i am jeff barnd. jennifer is off tonight. police are investigating two cases of child sex abuse, in only the past week. the suspected predators are so-called trusted individuals. tonight, crime and justice reporter joy lepola takes a closer look at how to recognize a betrayal of trust before it happens. >> in howard county, carl walker, a teaching assistant is accused of abusing two special ed students. >> i believeness one of my daughter's classroom. working. >> within days a similar scenario makes headlines. this time, it is a baltimore county man, who is arrested and accused of molesting a 9-year-old girl in his neighborhood. >> that troubles me right there. i don't like that. you know, even the other kids in the neighborhood, you know, i don't like something like this going on. >> in both cases, these suspected perpetrators surrounded themselves by children. and experts suggest it was by design. >> these are people that plan. they plan their manipulation. they plan their grooming. these are people that are intently designing their environment so that they can exploit an individual. >> alexander sims worked the past eight months at saint urszula doing maintenance work. >> he was also a volunteer coach with the parish soccer program and boy scouts program. >> investigators in both cases now fear more victims are out there. as for how the suspected abuse may have unfolded. dr. dean kirschner treats children and offenders. and he offers incite. >> this encouraging of a relationship with the child and building a trust. and the parents were sort of being very supportive. you know, why don't we spend an extra couple of minutes working on your swing? hangout. is that every case? no, but you look for a pattern. >> betrayal of trust that sent two communities in search of a solution. >> there is no place in ministry for someone that harms children. whether it is a priest, teacher, volunteer. >> i was shocked. but, you know, the world is very different. people have to be missing teenager has been found. recovered around 5:30 this evening near midlothian, she went missing before 4:00 this afternoon. he jumped in the water and did not come up. the teen has yet to be identified. >> a custody fight begins after a 21 month old is sexually assaulted. it happened saturday in westminster. ryan gifford is charged with raping, beating and burning the child. child's biological father is trying to get custody of the toddler. gifford currently is behind bars. >> florida police are searching for a 3-year-old tonight from aberdine. nathaniel fonts went missing after his mother was arrested for using counterfeit money. she said she gave her son to friends who have yet to be seen. >> she is not doing a good job of taking care of him. obvious she is running around in stolen vehicles and counterfeit money. that is not conducive to good mothering. >> as a result tonight police are looking for eleanor black and william scott. >> new push tonight for the fda to mandate just how much salt is in your food. but kathleen cairns said baltimore businesses are finding it very difficult to swallow. >> at j.o. spice company, in arbutis. >> my grandfather started. >> significantly change the food available to students. >> first, get the junk food out of the schools. second, increase funding to improve nutritional standards. and quality of meals served in the schools. and finally provide more children access and their families, access to affective programs. >> all branches of the military currently meet or exceed recruitment goals, group mission readiness survived the recent economic downturn. but now there is a whole new concern here on the avenue. exactly what will happen if wal-mart comes to town. >> we really don't need a wal-mart. >> on the avenue these days, there is a new wind blowing, hampden small stores are facing a big threat. >> we have five local hardware stores. and in about 23-mile radius. and we will all be affected by it. >> a few blocksa from hampden where the car dealership be stands. developer want to build a wal-mart and a lowe's. city council is now considering whether to rezone the area. >> everybody keeps saying they would bring 200 jobs. but if local businesses start to close, you will lose 200 jobs. >> debbie owns the hardware store that has stood on this corner for 100 years. he and others in this community are worried about the impact of wal-mart. >> i mean, any big store you cannot compete with prices. you cannot compete with hours. >> the traffic will be horrible. it will be like having hunt fest here but every weekend. >> many of the people that live and work here, are vowing to fight. they formed' coalition called be more local. and are calling for smarter development. >> we would like them to, you know, revitalize the area, but maybe bring in local businesses. bringing in local, you know, do a farmer's market. something that could help the area. >> many of the long time businesses here are hoping the locals will remain loyal. but still, they are braceing for worst. >> the numbers are not where they are. i am not fighting it. i am not going in the hole. i refuse to do that. it is not the wait for. and the ravens play three of the first four on the road. but they do have four prime time appearances. ravens begin the 2010 season in prime time, monday night football double header against the defensive coordinator rex ryan and new york jets. they return to prime time thursday night, november 11 when they visit the falcons. circle the calendars for december 5, ravens host the steelers on monday night football. and then the very next week remain in prime time when they visit the houston