we're told google fiber contractors cut a natural gas line last night in the highland that is near law rule laurel run. the lines are fixed. crews are re-setting everyone's line. for a lot of people what we our weather maker is concerned for the upcoming weekend, a fresh shot of high pressure moving in the carolinas, this is following the snow showers, the disturbance that brought snow showers around to the area yesterday. so as far as what is out there right now, outside of the mountains we have cleared the sky out, so we are starting off on a mostly clear start here, in the mountains you have the clouds hanging on, maybe a few flurries around but no more additional snow fall really as far as accumulations are concerned, even in the mountains until we all see the winter weather with the storm arriving on monday. we do have a wind chill advisory, this goes all the way through the weekend for ashe, watauga, avery counties, doesn't expire until 10:00 a.m. on sunday morning, that gives you an idea how cold it is going to be with the mountains under the windchill advisory all weekend long. sub-zero readings in the mountains right now, feels like windchill, elsewhere, we have a 20 degree windchill in statesville, 27 is what it feels like in charlotte with the breeze right now, actual air temperature is right at the freezing mark, we have upper 20sfrom morganton, hickory and statesville, take a closer look at some of the other mountain temperature, you have some single digits here, banner elk, 8 degrees, 12 on beech mountain, west jefferson at 15 as of the 5:00 hour. definitely cold to start. the sun will be back out, we'll have more details on the weekend forecast and a look at snow and ice amounts we are expecting with the monday storm, all the details in a couple minutes. brody? >> brody: on your side investigating proposal to expand the huntersville police department's jurisdiction. they want to take over an areas already policed by cmpd. the question, will it work? our coleen harry went to find out. >> reporter: huntersville police respond to calls in huntersville limits, areas annexed by huntersville. what is called the extra territorial jurisdiction, etj, right now mecklenburg county pays charlotte-mecklenburg etj. huntersville wants that changed. in what used to be a small town. >> it is growing and that is a good things. >> reporter: times are different in huntersville, officials believe police response needs to be different, also. >> just in the interest of serving our residents the best it looks like the right time to move in that direction. hurtersville. the areas outlined are town limits where the police are responsible for police calls. charlotte-mecklenburg police respond to the extra territory known as etj. for example this, intersection is in huntersville, if an emergency happens here it is huntersville police. a little way down the road, people in this subdivision are in the extra territory, they would this week. from the first citizens bank on john j. delaney drive. the man in the hat is 42-year-old lewis fite, also robbed the bb&t bank on mallard in jail on $80,000 bond. a big brawl at a local game. this is at salisbury high school in the big varsity game against north rowan. people say it started as a fight between players and fans ran out on the court and got involved. the game had to be stopped in the third quarter when the fight broke out. both teams were taken to locker rooms, no would could leave until north rowan was loaded on buses. state athletic officials are meeting to pictures. >> lyndsay: just a big fat flakes. thatthat is the snow we like, doesn't affect driving or bother anyone. not so much with the snow on monday. we have some changes on the way but as far as today is concerned, just going to be all about the cold, both today and tomorrow, sun will be up at 7:12, sun-down at 6:03. average high is 55. with highs in the mid 30s on average, we'll be about 20 degrees below average both today and tomorrow with the high temperatures that we will be seeing this weekend. there is the live look over uptown from our scott clark nissan honda hd tower cam this morning. the day today, clear day, actually. sun will be out, a bright, beautiful day, but it is going to be really cold, so futurecast starting the clock this morning going all the way through the afternoon and evening, yeah, no cloud cover whatsoever. that will change as we head in sunday, so not as sunny sunday, probably first thing in the morning, this is 6:00 a.m., and these clouds will be out ahead of the storm system that will be here on monday. so 2:00, yeah, pretty cloudy mostly everywhere, but any precipitation, any winter weather does hold off until after the day and really the pre-dawn hours of monday morning we're talking about before anything gets in here. here we are at 5:00 a.m. monday morning, again, this does look like for almost all of u begins at plain snow for at least a brief period, for some of us may only be an hour or two of snow, before a transition outside of the mountains to sleet and freezing rain. charlotte has that pink indicating a mix as early as the city. as far as kind of breaking down what to expect, still looks like snow, very early in the morning, again mainly be a brief period of snow for some of us. still changes over to first sleet and then freezing rain through the mid-day. but this is still ending as all rain for us by late afternoon, early evening monday, will finish out as just rain monday night and into tuesday morning. now, before we do see the change-over, could be enough to lead to issues, so with the snow forecast this is kind of