eastbound between route 29 and 76 that will take you eight minutes. and speaking of mass transit it's looking great. the area bridges are clear at this time as well. chris? we'll get back to the breaking news in north philadelphia where someone shot two people at a big house party not far from the campus of temple university. police have made arrests in this case. nbc 10's matt delucia is just on the scene and is live outside temple university hospital. matt, what do you know so far? >> reporter: well, chris, two victims are here at the hospital at this hour. one is 23 and the other is 19. they are in critical condition. this is video from the 2300 block of park avenue not very far from this campus. the philadelphia police tell us there was a house party with 100 people. most of them temple units. at some point, a fight breaks out and spills out into the street when the two were shot. the victims are not temple students. one was shot once and the other three times. two suspects are in custody right now. police also found a gun at the scene. we'll be working throughout the morning to bring you information, including how officers were finally able to get the two suspects in custody. there was a bit of a struggle at first. we'll be back in 30 minutes. live outside temple hospital matt delucia, "nbc 10 news." new from overnight, a car crash in philadelphia's home ferguson neighborhood sent a driver to the hospital. look at this, the driver lost control on frankford avenue and smashed into a stone wall there. police say they found a cooler of beer inside the van. the driver is being treated for injuries and being tested for possibly driving under the influence. new from overnight as well, a row home fire in trenton sent one person to the hospital with burns. the tire broke out on center street just after midnight. crews put out flames on the upper floor of the home. we are still working to find out the victim's condition. the investigators found what appears to be drug-making equipment inside the house. and 4:04 now. new this morning, another fraternity at penn state is suspended following a hazing investigation. the national headquarters of phi kappa phi is accused of hazing alcohol allegations and disorderly conduct. last month another penn state fraternity kappa delta ro was suspended for showing photos of nude women. and we are investigating the women's softball team at saint josef's university. they are looking into allegations. st. jo's said they will not comment on what the hazing involves. the softball team is in the washington, d.c. area this weekend for a game. we have this new video into nbc 10 this morning. video from youtube about fire we told you about last night at the apartment complex in chester county. it broke out around 6:00 p.m. at the winter brook apartments in westchester. here's video from sky force 10. you can see the fire destroying one apartment unit there. no one was injured. investigators are still looking into the cause. and no one was injured in a townhome fire in bucks county last night. skyforce 10 was over the scene in richland township that broke out at 10:45 at the stone gate vanlg village townhouses. we are still waiting to see who was affected by the fire and investigators are looking for the cause. police are asking for your help in identifying a woman found wandering around in west philadelphia. take a good look here at the photo. medics found the woman at 54th and chestnut streets yesterday morning. she was wearing hospital slippers and was disoriented. she didn't appear to be hurt. they took her to the hospital to be checked out. if you know who this is philadelphia police would like to hear from you. well, police in lehigh county say text messages reveal that a 14-year-old girl helped murder her mother. investigators have charged katie silvonek in the death of her mother cheryl. jamie barnes is also accused in the case. hours before the murder jamie sent barnes texts to say, come over so we can do bhafr is necessary and just do it. barnes stabbed the girl's mother after driving her to a concert. taking in the moments before a cumberland county man died in police custody. the blurry images are from monday after police responded to a could of a disorderly person in vineland. there was a person lying on the ground with at least three officers around him. police say he had trouble breathing, then became unresponsive and died in the ambulance. witnesses say they saw white punching and kicking while being restrained and this video shows it. >> look at the video yourself and you'll understand what is going on. >> now the cumberland county prosecutor's office is reviewing the video as part of the investigation. they also said it may be weeks until they get the autopsy results for white. in the racketeering trial of former officers. a witness testified yesterday he suffered a bruised skull and a loose tooth when former officer michael spiker handcuffed him and dangled him from the third floor balcony during a raid. spiker is one of the five officers on trial for suspectedly rob ingbing the suspects of drugs. two women are under investigation in a terror authority. the women planned to set off a bomb. one had propane tanks with instructions on how to turn them into bombs. one official said there was no specific