the high pressure is going to win out this battle and bring us a nice day. the west winds at 5 miles per hour, there's no doubt about it. there is the moon, it's clear, that i can tell you for sure and temperature will be climbing about 60 degrees at noon and 63 degrees at 6:00 p.m., clear skies throughout the entire day and wait until you see what we have in store for high temperatures today and beyond in just a few minutes. right now candace dold has your traffic edge. candace. >> reporter: thanks, steve. there's no question about the ride on route 100, it's going to be a brutal one especially if you're headed near telegraph road and that is because of an accident completely shuts down all of the westbound lanes of route 100 at the same vicinity. you will want to use 176, route 32, or even 175 as the alternate route. now on 97, let's check in moving at route 100 and ta traffic is flowing freely on both the southbound lanes and northbound lanes as well. 95 is a calm ride, the southbound lanes and the beltway toward route 100 looking at a 7-minute ride, right now bay miles per hour. and things are in the clear on the beltway as well. we will take it from 795 toward 95 looking at an 11-minute ride, right now 54 miles per hour and the same with just an 8 minute clip from 83 making the push toward the 795 exit. that's a look at the morning travels. megan back over to you. 5:31 at fox 45 early edition. there's more questions at the mitchell courthouse after another package horses a hazmat. white pockets had a powdery substance and some of them had bullets included as well. even though no one has been hurt it opens up a new realm of questions at th of security at e courthouse. >> reporter: it's been a hassle for the people trying to do business and for those there. the most recent event happened yesterday 9:30 that, is when someone found the latest note. we hear it was maybe to a circuit court judge like the others. inside a white mysterious substance, a bullet and a threatening letter. immediately hazmat team was were called in, and they determined there was no threat but still people coming here have to wonder. this one was at the second floor. they called in the hazmat unit. not a biological threat but it raises a new round of concerns about security. it was a few days earlier that several judges and officials received a similar package. a similar package led to an evacuation of city hall. no evacuation yesterday but while court administrators are trying to calm fears, they do admit there will always be some kind of risk. >> it's scary. we don't want to be alarmist, but we deal with very difficult, frightening situations on a day-to-day basis. so this has given us some pause for reflection, and you know wanting to more information about what has occurred today. >> reporter: once again, the courthouse was not evacuated yesterday. instead an e-mail went to all employees and saying if a hint of danger had been, the courthouse would have been evacuated. not making sure how the staffers feel, as this e-mail said that they were not evacuated. we have not heard from investigators yet if they know if all of these are connected or if they're random and they're coming at the same time. once again a mysterious package found yesterday did make the hazmat units come in here. a bullet was found with a white substance and a suspicious letter, a threatening letter yesterday at the mitchell courthouse. we will see what happens today. we are live at the mitchell courthouse, joel d smith, fox 45 early edition. baltimore county police are asking you to look for a woman who has been missing for become a month now. officers say 24sharise reagan disappeared on february 21st. she was last seen in the catonsville area, near route 40 and rolling road. reagan is 5 feet, 4 inches tall weighs about 120 pounds and has her name tattooed on her name. anyone with information about her whereabouts could be eligible for a reward at $4,500. just call metro stoppers at 1866-7 lock up. police arrest a suspect in the stabbing of a teenager at the inner harbor. officers say they arrested a suspect at the intersection of east calvert and east pratt street. a 17 years old was stabbed after a large fight broke out there. the teen was taken to shock trauma in serious condition. a father and son are indicted on federal charges related to their baltimore business. milton tillman junior and milton tillman the 3rd are facing charges including conspiracy and filing false tax returns. the duo hid their operation of 4 aces bail bonds in east baltimore and failed to report taxable income. the older tillman is accused of trying to defraud ports of america baltimore. mayor rawlings-blake is scaling back the budget in her office. baltimore is battling a $21 million deficit at this point. almost $600,000 have been cut from the mayor's office including a 13% in decrease in salaries. vacant positions have been left unfilled and unfunded. >> families across our country are trying to figure out how to do more with less. we're no different. we're doing the same thing for families and getting down to your core priorities. the mayor will talk to city councilmembers this week about other ways to cut the budget. state lawmakers are trying anyway they can to reduce the huge state budget deficit. one state senator is proposing a bill that would tax online retailers if they do enough business with other stores in the state. the move would bring in $7 million. republicans are still pushing to enact deeper cuts to help address the state's long-term deficit. we have put serious reform related to pension reform to retiree healthcare to the size of government, cutting the size of government, making sure we reduce the amount of spending that the government actually does on a day-to-day basis. >> lawmakers are still trying to close a $2 billion budget deficit. today lawmakers will discuss requiring