this latest worldwide recall involves gm, again, and deals with problems over faulty ignition switches. but listen up, if you own one of seven gm model cars, manufactured over the last 17 years you'll want to take action. those models include chevy malibus from 1997 to 2005. pontiac grand prix from 2004 to 2008. and the cadillac cts made between 2003 and 2014. the problem, the ignition key may rotate unintentionally. in some cases, just from a bumpy road. a bump of the knee or even just the weight of a heavy key chain. that's why gm is now advising owners of the recalled vehicles to remove everything extra from their key rings until the cars can be fixed. >> i believe that we've worked very hard to entrust and to feel that the customer's loyalty and safety is our number one concern. >> reporter: but this latest defect could be linked to three deaths, eight injuries and seven crashes. though the company says it has no conclusive evidence that faulty switches caused the accidents. this new recall comes the same day the automaker told families of 13 people killed and others hurt in wrecks caused by faulty ignition switches in a prior recall, it's willing to pay millions from a special fund. still in langhorne tonight, this chevy customer is sticking by the brand. >> now i think that the chevy makes a pretty safe car. i'm fond of the gm vehicles and i felt very reassured by >> yeah, jacqueline, it actually has just been upgraded to a topical depression, so we are now watching something in the tropics which is our first tropical depression of the hurricane season. it's right around the bahamas. just off the east coast of florida and this thing still has pretty good circulation, pretty good thunderstorm activity. especially for this time of night. so as we go into the next few days we will be watching this very closely, so, again, it's right off the coast of florida and will be affecting at least part of the area as we tgo into the end of the week. for your went viral is behind bars tonight. we're told latia harris surrendered to salem city police around 7:00 this evening. authorities say she is the woman you see in this video beating a mother in front of her toddler in salem last week. the victim told nbc 10 she talked about harris' love life and that's what started it all. several police departments have been looking for harris since last week. she's being held at the salem county correctional facility on $35,000 bail. the cash strapped philadelphia school district approved a budget tonight but it's unsure where it will get the money. tonight the school reform commission unanimously approved a $2.6 billion budget with a $93 million gap. superintendent william hite says the district is waiting to see what lawmakers in harrisburg decide to do without the proper state funding, though, the school district faces many cuts including laying off 1,300 employees. >> things like increasing class sizes to over 40. things like the elimination of more school police. and more things like the elimination of more services. >> the school reform commission says it won't decide on pink slips or cuts until it has a better financial picture. what's happening at the state capitol with a midnight deadline to pass the state's budget? nbc 10 has been live in harrisburg all day and night watching developments in the house and senate. matt, what happens just a few minutes ago? >> reporter: well, the house just passed the budget meaning now it heads to the governor's desk. but one of the major sticking points here won't even be addressed until tomorrow. >> thank you, mr. speaker. >> reporter: the pennsylvania state senate debated for several hours this afternoon on a $29 billion budget for the next fiscal year which begins at midnight. and of all the issues, it was cigarettes and education that combined for the biggest battle. >> we finally got a little bit of progress on the issue of the cigarette tax issue, and that is extremely important for getting about 80 some million dollars to the school district of philadelphia. >> reporter: while lawmakers argued on the floor, schoolchildren took their voice to governor tom corbett's office demanding more funding. by early evening, the house was debating the same budget. republicans have pushed for support on pension reform in exchange for the $2 cigarette tax. >> we want to help philadelphia. but we have to fix our pension system. it is the biggest tape worm in the common wealth of pennsylvania. it attacks every school board. >> reporter: the senate tonight moved ahead with the cigarette tax plan, but a full vote is not expected until after this budget is passed. >> do you think it is a win for the city of philadelphia? >> we're making on the cigarette tax issue progress is being made. it's not a done deal yet. >> reporter: but mayor michael nutter says this is the best sign he's seen in over a year. >> but we must fill this deficit first and then start to make investments on top of that. >> reporter: you think this is a good start? >> this is a good start but we have a long way to go. >> reporter: and we just heard from the governor's office, governor tom corbett says he will not sign this budget until he can determine its full impact on the state of pennsylvania. as mentioned, there are some housekeeping items to attend to and some lawmakers here tell me they plan to stay until july 4th. live in harrisburg tonight, nbc 10 news. tonight, a deadly reminder that swimming and hanging out in creeks in philadelphia is dangerous and illegal. tonight a 15-year-old died after he went under at the tacony creek. nbc 10's denise nakano joins us live from northeast philadelphia and has the very latest for us this evening. denise? >> reporter: jacqueline, the boy's friend told police they tried to save him by grabbing on to him a couple times while he was in the water. the boy did not know how to swim dropped like a bag of bricks. skyforce 10 over the rescue effort of a 15-year-old boy who went into the tacony creek and did not resurface. the onset of warm weather brought the boy and his two friends to the creek in juniata park. the boy panicked in water trying to cross from one side of the bridge to the other. >> i'm not surprised. it's a tragedy waiting to happen. >> reporter: kim owns a nearby driving range. he says having witnessed a drowning in 2007, he often calls police concerned about the number of children playing in the creek where swimming is not allowed. police say the boy went into the water around 5:30 p.m. near fishers lane and wyoming avenue. his friends told police they saw him panic. reached for him two to three times and lost their grip before he disappeared in the water. fire rescue crews pulled the boy from the water a half hour after he was swept under. he was pronounced dead a short time later. >> this water is dirty. so dirty. w when we go over that side, the water is slowing down. it looks like, you knows, black, dark. somebody has to do something. >> reporter: police say it's dangerous and illegal to swim in all philadelphia creeks. detectives wrapped up their investigation tonight by interviewing the boys who are with the victim and family members. live outside northeast detectives, i'm denise nakano, nbc 10 news. tonight, there is a sketch of a man wanted for sexually assaulting a woman in camden county last week. police released this sketch of the suspect today. a woman says she was walking on spruce street in camden last thursday afternoon when a man pulled up in his car. this is video of that older white toyota avalon with the new jersey license plate. the woman says the man forced her into the car and sexually assaulted her before driving away. could face some travel delays tomorrow morning along i-95 in delaware county. penndot crews will be out patching the highway from the philadelphia city line to the delaware state line. lane restrictions will be in place from 9:00 a.m. to 3:00 p.m. r crews will be repaving part of i-476 tomorrow between route 30 and route 1. we now know what's to blame for an oil spill in south jersey that has such a strong odor. people started calling 911. according to the washington township fire department, a resident was cleaning algae out of a backyard pool. then they dumped the pool water along with a type of fuel oil from a vacuum truck into the sewer system which then flowed into spring lake. that spill has been contained and no drinking water was affected. however, officials are hoping the smell will clear out of the area in time for the holiday weekend. a homeless encampment near the jersey shore is officially closed tonight. lakewood's tent city shut down today after the last of its 120 occupants moved into temporary housing on thursday. the former residents were provided apartments and motels for the next year as part of a deal with city leaders to close that camp. now to the crisis in iraq. 300 more u.s. troops are on the way to iraq to protect americans and the u.s. embassy in baghdad. this brings the total number of u.s. forces in and around iraq to nearly 800. president obama told house and senate leaders about the additional forces in a letter today. there are now real concerns that the heavily armed militants known as isis fighting their way across iraq could hit u.s. interests here or abroad. president obama has ruled out sending combat troops back into iraq. a memorial is planned for tomorrow night in philadelphia to mourn three teenagers murdered in the west bank. tonight, a vigil in israel honored 16-year-old neftali frankel and two others found dead today. frankel has family ties in lake wood, new jersey. hamas militants abducted the three teens on their way home from school earlier this month. the two suspects are still on the run. tomorrow's memorial is at congregation mcvay israel in old city at 6:30. women's groups are slamming a controversial ruling by the u.s. supreme court. today, it handed a major victory to craft store hobby lobby. ruling that it can refuse to provide insurance coverage for contraceptives on religious grounds. this all stems from the obamacare mandate that employers provide birth control. house speaker john boehner says the ruling proves president obama overreached in the health care law. while the obama administration says this will jeopardize women's health. get ready for metal detecters at phillies games. plus new at 11:00, a woman's frightening experience when her lap ftop suddenly explodes in h hands. and i'm watching our first tropical depression of the season which we do expect to become our first named storm. how it could impact your fourth of july. that's coming up. a langhorne woman is recovering from chemical burns after her laptop battery suddenly exploded yesterday afternoon. nbc 10 is live at the langhorne fire department. you spoke with that woman tonight. >> reporter: i did. she told me she was actually glad she was home when the laptop exploded because she said if she hadn't been home, her entire house may have caught on fire. today she walked me through what happened. >> i was sitting here at the computer. >> reporter: loretta told us she smelled something sunday afternoon then heard a weird sound from her laptop. seconds later tsh. >> the battery just exploded. it blew the laptop over. >> reporter: she looked down and realized her shirt was on fire. >> i realized the rug was burning down there. so i took my shirt, smothered that out. okay. then all these