including a snow, maybe snow-sleet mix, in the charlotte area we think generally it will be about an inch or less. 1-3 in the foothills, 3-6 in the mountains, that may end up be 4-8 in the high country as far as the snow is concerned. one thing i will say has changed yesterday is that it looks like the weather models are becoming more aggressive on the freezing rain and higher amounts of freezing rain especially from charlotte south, so say from a tenth to quarter inch of freezing rain will be possible before we do change over to that rain for monday night and into tuesday morning. so definitely going to be some messy travel as far as that is concerned for what we're expecting for presidents day, maybe some of you have it off. you won't have to worry about it but if you have school or work you will experience delays with that storm. okay, so it is gone by mid-day tuesday and finally we have a warm-up to look forward to, mid to later part of the week, finally have 60 degrees returning for us brody by next friday. >> sounds good. next at 5:00, we're marking black steal the spotlight from donald trump. he is threatening to sue one of his opponents. craig boswell has the latest in campaign 2016. >> reporter: donald trump and the other republican presidential candidates will debate saturday in south carolina. throwing jabs, tweeting if ted cruz doesn't clean up his act and stop doing negative ads, he has standing to sue cruz for not being a natural born citizen. cruz was born to american mother in canada. trump says he's not eligible run for president. >> i'm going to kick your house and park my limo there. >> trump is angry about ads like this one running in south carolina ahead of next week's primary. >> more than a little i rony of trump accusing someone. >> he skipped campaigning friday while his opponents tried to woo evangelical at a faith official who required residents of three states to provide proof of u.s. citizenship in order to register to vote using the national forum. those states include kansas, alabama and georgia, the suit also names as defendants the u.s. election assistance commission, was brought by several organizations including the league of women voters and project vote. there are new efforts to reopen commercial air travel to cuba for the first time in more than 50 years. former charlotte mayor and now transportation secretary anthony week to officially reopen the airways. once the agreement is signed, it could lead to more than 100 daily round flights in and out of cuba. police now say the deaths of two 15-year-old female students at a high school in phoenix, arizona was a murder-sure i side. glendale police say a note was located at the scene of yesterday morning's shooting at independence high school, a tragic story here. they say both victims were shot once in a weapon found near the bodies. the cincinnatti. with that arctic high moving all that cold air in this direction, south and east, it will continue to spread our way over the upcoming week edge. for today, highs this afternoon will hold in the 30s. we'll have a lot of sun but yes, it will be cold, 37 for the afternoon high. tonight we get down to 15, so this is going to be the coldest night that we will have, and just for reference the record is 5 below set back in 1899, not only is that the record low for tonight but also an all-time record low temperature in charlotte. so since records have been kept, 5 below is the coldest we have ever gotten so yes, that record looks like it will be safe even though we're down in the teens tonight and first thing tomorrow morning. more on the cold and winter storm that will follow it for breeze that is out there and continued of windy in the mountains. arctic high is our weather maker term as we head in next week, we have our new winter storm, in the short term, just this arctic high, we showed you at the top of the newscast how there are sub-zero temperatures readings, across places like minneapolis. so with the center of the arctic high right over the upper midwest right now and northern plains and heads right in our direction, moving south and east, by the time we're talking about sunday morning. that is why for us, sunday morning with that high right on top of us will be the coldest that we get when we do get down in the teens. so for highs this afternoon you hold in the teens, for highs with that windchill advisory in effect for places like boone. maybe an early morning snow shower, more cloud cover for you, bet you will break out of the clouds more the further away you get from the mountains. more sun in the foothills, around freezing mark, a little closer, for places like area upper 30s, similar to the high yesterday, up 37, again, full sunshine, pretty much much in the piedmont and upstate. upper 30s getting close to 40 for our south carolina communities. lows tonight as we talked about, 15 in charlotte, for the overnight low, a very cold start to your valentine's day on sunday, as we start out in the teens, mid 30s for the afternoon. so although our hearts may be warm on valentine's day, our hands will be cold. with the temps only in the mid 30s for highs. that brings us now to monday. so we have that arctic high pressure in place to start off which is why as the storm moves information from the southwest, it is going to be cold enough to support a mix of snow and then ice. but as that storm gets closer, again, as we talk about the afternoon, this is 4:00 on your time stamp, we see more warm air drawn in from the south here with that approaching storm, and that is why we will eventually ice to rain by the time we talk about
