repairs. you can see that bus left a gaping hole in the living room where a mother and her daughter had been standing just seconds before the bus came crashing through the wall. >> it feels good because i know i helped some people. >> reporter: isabella paid attention during school bus safety training. >> first thing i thought, this can't be happening. this isn't real. i saw some sdaults and i was like help us, please. i saw the latch on the door. knew i couldn't do the up, emergency exit, so i did that emergency exit and i just opened it got out. i was encouraging the kids come o get out. come on let's go. >> reporter: this 11-year-old helped usher ten of her classmates out of the back of this bus that crashed into this whitpain house. >> one of the girls was smart enough, opened the back and told kids, get out, get out. >> reporter: neighbors were outside getting their own kids on bus or headed to work. they said isabella got the kids off the bus before they could help. >> i jumped into the back of the bus to make sure there were no children in there and it was full of exhaust. i reached -- i looked for the keys. i shut the bus off. >> reporter: neighbors called 911. when kids were inside a neighbor's house, police called their parents. inside the house, a husband, wife and child. none were far from where the bus came crashing through the front door and the living room according to police. residents watched for hours as tow operators worked to pull the bus from the home. the question now, what caused the 58-year-old driver to lose control in the first place? >> he said he blacked out, didn't remember anything. but the first thing -- the first concern the driver had, are all the children okay? >> reporter: again, those kids okay thanks to some quick thinking by that 1 is-year-old as well as some neighbors in the house. repair work here still under way. i'm told police will get a good look at that bus has that been towed to a montgomery county tow yard. the are likely no sure survivors. >> "nbc10 news" has confirmed the plane's black boxes, both have been found. they expect it will uncover some of answers about what brought down that plane. the germanwings airbus was traveling from barcelona spain to dusseldorf, germany. nbc's barry aaron has the latest. >> reporter: an airbus a-320 operated by luft hans sa's discount germanwings crashed in the french alps. it was traveling from barcelona to dusseldorf. the head of the airline reported after the plane reached cruising altitude it reached a descent for about eight minutes until the crash. family of the passengers gathered at dusseldorf airport to hear about loved ones. 16 germans were on board, including students and teachers. the mayor was emotional as he discussed the loss. >> translator: i can assure all of you, without a doubt, that this is the worst day in the history of our city. >> reporter: friends and family of the 45 spaniards believed to be on the flight headed to the barcelona airport to receive updates. >> translator: we will do all possible to help the families and give them all our support and attention. >> reporter: rescuers at the crash scene said wreckage from the plane was strewn across the mountain. a spokesperson from lufthansa said it's too early to tell what led to the crash. >> for the time be it's an axe did not. there's nothing more we can say right now. anything else would be speculation. >> reporter: now that a black box has been recovered, investigators will examine it to see if there is any sign of what caused the plane to go for spring they're not the only ones, it's a chilly day for these walkers, bundled up for their workout in pennsauken. guess what? we got another cold night ahead of us. >> nbc10 chief meteorologist glenn "hurricane" schwartz is watching the mercury. we want it to start acting like spring out there. >> yeah. we're going to get one day of that this week renee. one day. today is not that day. we are finally starting to see some breaks in these clouds around the philadelphia area. that will allow the temperatures to go up a little bit over the next couple of hours, like has happened in allentown. they're up to 44 degrees with sunshine while it's only 37 in philadelphia. 37 in dover and wildwood. those clouds have had a big role during the day today. a lot of dry air up there so we are going to clear. the temperature, of course, will go down. but it will go up first for a couple of hours. 6:00 up to 40 degrees. then start to drop below freezing once again. we'll tell you more about that one warm day and possible thunderstorms with the seven-day in a few minutes. >> thank you, glenn. actress and activists angelina jolie is making headlines again. cancer concerns led her to make another decision about her health. the 39-year-old oscar-winning actress said today she had her ovaries and fallopian tubes surgically removed. she said recent medical tests showed a possible early sign of cancer. with surgery she's hoping to reduce her disk of cancer. she announced two years ago she had a double mastectomy. her mother, grandmother and aunt died of cancer. she carries a gene that puts her at high risk for developing cancer herself. today in "the new york times," jolie says quote, i told myself to stay calm to be strong, and that i had no