little fires started popping up. fire was hitting them. >> reporter: see the burn marks on her desk, carpet, shirt, even the dog bed. >> something melted that. >> reporter: she frantically tried to put out the small fires. >> everything was happening so fast. >> reporter: here's what's left of the six-year-old dell laptop. melted battery cover, metal sharz fire crews picked up and put in this brag. >> the firefighters when they came in couldn't believe what they saw. >> reporter: doctors treated chemical burns on her face, chest, arms and foot. >> blisters right here. when we tried to get ahold of dell's corporate office, the media number didn't work. and we got an error message when we tried to send an e-mail. louffe says she has not yet talked to anyone from dell. now, several christine maddela. nbc 10 news. >> local firefighters plan to check the shoreline again tomorrow morning for any sign of a missing philadelphia take teenager in ocean city. the coast guard called off the search around 5:00 tonight. they used helicopters and boats all day long to try to find the boy off the coast of ocean city. the teen and a group of friends were swimming off the ninth street beach around 7:00 last night when they were swept away by a rip current. lifeguards were not on duty. still plenty of questions tonight surrounding the death of a 3-year-old outside a philadelphia water ice shop. for one, who's responsible for the faulty security gate that fell on the little girl? tonight, the shop on west gerard avenue in breweriertown remains closed. the investigation into saturday's accident, that's far from over. wynter larkin was crush by a 20,000 pound security door. investigators were out there inspecting awnings and other businesses on the block. that's something they don't usually do. >> the owner's responsibility to maintain it and make sure it's safe, especially if it's open to the public like rita's was. >> police are trying to figure out exactly how the accident happened and if criminal charges are warranted. delaware's taking new steps to try to identify a man found dead in dover in 2012. a forensic artist created this three dimensional facial reconstruction of the victim. the man was found dead in woods near crawford carol drive. the victim was very decomposed. officials haven't been able to identify him and hope these new pictures will help. >>. increased security coming to citizens bank park. starting next week in fact. the phillies will install metal detecters at the ballpark. the league mandated pilot program will be activated july 21st. all fans coming through the right field gate will have to walk through the metal detecters by the start of next season. all major league teams must have a plan for screening every fan before they get into the game. now, your nbc 10 first alert weather with meteorologist sheena parveen. >> well, the heat and humidity is coming back into the forecast this week. so that's the first headline. tomorrow will be hotter than today. the thunderstorms come back in, too, and now we have our first tropical depression of the hurricane season. it's right off the coast of florida. it is very far away from us, but come friday, by the end of the week, this could be impacting the fourth of july plans. so mostly friday, we are looking at rain from this system. so we will be watching a very closely as we go through this entire week. right now, temperatures are still in about the mid 70s. 76, philadelphia. 73 degrees, atlantic city. with the humidity rising. average high temperature is 86 degrees. by tomorrow, we'll be the low 0s. wednesday, mid 90s. that's the day where we could be feeling like triple digits. as we go into friday with the rain from the tropical system, our temperatures will drop off quite a bit. future weather here, though, does keep us dry through the overnight hours tonight. tomorrow we should still be mostly dry. can't rule out an isolated shower or two. but then on wednesday, the rain chances go up in the afternoon. same thing as we go into thursday afternoon. those rain chances go up once again. and then come friday, we'll be watching this system far down to our south. so right now, it is right off the coast of florida. right on over the bahamas. this is tropical depression one. it's just been upgraded to a tropical depression. little bit of circulation you can see in the system. tomorrow once the sun comes up it will probably look better organized. the official track from the hurricane center shows this system basically moving up to the north and then to the northeast turning into a tropical storm. this is thursday afternoon. nearing the carolina coastline. so it would be tropical storm arthur at this point. then late friday, 7:00 p.m., we could see the tropical storm right off our coastline. we do expect it to stay away from the area. either way, it will be bringing in rain for part of the area friday. for the weekend, the good news is it moves away. that is when we'll start to see clearing. future weather here showing with the rain attached to it, by 2:00 p.m. friday, some rain through the area. best chance will be along the shore. then as we go into saturday, we start to see a lot more clearing as we go into our actual weekend, but friday, we are looking at rain from this. for tonight, though, warm, more humid. 7 0 for the low in philadelphia. 65 areas north and west. for tomorrow, hot, more humid. temperatures stay in the low 90s. we get into the mid 90s as we go into wednesday. showers and storms around thursday. thursday we could see periods of heavy rain on friday. that is when we see the rain from what could be tropical storm arthur. temperatures only around 80. then we clear up as we go into the
