senator cruz has become a figure standing alone, talking a lot, but doesn't have many friends. >> reporter: cruz provoked a backlash this comparison. >> you go to the 1940s. nazi germany. >> reporter: cruz claimed those who don't join his fight are appeasers. >> they would have been saying you cannot defeat the germans. >> reporter: john mccain has often clashed with cruz and said that went too fantastic. >> -- too far. >> i uh i reject that. >> reporter: it frustrated some republicans who worry his personal aspirations could risk damage to the republican party brand. kelly o'donnell, nbc news, the capitol. while this was a one-man protest and not a filibuster, let's put that aside as the theater aspect of this. now to the reality. nearly everybody in this country will be required to have health insurance next year. today the white house provided the first look t at what the insurance might cost for people who buy it through one of the government exchanges that are new. tonight, nbc's tom costello has been looking at all the numbers. >> reporter: it's an all -out push to get the word out. the obama health care law is real and about to kick in. the government now running a contest seeking creative advertising to convince young people to buy insurance because they are critical to the program's success. beginning october 1, anyone who doesn't have insurance can sign up through an online marketplace called an exchange. >> starting tuesday they can go to one place where they can't be denied coverage. their premium can't be jacked up because they have a preexisting condition and the premiums will factor in tax credits they get to make the plans affordable. >> reporter: today the white house figures on what it might cost. there would be four levels of private health care coverage. bronze, silver, gold and platinum. each with varying deductibles and co-pays. on the silver plan a single 27-year-old earn ing $25,000 a year can ex expect to pay $145 a month after tax credits. a family of four earn ing $50,000 could pay $282 a month after tax credits. >> lower cost plans come with a lower premium but a higher deductible. people will have to make the trade-offs in calculations. >> reporter: the older you are and the more you earn the more you pay. no tax credits for individuals making more than $46,000 a year. the charge would depend on the insurance competition in your state. a 60-year-old woman in dallas earn ing $50,000 a year could pay $575 a month for silver coverage. the same person living in indianapolis would pay about $725 a month. critics say the program doesn't offer enough options to the uninsured and coverage may be too expensive. starting next week the uninsured can get insurance and will be required to keep it or have a lot of work to do. thank you. >> you bet. now to the ongoing story out of nairobi, the massacre at the shopping mall. there is dramatic new video as well from inside that complex including a parking structure -- three floors collapsed during the assault. incredible devastation there. with the bloodshed over, the work now begins to piece together what went on there and how members of this al shabaab terror group planned and executed their attack. ron allen has our report again tonight from tn kenya. >> reporter: kenya is in mourning. family members come the nairobi morgue to identify bodies of loved ones. as kenya's growing investigation into the mall attack gets help from around the world. >> the u.s., israel, britain, germany, canada and other agencies including interpol. >> reporter: officials tell nbc news the fbi was on the ground shortly after the attack began. and now has a significant presence here. how did the al shabaab terrorists pull off the attack? nbc news has learned they stashed weapons inside the mall in advance of the attack and have inside help. they have rehearsed the attack according to "new york times." new video from inside the mall shows the extent of the damage. deputy commander moses ambati who led a hostage rescue team said militants rigged the mall with i.e.d.s. a trained negotiator, he says the assault was so fierce there was no time to talk. it was one of his men who saved a terrified mother and her children who had played dead until help came. kenyan forces save ed hundreds, he told us. >> it could have been a lot worse but it is a successful operation. >> it's all right. successful. >> reporter: among the survivors, americans ryan and amanda kol uh by in africa for a safari vacation. now safely back in texas they say apart from the attack they have good memories. >> kenya is amazing. our whole trip until then was one of the highlights of our lives. >> reporter: back in nairobi, forensic teams search for crews and victims, looking for bodies in the rubble. as kenya grieves and counts its losses. on allen, nbc news, nairobi. on the foreign news front tonight more surprising words today from iran's new president rowhani. last week you will recall in an exclusive interview with ann curry he distanced himself from ahmadinejad's claim held for years that the holocaust was somehow a myth. today in an uh off-camera interview in new york with journalists including andrea mitchell he went further saying the massacre by the nazis was condemnable. they committed a crime against jews which is a crime against christians, muslims, against all of humanity. he added the nazies carried out a massacre that cannot be denied especially against the jewish people. still ahead for us tonight, having the