plot. authorities say one of the women called osama bin laden her hero and praised the world trade center attacks. eight minutes after 4:00 now, and today is good friday. a day of prayer and reflection for end the one-month battle over what she did with a gun. and officers capture this bold move to stop a wrong-way driver. and setting up for a fight. a vote in delaware to put the state's death penalty law in question. it is 4:14. we have video of a truck slamming into a business in texas. look at that killing a woman and injuring several others. security cameras captured the impact earlier in ft. worth, texas. a 19-year-old driver was behind the wheel and lost control going 100 miles per hour. he also is on drugs and now facing manslaughter charges. and from tennessee, look at this dramatic dash cam video showing a police officer distributely crashing his vehicle to stop a wrong-way driver. that driver was headed south in the northbound lane on an interstate. the officer and the wrong way driver are here to look at it again with minor injuries. the highway patrol is still deciding whether to file charges. new information on the federal investigation into the veterans affairs officer in philadelphia. they are concerned about delays in the investigation into the alleged mismanagement of disability claims. they are worrying the upcoming government report will not focus on who is to blame. the philly v.a. office is accused of making old claims look new to reduce the backlog of patients. and this mom bought a gun to protect herself and less than a week she carried the legal gun into new jersey driving across the bridge without thinking. she was pulled over and the dpun was found. she broke state law in new jersey and faced several years behind bars. the case attracted national attention to gun rights groups and the prosecutor agreed not to take her to trial. but the governor's pardon is considered a broader victory. in a statement shaneen allen said, quote, this pardon will allow me to move forward and properly support my family. god has messed me with the strength to make it through this unforeseen journey. and yesterday there was public outcry over new religious measures in this case. the leaders in indiana and arkansas took a few days to clear up the controversial religious freedom laws. indiana's governor said the controversy was based on what he called a great misunderstanding. new information now out of the delaware bureau this morning, the state senate voted to repeal delaware's death penalty. police and the top democrat in the statehouse are opposing this repeal. it would not apply to anyone currently on death row. and president obama is calling the framework of an agreement in iran over the nuclear program historic. this comes after a marathon stretch of negotiations in switzerland among six super powers. now it's in an understanding with iran to lead to a final agreement. the goal is to keep iran's nuclear program peaceful. nuclear inspections will play a big role in this agreement. >> iran's past efforts to weaponize themselves will be addressed. they will face more sanctions than any other country in the world. >> republicans oppose the deal and members of both parties are demanding congressional input into any final agreement which is expected to come sometime in june. and this morning we know more about the deadly attack at a university in kenya. the terror group al shabaab is behind the attack to leave 147 people dead four gunmen were also killed. they separated the christians from muslims and the christians were killed the muslims were freed. some escaped the campus but hundreds of others were trapped for hours. in delaware county funeral services will be held tomorrow for the darby borough police officer mark hudson. police say officer hudson was shot to death when he was off duty at his home shot with his own service gun. it happened in glen olden last saturday. his girlfriend is being held without bail in this case. and we are learning more about a few horses that were kept in a vacant lot littered with junk and neglected. the conditions in the lot have become too dangerous. the spca will keep the horses until the owner finds a better place for them. the pennsylvania pspca is closing their headquarters in north philadelphia because some dogs in the kennel became sick. officials turned to their mobile unit in the parking lot. the mobile adoption continues through sunday. 4:18 now and happening today, a new jobs report comes out and growth may explode in march. economists are expecting the government to report 248,000 new jobs, but the markets will be closed on good friday and will not be able to react to that report until monday. so we're going to have to wait with baited breath. and jcpenney in granite run mall is closing its doors for good along with others across the country. low sales are the reason. this will affect 150 jobs at the store. customers will find discounts on merchandise today and tomorrow. rutgers plans to merge the new law schools in newark and camden. the school board of governors voted to approve the merger yesterday. the university says the two locations will remain intact but the school will use a single application to thosepabí enrolling. this still needs to be approved by the american bar association. 20