reason to think i wouldn't live to see my children grow up and to meet my grandchildren. today i spoke to a local woman who's faced a similar dilemma as the hollywood star. >> if you knew this was going to happen to you, what would do you to prevent it? there's prevention out there. you can save yourself from having to go through this. >> reporter: you might describe sandy o'brien as strong and brave. >> i was diagnosed -- >> reporter: you may have seen her and her sister featured in an m.d. anderson cancer center at cooper commercial. but she tells me the decision to undergo a bilateral mastectomy in 2011 was not easy. she didn't have full-blown cancer but had a family history and had precancerous lumps. now she's considering removing her overries which are at risk as doctors have detected ab normties normties. >> it's a waiting game all over again. >> reporter: do you think ultimately you will have -- >> absolutely. my kids are 7 and 10 years old. i'm not checking out on them any time soon. >> reporter: her advice to other women is to consider genetic testing. insurance covered it because of her family history. she said make a list of very specific questions. >> what is the recovery time? what are your options? having the surgery is not necessarily the only option. counseling what kind of groups are available, who can you talk to? >> reporter: she says the experience, while incredibly difficult, has given her real hope for the future. >> life is worth living. i've been given a new lease. i'm going to grab that bull by the horns and when i finally hit that coffin, i'm sliding in and dust flying everywhere. i'm not going out like this. >> she said what helped her the most is finding a support group and talking to other women who had already gone through the surgery. sandy says she even takes calls from complete strangers looking for guidance. 20 minutes of nonstop news continues with accusations against a local counselor who works with young people. >> that counselor is charged with inappropriately touching a 14-year-old client inside his home office in montgomery county. investigators say the girl was able to take secret photos of the incidents on two separate occasions. they charged bernard rivas of endangering the welfare of children, corruption of minors. he's a licensed counselor who sees clients in his home office. we checked and his online ad specifically mention his work regarding teens in crisis. rivas is free on bail. a woman is dead after she was hit by two cars in bucks county. police are questioning both drivers. skyforce10 was over the scene on knight's road in bensalem early this morning. investigators tell us 28-year-old chrissie massey crossed against the red traffic signal and was hit by the two cars. the first stopped, second did not. witnesses took pictures of the license plate and detectives tracked down a car. >> we've done these too often at this intersection. if people just obey the lights it's kindergarten all over. if you just watch the lights and walk with the traffic, you'd be alive. >> police say the drivers will likely not face charges. now to a developing story. a sic holenkhole swallowed up an suv and now several families are out of their home in south amboy in middle middlesex county. a sinkhole caused a water main to open. you can see an suv at the bottom of the muddy hole. three homes were evacuated. authorities say they don't appear to be in imminent danger but residents won't likely be allowed back home until tomorrow. fire crews had their work cut out for them this morning as they battled flames in montgomery county. skyforce10 was over the scene on this 2600 block of cherry lane. investigators say a car was on fire outside of the garage. and the flames spread to the house. everybody inside made it out safely. state police in burlington county are warning people to be on the lookout for a man who's trying to lure children away. troopers believe the man is responsible for two incidents in tabernacle township on march 12th and 22nd. the girls were walking near the area of powell road. the support has a long dark beard and high-pitched voice. the girls told police he was driving a black and gray vehicle with a white stripe. 20 minutes of nonstop news continues with a federal investigation over what made a new castle county family very sick. >> some of them were in critical condition after getting ill while on vacation. the family got sick at a rental home in st. john in the u.s. virgin islands. the father's a school principal in new castle county. the mother is a dentist in delaware county. tim furlong is live today in greenville. >> it appears this family was exposed to toxic chemicals. what have you learned about it? >> reporter: that's right. i spoke with the governor's office in u.s. virgin islands. they're working with the epa to find out why someone used cultural pesticide inside a vacation condo. in the case of this family here in delaware they checked in on a wednesday. by friday they came down with major respiratory trauma. a week in these luxury st. john condos should be a dream vacation but for the this family from wilmington their trip ended up back in hospitals in our area. >> i didn't think it was real when i first heard it. it was just shocking. >> reporter: these guys go to