more information for the state's sex offender registry. they have been working to toughen sex offender laws all week. yesterday the house gave early approval to two major reforms to sex offender laws. the first 2 extend prison sentences by eliminating credits for good behavior. the offer would require lifetime supervision of those sentenced. the house must still take a final vote on all of these measures. today members of the senate will hear testimony on a bill that would legalize the use of medical marijuana. the proposal is being sponsored by frederick county senator david brinkley. it would allow seriously ill patients to receive medical marijuana with an order from their doctor. if the legislation is passed, maryland would become the 15 state with an effective marijuana law. the council moves barred with a partial ban on plastic bags. it approved a bill that will give merchants a choice to offer paper bags only or encourage people to cut back and recycle plastic bags. the city council still has to vote on the measure. a house democrat changes his position on the president's barack obama. representative of dennis kucinich of ohio had been against the legislation but he is going to back the plan when it gets to the house. he had previously stated he wouldn't support the proposal because it did not have a public insurance. he switched his position after the president made a personal visit to his home state earlier this week. thpresident obama sat down with brett bayer and talked about the process the house must use to pass healthcare reform. he says he does not spend a lot of time thinking about the lawmakers follow. >> what i can tell you is the vote that is taken in the house will be a vote for healthcare reform. if people vote yes, whatever form that takes, that's going to be a vote for healthcare reform. >> the white house says the president want to complete healthcare reform before leaving for indonesia and australia this sunday. coming up on the early edition, a tragedy where you're unable to make decisions for yourself. >> the time of crisis is not the right time to try to make those decision? a way to prepare before it happens. we begin with temperatures in the upper 30s to low 40s throughout the region but it's going to be another down to the south we're seeing showers moving off the carolina coast with the low pressure center associated with it. it will continue to move points east and out of our way. here is where we are at. 46 degrees at the inner harbor. calm winds and bi 56% relative humidity. 46 degrees is the temperature in baltimore and 44 in d.c. and in salisbury cooler at 34. a mid range of temperatures in the mid-30s to mid-40s. and we are look at plenty of sunshine coming our way with high pressure continuing to dominate our weather. you see clouds trying to spill into the southern most part of the state and that is about it. here is what we find in the future scan model. the showers move in off of east and the high pressure moves out of the way. the cold front is going to come in and bring us cooler air than the warm air we see proceeding it. that bringing us into the 50s as we get toward the beginning of next workweek. with the front comes the chance of rainshowers for sunday late night into your monday, so it is going to be a very nice stretch of weather until the front moves through and even after that we will be looking a whole lot better. here is what you can expect if you're in the eastern shore. we will see temperatures climb to 65 degrees and mostly clear skies. wind out of the west at 5-10 miles per hour. for the central part of the state again very comfortable, another pretty day with lots of sunshine, 68 degrees for the northwest at 5 miles an hour. how about the western part of maryland, not too different. you get to enjoy the high of 65 degrees, and tonight clear skies, 42 degrees, should do it for the overnight low which is mild for this time of yeafer we typically drop into the 30s. light winds as well so making for a nice thursday night. and 70 degrees for tomorrow. so today is not sounding quite warm enough for you, we climb a cup of degrees more then and 71 on saturday with mostly clear skies. spring arriving with style. 71 degrees and lots of sunshine. 68 degrees on sunday. any showers holding off until later at night partly cloudy with the showers increasing later in the day. then we cool down behind the front, showers and high of 56 on monday. 53 on tuesday, but we bounce back by midweek by getting to 52 degrees. fox 45 sky watch about great numbers on the roadways as well right now ask it's because of the speeds that are looking good. 51 miles per hour on the 95, traveling through whitemarsh, and the 60 miles per hour on 95 right near 395. as for the trip right near the airport at 66 miles per hour on southbound 95 at 195. so all in all things are looking good on that corridor. as far as what is happening, though, there's trouble to talk about in anne arundel county, a crash that completely shuts down all lanes of westbound route 100 at telegraph road. you will want to use route 176, 32 or even 175 as the alternate route because it's jammed leading all the way up toward that scene. now on 97, moving at 100, let's check out that region and here is the northbound and southbound lanes, a pleasant ride there on both of those. the at least that is better news once you're finally on 97. as for the beltway checking in on the southwest corner through albutris, we will show you the scene and a few cars that are starting to filter on the outer loop lanes and the inner stretch. that is something to be aware of. the good news is no major incidents to report. farther up moving at liberty road on the beltway, we haven't had any major complaints there, either. again just a good crowd starting to form especially on the outer loop lanes through the triple bridges. that's a look at the morning
