pavilion saturday night. police say it was a gang feud that led to the gun fire. mayor blames weak state laws and lenient judges for churning out repeat offenders. >> they were carrying weapons on time, it is fueled by a plan to raise the cost of street parking. the proposed rate increase would affect most of downtown, including the inner harbour. metered parking would go from $1 an hour to $2 an hour. and initially with approval to go up to $3 an hour in the mount vernon and fell's point area. >> parking officials say it is not about creating a new revenue source but about dealing with what they are calling the problem created by cheap street parking. >> we still want it to be inexpensive for short-term parkers. but we do want those people that are parking all day and feeding the meters, to go to a garage, so that the people that are looking for short-term parking can find a place to park on street. >> if it is approved by the board of estimates, the fees could go up immediately. >> meanwhile, baltimore streets could be transformed quickly into a race course. plans made to bring a national indy car race to the city by 2011. promoters say it could bring up to 150,000 visitors to the city and generate $100 million in revenue. >> these kind of event people look at them as a destination. they want to go somewhere. make a weekend out of it. stay in a hotel, today it is changing health care reform e-mail procedures after people received unsolicited e-mails. third-party groups are responsible for signing up people without their knowledge. in washington, craig boswell chase fox 45 news. >> we have heard many voice in the health care debate and tonight we are hearing from dr. ben carson, and he said the answer is not a government run health care system. but instead some common sense cost saving. the world renowned neurosurgeon said electronic billing systems would drastically cut administrative costs. he also supports wellness clinics and better preventative care for the poor to keep them out of expensive emergency rooms. >> we would save huge amounts of money. but i think, we would be incredibly smart if we took that money, and put it into a national medical endowment. and even if we only save 10 percent a year, of what we pay for health care now, and we put that 10 percent into a national endowment. in 15 years we're talking several trillion dollars. >> dr. carson also said measures need to be taken to reduce malpractice costs. and eliminate unnecessary testing and procedures done by doctors trying to protect themselves said he threw his 3-year-old son off the bridge, has been postponed again. stephen nelson was scheduled to go on trial this week. but now it has been pushed back until november 10. nelson confessed to customers with disabilities . >> tonight state delegate john karr din said he could have used better judgment in planning his marriage proposal earlier this month. cardin who was a nephew of maryland senator ben cardin arranged for a city police boat to take part in the event at the inner harbour. police are also investigating the involvement of a city police helicopter. in a statement released tonight delegate cardin said i should have considered that city resources would be involved and use better judgment to put a stop to it. he said he would reimburse the city for whatever cost they deem appropriate. >> the economy has hurt businesses, of course, and are non-profits alike. as a result, many are getting less funds from the united way of central maryland. donations are down $3 million this year alone. and that means many non-profits will not receive annual grants that they need. that includes the boy scouts. uniteed way is shifting priorities now to organizations that offer emergency services, to those that really need it. >> needs to keep families together. in their home. mortgage crisis was hitting a lot of families skipping he will moms and kids were put on the street. we want to keep them in their homes and keep day care programs available for children. so the parents can work and keep the family together. >> health care for the homeless received $100,000 grant from the uniteed way. >> a state program trying to buyback some commercial crabbing licenses is not working exactly as planned. the department of natural resources said only about 500 people offered to sell back their licenses. and most were asking for too much money. now the state is offering a non-negotiable $2260, if someone wants to sell back their license. officials were hoping to buy about 2000 licenses. they say that inactive licenses throw off calculations used for managing crabbing in the bay. >> claudette hits the florida panhandle. the tropical storm is the first to make landfall in the united states this year. the storm brought 50 miles an hour winds and high waves. some areas got up to 6 inches of rain. two other storms currently are in the atlantic ocean. including hurricane bill. chief meteorologist vytas reid is back now with a look at the the path. >> the other storm is onna down near his span nola. a tropical depression. watch that. and really concerned with bill. show you where the path of that is going. in a minute. but relatively quiet. partly cloudy skies. 77 degrees. winds out of the south-southwest at three. and humidity levels 71 percent. temperatures across the mid-atlantic. not too bad. right now, sitting in the upper 70s, lower 80s. 80 degrees in baltimore. 79 in harrisburg. 76 in richmond. and we will continue to see that cold front heading our direction. giving us a chance for showers and thunderstorms erupting towards late evening tomorrow. but better chance for the front approaching is wednesday. but already strong storms up there toward toledo. moving through ft. wayne, defiance. heavy thunderstorm activity there. and for us, mainly clear can this. across parts of pennsylvania and then into maryland. talk about the storms brewing out there in the atlantic. this is a look at satellite image here. of hurricane bill. now, this is upgraded to a category 2 storm. this is getting stronger. by the minute. looking at winds sustained at 98 miles per hour. gusting to 121 miles per hour. and in this storm continues to strengthen as we go through the next day here. in fact, the projected path from the national hurricane center is taking it up west of bermuda toward saturday evening. so we have to watch this storm because the cone of incident of where it could potentially go, further to the southwest. or to the northeast. of course it would be bad news maybe for parts of mid-atlantic. further southwest it would travel. so watch this storm closely as we go down the road. back at home. not a lot of activity going on. but potential for showers and thunderstorms down the road through, especially wednesday afternoon. wednesday evening. as the cold front approaches. we could get decent thunderstorms. especially as the cold air runs into the warm moist unstable air. so good thunderstorm activity there. so on the forecast. we will see the temperatures on the 90s. for the next couple of days. 92 on wednesday. 91 on thursday. and chances for showers and thunderstorms. that will lead us into friday. saturday. and with the temperatures in the mid to upper 80s. >> thank you so much.