school with shawn and ryan their dad is the head of the tatanall school. the parents are at christian that hospital. it appears someone used a highly toxic pesticide that should never be used indoors inside their high-end rental condo before they arrived. the school is closed for spring break but everyone here is thinking about the family. >> the whole community is pulling for you guys praying for you guys. we really wish them the best. >> reporter: and back live at the tatinall school in greenville. the family spokesperson was down there on vacation. he's a lawyer. he's down there doing his own investigating. theresa and steven are in serious condition but improving. i got an e-mail saying the two sons are both still listed in critical condition. the luxury condo complex, i obviously called them. i wanted their side of the story. they never returned my call. live in greenville delaware, tim furlong, "nbc10 news." happening now, some voters in philadelphia are heading to the polels right now to fill a vacant state house see. richye and white are running in a special election. del ricci heads a nonprofit. it covers northeast philadelphia. polls will be open until 8:00 tonight. democratic congressman brendan boyle previously held the state house seat for the district. he was re-elected to the state house and u.s. house seat formerly held by had schwartz. tonight the candidates vying to become philadelphia's next mayor will focus on city schools. all six democratic candidates are scheduled to attend a forum on education in south philadelphia. iments it's happening at 6:30 at g.w. child school at 16th and warton streets. it's a chance for parents to ask about the future of education in the city. hundreds of people have already signed up to attend. nbc10 jim rosenfield will moderate the first debate tuesday, april 7th at the kimmel support at another town hall event. he took questions from people at the hanover community center. this is a video of the governor at a previous thanh hall. he said yesterday he likely won't make up his mind about a likely run for president until late spring or early summer. he will attend a fund-raiser in philadelphia this week. somebody swiped a pricey trailer from a chester county parking lot. the 2014 forest river work and play was stolen from a lot in new garden township. it's similar to the one seen right here. the trailer has kitchen bathroom and sleeping quarters and cost about $35,000. the trailer has a pennsylvania license plate xht-6246. if you've seen it, call police. a serve forarch for a wanted person in delaware led police to a bunch of lizards and bowaa constrictor. they found them trying to destroy a large amount of crack cocaine. also in the apartment were 16 lizards and a boa constrictor. the reptiles are considered deadly and extremely dangerous. owning the lizard is illegal. authorities also removed a child from the home. people in wilmington will have a chance to weigh in on the future of the city at another town hall meeting tonight. at a meeting earlier this month residents questioned the mayor and city leadership about public safety education and public works issues. tonight's meeting will take place from 6:00 to 8:00 at the neighborhood house on "b" street. as if it wasn't cold enough yesterday, it's even colder today. the clouds certainly have not helped. we continue to search for spring. we've got one day of it coming. a taste of 70 perhaps 70 degrees coming on thursday. and we're also tracking showers in the forecast for this week. sky's getting brighter and brighter here from philadelphia and west and north. more sunshine. the temperature will start to come up. 37 degrees partly sunny skies. the wind is only 7 miles an hour. and the trend? 43 degrees yesterday. i expect it to get to about 40 today. 48 degrees tomorrow. the average high, 46 for this time of the year. anybody near 56? no. but allentown's 44. been sunny there for a couple hours. that's the affect of that sun. everybody else pretty much in the 30s. look at this. this is the french matter in the pocono mountains. not a cloud in the sky. some of that clearing is headed this way. you can see that on the satellite picture. nice and clear up into the poconos. that's all heading to the south. just no doubt about that. there's also more moisture to the west moving in our direction. not much doubt about that either. by tomorrow afternoon, may see a couple showers. especially north of philadelphia. this is not the main threat of showers this week. that comes on thursday. here's thursday at 6 a.m. there's some showers. maybe some of them on the heavy side in the morning. then we may get a break in the afternoon allowing us to get to 70. and then showers and maybe even a line of thunderstorms coming through in the evening on thursday. and cold enough air behind that to have it snowing west of pennsylvania. so, that warm air, it's just lasting for a day. a little tease. for tonight it's going to clear and then get cold again. 30 for the low in philadelphia. 