that will change not for your sunday but later hours overnight on sunday and monday morning expect a rainy day. but our future temperature shows tomorrow morning we are in the 30s. a cold start. another cold day on tap. i'm tracking an arctic blast that will drop our temperatures more. i'll go over the details in my first alert seven-day forecast. bundle up. these people have the right idea as they watch socker in the fishtown neighborhood. it is a cold one. christine maddela is live in center city. you have been talking to volunteers that get people off the street in this weather. >> it feels like winter out here and the concern grows for people who don't have shelter from the cold. >> you have a hat? >> reporter: volunteers were handing out warm clothes on this cold night along with a bowl of soup and something to drink. >> today we brought the soup. it's really, really cold. >> death could come from freezing and things like that. and we try to encourage people to go inside and not be on the streets. >> reporter: the pastor runs the helping hands rescue mission. he says the cold weather makes life harder for those on the street and puts burden on the people trying to get the homeless off them. >> your attendance increases? >> reporter: the rescue mission puts together care packages. >> tooth brush, tooth paste, socks. >> reporter: but with the temperatures come the demand for more. >> we need donation. we need coats, blankets. >> reporter: the manager at one of the homeless shelters we visited tonight said they do need those supplies and oftentimes the police officers who may spot homeless people out on the streets bring the homeless into the shelters and ask them to make room for additional people own dangerously cold nights. christine maddela, nbc 10 news. >> the free download at nbc 10.com. a man is in the hospital after being hit by a septa bus in philadelphia. it happened at 3:00 this afternoon. witnesses tell detectives they saw the man running into the street then the bus knocked him down and ran him over with at least one of the wheels. authorities say the septa bus was heading west on allegheny at the time of the crash. the investigation is focusing why he ran into the streets. bill cosby is staying silent in the midst of allegations of sexual assault. he said nothing in response to the questions which were made in the presence of his wife, camille. the 77-year-old continues to face a backlash over claims he attacked multiple women years ago. cosby has never been criminally charged in any of the cases. the president of penn state says he'll review the free report on the school's response to the jerry sandusky molestation scandal. the 2012 report concluded that high-rank leaders hid key facts about sandusky to avoid bad publicity. the president says he doesn't want anyone to think the university is hiding anything. sandusky is serving now 60 to 80 years behind bars for molesting boys. former fbi director willie free led the independent investigation that led that report. comments about women and sexual assault have a university president under fire. lincoln university's board of trustees met to discuss the behavior of robert jennings. more than 100 people protests outside the meeting. many parents and alumni are angry and calling for changes. some are hoping that jennings will be shown the door. the outrage followed videotaped comments that he made to students, faculty and staff at the women's con vocation in september. among other things he discussed women making false rape allegations. >> i want the university to move on. dr. jennings he's outlived his usefulness. >> he has done some things here that i think are good. but one, he should be reprimanded. >> in a statement, the board chair says they have reviewed jennings actions and are referring the matter to the executive committee. nbc 10 knocked on jennings door to get his response but no one answered. health care.gov reopened today. americans have until february 15th to sign up for insurance. more than 23,000 people submitted applications in the first eight hours. the obama administration aims to have 9.1 million paying customers enrolled next year. the penalty for not having insurance will go up to 3$325 a person or 2% of household income whichever is higher. michael nutter helped to kick off the open enrollment period today. volunteers were on hand to help with that process. and the mayor said according to enrollamerica 17% of eligible philadelphiians are without insurance. treating a new ebola patient. what makes this latest case so much worse than the other patients with the disease. and a new look means trouble for some drivers. the project that could stall your plans for tomorrow. i'm john clark. with the flyers stage a comeback?
