapped a 53yearold woman after she left her job on jewelers row last weekend. The men allegedly demanded security codes to National Watch and diamond, where the women works. Police say the suspects beat and tasered her and later dumped her in a cemetery in darby. They took off in that van you just saw. The woman is now recovering at home. More arrests are expected. This morning we have an update on the financial crisis in colwyn borough, delaware county. Nbc 10 has learned the president of the Borough Council is giving Police Officers gas money to fill up their patrol cars. Its unclear if the money is coming from the borough or was a personal donation. The gas station supplying the police suspended the account because of the boroughs cash flow problem. The mayor calls colwyns 1 million deficit a crisis telling us the borough can no longer provide basic services. And now they dont have no gas. Hows they going to patrol just in case we get an emergency in colwyn . Colwyn employs about half a dozen Police Officers. The boroughs Fire Department is facing the same gasoline supply problem. A Police Department in Gloucester County is no longer facing a lawsuit from a state assemblyman. A judge threw out paul moriartys lawsuit claiming that Washington Township police failed to adequately train and supervise its employees. The assemblyman was arrested in 2012 on a drunk driving charge. The charge was later dropped after this Police Dash Cam video was released. Officer Joseph Ventura was indicted for making a bogus arrest. He was acquitted earlier this year. Moriartys lawyer says despite the judges ruling his client can still seek damages against the officer. The trial will continue this week for six former philadelphia narcotics officers accused of kidnapping extortion, and drug dealing. Investigators say the officers used their positions to intimate, beat and rob drug dealers. But in Opening Statements last week Defense Attorneys argue that there is no evidence to back up those claims. The corruption trial is expected to take months. If convicted, the suspects could face life in prison. The city in the meantime is facing dozens of civil lawsuits, connected to this case and could end up paying millions of dollars in settlements. Students at one Philadelphia Charter School will let loose tomorrow morning before they take their standardized tests. The southwest Leadership AcademyCharter School in southwest philadelphia will hold a pep rally at 9 00 a. M. Students from third to eighth grade will get a chance to shake out the nerves that come with testing. This week across pennsylvania students in those grades will be taking the standardized test for language arts. The time right now is 5 37. Today, Hillary Clinton is expected to announce she is running for president for the second time. Her advisers say the former security, u. S. Senator, and first lady will tweet the announcement and release a video. According to those advisers Clintons Campaign will focus on boosting Economic Security for the middle class and giving more opportunities to working families. Clinton got a ringing endorsement yesterday from her former boss and political rival. President obama said he thinks that she would be quote, an excellent president. In north hatchton county investigators are searching for the cause of this fire. Were told it appears the fire started on a Conveyor Belt that moves material from one building to another. The National Debate on race and policing has become personal for a family in South Carolina. Yesterday, they laid walter scott to rest. It was one week after the africanamerican man was shot and killed by a white police officer, who by the way, has ties to south jersey. During yesterdays service, the minister said that he thought scotts death was motivated by racial prejudice. Authorities have not discussed whether race was a factor. The shooting happened after officer Michael Slager pulled scott over for a faulty taillight. Scott, as you can see, got out of his car and ran. Friends say he may have taken off to avoid going back to jail due to overdue Child Support payments. Slager has been charged with murder and has been fired from the police force. Online donations are pouring in for the new york man who shot cell phone video of a Deadly Police choke hold. Ramsey orda reportedly made bail after spending two months on a drug charge which supporters say may have been the result of retaliation. He had cell phone video, this video, showing eric garner suffocating during a Police Arrest in Staten Island last summer. Ordas lawyer says tens of thousands of dollars from the online fund will cover defense costs. Police have cleared the u. S. Capitol building following a lockdown yesterday afternoon. Officers shut down the building and surrounding streets when a man shot himself on the outdoor terrace. A bomb unit was called in to analyze the mans backpack and a package he was carrying. The man had a backpack in a roller case with him, because of the packages that were nearby him, we obviously locked down the capital for security purposes and had to secure the area. Officers did not find anything dangerous in that mans backpack. He died of a selfinflicted gunshot wound. Police are not releasing any other information at this time. Pope francis says next year will be a holy one for catholics as he is urging Church Leaders to show more mercy than ever before. The pope issued a decree at the vatican yesterday, marking december 8th as the start of a jubilee year. He plans to open the normally closed holy door in the back of st. Peters basilica as a demonstration of openness. The pontiff will be coming to philadelphia in september for the world meeting of families. Temple University Alumni bill cosby will not speak at the universitys commencement next month. The comedian had been a popular graduation speaker during the three decades he served on the board of directors. A University Spokesman says because cosby resigned from the board in december he will not be on the program may 8th. The announcement comes after renewed allegations from women who allege that cosby sexually assaulted them decades ago. Cosby denies the allegations and has never been criminally charged. Now to news in the new jersey jam bridge scandal. The north jersey town targeted by lane closures at the gw bridge has now spent more than 200,000 in legal fees related to the investigation. The fourday closures in 2013 caused huge traffic backups in ft. Lee. They were allegedly part of a political payback scheme after the towns mayor did not endorse governor Chris Christie before his election. The record reports that ft. Lee approved an additional 15,000 for a special council last week, bringing the total to 225,000. The u. S. Attorneys is investigating the matter. Christie has denied any advanced knowledge of the closures. From our Delaware Bureau uber could be coming to the first state. Transportation officials and the Ride Hailing Service are finalizing an agreement to allow the company to operate there. The department of transportation secretary says part of that agreement will deal with the level of background checks that uber drivers will have to submit to. No timeline has been announced yet. Nbc 10 was at vernon park in East Germantown for part of the eighth annual philly spring cleanup. Volunteers helped out with more than 600 projects throughout the city yesterday. They removed nearly a Million Pounds of trash, painted over graffiti swept away leaves and planted flowers. Now to a spring cleanup in north philadelphia. The citys parks and Recreation Department teamed up with students from Temple University and other Community Groups for this project yesterday. Volunteers swept up dirt and debris and cleared out a vacant lot. Its all in preparation for next months blue cross broad street run that will make its way through this area.