20 north and west. but not much wind out there. very cold for this time of the year. mostly cloudy tomorrow. just a chance of a couple hours. especially north of philadelphia. highs in the upper 40s. still well below that average of 56. well above it on thursday but that's it. there's the one day of warm weather. showers, thunderstorms. we showed you the timing. then it gets colder on friday and real cold on saturday. high barely getting out of the 30s. another cold day on sunday before we warm up a bit. almost a year since this deadly explosion. philadelphia officials still don't have a clear proceed on who checks their propane tanks. nbc10 investigators look at the hold upputting residents into danger. the job dominated by women that men are making more in one local community. a gun rights group is suing lower marian over an ordinance they say conflict with state law. they say a law requiring a special permit to carry guns in township parks was vague and it could mislead gun owners to thinking guns are banned. the president of philadelphia city council says he's, quote, disappointed in the archdiocese's decision to demolish a 133-year-old church. residents and former pa rigser ins have been fighting to save the church. in a statement, council president daryll clark said in part the public safety must always come first but it is my and others' understanding that preservation is, indeed possible especially if the vatican chooses to intervene. good news for all of you adrenaline junkies out there. six flags great adventure has unveiled new buried in a philadelphia backyard. skyforce10 was over that scene in frankford. police say a suspect in custody. police haven't released a motive for the killing or the victim's identity. what is the inspections after this deadly food truck explosion. well with cold cloudy conditions, a lot of you may be asking, where's spring? well, we're about to find it in my seven-day forecast, but it's not going to last too long. then coming up tonight on "nbc10 news" at 5:00 a wedding waiting game. a new jersey couple wanted to tie the knot and time is critical. why their plans were held up and what other couples need to know. light now at 4:30 it's a sight hard to forget. a food truck explosion in philadelphia that killed a mother and daughter. promises were made in the wake of that deadly food truck explosion, despite a law written by the city council, we found the city's hands may be tied when it comes to mandating inspections of propane tanks. >> all new at 4:00 the nbc10 investigators dig into why public safety cannot be improved. harry hairston joins us for the latest. >> it's been hard to get answers to find out why the food truck poe pain tanks are not inspected in philadelphia. seven months ago, city council promised to have local officials inspect food trucks but nothing has happened. many including some victims of that explosion, are wondering what's taking so long. >> i thought i was going to die. i mean the fear the panic. >> reporter: veronica lee can't forget the day she drove right into this. a food truck in north philadelphia explodes on july 1st of 2014. she and her three grandchildren were injured with third-degree burns. the blast killed the owner and the owner's body. >> dead bodies burning. that's something that will never escape my mind. never escape my mind. and for the city not to do anything, it's just devastating. >> reporter: days after the explosion, city council promised to place food trucks under tighter scrutiny. the fire department checked tanks on july 4th at the festival, but since then the city has not mandated anyone to look at the tanks. last september two council members introduced this bill giving the fire department the authority to inspect the propane. but that bill never made it to a hearing. now we've learned, efforts to move forward with an ordinance are stalled. we're told the mayor's office did send fire commissioner derek sawyer's recommendations on potential inspections to city council. choosing to provide specifics of the recommendations, we caught up with the fire commissioner at a recent public event. what is the representation you gave to the city about propane tank safety. >> you have to mark mcdonald, press guy, he would know that. >> reporter: don't you think the public should hear from the expert himself the commissioner? >> absolutely not. >> reporter: he went on to tell us to contact the pennsylvania and united states departments of transportation. >> the experts are the state, so it's a state and federal mandate, so that's probably who you should talk to. >> reporter: we reached out to the state and federal departments of transportation. both say they do not regulate food truck propane tank inspections. but the nbc10 investigators did find this state law. the propane and liquefied petroleum gas standards falling under the department of labor and industry. a spokesperson for the department of labor and industry tells us according to law, no municipality in pennsylvania, including philadelphia, is permitted to inspect the propane tanks on food trucks. >> we welcome inspections. >> reporter: president of the philly mobile food association. >> these are carbon steel tanks. >> reporter: he showed us some quick safety inspections the city could check if the city would let them. >> give it another spritz and make sure that there's no bubbling. >> reporter: mitchell would like to see something in place sooner rather than later. >> we want our members to follow the rules. we want our members to be safe. >> reporter: the nbc10 investigators will dig deeper into this issue. including talking to the folks in harrisburg. we'll keep you updated with the answers we get. for the investigators, harry hairston "nbc10 news." >> thanks for that. we checked with other cities around the country. austin boston houston and washington, d.c. all inspect food truck propane tanks at least once a year. the fire department handles the inspections in those cities. we know what the calendar says, but it certainly doesn't feel like spring out there. live sky cam showing clouds hanging over center city this tuesday afternoon. temperatures are well below normal. chief meteorologist glenn "hurricane" schwartz is back. >> i understand we have another cold night ahead of us. >> yeah. we're getting clear skies at the time we're getting close to night fall which will allow the temperatures to drop even more. one of those places with clear skies, the pocono mountains, there's not a cloud in the sky up there. and that dry air is headed right down through the rest of the region. we're getting more and more sunshine in across the philadelphia area now. now, that will push the temperatures up a little bit before sunset. it's 37 in philadelphia now, but 44 in allentown because we've had a couple hours of sunshine there. 37 in wildwood with all those clouds. but as we go through the night can you see the dry air coming down from the north. it's already reached the philadelphia area. and it continues to spread to the south. so as we go through the evening, the temperature may go up a few degrees before it goes down. it's going to go down again, a very cold night. warm air on the way and thunderstorms. the timing of both with the seven-day in a few minutes. a borough in pennsylvania has found a permanent way to remember a murdered state trooper. the town of dunmore is naming the road between its community center and little league fields after corporal brian dixon. the corporal was killed and trooper alex douglass was severely injured last september. police arrested eric frein after a 48-day manhunt in the pocono mountains. frein told police that dixon's slaying was an assassination. he has pleaded not guilty to first-degree murder, terrorism and other charges. a canadian man is accused of arranging a sexual rendezvous in dawson county who he thought he was a 14-year-old boy. now he's held on $1 million bail. the company that does the hiring for a mall in western pennsylvania admitted to not performing a proper background check after a registered sex offender was hired to dress up as the easter bunny. michael jacobs was on the job for 12 hours before his criminal record was exposed. court records show jacobs was convicted of sexually assaulting a minor twice. from our south jersey bur bureau lockheed martin and u.s. navy officials cut the ribbon today on the expansion of the combat system engineering development site. the new facility has enough space to test combat systems such as illuminating radar and land sea and air censorsense sensors. president obama says it will keep the current number of 9800 troops in afghanistan through the end of the year. the president made the announcement today during a joint news conference with the president of afghanistan. who had asked the u.s. to slow the withdrawal of troops from his country. >> i would also like to thank the american taxpayer for his and her hard-earned dollars. >> president obama says he still intends to slash the number of u.s. troops there by the end of next year. new surveillance video shows secret service agents hitting a barricade outside the white house. it happened as officers and agents investigated a suspicious item thrown near the white house earlier this month. the agents were reportedly drunk when they arrived at the scene. one agents has been identified as mark connolly second in command of president obama's security detail. the other is george ogilvie, senior member of the field office. secret service director joseph clancy appeared before house oversight and government committee today. it's the third time he has testified about the incident. clancy was criticized for the agency's handling of the situation. and he said he was not told about it for five days. prom season is nearly here. >> that's caused a flash freeze of black ice before the deadly accident. the review found no fault in road operations because crews were salting. one man died in the fire. now to the jersey shore where a bankruptcy court judge will consider another attempt to sell the former revel casino to florida developer glenn straub. earlier this month the judge ruled she did not have jurisdiction to approve the sale because it had changed from an earlier deal she approved. a new hearing is set for april 2nd. a woman who was raped identified her attacker but found out that she was wrong. more than a decade later. >> the woman spoke out today at a local college campus about flaws in the criminal justice system. jennifer thompson met with students today at newman university. thompson was a college senior back in 1984 when she was raped. she picked ronald cotton out of a police lineup but dna evidence proved her attacker was another man. thompson apologized to cotton and together they have successfully lobbied state legislators to abolish the death penalty and revise state police lineup procedures. well we've seen some nice changes in the last hour or so around philadelphia area but it's not going to warm us up a lot. certainly not feeling like spring. still searching for that. we're going to find it but it's not going to last long. there's a taste of 70. or close to 70 this week. and we're tracking showers, maybe even some thunderstorms. look at how much blue is in the sky now. this is philadelphia. an hour or two ago, totally overcast. now the temperature may go up. see the 5:00 temperature sheena shows you and see if it's higher than 37. 