Richard howell ii is also a deech teacher at Caesar Rodney high school. Keith jones reports on the alleged affair between the coach and his 17yearold female student. Reporter Delaware State Police say this 50yearold teacher was involved in inappropriate sexual behavior at least nine times on school grounds, and it lasted about nine months. On the mat, Richard Howell on school grounds, state Police Accuse him of having sexual contact with a student almost ten times. The relationship with the 17yearold girl started as early as march of last year according to troopers. I cant believe it. Im in shock. I thought he was a nice guy. I cant wrap my head around it.