texans on monday night football. we will run down the rest of the 12 regular season games in force for just a few months, fired. i am karen parks, and i will explain in a live report coming >> off duty baltimore city police officer fired for brandishing his gun and threatening to shoot at a windsor mill bar. we are in baltimore county to explain. what can you tell us. here at corinthian security pats you down before you go inside. last friday 21-year-old jamar barnes got inside with his gun before security came on duty he is allowed to carry his gun inside of public places. but it is what he did with it that got him in trouble. >> here at corinthians, drinks are always flowing and the crabs popular. >> we're very biz owe friday nights. >> this past friday was no different. except for what happened with off duty baltimore police officer jamar barnes. >> the way the waiter walked over to wait on him and next you know, police officer like waved him, come closer, when he d he got up in his face, and he said don't come over to this table any more. >> this manager was on-duty that night. but wants to remain anonymous. he said, barnes told the waiter, he was a police officer. pointed to his gun, and shoved the waiter. manager tells mejia mar barnes and his mother sat here at the table for several hours. ordered food and drinks, from the same waiter. with no problem. >> the guy just flipped out. i mean, he just tapped out. >> baltimore county police were called. >> and he did the same thing to the police. telling them, you know, i have a gun. shoot me, put me out of my misery. shoot me. next thing i know, there was like 10 police cars. windsor mill road blocked o standoff. he was lucky he did not get shot. >> belligerent to police and charges were filed. >> barnes was a cadet on the force for a few months and still on probation. >> immediately suspended police powers, took away his gun and badge. >> the manager at corinthians said in 12 years, he has had four incidents in involving off duty baltimore city police officers, brandishing guns. >> they really need to do something about baltimore city police being off duty carrying handguns before they kill somebody. >> police commissioner fred bealefield said he would not tolerate any behavior that undermines the hard work of city police officers, or the integrity of the agency. meantime, barnes was released on his own recognizance, with charges of three counts of first degree assault and 1 count of disorderly conduct. reporting live in windsor mill. karen parks, fox 45 news. >> meantime two other baltimore city police officers have been suspended. sergeant marcus suspended because of a hit-and-run incident in atlantic city jersey back in january. it is person accused of hitting the car said the officer attacked him. marcus has been charged with assault. another officer, was suspended because of a fight with his girlfriend. he has yet to be charged. >> in baltimore county, meanwhile, the race is on now to succeed county executive jim smith. several candidates are expected to run for a seat. and john rydell tells bus one particular contender. >> in the heart of dundalk. kevin kamenetz is greeting motorists and seeking to improve his name recognition, at least in this part of the county. >> we have a lot of good faith going on here in dundalk. keep it going. >> kamenetz represents the northwest side of baltimore county. pikesville. owen's mills and part of reisterstown. but he said the needs of all county residents are the same. >> they want safer neighborhoods. they want stronger schools. they want more jobs brought here. >> hours earlier kamenetz officially kicked off his campaign in randallstown. >> i am really proud of the fact that of my 16 years on the county current weather conditions we have never once raised the property tax rate. >> kamenetz calls him responsible. but in this race, for county executive he has plenty of competition. joe bar 10 felder is expected to announce his plans to run and former republican state delegate holt is already in the race. >> but whomever is elect as the next executive, will face serious financial problems, including additional cuts in state aid and the possibility of sharing the funding of teacher's pensions. >> how can baltimore county absorb the cost of teacher pensions without raising taxes? >> it would be an extremely difficult situation. you can't just pass burdens onto the local governments. in order to balance your state budget. >> kamenetz said he is looking forward to debating competitors in the rarace to lead one of maryland's biggest counties. john rydell, fox 45 news at 10:00. >> and because of term limits jim smith cannot run again. >> weather wise it was beautiful today. how does the luck holdout, however? here is vytas reid with a look at the sky watch forecast. vytas how lucky are we? >> ring out of luck. showers on the way. from the southwest. radar shows dry conditions across the area right now. as we put this image in motion. you can see the pop up showers occurring down in western portions of virginia and west virginia. zooming out the image here. you can see the activity. this area of low pressure. creating some showers and some heavier thunderstorms. over parts of the south. so we will continue to see this activity moving up to our region. as we go through the next several hours here. by late overnight tonight, tomorrow morning, expect to see rain. and in fact, zooming in closer. down over parts of georgia. severe weather is breaking out down there, south of atlanta. for us, temperatures at 61 degrees in baltimore. 58 in d.c. 60 in hagerstown. looks like overnight will