5-mile-an-hour wind that's all. and the temperatures, well we were in the 30s so far today. tomorrow 48. near 70 on thursday. but then is goes back down. so, we have one day of above average temperatures before things change. 44 degrees in allentown. it's been a couple hours of sunshine and see what effect that strong late march sun can have. and take a look at how warm the air is. 70 degrees in the forecast. not extreme when it's 75 right now in nashville. 76 in little rock. it's 81 in dallas. just one little surge of summer air and it's up near 70. but then the winds change and it gets cold again. here comes the sunshine with the clouds moving from north to south. another area of moisture out to the west. that's going to effect us tomorrow especially north of philadelphia. that's generally on the lighter side. on thursday we'll see the more significant rain. we could get one batch in the morning. then a break allowing the temperature to get up near 70. ahead of this line of showers and thunderstorms. you saw some red in there that could indicate some pretty significant storms coming but that is thursday evening well after dinner time for most of us. for tonight we're clearing. it's going to be cold again. 30 for the low in philadelphia. 20 north and west. and then during the day tomorrow, mostly cloudy. highs in the upper 40s. not quite as cold as today but a whole lot warmer on thursday. there's the warm day with showers and storms in the evening. then it gets a good bit colder on friday and very cold saturday and into sunday morning before we start warming up. pennsylvania lawmakers are in philadelphia today to discuss whether medical marijuana should be legal in this state. members of the house health and judiciary committees met with doctors and medical experts at pennsylvania hospital in center city today. the group talked about the potential impact of legal medical marijuana on medical professionals. a former marijuana patient also testified. in delaware the state house will vote on a bill on an update to its medical marijuana law. it allows state authorities to expedite background checks for caregivers and those who dispense the drug. medical marijuana users in delaware users must pay a $125 fee. pennsylvania is the only one of three states that does not allow medical marijuana school wants the final say on what girls wear to this year's prom. de loan catholic school in adams county are requiring girls to bring a picture of the gown for preapproval. they say the school has a responsibility to uphold catholic values and moral integrity. >> that's a big expense to be turned away at the door. and we're trying to eliminate that difficulty. >> students say the timing of the new policy combined with the stricter dress code is not fair. some students say they've already spent hundreds of dollars on gowns that now need alteration to meet the school's dress code. comcast, the parent company of nbc10, is working to close the digital divide. >> that's right. comcast now offering free internet service stos families who struggle financially through a program called internet essentials. the service typically costs $9.95 a month but right now comcast in conduction with the philadelphia school district is offering six months of free service to families that sign up before may 31st. to qualify, have you to live where comcast offers internet service, have at least one child eligible for the national school lunch program and have not subscribed to comcast internet service within the last 90 days. also you can't have any outstanding comcast bills under a year old. comcast president tells us the program is making a big impact. >> nationally in 3 1/2 years we've signed up 450,000 families families 1.8 million low income americans, most of them connect to the internet at home for the first time in their lives. >> this is askros the country? >> across the after this woman and her family narrowly missed getting hurt. after a school bus crashed right into their house. the images from skyforce10 and from the ground show just how far the school bus went into the house. it caused a lot of damage as you can imagine. it all happened around 8:00 this morning along windermere drive in whitpain montgomery county. nbc10's deanna durante is live at the scene and spoke with the family. when you see these pictures you wonder if the family was inside the house. we know they were. where were they exactly? >> reporter: they had just left the front room. you can see construction workers putting up temporary beams to be able to stabilize the front of the house before major repair work can be done. the homeowner says she and her daughter were standing right
